Welcome

David Bull (the Chair) opened the meeting at 19:03 by welcoming the Group Scout Council (the Council), introducing themselves, and discussing their role in the group. The Chair thanked the previous chair, Louis Soccard, for his support in getting started in the role.

Governance Topics

• The approval of the minutes from the previous Annual General Meeting were proposed by Debbie Fullick, seconded by Jon Locke, and approved by the Council.

• The adoption of the constitution (made available to the Council on the website) was proposed by Rob Thompson, seconded by Matt Savill, and approved by the Council.

• The Chair informed the council that the current financial period of January to December would continue to be used by the group.

• No appointed or community members of the Council were proposed.

• The Chair proposed a board size of 15 trustees, which is higher than the Scouts’ recommendation, because of the availability of the members. The Chair also proposed a quorum of one-third. Both numbers were agreed by the Council.

• The Chair proposed a quorum of 20 for Group Scout Council, which is higher than previous years due to the larger board size. This Council agreed with this number.

Review of Previous Year

Gloria Bailey (the Group Scout Leader, GSL) provided a review of the year. Thanking all the volunteers including leaders, trustees, and those who support with the maintenance of the building. The GSL noted several highlights of the year and encouraged the Council to read the annual report. They also mentioned several received grants funding a new cooker and LED lighting, fundraising that has taken place, and the upcoming opening of a new section called Squirrels for young people aged between 4 and 6 yrs old.

Review Annual Report

The Annual Report has been made available to the Council via the website and email, having been reviewed by the Board, Scrutineer, and shared with the Charity Commission. The finances of the group were noted as being healthy with no outstanding debts/liabilities. The Board worked to remove the gas supply by replacing the cooker (as the sole usage) reducing the large gas bill that was mostly due to the standing order. It was noted that, the group is in a better position financially getting closer to having one year’s running costs in the savings account.

Appointments

The current trustees stood down with the GSL sharing their thanks to the Chair for their work and seeing through large changes in the governance space from the Scouts.

The GSL proposed that David Bull remain as Chair, and this was agreed by the Council. The Chair then proposed that the following people are to be trustees:

This was seconded by Paul Carruthers and the Council voted unanimously in favour.

The Chair thanked all those for standing. They noted that two previous members, Paul Carruthers and Will Law, were not standing again and thanked them for their support.

The group’s accounts were scrutinised by Wendy Toogood-Wolvey. Naomi Bailey (Treasurer) proposed that Wendy is re-appointed by the Council for the following year. This was seconded by the Board and unanimously approved the Council.

Recruitment

The Chair mentioned that the group requires a secretary to attend ~6 board meetings and the AGM per year to prepare the agenda and minutes. There is also a need for the treasurer given that Naomi has been in the role for 6 years and is now volunteering with the Scout section. The Chair invited anyone that can support to come forward.

Guest Speaker – Keith Hawkins

Keith, as a representative of the District, thanked the Chair and welcomed the GSL, trustees, leaders and other guests. Keith noted that the Annual Report showed the great activities that the young people were taking part in and thanked the volunteers for their hard work to put this in place. He was pleased to visit the group and shared that Squirrels is an exciting new section to get involved with. He noted that there is a lot of hard work that goes on by the Board to provide safe Scouting for the group.

The GSL presented an “Unsung Hero” award to Kat Dix for her dedication in keeping the Group’s hall clean and tidy.

The Chair asked for any other business.

Joanne Soccard would like to thank Brian Bailey for his hard work in supporting the Group. This was met with applause from the Council.

The Chair proposed Thursday 19th June 2025 for the next Annual General Meeting.

This past year 2024 has been another successful year for the group, member numbers steadily increased throughout the year with a slight drop off towards the year end.

We have welcomed some new leaders / helpers which has eased the pressure for the section leaders and nice to see new faces helping the young people and enjoying Scouting.

All sections have enjoyed camps and activity days during the year, and it has been a joy for me to visit them and see the enjoyment they get out of these days / weeks, spreading their wings and trying new things, testing their limits while learning new skills and all with a smile on their face.

Our leaders have all worked hard to provide the young people with a varied and interesting programme with lots of badges earned, and yes, I mean lots 2,222 in total.

We have been very fortunate to have been given grant money for new equipment this year and having seen it in use on camps and in sessions I can say it has been a great help, so thank you to our benefactors.

Scouting has undergone several major changes because of lessons learnt, the leaders have taken on this extra training and documentation to ensure the young people in their care are safe and protected, so I thank them for their dedication.

So why am I still involved with Scouts?

It’s fun, it keeps you up to date with new things the young people are involved with, and an opportunity to do what the young people do without feeling intimidated when learning new skills, even the leaders like to try and do it bigger and better than the Scouts. I learn something new every week, the latest one was from a scout who explained to me how salt dissolves in water, I have to say when it came to atoms he lost me. The Beavers taught me a new camp fire song “Hello, my name is Jo and I work in a button factory” you might want to ask a Beaver what comes next! At one of the Cubs sessions I learnt all about the old Tadley and the Spitfires that were built at AWE. So please think about joining us and helping even if only now and again, we always need help clearing away or making drinks, speak to one of the leaders for more information. I wish you all well, and remember you have a scout in your home so use them to help, don’t underestimate what they can do.

Although the 2024 AGM was sparsely attended we were fortunate enough to recruit five new trustees to join the board. We have been less successful in recruiting a secretary. I would like to thank Louis Soccard for stepping into this role for us in addition to his role as a trustee. However, ideally, we would like to recruit a meeting secretary to allow Louis to focus on his Trustee role.

There have been many challenges during the last year that have had to be overcome in order to provide a safe and comfortable environment for our leaders to provide a range of learning experiences for our young people. The challenges we faced ranged from “no mow May” (which left us with 2 foot tall grass around the DSC for 6 weeks), failed heating, upgrades to our alarm system / phone line, replacement car park lighting and numerous general maintenance issues that crop up usually at the most inconvenient moments. I would like to thank all the leaders that have contributed their expertise and time (over and above their scouting activities) to keep the DSC in excellent order. During the year we have received a number of grants totalling around £3000. We have used this money to replace and upgrade equipment and I would like to thank Gloria for the time and effort she spends applying for grants from charitable organisations. Our treasurer, Naomi has kept a tight reign over our finances during the year renegotiating our electricity contract and ensuring value for money on all our purchases.

Unfortunately, we have lost significant income from hall hire during the year and along with the continued upward financial pressure we find ourselves in a position of losing money over the year. Reluctantly, the Trustee Board has taken the decision to recommend to the AGM an increase in monthly subscriptions to take effect from 1st September 2025. The subscriptions have not been increased for approximately 5 years and we believe that the higher fees will still provide good value for parents and guardians. Going forward, we will continue to control our costs and increase our hall hire volume as best we can along with fundraising whenever possible to ensure that fees do not need to increase again in the near future.

The major transformation of the national Scouting organisation that was expected early in 2024 was delayed, arriving at the end of 2024. Everyone is still trying to get to grips with the new IT system and the additional training requirements on leaders and trustees. Finally, on behalf of the Trustee Board, I would like to thank everyone who has contributed over the last year to the ongoing success of the Group. Willow Beaver Colony

This year we have gone from having 22 Beavers at the start to 12 at the end due to families moving away and Beavers moving on to Cubs. One of the biggest changes was losing “Osprey” when the Brown family moved to Lincolnshire. We have offered places to all those on the waiting list and still have a strong leadership team, but with Stag looking to leave us early in the New Year as his child moves on to Cubs, we are on the look out for new Beavers and leaders if anyone is interested in joining us.

This year has seen 11 Beavers complete their Chief Scout Bronze Awards with everyone else working very hard towards their awards. In the first term, we enjoyed a variety of activities from visiting Metro Bank in Basingstoke, to making pancakes, learning all about other countries for our International badge and making bookmarks/ discussing books we have liked. We also enjoyed a trip to 4 Kingdoms where we met some rather large dinosaurs!

In the summer term, we got out and about in Pamber Forest doing pond dipping and den building. We also made and flew kites, did some wild art with Dormouse, held a litter pick around the park, visited Silchester Roman Wall and made/ate smores at a campfire. We did our obligatory water fight at the end of term and participated in the Tadley Scarecrow Trail with a Royal Navy seaman being stationed at the DSC in August. All our outdoor activities saw us gain the Scouts “Outdoors in 24” badge.

The highlight of 2024 for us came right at the end of the summer when we did a 2 night camp (in tents!) at Thirtover Place, Cold Ash. This was the first Tadley Beaver run camp and the first time away for many of our Beavers. Having seen the Beavers’ and parents’ reactions, it was clearly a great experience and so we shall be repeating it again this July (but at Ferny Crofts with bigger and more adventrous activities).

The autumn term saw us enjoying several trips out. We attended the Ferny Crofts Beaver fun day in September. We visited Newbury Wharf where the Canal and Rivers Trust taught us all about water safety and canal locks. We then did our annual trip with the rest of Basingstoke’s Beavers to Paulton’s Park and in November, we visited Basingstoke Mosque to learn about Islam. We also held a very successful Macmillan Coffee evening in October, learnt some first aid and fire lighting skills (not on the same night!) and had an excellent turn out at the annual Remembrance Parade at St Paul’s Church. December was however, all about Christmas. From craft to songs around the Tadley tree to party food/games and even a trip to see the panto and sleepover (oh yes we did!).

Thanks go to all the Beaver parents and Willow Leaders for supporting our Young People this year, but a very special thank you goes to our amazing Young Leaders (Rueben and Jess), who have been working hard towards their YL and Duke of Edinburgh Awards and have helped both the Beavers and leaders every single week and at weekends.

After a well earned rest, we now look forward to more adventures in 2025.

Oak Beaver Colony

2024 was another active year for Tadley Beavers and we packed in many activities.

It started with us working on our Gardener badge with the Beavers learning about the tools and different techniques, they all were given some seeds to plant in a pot and took them home to look after them, we had some wonderful pictures on Facebook showing their progress. We also had a visit to Metro Bank in Basingstoke to learn about Money, they showed us around the bank and took us into the safe deposit room to show everyone where people stored there jewels, or so they said.

We finished off the term making pancakes which always goes down well, learning some new skills to finish off our Skills challenge badge, and we learnt about different countries to complete our International badge.

The new term started with the annual County beavers Visit to 4 Kingdoms, and as usual they all had a fun filled exhausting day going on the rides and taking part in the many activities there. We had a Welly walk in Pamber forest, learnt about healthy foods and exercise, made kites and tried to fly them and helped the community doing litter picking at Tadley Common. Most of this term we spent outside with another walk around the Roman Wall in Silchester and we found a new spot to carry out pond dipping and found loads of creatures.

Summer led to lots more outside activities from Den building in the forest and making our Scarecrow display for the Tadley Scarecrow hunt, we also had our first 2 day camp at Thirstover camp site where we took part in Archery, the slippery slide doing blind fold trails and loads of other activities, the Beavers had a great time, some of them

facing their first time on camp and were all extremely brave and we saw them all grow in confidence over the weekend, with some of them not wanting to go home.

Straight back after the Summer holidays we went tracking in the forest some of our Beavers attended the Fun Day at Ferny Crofts going on bouncy castles taking part in crate stacking and have a thoroughly good time.

The term continued learning about water safety by Newbury Canal, and running a Macmillan Coffee evening where we invited Parents Friends and Grandparents to support a charity dear to our heart raising over £240

We then had another trip joining with the rest of Basingstoke West District to visit Paulton’s Park, we met at Basingstoke Leisure Park to jump on the coaches and arrived in good time to enjoy the many rides, this year the weather was kind to us and we managed to stay mostly dry all day returning back up happy and tired. We had a busy rest of the term learning about first aid making yummy smores, paying our respects at the Remembrance Parade and showing everyone our collections and camp blankets.

The Beginning of December saw us visiting the local panto at Tadley Methodist Church, the Beavers had great fun spotting Spider and Woodpecker on Stage, we then walked back to the Diamond Scout Centre and attempted to have a sleep over, but I’m not sure how much sleep was really had that night. 2024 was finished off with loads of Christmas activities and a Disco on the last night.

Oak Beavers earned lots of new badges, learnt loads of new skills and took part in some new adventurous activities and hopefully had a great time

Hurricane Cub Pack

Tadley Hurricanes continues under the leadership of Helen (Akela), Debbie (Raksha) and Stuart (Baloo).

Nick (Kaa) has found it difficult to join us every week alongside his work and other Scouting commitments. He joins us when he can.

The membership of Hurricane Cubs has been settled at around 20 members, but we can always find room for a few more!

Spring 2024

We started the year with a pack forum. Hurricanes has chosen to be ‘youth shaped’ being led by the Cubs’ choices. The first outing of the year was to see the Silchester Players’ pantomime. Great fun was had by all those attending and a thanks must extend to Spitfires for organising and inviting us to join them.

We explored what it might be like to have a disability and later in the year we where lucky enough to have a visit from a Guide Dog for the Blind in training puppy. I only hope he enjoyed the visit as much as the Cubs did.

The sixers took over the running of one the evenings, so important for learning more about being responsible and allowing them to earn a part of their team leader challenge badge. We celebrated St David’s Day at the beginning of March and Polar Bear Day at the end of February. The term ended with an Easter egg hunt and beginning to be gardeners.

Summer 2024

The term started with another pack forum, so we could continue our youth led programme, along side guidance from the leaders.

Among the skills learned in this term were map reading, playing hockey (many thanks to Basingstoke Hockey Club for running this session for us every year.), how to ride and maintain a bicycle and the necessary skills for safe and happy camping.

The annual summer camp was a great success, and it was nice for us to be closer to home this year, in Thatcham. We had wanted to learn to play tennis in celebration of the Wimbledon tennis fortnight, but sadly the weather was against us. Instead, we ran an indoor Olympics in celebration of the Paris Olympics. We finished the term with a kayaking session at Wokingham Waterside Centre.

Autumn 2024

The Cubs were welcomed back in September and immediately started work on their Artist activity badge and World challenge badge. We moved on to Environmental Conservation and Personal Safety badges. The cubs also added to their Teamwork challenge badges.

We continued work on the Disability Awareness badge and played many seasonally themed games. Our sixers and seconders were able to represent Hurricanes in Sainsbury’s selling poppies at the start of November and then during the pack meeting we learned more about Remembrance Day and how it had affected Tadley’s families. The turnout for the annual Royal British Legion Parade was fantastic this year and I was so proud to lead the Cubs. Their behaviour was exemplary, and they looked so smart. In the last few weeks of the term we included trying some origami, learning more about St Andrew and making shortbread and making Christmassy things. Again, thanks must go to Spitfires for including Hurricane Cubs on their night hike and sleepover in November. We finished the year with a family friendly Christmas quiz, inviting the Cub’s families to join us for a mince pie or two!

We are looking forward to another year of fun in 2025.

Spitfire Cub Pack

Tadley Spitfire Cubs are led by Gill (Akela) and assisted by Joanne (Bagheera) and Paul (Bander-log), with invaluable help from section assistants Grant and Mark.

Spring term began with an outing accompanied by Hurricane Cubs, to an excellent performance of the pantomime “Rapunzel” performed by Silchester Players. Cubs did some home safety activities, and some home skills including peeling and chopping carrots, making a cup of tea, and putting a sleeping bag in a stuff sack.

We spent an evening learning about Chinese New Year festivals, making Chinese paper chains, played a dragon game, and enjoyed tasting some Chinese food. Some Cubs took part in the annual BWDC swim badge test day, along with other Cubs from around the district, and successfully gained some staged swimmer badges.

Cubs learnt about St David, and celebrated St David’s Day by tasting leeks which were surprisingly very popular, played a dragon game, then made and ate Welsh cakes. Cubs had an excellent visit to St Paul’s Church where they learnt about the Easter story, did a quiz around the church and made Easter gardens for display in the church. The term finished with chocolate quiz, chocolate activities, chocolate Easter egg hunt!

We started the Summer term with a litter pick to clean up the DSC garden and Southdown playing field. Then did activities for the Naturalist badge, built bug hotels, identified mini beasts and trees, made charts to record findings in their own gardens.

Cubs had a great evening doing football training at Barlows Park with a Calleva coach. Two weeks later they enjoyed a hockey taster session with Basingstoke Hockey Club. Cubs spent an evening learning how to pack rucksacks effectively for a day hike, then had an imaginary hike in the garden to establish what needed to be placed differently. Following this Cubs practiced tent pitching and striking, all in preparation for camp. We had an excellent, although wet and cold evening at Tadley Fishing Club, learning how to fish, and Cubs enjoyed using the rods and had great success in catching fish.

The water theme continued with a brilliant evening sailing at Burghfield Sailing Club.

An evening was spent practising pioneering skills, then the following week we went to Pamber Forest and used those knots to build shelters with rope and fallen branches.

Both Cub Packs had a great weekend camp at Thirtover, Cold Ash, where they slept in tents and enjoyed many activities including fire lighting, grass sledging and low ropes. The term ended with a fun evening of outdoor games and a BBQ.

The Autumn term started by looking into services in the local community and plotting them on a map, then Cubs created posters advertising Tadley to visitors and residents. Cubs learnt about disabilities, including physical, deafness, blindness, and hidden disability, used braille to write, learnt sign language and did feet or mouth painting. We had a very enjoyable outing to St Mary’s Church, Silchester, where Cubs learnt about the church and its history, learnt about the bells and tried bell ringing. Sixers and Seconders helped poppy selling in Sainsburys, then all Cubs learnt about local servicemen who lost their lives in the wars and made poppy wreaths, followed by a good number of Cubs attending the annual Remembrance Day parade and service.

We had an excellent and exciting visit to RAF Odiham where Cubs looked at maps, held guns and went in a Chinook helicopter, and looked at and sat in a fire engine. Most Cubs together with Hurricane Cubs took part in a night hike from Mortimer West End back to the DSC in Tadley, followed by a pizza supper and sleepover. The term ended with a great outing with Baughurst Cubs to Hollywood Bowl, Basingstoke, for an exciting and competitive evening of bowling and tea.

The Cubs have had a busy year with a great variety or exciting activities and new experiences, and gained many badges, including some older Cubs achieving their Chief Scout’s Silver award.

Darwin Scout Troop

2024 has been a busy year for the Scouts, we have been focusing on going back to basics and ensuring that all the scouts have been taught all the expected basic skills so we can then start building upon their knowledge and start to really challenge them.

We started with some refreshers on Emergency Aid skills and understanding, enabling them to gain their Stage 3 badge. We then moved on to some dexterity skills with the challenge to sew and make a water bottle carrier case/bag, all the Scouts surprised us with how well they all did with this despite their initial thoughts. We started to work on navigation / map reading / what kit to have etc. we are aiming to work up to the Expedition challenge. We had a trial weekend expedition to get a feel for their fitness levels - hiking for a whole day. We just happened to collide with a weekend after probably some of the wetest & muddiest weather of the year .... oops!

Then it was knife skills .... the leaders weren’t having fear issues on this one, (No!! of course not, I mean what could possibly go wrong?)

The better weather and longer days saw us getting outdoors as much as possible with hikes, grass sledging, scavenger hunts, den building, tarpology & pioneering and of course water games. We also had some problem solving and challenges with an escape room for Easter.

We also ran some extra weekend activities - a water activities full packed day, archery & tomahawks day with BBQ lunch

Summer camp was a blast! the water activities looked like great fun and the games the instructors had them playing on the large paddle boards definately was entertaining for us to watch ... I don’t think I have seen so many scouts fall off a paddle board so many times! All the Scouts did a great job of the master chef challenge and they didn’t manage to poison any of the Leaders so that was definitely a WIN!

Autumn / Winter saw us back in the hall as nights started to get darker, although we managed to squeeze in a night hike around the woods, we concentrated on activities that included: indoor caving, pioneering, survival skills and fire safety & pumpkin carving to build on our knife skills, cooking and model making before finishing up with a campfire and dark games.

Chaos Camp gave us an opportunity to mix with Scouts from across the county and experience a camp organised & run by Explorer Scouts and adult leaders. There were plenty of activities to have a go at, it was definitely an aptly named camp.

We squeezed in an extra Cooking day where the scouts not only had to plan their menu, but shop for the ingredients before preping and cooking, and we had a great turn out for the annual Remembrance Parade.

It has been another busy and exciting year for Newton troop. We mixed up the programme to offer badge work, learning new scouting skills and practising old ones, as well as participating in adventurous activities.

In the winter term, we practised our fire lighting skills outdoors to keep warm and enjoy some smores. We also went into Pamber Forest to enjoy a variety of wide games in the dark. Back inside the DSC, we concentrated on the World badge and started to work on preparing for expedition challenge. The patrol leaders took over the programme for one night to have a taste of what it is like to plan and lead an activity and we finished the term off with an easter themed night, including a good old egg hunt around the grounds of the DSC.

We started off the summer term with a games night to work on our teamwork, including a building challenge where the troops were tasked with building a bridge out of newspaper and then took advantage of the better weather and lighter evenings to enjoy some cooking on open fires, a different variety of wide games in the forest and pioneering to build wash stands from bamboo poles. Camp preparation was carried out towards the end of the term with tent pitching, equipment checking and learning axe, saw and knife skills. One of the highlights of the year was a visit to the River Thames to do dragon boating, where we heard some good beats being drummed out from the boats and saw some very competitive scouts. In August we spent a week on summer camp at Danemead. We spent 7 nights doing a variety of activities to work towards our Outdoor Challenge badge, as well as spending a day out in London sightseeing and visiting the Imperial War Museum. We all really enjoyed the ice creams we had on what was an extremely hot day! Another day out from camp saw us visit ESSA Water Activates Centre where the scouts did sailing, stand-up paddle boarding and rowed in 8-man canoes. A lot of fun was had and many of the scouts took the chance to cool off with a dip in the lake. At the end of camp, we said goodbye to Tom who was heading off to York University.

The autumn term saw us welcome a new member of the team, Marina, as a Young Leader. We headed back to Pamber Forest to work on our survival badge where we built shelters, which meant that the scouts had to learn/practise knots. We also practised our first aid skills. In November we made guys for the 5th and burnt them on a fire in the DSC grounds. We also attended the annual Remembrance Parade at St. Pauls Church where the scouts all looked very smart and were a credit to the group. Our infamous Masterchef competition returned with the scouts cooking & planning a 2 course meal (all the leaders agreed that it was a really nice meal!). To finish the year, we held a Young Leader’s night, did a Christmas night hike (which included going to the chip shop) and held a Christmas party to celebrate the end of the year.

I would like to thank Stuart Pope, Chrissie Young, Simon Thompson, Libby Brown, Tom Pilling and Marina Hamad (YL) for their assistance and help running Newton Scouts, as well as all the Scouts for their behaviour and enthusiasm throughout the year.

As the Groups trustees you are responsible for the preparation of the accounts; you consider that neither the audit nor independent examination requirements of the Charities Act 2011 apply. It is my responsibility without carrying out an audit or independent examination to scrutinise the accounts and to report to you.

Part of the camp refunds for the Scout section were refunds for the previous years camp. £20,000.00 has been transfered to long term savings account

The Trustees have discussed and agreed to an adjustment on the accounts assets under teh Non-monetary section.

It was felt that the building should not be listed with an asset valuebecause if the group closes & the land is returned to the council, the building has to be removed by & att he cost of the group. Similarly the value listed against the group kit has been reduced to take into account the age of the equipment and it's potential second hand sale price rather than the insured price which is what was listed previously.

Activity Highlights:

Beavers - Have taken part in a trip to 4 Kingdoms, Paultons Park, have taken part in Fernycrofts fun day and have attended a camp, and a Sleepover in the hall with a trip to the Panto.

Cubs - Have taken part in a District swim & District jester day, they have been Sailing, Kayaking, Bowling and have attended a camp and a night hike with sleepover in the hall.

Scouts - Have taken part in a Water activities experience, Archery & Tomahawks day, Cooking day, they have taken part in Expedition weekend camps for the challenge badge as well as a week Summer camp and a weekend County run Chaos camp.

Expense claims to be paid - Group budget £47.65 / Beaver budget £13.13 / Scout budget £58.37 Subscriptions - 7 months and a joining fee due from various people
