Mae’n bleser gan yr ymddiriedolwyr gyflwyno eu hadroddiad a datganiadau ariannol yr elusen am y cyfnod 8fed o Orffennaf 2021 i 31 Mawrth 2022. Mae’r adroddiadau wedi eu paratoi yn unol a chyfansoddiad yr elusen darpariaethau yn y Datganiad o Ymarferion Cymeradwy – “Cyfrifo ac Ymadrodd gan Elusennau” ac yn cydymffurfio gyda’r gyfraith berthnasol.

Amcanion a gweithgareddau

Mae’r elusen yn gweithredu dan gyfansoddiad wedi eu greu gan Fudiad Ysgolion Meithrin (MYM) sydd yn cael ei ddefnyddio gan bob meithrinfa sydd yn aelod o MYM.

Mae ymddiriedolwyr yn cael eu apwyntio pob blwyddyn yn y Cyfarfod Blynyddol drwy gytundeb y pwyllgor rheoli. Mae apwyntiad ymddiriedolwyr ychwanegol yn ystod y flwyddyn yn cael ei wneud trwy gytundeb pwyllgor rheoli.

Prif amcan yr elusen yw rhoi addysg cyn ysgol i blant rhwng dwy a hanner a phedair oed am ddeg awr a dau ddeg pum munud yr wythnos.

Strwythur a threfniant

Mae’r elusen yn cael ei rhedeg gan bwyllgor o chwech o ymddiriedolwyr sydd fel arfer yn rieni plant sydd yn mynychu’r ysgol. Mae’r pwyllgor yn cyfarfod bob chwarter ac mae pennaeth yr ysgol a dwy aelod o’r staff yn mynychu’r cyfarfodydd. Nid oes gan aelodau’r staff bleidlais yn y pwyllgor. Mae gweithgareddau dydd i ddydd yr elusen yn nwylo’r staff cyflogedig sydd yn cael pwyllgor yn fisol.

Perthynas ag elusennau eraill

Mae’r ysgol yn aelod o Fudiad Ysgolion Meithrin, sydd yn elusen fydd yn cefnogi pob Meithrinfa Gymraeg gyda chyngor a grantiau.

Datblygiadau Gweithgareddau a’r hyn a Gyflawnwyd

Roedd gan yr ysgol nifer arferol o blant, tua chwech ar hugain yn sesiwn y bore a’r prynhawn gyda llawer mwy ar y gofrestr aros.

Nid oedd newidiadau sylweddol yng ngweithgareddau’r elusen yn ystod y flwyddyn, ac nid oes unrhyw ddigwyddiadau sy’n effeithio’r elusen wedi digwydd ers ddiwedd y flwyddyn.

Nid oes newidiadau wedi eu trefnu; blaenoriaeth yr ymddiriedolwyr yw i barhau i addysgu plant cynysgol yr ardal mewn awyrgylch gynnes a chyfeillgar.

Cyfraniad Gwirfoddolwyr

Ar adegau, yn enwedig yn ystod tymor yr haf caiff yr elusen gymorth gan rai o’r rhieni,sydd yn werthfawr iawn. Mae’r elusen yn ffodus i dderbyn cymorth gan wirfoddolwyr eraill ac mae’r ymddiriedolwyr yn ddiolchgar iawn am eu help. Mae’r gwirfoddolwyr i gyd yn derbyn cyngor gan y Pennaeth ac aelodau’r pwyllgor am beth a ddisgwylir ganddynt.

Codi arian

O ganlyniad i Covid-19, roedd hi’n gyfnod anodd ar gyfer trefnu digwyddiadau er mwyn codi arian, fodd bynnag codwyd swm o £825. Cyflawnwyd hyn trwy daith feicio, taith gerdded, gwerthu Addurniadau Nadolig ac Ailgylchu defnyddiau . Mae’r elusen wedi eu lleoli mewn ardal difreintiedig ac mae nifer o rieni’r plant sy’n mynychu’r feithrinfa ar gefnogaeth incwm, felly fe fydd yn anodd casglu symiau mawr o arian pob amser, ond mae’r ymddiriedolwyr yn hapus iawn gyda’r swm a gasglwyd yn ystod y flwyddyn.

Adolygiad risg

Mae’r ymddiriedolwyr wedi adolygu y risgiau mwyaf y mae’r elusen yn wynebu, yn arbennig rhai sydd wedi effeithio ar weithgareddau a chyllid yr elusen, ac maent yn fodlon fod systemau mewn lle i leddfu ein datguddiad i’r risgiau mwyaf.

Mae holl staff y cylch wedi bod yn brysur eto'r flwyddyn hon gyda hyfforddiant newydd:

Mae blwyddyn arall bron â dod i ben! Mae Cylch wedi gallu agor y flwyddyn yma heb ddim llawer o achosion COVID. Newyddion da arall, mae Ti a Fi wedi ail agor ers Pasg, gyda 27 o blant ar y rhestr. Roedd tymor yr Haf yn dymor hapus a phrysur. Rydym wedi cael 26 o blant yn y ddwy sesiwn yn ddyddiol a llawer mwy ar y gofrestr. Mae’r cylch yn cefnogi'r Cynllun Gwen a mae pob plentyn yn cymryd rhan i olchi dannedd yn ystod y sesiwn. Mae’r Cylch hefyd yn dilyn Cynllun Cyn Ysgol Iach. Y flwyddyn yma mae’r Cylch wedi ei sefydlu yn CIO – ‘Charitable Incorporated Organisation’. Diolch i’r Mudiad Meithrin am ein cefnogi i lwyddo hyn.

Hoffai’r Pwyllgor a’r Staff ddiolch i’r rhieni am eich amynedd a’ch cefnogaeth i’r Cylch yn ystod y cyfnod anodd hwn. Diolch hefyd am bob rhodd ariannol. Roedd sefyllfa ariannol y Cylch yn ymddangos yn fregus ar adegau, ond diolch i gynllun cadw swyddi Llywodraeth y DG, grantiau Cyngor Gwynedd a Mudiad Meithrin a rhoddion hael rhieni a theuluoedd. Diolch hefyd i Ceren a Carys yn Mantell Gwynedd sy’n gweinyddu cyflogau’r Cylch am eu holl gefnogaeth.

Rydym wedi cofrestru gyda Dechrau’n Deg am flwyddyn arall, mae hyn yn rhoi llawer o gyfleoedd i blant fynychu'r cylch am ddim a chael mynediad i ddiwrnodau hwyl i'r teulu yn Noddfa a Phlas Pawb. Drwy Ddechrau'n Deg fe fydd y Cylch yn cael cynnig mynd ar hyfforddiant newydd a chael adnoddau newydd yn flynyddol. Mae’r plant wedi cael sesiynau Camau Cerdd gyda’r staff unwaith yr wythnos. Mae hyn wedi helpu'r plant i ddatblygu eu dawn gerddorol ac i adnabod tôn a rhythm.

Diolch i Morrisons, mae’r Cylch wedi derbyn rhoddion o flodau a phlanhigion i’w plannu o amgylch Noddfa. Cafwyd trip diwedd y flwyddyn i Parc Sipsiwn. Cafodd y plant ddiwrnod llawn hwyl ond yn anffodus nid oedd rhieni yn gallu ymuno â ni eleni oherwydd rheolau COVID-19.

Cafodd y Cylch Grant gan Gofal Plant am £500 i fynychu sioe Dewin a Doti yn y Galeri a sesiwn Cerdd gan Lucy Codi’r Tȏ.

Mae’r Cylch wedi derbyn Grant gan Dechrau’n Deg i rhoi Canopi tu allan, mae hwn yn cysgodi y plant i ddefnyddio yr ardal tu allan drwy’r adeg.

Report of the Trustees for the period 8[th] July 2021 to 31[st] March 2022

The Trustees have pleasure in presenting their report for the period 8[th] July 2021 to 31[st] March 2022. This report is prepared in accordance with the charity’s constitution and the recommendations of the Statement of Recommended Practice – Accounting and Reporting by Charities and complies with applicable law.

Constitution and Objects

The charity operates under the constitution produced by Mudiad Ysgolion Meithrin (MYM) which is used by all nurseries that are members of MYM.

Trustees are appointed at the AGM by agreement of the committee, any additional trustees appointed throughout the year are done so by agreement of the committee.

The principal object of the charity is to give pre-school education to children aged between two and a half and four year old for ten hours, twenty five minutes a week.

Organisational Structure

The charity is run by a committee / trust of six people who are usually parents of the children attending the school. The committee meets on a quarterly basis and the meetings are attended by the School leader and her two junior members of staff. The staff members are not voting members of the committee. The day to day running of the charity is up to the appointed members of staff which is discussed at a monthly meeting.

Relationship with Related Parties

The school is a member of Mudiad Ysgolion Meithrin, which is a charity that assists all Welsh medium nursery schools by providing advice / giving grants etc.

Review of Activities and Achievements

The school has had the usual number of children, around twenty six in both the morning and afternoon and there are many more on a waiting list.

There were no significant changes in activities during the period, and no events affecting the charity have occured since the period end.

The trustees priority remains the same; to continue to educate the pre-school children of the area in a warm and friendly atmosphere.

Contribution of Volunteers

At times, in particular during the summer term the charity has the help of some parents which we find very valuable. The charity is fortunate to receive assistance from other volunteers and the trustees are very grateful for this assistance. All volunteers are given advice by the Leader and members of the committee on what is expected of them.

Fundraising

Due to Covid-19, it was a difficult year to organise events to fundraise, however a sum of £825 was raised. This was acheived by a bike ride, a sponsored walk, selling Christmas decorations and re-cycling clothes. The charity is based in an under privileged area and many of the parents of the children are on income support, therefore it is always going to be difficult to raise large amounts of money but the trustees are very happy with the amount raised over the year.

Risk Assesment

The trustees have assesed the major risks to which the charity is exposed, in particular those related to the operations and finance of the Charity, and are satisfied that systems are in place to mitigate our exposure to those risks.

Reserves

Reserves are kept in order to meet the day to day running costs of the charity and to be sufficient to cover four months expenditure if current income sources ceased. The reserves in the bank amounted to £12,164 at 31[st] March 2022.

During the year, Angela W Roberts returned from maternity leave, welcome back.

The Staff, children and the Cylch Committee would like to wish Rebeca Roberts all the best for the future in her new career.

Training

All staff have been very busy again this year attending new training:

Another year is nearly over! The Cylch has been able to open this year with few Covid cases. We are pleased to say Ti a Fi re-opened this Easter, with 27 children on the register.

The summer term has been a very happy and busy term. We have had 26 children in both sessions daily and many on the waiting list for the year ahead. The cylch promotes healthy eating in the setting with Cynllun cyn ysgol iach and Cynllun Gwen, all our children take part in brushing their teeth during the session. During the year, the Cylch was established as a CIO - Charitable Incorporated Organisation. Thank you Mudiad Meithrin for supporting us with this.

The committee and the staff would like to thank the parents for your patience and support to the Cylch during this difficult time. Thank you also for every financial gift. The Cylch’s financial situation at times seemed fragile, thank for the grants and generous donations from parents and families. We would also like to thank Ceren and Carys at Mantell Gwynedd who administer the pay-roll for the Cylch.

Report of the Leader (Continued)

We have registered again this year with Dechrau’n Deg (Flying Start), this has given the children many opportunities to attend the childcare setting for free and for access to fun days for the family in Noddfa and Plas Pawb. Through Dechrau’n Deg, the Cylch has the opportunities of new training and receiving new equipment annually. The children have taken part in music sessions once a week, this has helped the children to develop their musical talents and to recognise tone and rhythm.

Thanks to Morrisons, the Cylch has received donations of flowers and plants, to be planted around Noddfa. We were also able to arrange an end of year trip to Gypsy Wood Park. The children had a wonderful time. Unfortunately, the parents could not attend, due to COVID restrictions.

The Cylch also received a Childcare grant of £500 to attend the Dewin a Doti show in the Galeri, we also had two sessions of music sessions with Lucy Codi’r Tȏ.

The Cylch has also received a Grant from Flying Start to put a Canopy outside, this enables the children to use the outdoor area at all times.

Every year we encourage parents, children and the committee to work hard to raise money for the Cylch. It was not possible to hold activities during most of the year, but at the end of June the children and their families had the opportunity to sell football teams. Thank you to everyone. During the year, the Cylch also organised:

Easter Egg Sale (knitted by Carol Morris) Selling Christmas decorations and calendars / Mothering Sunday frames Recycling clothes through the Waunfawr Antur Clothing Bin project

Independent Examiner’s Report to the Trustees of Cylch Meithrin Seiont a Pheblig

I report on the accounts of the Trust for the period ended 31[st] March 2022, which are set out on pages 8 to 10.

Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year (under section 144(2) of the Charities Act 2011 (The 2011 Act) and that an independent examination is needed.

Basis of independent examiner’s report

My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in any material respect the requirements

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

The charity resides at the community centre in Caernarfon.

The charity has furniture and equipment (value unknown) including tables and chairs, sitting unit, play house, toys, slide and seesaw, sandpit and table, kitchen equipment and numerous small toys, books and colouring equipment. The equipment is in reasonable condition and around fifteen years old.

1. Accounting policies

a) Accounting principles

The financial reports have been prepared under the historic cost convention. They have been prepared in accordance with the charity’s constitution and the recommendations of the Statement of Recommended practice – Accounting and Reporting by Charities and complies with applicable law.

b) Funds

The unrestricted funds are general funds used by the charities trustees to further the objectives of the charity which have not been earmarked for any other specific purpose.
