Governance
Governing Document:
R21 is a Charitable Incorporated Organisation and governed by its Constitution.
Trustee Recruitment:
Under the Constitution, the Board of Trustees exists of no less than three members and no more than six. Initial terms were for four, three and two-year terms with all trustees thereafter being elected for five-year terms, unless appointed as a service user trustee for a one-year term.

Trustee Benefit:
Trustees of R21 do not receive any benefits from their position. Trustees are entitled to claim expenses related to their duties. During the period no trustee expenses were claimed.
Trustee Induction:
Recruitment is the responsibility of all trustees and induction is the responsibility of the Chair or can be given to other trustees. During the period one new trustee was recruited and inducted. New trustees will be given a role description and the government’s guide to good governance. Trustees are encouraged to take part in training on governance and safeguarding.
Trustee Responsibilities:
The trustees are responsible for the strategic direction of R21, setting its aims and monitoring these. They are also responsible for overseeing its financial health and viability. Day-to-day management is delegated to its team working with the service users.
Trustee Sub-Committees:
R21 currently has no Sub-Committees.
Objectives
Objects:
The objects of R21 are: The relief of need, hardship and distress of persons who have suffered and are suffering from domestic abuse and any children of such persons, or the relief of those who are homeless, or who are in recovery from mental or physical ill-health through the provision of temporary accommodation, support, advice, training and in such other ways as the trustees may from time to time think fit.
Mission Statement:
“Making all things new”. R21 is in the business of supporting people to make a fresh start. As a Charity built on Christian principles, we aim to see people, primarily those who have suffered from domestic abuse, given a chance to rebuild their lives.
Public Benefit:
To achieve our objectives R21 provides services in Northumberland to help improve mental health, well-being, life skills and build towards independent living.
The trustees confirm that the activities relating to this period were carried out in line with its objects. R21 trustees confirm that they have complied with their duty in section four of the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission in determining what activities are undertaken by R21.
During the year R21 continued to work in partnership with Hope Church Bedlington, CIO No. 1153786 and with Green Pastures CBS ltd exempt charity number XT27103. Along with recruiting a

new team of support workers, recruiting new volunteers, and raising vital funds. R21 also secured six more properties to offer supported housing for people fleeing domestic abuse, bringing the total properties available to use to nine.
5 of these new properties are within an old pub, which R21 is in the process of renovating. During the period reported on, R21 finished preparing and opened 2 flats, with 2 more being opened soon after the reporting period. R21 also utilised some of the building for an office space and a communal activity space. Without these partners, R21 would not exist. Green Pastures paid for many of the costs associated with renovating the properties.

Volunteers:
Volunteers are crucial to R21 activities. The Trustees and employees record their gratitude for their time and effort. We had a team of six people regularly volunteering during the period, and other people volunteered on a one-off basis. The volunteer hours totalled over 1500. The trustees would like to record and acknowledge their gratitude for the tremendous contribution our volunteers made during the period.

Activities and Achievements
R21 continued its core project: “Acorn Project”. These are self-contained properties for families who are fleeing domestic abuse. Support work is carried out against 12 areas of need identified when a new service user takes up residency. R21 is able to support both male and female victims and their children. Twenty referrals were received in the period reported on, and we housed seven adults and eight children. We have also started a weekly support group, social activities and opened a community garden in partnership with Hope Church Bedlington. Our volunteer team also visit other support services to offer support to their service users.
Out of the 7 family units housed and supported during the year, one successfully moved on into new accommodation.
All residents reported progress in the areas of identified need.

Financial Review for R21
The trustees present their financial review for the period ended 31st March 2024.
Opening comments:
During the operating period for R21 it depended on housing benefit payments, grants and donations, the largest of which was made by The Hiscox Foundation (CIO no. 327635). There were a number of individual donations too. Some funds were also raised through small events such as coffee mornings.
The funds were raised in line with a partnership with national charity Green Pastures (Exempt Charity no. XT27103) who invested in 5 of the new properties we now lease.
Total income during the 2023-24 period amounted to £78,190.15 compared to £24,378.51 in 2022-23.
During the year donations came from Hope Church Bedlington, the Hiscox Foundation and individuals.
Our cash balance Increased from £2,082.59 to £20,547.58.
Progress since the end of the year:
R21 has opened 2 more properties. This has continued to increase our cash flow and impact.

CAF Bank Ltd is R21’s banker and currently, R21 uses a cash (current) account.

For the year ended March 31st 2024 R21 was exempt from the need for audit under the Charities Act 2011, therefore the trustees have not required R21 to obtain an audit. R21 is required to have the accounts independently examined, and chose Susan Moye to perform the examination.

Notes
1: Accounting policies
The financial statements have been prepared in accordance with FRS 102, the Statement of Recommended Practice, Accounting and Reporting by Charities (SORP FRS 102) using general accounting standards. R21 is a public benefit entity. The principal accounting policies adopted are as follows:
Income Resources
Charitable trading activities: Income is included when received.
Donations and grants
Income from donations and grants are included in incoming resources when received.
Resources expended
Resources expended are included in the Statement of Financial Activities as received, inclusive of VAT which cannot be recovered. All support costs are included under “charitable activities” rather than being apportioned between each of the charity’s activities (such as printing marketing materials), as such apportionment would result in small, immaterial amounts attributable to non-charitable activities. The cost and time involved in calculating such an apportioned expenditure would vastly outweigh the usefulness of doing so.
Pension costs
R21 has a pension contribution policy, with two part-time employees opting out, and one being auto-enrolled. £53.22 was the total cost of pension contributions in the period
Tangible Fixed Assets
Tangible Fixed Assets are depreciated by their estimated useful lives. Items under £50 are charged to expenses. For this period the only assets we have are furniture and fittings depreciated by 33% on a straight-line basis.
Funds Accounting
R21 has the potential to hold the following funds:

5: Commitments
R21 has a commitment to lease 7 properties from Green Pastures, a housing charity, that expires in 5 years’ time. These total £3100 a month. They are in line with the market rate for rent and will be paid for through housing benefit from the residents’ that R21 support.
R21 has a commitment to lease 1 property from a private landlord, for 3 years at £450 a month. Payments started in September 2022, the same month R21 housed its first resident. The lease payments will be paid for using housing benefit from the residents the charity supports.

R21 received no donations from the Trustees in the year 2024. (2023: nil) During the year Michael Reeve served as a trustee, making Amy Reeve’s employment a related party transaction. Amy resigned on 08/09/2023. Michael was removed from all employment-related decisions while Amy was employed. Amy was paid £2068 during the period. (2023: £3560)

Activities and Achievements
R21 continued its core project: “Acorn Project”. These are self-contained properties for families who are fleeing domestic abuse. Support work is carried out against 12 areas of need identified when a new service user takes up residency. R21 is able to support both male and female victims and their children. Twenty referrals were received in the period reported on, and we housed seven adults and eight children. We have also started a weekly support group, social activities and opened a community garden in partnership with Hope Church Bedlington. Our volunteer team also visit other support services to offer support to their service users.
Out of the 7 family units housed and supported during the year, one successfully moved on into new accommodation.
All residents reported progress in the areas of identified need.

Financial Review for R21
The trustees present their financial review for the period ended 31st March 2024.
Opening comments:
During the operating period for R21 it depended on housing benefit payments, grants and donations, the largest of which was made by The Hiscox Foundation (CIO no. 327635). There were a number of individual donations too. Some funds were also raised through small events such as coffee mornings.
The funds were raised in line with a partnership with national charity Green Pastures (Exempt Charity no. XT27103) who invested in 5 of the new properties we now lease.
Total income during the 2023-24 period amounted to £78,190.15 compared to £24,378.51 in 2022-23.
During the year donations came from Hope Church Bedlington, the Hiscox Foundation and individuals.
Our cash balance Increased from £2,082.59 to £20,547.58.
Progress since the end of the year:
R21 has opened 2 more properties. This has continued to increase our cash flow and impact.

Notes
1: Accounting policies
The financial statements have been prepared in accordance with FRS 102, the Statement of Recommended Practice, Accounting and Reporting by Charities (SORP FRS 102) using general accounting standards. R21 is a public benefit entity. The principal accounting policies adopted are as follows:
Income Resources
Charitable trading activities: Income is included when received.
Donations and grants
Income from donations and grants are included in incoming resources when received.
Resources expended
Resources expended are included in the Statement of Financial Activities as received, inclusive of VAT which cannot be recovered. All support costs are included under “charitable activities” rather than being apportioned between each of the charity’s activities (such as printing marketing materials), as such apportionment would result in small, immaterial amounts attributable to non-charitable activities. The cost and time involved in calculating such an apportioned expenditure would vastly outweigh the usefulness of doing so.
Pension costs
R21 has a pension contribution policy, with two part-time employees opting out, and one being auto-enrolled. £53.22 was the total cost of pension contributions in the period
Tangible Fixed Assets
Tangible Fixed Assets are depreciated by their estimated useful lives. Items under £50 are charged to expenses. For this period the only assets we have are furniture and fittings depreciated by 33% on a straight-line basis.
Funds Accounting
R21 has the potential to hold the following funds:

5: Commitments
R21 has a commitment to lease 7 properties from Green Pastures, a housing charity, that expires in 5 years’ time. These total £3100 a month. They are in line with the market rate for rent and will be paid for through housing benefit from the residents’ that R21 support.
R21 has a commitment to lease 1 property from a private landlord, for 3 years at £450 a month. Payments started in September 2022, the same month R21 housed its first resident. The lease payments will be paid for using housing benefit from the residents the charity supports.

9: Related Party Transactions
R21 received no donations from the Trustees in the year 2024. (2023: nil) During the year Michael Reeve served as a trustee, making Amy Reeve’s employment a related party transaction. Amy resigned on 08/09/2023. Michael was removed from all employment-related decisions while Amy was employed. Amy was paid £2068 during the period. (2023: £3560)

Trustees are entitled to claim expenses related to carrying out their duties. None were recorded (2024: nil).

We had a team of six people regularly volunteering during the period, and other people volunteered on a one-off basis. The volunteer hours totalled over 1500. The trustees would like to record and acknowledge their gratitude for the tremendous contribution our volunteers made during the period.
