## **Governing Document:** 

R21 is a Charitable Incorporated Organisation and governed by it’s Constitution. 

## **Trustee Recruitment:** 

Under the Constitution, the Board of Trustees exists of no less than three members and no more than six. Initial terms were for four, three and two-year terms with all new trustees being elected for five-year terms, unless appointed as a service user trustee for a one-year term. 

## **Trustee Benefit:** 

Trustees of R21 do not receive any benefits from their position. Trustees are entitled to claim expenses related to their duties. During the period no trustee expenses were claimed.

## **Trustee Induction:** 

Recruitment is the responsibility of all trustees and induction is the responsibility of the Chair, or can be given to other trustees. During the period one new trustee was recruited and inducted. New trustees will be given a role description and the government’s guide to good governance. Trustees are encouraged to take part in training on governance and safeguarding. 

## **Trustee Responsibilities:** 

The trustees are responsible for the strategic direction of R21, setting its aims and monitoring these. They are also responsible for overseeing its financial health and viability. Day-to-day management is delegated to its team working with the service users. 

## **Trustee Sub-Committees:** 

R21 currently has no Sub-Committees. 

## **Objectives** 

## **Objects:** 

The objects of R21 are: The relief of need, hardship and distress of persons who have suffered and are suffering from domestic abuse and any children of such persons, or the relief of those who are homeless, or who are in recovery from mental or physical ill-health through the provision of temporary accommodation, support, advice, training and in such other ways as the trustees may from time to time think fit. 

## **Mission Statement:** 

“Making all things new”. R21 is in the business of supporting people to make a fresh start. As a Charity built on Christian principles, we aim to see people, primarily those who have suffered from domestic abuse, given a chance to rebuild their lives. 

## **Public Benefit:** 

To achieve our objectives R21 provides services in Northumberland to help improve mental health, well-being, life skills and build towards independent living. 

The trustees confirm that the activities relating to this period were carried out in line with its objects. This was the first period in the history of R21 that included working with its intended service users. R21 trustees, therefore, confirm that they have complied with their duty in section four of the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission in determining what activities are undertaken by R21. 

During the year R21 continued to work in partnership with Hope Church Bedlington, CIO No. 1153786 and with Green Pastures CBS ltd exempt charity number XT27103. Along with recruiting a new team of volunteers, and raising vital funds, R21 also secured its second and third properties to offer supported housing for people fleeing domestic abuse.

While work within one of our properties has flourished, it became apparent that the other two would not be suitable for people with children. This meant that one property was rented out privately, although since the close of this period has been repurposed for single women with pets, while the other has only taken one resident, after which R21 has sought to change its use. 

R21 has trialled using the property for a new type of tenant, taking its first one on in March under the banner of “Sycamore”. The Sycamore project is for ex-offenders who need support finding housing, employment and meaningful activity. Currently, this project is struggling to find insurance to cover all areas of liability, and therefore it may not get off the ground as a full project. 

## **Management, Employees and Volunteers**

No other staff are currently employed by R21. 

The Trustees would like to record and acknowledge their gratitude for the enormous contribution Amy has made to the establishment of R21 as a charitable service, and the continued hard work needed to establish working relationships, residents, and service users. We would also like to thank her for her continued commitment and hard work as she supports our first residents and service users. 

## **Volunteers:** 

Volunteers are crucial to R21 activities. The Trustees and employees record their gratitude for their time and effort. We had a team of six people regularly volunteering during the period, and other people volunteered on a one-off basis. The regular volunteer hours totalled over 1000. The trustees would like to record and acknowledge their grattitude for the tremendous contribution our volunteers made during the period.

## **Activities and Achievements** 

R21 started its first core project: “Acorn Project”. These are self-contained properties for families who are fleeing domestic abuse. Support work is carried out against 12 areas of need identified when a new service user takes up residency. R21 is able to support both male and female victims

and their children. Seven referrals were received in the period reported on, and we housed five people, three adults and two children. We have also started a weekly support group, social activities and plan to open a community garden. Our volunteer team also visit a refuge to offer support to residents. 

Out of the five residents housed and supported during the year, one successfully moved on into new accommodation. 

All residents reported progress in the areas of identified need. 

Towards the end of the financial year R21 decided to trial a potential second core project: “Sycamore Project”. Potential partners were identified, such as Junction 42, and three individuals were assessed for suitability, with one individual eventually being housed. This individual was rough sleeping and classed as homeless. Since going through this process R21 has decided to put the potential project on hold and focus on the Acorn Project for the time being.

## **Financial Review for R21** 

## **The trustees present their financial review for the period ended 31st March 2022.** 

## **Opening comments:** 

During the operating period for R21 it depended on housing benefit payments, grants and donations, the largest of which was made by Hope Church Bedlington (CIO no. 1153786). There were a number of individual donations too. Some funds were also raised through small events such as coffee mornings. 

The funds were raised in line with a partnership with national charity Green Pastures (Exempt Charity no.XT27103) who invested in two of the properties we now lease. 

Total income during the 2022-23 period amounted to £23,879 compared to £7,783 in 2022-23. 

During the year grants and donations came from Hope Church Bedlington, Green Pastures and individuals. 

Our balance sheet cash balance decreased from £5,382 to £1,582.59. 

## **Progress since the end of the year:** 

R21 has secured a grant, and received back pay from Housing Benefit. This has greatly increased our cash balance to over £12,000, along with new residents that will attract exempt housing rates from Housing Benefit. 

## **Banking Arrangements** 

CAF Bank Ltd is R21’s banker and currently, R21 uses a cash (current) account.

## **Independent Examination** 

As the income was under £25k no formal examination was undertaken. General advice and consultation was taken with a qualified accountant sought in preparation for a more robust examination next year .

For the year ended March 31st 2023 R21 was exempt from the need for audit under the Charities Act 2011, therefore the trustees have not required R21 to obtain an audit. 

The trustees acknowledge their responsibility to comply with the regulators in relation to the preparation of accounts and have prepared them in accordance with SORP FRS102

## **Notes** 

## 1: Accounting policies 

The financial statements have been prepared in accordance with FRS 102, the Statement of Recommended Practice, Accounting and Reporting by Charities (SORP FRS 102) using general accounting standards. R21 is a public benefit entity. The principal accounting policies adopted are as follows: 

## Income Resources 

Charitable trading activities: Income is included in the period in which the Charity is entitled to its receipt. 

## Donations and grants 

Income from donations and grants are included in incoming resources when received. 

## Resources expended 

Resources expended are included in the Statement of Financial Activities as received, inclusive of VAT which cannot be recovered. All support costs are included under “charitable activities” rather than being apportioned between each of the charity’s activities (such as printing marketing materials), as such apportionment would result in small, immaterial amounts attributable to non-charitable activities. The cost and time involved in calculating such an apportioned expenditure would vastly outweigh the usefulness of doing so. 

## Pension costs 

R21 has a pension contribution policy, but with one part-time employee who has so far opted out. 

## Tangible Fixed Assets 

Tangible Fixed Assets are depreciated by their estimated useful lives. Items under £50 are not considered. For this period the only assets we have are furniture and fittings depreciated by 33% on a straight-line basis. 

## Funds Accounting 

R21 has the potential to hold the following funds: 

- Unrestricted: Funds to be used with discretion in accordance with the charitable objective of the charity. 

- Restricted: These funds have been restricted by the donor to a specific use within the charity’s objectives. 

## 2: Legal Status 

R21 is a Charity Incorporated Organisation. There is no personal liability to the trustees/members in the event of winding up. Its registered office is 30 Front Street West, Bedlington, NE225UB.

No employee received emoluments of over £60,000 during the year (2022: nil). No trustee received any remuneration. A connected person was employed and this is detailed in note 9.

## 5: Commitments 

R21 has a commitment to lease 2 properties from Green Pastures, a housing charity, that expires in 5 years time. These total £900 a month. They are in line with the market rate for rent and will be paid for through housing benefit from the residents’ R21 support.

R21 has a commitment to lease 1 property from a private landlord, for 3 years at £450 a month. Payments started in September 2022, the same month R21 housed its first resident. The lease payments will be paid for using housing benefit from the residents the charity supports. 

## 6: Debtors and Creditors 

These accounts are run on a cash basis, and as of 31st March 2023 R21 does not have any debtors or creditors. 

## 7: Movement in restricted funds 

£500 incoming in the form of a deposit for a private tenancy, stored at the TDS. No movement during the year

## 9: Related Party Transactions 

R21 received no donations from the Trustees in the year 2023. (2022: nil). During the year Michael Reeve was appointed as a trustee, making Amy Reeve’s employment a related party transaction. Michael is removed from all employment-related decisions. Amy was paid £3560 during the year. (2022: £240) 

## 10: Trustee Expenses 

Trustees are entitled to claim expenses related to carrying out their duties. None were recorded (2022: nil). 

## 11: Independent Examiners fee:

## 12: Volunteers 

During the year R21 had a team of 6 volunteers supporting the creation of the organisation and the initial set-up phase, as well as other volunteers who helped raise some funds. There was also a small team of volunteers supporting R21 residents, supporting the housing management tasks and also performing outreach in refuge’s. The charity benefited from these unpaid volunteers and this is not recognised in the financial statements.
