## **Trustees’ Annual Report for the period from 1 April 2023 to 31 March 2024**

## **Charity name: Chaldon Community Trust (CCT)**

## **Charity registration number: 1195168**

## **A. Objectives and Activities**

|_Summary of the purposes of_
_the charity as set out in its_
_governing document_|The objects of CCT are to establish and run a village hall
and to promote for the benefit of the inhabitants of the
Parish of Chaldon (“area of benefit”) without distinction of
sex, sexual orientation, age, disability, nationality, race or
political, religious or other opinions the provision of facilities
for recreation or other leisure time occupation of individuals
who have need of such facilities by reason of their youth,
age, infirmity or disablement, financial hardship or social and
economic circumstances or for the public at large in the
interests of social welfare and with the object of improving
the conditions of life of the said inhabitants.|
|---|---|
|_Summary of the main_
_activities in relation to those_
_purposes for the public_
_benefit, in particular, the_
_activities, projects or_
_services identified in the_
_accounts._|CCT carries out two main activities:
(i) the maintenance and running of Chaldon Village Hall for
the benefit of the people of Chaldon and the surrounding
area
(ii) the running of an annual Village Fete for the benefit of
the Village and representative organisations
In addition, each year we organise a ‘Father Christmas’ tour
of the Village with Caterham Rotary to raise funds for local
organisations.|
|_Statement confirming_
_whether the trustees have_
_had regard to the guidance_
_issued by the Charity_
_Commission on public_
_benefit_|We can confirm that the CCT Trustees have due regard to
all Charity Commission guidance.|
|_Policy on grant making_|The Village Hall does not make grants. The Village Fete
makes grants to local organisations that help organise the
Fete and has a clear policy for this.|

_Contribution made by volunteers_

Both the Hall and Fete rely totally on volunteers – CCT has no staff. Their contribution is immense and neither organisation could function without their contributions.

## **B. Achievements and Performance**

||_Summary of the main_
_achievements of the_
_charity, identifying the_
_difference the charity’s_
_work has made to the_
_circumstances of its_
_beneficiaries and any_
_wider benefits to society_
_as a whole._|The year from 1 April 2023 was the second full year of
the charity’s activities. The country had come out of the
Covid pandemic and the Village Hall was fully open for
business and we had our second Village Fete since the
pandemic.
The Hall had quickly resumed its place at the heart of
the Village and in fact had its most successful year
ever; ending the year pretty much fully booked. The
number of local groups using the Hall is at record
levels, with the Pre-school the main user. We also
provide a much-loved venue for children’s parties, with
one or two parties most weekends.
Since the pandemic the Hall is now much more widely
known and used in the local area too, outside of the
Village, providing a very valuable resource for society
locally.
The Village Fete had to move to the Village’s National
Trust field known as Six Brothers Field, as its previous
venue the Village School has been extended into a full
primary School. The second Fete since the pandemic
was a great success in its new venue, with record
crowds and the most money raised for local
organisations ever.
The Fete is organised by volunteers from these local
organisations and residents. It is a wonderful event for
bringing the Village together and celebrating all that is
great about Chaldon; as well as providing much
needed funds for local groups. We are very grateful to
everyone who gets involved in organising it.||

## **C. Financial Review**

|_Review of the charity’s_
_financial position at the_
_end of the period_|End of year accounts have been prepared and
examined. They show that during the year Village Hall
and Fete income was £45,601.08 and expenditure was
£38,267.23 – a surplus for the year of £7,333.85
The Village Fete aims to break even each year, with all
income being either spent on organising the Fete
(keeping this as low as possible) or given in donations
to local organisations. This year we donated £6,252.02|
|---|---|
|_Statement explaining the_
_policy for holding reserves_
_stating why they are held_|We have a Reserves Policy which is updated each
year.
Reserves are held for the following purposes:

Maintenance of the Hall. We know each year
that there will be unplanned maintenance, as the
building is now 100 years old; and planned
maintenance

Planned improvements to the Hall. The Hall
requires major expenditure on insulation, as
there is none. In addition, the rapidly rising
costs of heating mean that there is a case for
switching to heat pumps as a means of heating
the Hall. The first steps to doing this were made
in the Summer of 2024.

A ‘wash-out’ of the Fete. Each year we invest in
the Fete before it occurs in the knowledge that
on the day it could rain and cause us to cancel
the Fete at very short notice. So we need to
keep reserves to allow us to deal with this.|
|_Amount of reserves held_|The bank account held £22,964.60 with £20,288.88 in
a CCLA savings account making a total of £43,253.48
at the end of the year|
|_Reasons for holding zero_
_reserves_|Not applicable|
|_Details of fund materially_
_in deficit_|No funds are in deficit|
|_Explanation of any_
_uncertainties about the_
_charity continuing as a_
_going concern_|There are no uncertainties about the charity continuing
as a going concern|

|||
|---|---|
|_The charity’s principal_
_sources of funds (including_
_any fundraising)_|CCT’s funds come from three sources:

Income from letting the Village Hall

Income from stalls and attendees at the Village
Fete

Grants from organisations such as Chaldon
Village Council and Surrey County Council that
are provided for specific purposes|
|_A description of the_
_principal risks facing the_
_charity_|The principle risks for the charity are those of a
catastrophic nature, such as;

Flood or fire at the Hall

Complete heating failure at the Hall

Another pandemic forcing the Hall to close for a
period

A Fete wash-out|

## **Independent examiner’s report to the Trustees of the Chaldon Community Trust**

I report to the trustees on my examination of the accounts of the Chaldon Community Trust for the year ended 31 March 2024.

## **Responsibilities and basis of report**

Trustees of the Charity are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

## **Independent examiner’s statement**

I confirm that I am independent from the Chaldon Community Trust and have the experience required to carry out a competent examination of the accounts as is required by the 145(1)(a) of the Charities Act 2011.

I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

1. accounting records were not kept in respect of the Charity as required by section 130 of the Act; or

2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
