People working across<br>the spectrum of behavioural science roles<br>(e.g., public health, academic, NHS, and<br>industry) learn how to optimise and<br>demonstrate impact of their work to create<br>healthy environments and people, by using<br>behavioural/social science in their<br>professional roles to enhance population<br>health and wellbeing outcomes.<br>**Transformation and Behaviour change**<br>**Leads group**: This UK wide group is led by<br>the BSPHN in collaboration with the Local<br>Government Association.  The group<br>membership consists of approx. 100<br>behavioural scientists/ local authority officers<br>leading on behaviour change work for their<br>local authority area.  The group aims to<br>share best practice and reduce duplication of<br>effort and resource across the public health<br>system.|

This included adding a<br>significant number of resources to improve<br>practice, and support professionals, free of<br>charge.<br>_Public benefit_<br>These bring benefit to professionals and<br>organisations in a) enabling them to practice<br>more effectively, b) saving them time and<br>money finding resources and c) enable them<br>to deliver services or support to the public<br>faster and more effectively.<br>**Conference:**The 2023 annual conference<br>was centred around “using behavioural and<br>social science to create healthy futures” with<br>the aim of addressing health inequalities<br>using behavioural and social sciences. The<br>conference was held in person to facilitate<br>networking and was attended by more than<br>200 delegates from public health, NHS,<br>academia and professional bodies, local<br>government officers and practitioners.<br>The event provided the opportunity for<br>delegates to share their work, to learn from<br>others and to build relationships. It<br>showcased a wide range of experiences and<br>learning about how to create healthy<br>environments and healthy people. Delegates<br>also heard from expert speakers using<br>behavioural/social science to enhance<br>population outcomes.<br>_Public benefit_<br>Our events provide public benefit by<br>enabling our beneficiaries (i.e. members and<br>attendees) to improve their professional<br>practice and advance their education and<br>knowledge on key topics of interest,<br>therefore contributing to evidence base and<br>informing best practice.<br>**Hub events relevant to the reporting**<br>**period**<br>The four regional hubs continued to develop|





their approach.  The Northwest and Midlands Hubs delivered a action learning sets for local authority colleagues in each region. Additionally, a new Hub was launched in London in March 2023 at a networking event and plans are being developed to launch a new Hub in Wales in October 2023. 

The communities of practice continue to have a repository on the BSPHN website and are part of the Network Directory, facilitating sharing best practice and identifying relevant topic expertise.  These activities have supported local members to advance their knowledge, understanding and skills in the application of behavioural science to public health. 

Finally, an action learning set was developed and was delivered in the Midlands, providing an intensive expert led skills programme for local authority officers. 

## _Public benefit_ 

These activities benefit our beneficiaries by supporting local members to advance their knowledge, understanding and skills in the application of behavioural science to public health. This has led to the development of a number of project plans that local authorities can implement to support improvements in outcomes for their local populations and the public as a whole. 

A number of the committee and Trustees were involved in the writing, development and implementation of the first ever National Behavioural and Social Sciences Strategy for England, Improving People’s Lives (2018). 

The BSPHN has worked with the NHS (OHID and UKHSA) as well as professional bodies to support the implementation of behavioural science in practice following the Covid response. 

_How this brings public benefit_ This work will help 

- a) create a system where behavioural science is applied ethically and with greater consistency helping to build the evidence-base for effective implementation, 

- b) Help agencies apply behavioural science knowledge (e.g. social science on how communities can 



look after each other and how people can assess risk) routinely to public health challenges, c) The application of behavioural science to enable organisations to better design transparent and honest communications with residents, d) funding for the creation of behavioural science posts and the upskilling of staff ahead of any future public health emergencies.

If any trustees were last<br>appointed or reappointed on the same day<br>those to retire shall (unless they otherwise<br>agree among themselves) be determined by<br>lot;<br>(c) The vacancies so arising may be filled by<br>the decision of the members at the annual<br>general meeting; any vacancies not filled at<br>the annual general meeting may be filled as<br>provided in clause 13.1(d).<br>(d) The members or the charity trustees may<br>at any time decide to appoint a new charity<br>trustee, whether in place of a charity trustee<br>who has retired or been removed in<br>accordance with clause 15 (Retirement and<br>removal of charity trustees), or as an<br>additional charity trustee, provided that the<br>limit specified in clause 12.3 on the number<br>of charity trustees would not as a result be<br>exceeded.<br>(e) A person so appointed by the members<br>of the CIO shall retire in accordance with the<br>provisions of clause 13.1(a) and clause<br>13.1(b).<br>A person so appointed by the charity<br>trustees shall retire at the conclusion of the|
