Chair of Trustees Report 2024
Introduction:
This report summarises the activities and achievements of the Bar Hill Community Association (registered charity number 1195382). Our charitable objectives are:
TO PROMOTE FOR THE BENEFIT OF THE INHABITANTS OF BAR HILL VILLAGE, SOUTH CAMBRIDGESHIRE AND THE SURROUNDING AREA THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION OF INDIVIDUALS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABLEMENT, FINANCIAL HARDSHIP OR SOCIAL AND ECONOMIC CIRCUMSTANCES OR FOR THE PUBLIC AT LARGE IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THE CONDITION OF LIFE OF THE SAID INHABITANTS.
We are proud of what we have accomplished over the period and are excited about the opportunities ahead. In this report, we will provide a brief overview of our key activities and accomplishments, our financial situation and the impact we have had on our community.
Highlights:
During the past year, we have continued to print and deliver the Bar Hill News on a monthly basis (with our traditional annual break in January). Despite a very challenging advertising landscape in the last year, local businesses’ advertising within the magazine has remained a vital source of income for the Association. Unfortunately, the costs associated with printing the magazine have remained high. The magazine, however, remains profitable, although it is generating less income for the association than it did in previous years.
I’d like to take this opportunity to thank those advertisers who have supported us and without whom our magazine would not be possible. I’d also like to thank those who contribute regular monthly columns from the local organisations within the village, especially Liz Dams and Bridget Wilson, who provide monthly features and Hilary Whipp, who manages our advertising, and our small army of deliverers who get out in the month (rain or shine!) to make sure everyone gets their copy.

I’d like to pay a special tribute to Trevor Kenchington, who, after delivering the Bar Hill News for over 20 years to The Fairway, has decided to step down. Thank you, Trevor! You will be sorely missed.
In addition to the magazine, the Association is responsible for the Féte & Festival, which was held on Saturday, July 13th. The 2023 Fete was very successful, and the 2024 Fete continued in the same vein; however, an incident at the end of the Fete, which resulted in damage to the green, caused a lot of additional (and costly) work for the team.
Consequently, the committee decided to dissolve itself and that a new committee should take over for the 2025 Fete. I’d like to thank Kate Bennett not just for managing the 2024 event so effectively but for handing over the reins to Delia Callaghan, who will be leading the committee going forward. My thanks, as always, to the rest of the committee (especially Graeme Hinchliffe and Geoff Caswell), as well as everyone who helped out on the day.
In a similar vein, we also organised the Christmas
Event last year. Unfortunately, the weather was against us this year, and the event had to be cancelled at the last minute. Anthony Mitchell has agreed to continue as the Chair of the Committee.
Jenni Foster-Smith leads our Parks & Recreation committee (with Anthony Mitchell from the Parish Council) on upgrading the village’s Children’s playground. As I write this now, the playground upgrade is complete, and it’s lovely to see it so busy! However, in 2024, Jenni was hard at work designing and then applying for grants to realise the upgrade.
In 2024, we also participated in the Europe Challenge. This Committee was chaired by Bunty Waters, who, working with the Library and libraries across Europe, held community events in the Octogon.
When setting up the charity, we always intended to support other groups and activities within the village..
Unfortunately, a lack of resources has meant that we have not been as successful with the Phone Box Library, and the Friends of Bar Hill Library committees were hoping to be more active in 2024. The Wellbeing Walks committee also ended.

Conclusions:
Like most organisations staffed entirely by volunteers, funding for our work is a continuous challenge. We currently lack a fundraiser and the capacity to apply for each grant we could access. We cannot also claim all the Gift Aid we are entitled to, and potentially to claim back VAT we are spending. A lack of capacity has been challenging over the last year and will undoubtedly continue to be so for the foreseeable future.
It is not just the financial challenges we face; the other main challenge is that we are increasingly reliant on a vanishingly small number of volunteers. Without more volunteers coming forward, the amount we can do will decrease as people go on to other things. We have already seen this with various committees. In an ideal world, we could offer volunteers opportunities that align with their passions. To do that, we need more volunteers!
In the upcoming year, we plan to engage with local businesses. We believe that if a company donates time for a staff member to volunteer with us, HMRC will offset the cost against the company’s taxable profits. This was, however, the plan for last year, and resources ended up making this impossible.

INDEPENDENT EXAMINER'S REPORT ON THE ACCOUNTS
Report to the trustees of Bar Hill Community Association (Charity number 1195382), on accounts for the year ended 31 December 2024, set out on pages 3 and 4.
I report to the trustees on my examination of the accounts of the above Charity ("The Trest") for the year ended 31 December 2024.
Responsibilities and basis of report
As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011.
I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that, in any material respect: * the accounting records were not kept in accordance with section 130 of the Charities Act; or
- the accounts did not accord with the accounting records; or
* the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a "true and fair" view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report to enable a proper understanding of the accounts to be reached.
