## **STRUCTURE, GOVERNANCE AND MANAGEMENT**
## **Governing Document and Constitution**
The Charity is a Charitable Incorporated Organisation (CIO).
The Charity is governed by its Constitution which sets out the objects and powers of the charity and governs the actions of the Trustees.
It was registered as a charity with the Charity Commission on 13[th] September 2021.
## **Trustee recruitment and appointment**
The Charity must have at least three Trustees with a maximum number of 12.
Apart from the first Trustees, every Trustee must be appointed by a resolution passed at a properly convened meeting of the Trustees and are expected to serve a minimum of three years from the date of appointment.
In selecting individuals for appointment as charity trustees, the existing Trustees must have regard for the skills, knowledge and experience needed for the effective administration of the Charity.
## **OBJECTIVES**
- 1) TO PROMOTE COMMUNITY PARTICIPATION IN HEALTHY RECREATION AND PHYSICAL ACTIVITY BY FACILITATING THE PLAYING OF RUGBY LEAGUE AND OTHER PHYSICAL AND/OR RECREATION ACTIVITIES.
- 2) TO PROVIDE AND ASSIST IN THE PROVISION OF FACILITIES FOR SPORT, RECREATION, PHYSICAL ACTIVITY AND OTHER LEISURE TIME ACTIVITY OF SUCH PERSONS WHO HAVE NEED FOR SUCH ACTIVITIES BY REASON OF YOUTH, AGE, ILL HEALTH, DISABILITY, FINANCIAL HARDSHIP OR OTHER DISADVANTAGE.
- 3) TO HELP YOUNG PEOPLE, ESPECIALLY BUT NOT EXCLUSIVELY THROUGH LEISURE TIME ACTIVITIES SO AS TO DEVELOP THEIR CAPABILITIES THAT THEY

## **ACTIVITIES, ACHIEVEMENTS AND PERFORMANCE**
In 2024–25, the North Wales Crusaders Foundation continued to strengthen its impact across Conwy, Denbighshire, Flintshire, Gwynedd and Wrexham. The Foundation delivered a wide range of school, community and wellbeing programmes, supporting children, young people and adults through sport, physical activity and positive wellbeing interventions.
Across the year, the Foundation delivered over 500 sessions and recorded just under 5,000 attendances across all programme areas. Based on programme structures and participation patterns, this represents an estimated 2,000 unique individuals engaged throughout the year. This reflects strong and sustained participation across the region and demonstrates the continued value of our work in promoting Rugby League and supporting healthier, more active communities.
These achievements were made possible through the dedication of our Community Development Officer, volunteers, community coaches, trustees, partners and funders. Their contribution has ensured that our programmes remain high-quality, inclusive and accessible to communities across North Wales.
The following section outlines the key activities undertaken for public benefit during the year.
## **Primary School Sessions**
Primary school delivery remained a major part of our work, with 34 sessions delivered across 5 primary schools in Flintshire, Conwy and Denbighshire. These sessions engaged a total of 2,461 primary-aged pupils, providing fun, inclusive opportunities for children to be active, develop new skills and build confidence through Rugby League-based activities. This programme continues to play a vital role in promoting physical activity and supporting the well-being of children across North Wales.

## **High School Sessions**
High school engagement increased this year, with regular delivery at Alun School (Flintshire) and additional sessions in Gwynedd and Denbighshire. The Foundation delivered over 20 high school sessions, supporting young people’s physical activity, confidence and wellbeing.
Conwy: Eirias High School. Denbighshire: Prestatyn High School and Ysgol Crist y Gair. Flintshire: Alun School and Ysgol Treffynnon. Gwynedd: Ysgol Tryfan. Wrexham: Ysgol Clywedog.
## **Tackling Change Programme**
Tackling Change continued to be one of the Foundation’s most substantial programmes, delivered consistently across the following locations: Ysgol Clywedog (Wrexham), Ysgol Crist y Gair (Denbighshire), Ysgol Tryfan (Gwynedd), Prestatyn High School (Denbighshire), Eirias High School (Conwy) and Ysgol Treffynnon (Flintshire).
Across the year, the Foundation delivered over 80 Tackling Change sessions, engaging 600 pupils and 110 unique young people across seven high schools. The programme is designed to help reduce antisocial behaviour by providing structured, positive activity during the school day, while also supporting young people to build confidence, communication skills and wider employability skills. Through sport-

based learning, pupils developed resilience, teamwork and problem-solving abilities that will support them both in education and in their future pathways.
## **Mini Crusaders (Junior Rugby League Hubs)**
The Mini Crusaders programme was delivered across five community hubs in Wrexham, Llandudno, Denbigh, Flintshire and Prestatyn. Across the year, the Foundation delivered 47 sessions, generating approximately 820 attendances and engaging over 100 individual children.
Festival events in Llandudno and Queensferry attracted between 30 and 40 participants, providing opportunities for children to play competitive fixtures and develop their skills in a supportive, inclusive environment.
## **Rugby Memories**
Rugby Memories sessions were delivered consistently between September and December at Bryn Estyn and Kinmel Lodge in Denbighshire. 24 sessions were delivered, and regular groups of 15–18 residents per session.
These sessions supported older adults and people living with dementia through reminiscence activities, gentle movement and social interaction.
## **Holiday Camps**
Holiday camps were delivered in Abergele and Mold, providing safe, structured and enjoyable physical activity opportunities during the school holidays. Across the year, the Foundation delivered two holiday camps, engaging 35 unique children in positive, supportive and active environments during non-term time.
## **PUBLIC BENEFIT STATEMENT**
The Trustees confirm that they have complied with Section 17 of the Charities Act 2011 and have had due regard to the Charity Commission’s guidance on public benefit throughout the year.
## **RESERVES POLICY**
It is the policy of the Trustees to maintain reserves sufficient to cover three months of operating and administrative costs. This policy is reviewed annually to ensure financial stability and responsible governance.

I report to the trustees on my examination of the accounts of the above charity (the "CIO") for the year ended 12[th] September 2025.
## **Responsibilities and basis of report**
As the charity trustees of the CIO you are responsible for the preparation of the accounts in accordance with the requirements of Charities Act 2011 ("the Act").
I report in respect of my examination of the CIO's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all applicable Directions given by the Charity Commission under section of the 2011 Act.
## **Independent examiner's statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:
accounting records were not kept in accordance with section 130 of the Act or
the accounts do not accord with the accounting records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
