The BSPHN<br>works with regional colleagues to establish<br>and support behavioural science hubs,<br>which feature both face-to-face and online<br>educational sessions along with access to<br>virtual learning and support, increasing<br>access to expertise, training, and the<br>opportunity to collaborate and share<br>practice across the behavioural science<br>local system.|






|||**Network Directory**: The BSPHN has<br>established an online network directory<br>where people can add a free profile so<br>colleagues and professionals working in<br>related areas of interest can link up to<br>share ideas and best practice, both locally<br>within regional hubs and nationally.<br>**Conference**: The annual conference<br>provides delegates with the opportunity to<br>share their work, to learn from others, and<br>to build relationships. People working<br>across the spectrum of behavioural science<br>roles (e.g., public health, academic, NHS,<br>and industry) learn how to optimise and<br>demonstrate impact of their work to create<br>healthy environments and people, by using<br>behavioural/social science in their<br>professional roles to enhance population<br>health and wellbeing outcomes.<br>**Behaviour change leads group**: This UK<br>wide group is led by the BSPHN in<br>collaboration with the Local Government<br>Association.  The group membership<br>consists of approx. 50 behavioural<br>scientists/ local authority officers leading on<br>behaviour change work for their local<br>authority area.  The group aims to share<br>best practice and reduce duplication of<br>effort and resource across the public health<br>system.|

This included adding a significant<br>number of resources to improve practice,<br>and support professionals, free of charge.<br>_Public benefit_<br>These bring benefit to professionals and<br>organisations in a) enabling them to<br>practice more effectively, b) saving them<br>time and money finding resources and c)<br>enable them to deliver services or support<br>to the public faster and more effectively.<br>**Conference:**The 2022 annual conference<br>was centred around “Collaborating to Build<br>Fairer Communities” with the aim of<br>addressing health inequalities using<br>behavioural and social sciences. The<br>conference was held online and was<br>attended by more than 280 delegates from<br>public health, NHS, academia and<br>professional bodies, local government<br>officers and practitioners.<br>The event provided the opportunity for<br>delegates to share their work, to learn from<br>others, and to build relationships. It<br>showcased a wide range of experiences<br>and learning about how to create healthy<br>environments and healthy people.<br>Delegates also heard from expert speakers<br>using behavioural/social science to<br>enhance population outcomes.<br>_Public benefit_<br>Our events provide public benefit by<br>enabling our beneficiaries (i.e. members<br>and attendees) to improve their<br>professional practice and advance their<br>education and knowledge on key topics of<br>interest, therefore contributing to evidence<br>base and informing best practice.|






**Hub events relevant to the reporting period** The four regional hubs extended their work through the provision of regional events and networking opportunities. Support was provided for the development of two new communities of practice, in Wales and London.  We identified funding, set up steering groups and worked with local stakeholders to conduct local needs assessments in preparation for their launch in winter of 2022. The communities of practice have a repository on the BSPHN website and are part of the Network Directory, facilitating sharing best practice and identifying relevant topic expertise.  These activities have supported local members to advance their knowledge, understanding and skills in the application of behavioural science to public health. Finally, an action learning set was developed and was delivered in the Midlands, providing an intensive expert led skills programme for local authority officers. _Public benefit_ These activities benefit our beneficiaries by supporting local members to advance their knowledge, understanding and skills in the application of behavioural science to public health. This has led to the development of a number of project plans that local authorities can implement to support improvements in outcomes for their local populations and the public as a whole. The BSPHN has worked with the NHS (OHID and UKHSA) as well as professional bodies to support the implementation of behavioural science in practice following the Covid response. _How this brings public benefit_ This work will help a) create a system where behavioural science is applied ethically and with greater consistency helping to build the evidence-base for effective implementation, b) Help agencies apply behavioural science knowledge (e.g. social science on how communities can look after each other and how 




people can assess risk) routinely to public health challenges, c) The application of behavioural science to enable organisations to better design transparent and honest communications with residents, d) funding for the creation of behavioural science posts and the upskilling of staff ahead of any future public health emergencies.

## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Taxation** 

The charity is exempt from tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

I report to the charity trustees on my examination of the accounts of Behavioural Science and Public Health Network (the Trust) for the period 27 September 2021 to 30 September 2022. 

## **Responsibilities and basis of report** 

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or 2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
