Trustees are selected for their values through their links to Bushy Leaze Children and Familles
Centre and the Alton community; they are nominated by members of the Board of Trustees.
Addltlonal Go¥ernance Issues
Bushy Leaze Family Support exists to malntaln and address the gaps In famlly support services
and early-years intervention in Alton (Hampshire) and its surrounding area. 2022-2023 was the
flrst full financlal year operatin8 as a CIO which was set up to succeed our Trust- Bushy Leaze
Family Support IBLCSF- Registered Charity Number 11956591 to allow for more involvement in
the running of these support service5 and develop flnancial surtainability. The majority of
BLCFS'S asset51£88,¢￿l were transferred to BLFS during this financial year. This figure included
reserves held by the charity and grants received for ongoing costs. Donors were informed and
future grant payments were transferred to BLFS.
The Charity is governed by a board of Trustees supported by relevant stakeholders from the
local comrnunity. The board meets a minimum of fourtlmes per year or more often if
necessary. It receives reports from lool family support services and reviews their work
providin8fundln£ and support, funding a Famlly Support Team at Bushy Leaze Children and
Families Centre who achieve our aims and objertives. 8LCSF works to manage and limit risk. It
reviews its practices against the Charity Commission's 'lnternal Financial Controls for Charities"
document regularly. All payments require two signature5. All re￿ipts are banked promptly.
Objects and Actlvitles
The objects of the Charity are:
To enhance the development and edu&ition of thildren, primarily underthe age of five,
by encouraging parents to understand and provide for the needs of their children
through community groups
The preservation and protection of health by the provision of good qualtty childcare, a
resource and advice centre and the education of the public in parenting skills

The provislon of facilities for recreation and othèr leisure time activities for families with
young children in the interest5 of social wekfare. wtth a view to improving condrcions of
life
Summary of actlvates undertaken In relatk¥n to these objects..
The Charltles artivates work towards ensuring vulnerable and at-risk familles have acce55 to the
support they need in ourarea of operation, occupying a gap in family support and early-years
service provislon In East Hampshire. The area, which formerly had five Early-years Centres. now
has only one- Bushy Leaze Children and Farnilies Centre. where we are based. We have
proartively ralsed funds to support the continuation and development ofthe provision of those
senilos to best achleve our Objects.
The financial year 2022-2023 wa5 a successful first full year for our charity which continued to
build on the success of the Trust. allowing the Charity to fully meet its aims and fijlfill its
objects. The Charity received slgnificant contributions from grant givin8 bodies and a stable
level of support from the communlty. We went on to:
Fully fund a Familysupport Team who provlded one-ttrone and group-based
intervention to around 400 familie5 With children under the age of five facin8 slgntflcant
barriers to parenting
Fund several family sUPPOrt programmes, enhanang the development and educatlon of
families wtth children underthe age of five. These are expertly staffed and brlng
together local famllles to provide a network of support
Contribute towards the running of Bushy Leaze Children and Families Centre, a forn)er
Sure Start centre. The Centre, which we use to dellver our services. provldes
outstanding rated ¢hildcare, a resource and advice Centre, and the education of the
public In parenting skills. thus Improvtng condrtions of Ilfe for famllles in need In our
area of operation
The BLFS trustees have regard to the guidance issued by the Charity Commission on public
benefit and the creation of the succession CIO. We believe the funded activities to be of
optlmal benefrt to families in need of support in Alton and wider East Hampshire.
Brlef Statement on the Charities Reserves
The Charity aimed to hold in resenrfe sufficient money in our general funds to continuatlon of
our Family Support Team to delivera prograrnme of family supportfor the community. We aim.
to hold and equivalent to six months of Farnily support Team expenditure to mitigate risk.
2022-23 was the first full year of the tharity. in which we took on the assets of BLCSF including

¢.5 months of reserves. This year fundraising target5 were met allowing us to build reserves to
mitigate risk. Reseryes were held at level of £61,869.61Xvhich represent5 around slx months
Family Support Team running costs these will be transferred to BLFS during the next financial
year.
Summary of the maln achlevements of the tharlty during the year
2022-2023 was a very successful year for the Charity and its beneficiaries. All fundraising
targets were met, and objects realised. Through a combination of donations from our
community and grant-giving bodies we raised an appropriate level funds to fully maintain
family support provisions provided by Bushy Leaze Children and Families Centre for families in
Alton and its surrounding area. BLFS worked with Bushy Leaze Children and Families Centre to
ensure the continuation of a high-quality family support provlsion.
Meetlngs were held by the trustees to establish procedures for assesslng the effectiveness of
these provision5 and the optimal use of fundlng to support our beneficiaries. All Charty spend
was on key activlties and administration to support our objects and ensured the seryice can
continue to offer Its outstandlng rated services for familles.
The Charty ralsed £136,670 during the year £91.484 ralsed by 8LFS. £45,814 were funds raised
in-year by BLCSF and transferred to the new CIO, a further £42,186 of reserves was transferred
from BLCSF. BLFS are grateful for the support of its grant funders, induding Garfield Weston
Foundation, Goodall Foundation. East Hampshlre District Council Supporting Communbties,
Alton Town Council and The National Lottery Community Fund among others.
