## GROUP SCOUT COUNCIL MINUTES 2022 

## **Date: 13 July 2022** 

## **Venue: Diamond Scout Centre**

## Minutes 

Meeting commenced at 18:45pm. 

The Chair Louis Soccard opened the meeting and thanked all for attending. The Chair informed all that this year’s AGM was a new format with the addition of some activities for the young people and parents to try at the end of the meeting (namely archery and smores making). We were also collecting donations for the lovely cakes young people and parents provided and refreshments to go towards Macmillan Cancer Support charity. A charity which the Beavers in particular support every year. 

The Chair continued by running through the items on the agenda: 

The Minutes from the last AGM being proposed by Rob Thompson and seconded by Naomi Bailey were approved. It was then put to the Group Scout Council for a vote and the minutes were approved by a majority. 

## Matters Arising – none. 

Review of the Last Year – The Chair invited all to read the AGM report if they had not already done so and advised that there is a link to this report within the Chair’s email regarding this meeting and that it can be found on the Scout group’s website. The Chair’s perspective highlights on the year were: 

The registration of the Scout Group with the Charity Commission. 

- The smooth transition to our new District (Basingstoke West) including all the new activities that this has allowed our Young People to get involved in. 

- The naming of the main hall in December 2021 (which is now known as the Brian Spray Hall) dedicated to the Ex-Chair of the Group. The naming was unveiled by Brian (known as Len) with a plaque above the door.

The welcoming of new volunteers into the Group (Leaders in both Beavers and Scouts as well as a new Group Secretary) 

- The return to face-to-face Scouting after Covid (which called for the Scout group leaders to do additional work in terms of activity planning and risk assessments). 

- The increase in hall hires which Gloria Bailey (Group Scout Leader) and Naomi Bailey (Group Treasurer) have managed both administratively, financially, and even doing the cleaning. The Chair thanked them for their efforts. 

- The sourcing of financial grants, including the grants from the Greenham Trust which has enabled us to buy footballs, archery kits and new tents. A further grant from Basingstoke and Deane Borough Council allowing us to purchase new push taps in the building aiding in saving water consumption. 

## The sections have been busy this year and some of their highlights were: 

- Beavers - £189.00 was raised for Macmillian at their coffee morning, cycling, and a trip to Paultons Park. It was noted that unfortunately we have had to close our second colony, and we therefore have a large waiting list of young people wishing to join so we hope to find more volunteers soon. 

- Cubs – Fright Night visit at Ferny Crofts, Christmas Tree visit, Chip Shop walk, making cutlery bags with the Explorers, and attending several District events such as Jester Day and Swim Badge Day. 

- Scouts – Winchester camp in October 2021 showcasing some back to basic skills, along with wide games, cooking, and evening hikes. 

This year we have seen a lot of awards across the sections, with many Chief Scout Awards for Beavers, Cubs and Scouts. There have also been several adult awards this year too, with long service awards for 5 and 20 years, as well as Commendations and Awards for Merit. 

Accounts – many thanks to our Group Treasurer Naomi Bailey who has done a fantastic job. The Scrutineer’s report has been very favourable with few issues. We are now in a better position financially, but still have a little way to go to reach our goal. The accounts were approved after being proposed by Paul Carruthers and seconded by Charlie Dix. The Group Scout Council then approved the accounts by majority vote. 

Executive Committee – Thanks for all the work done this year by the Committee. They now stand down and so does the Chair. 

GSL – Group Scout Leader Gloria Bailey then stepped in to thank all the Scout Leaders and parents for their support getting the Group back to face-to-face Scouting. GB thanked Louis Soccard for his work as the Chair after stepping up into the role from his previous position as Deputy Group Scout Leader. GB invited anyone to propose nominations for a new Chair. GB then asked LS to agree to stand for another year and he agreed. LS was proposed by GB, seconded by Joanne Soccard and The Group Scout Council agreed to the nomination by a majority vote. 

## Resolutions requiring Group Scout Council approval: 

- Constitution – The Chair explained that the constitution is how we govern and run the charity. It needs to be adopted. A copy is on the website. This was approved by a majority vote of the Group Scout Council. 

- Group Executive Committee Quorum – The Chair proposed that this be set at 50% of the Committee + 1 in order to validate a vote. The Group Scout Council agreed to the proposal by a majority vote.

- Group Scout Council quorum – The Chair proposed that this be set at 10%. The current Group membership is approximately 160 members and so this would mean 16. The Group Scout Council agreed to the proposal by a majority vote. 

- Number of elected Committee members – The Chair proposed that up to 5 people can be elected to the Committee (plus other members, ex-officio, nominated, and co-opted). 

## Election of Executive Committee Members: 

The Chair explained that there are certain roles that are ex-officio, meaning that they do not need to be voted on to the Committee. The GSL and Chair are ex-officio along with the Group Treasurer and the Group Secretary (once they are approved by The Group Scout Council) Section Leaders that opt to be on the Committee. The Chair informed that the following section leaders Matthew Savill (Tuesday Beavers), Helen Belcher (Hurricane Cubs) and Rob Thompson (Newton Scouts) are willing to stand and are therefore ex-officio and do not require approval by the council. 

Group Treasurer – Naomi Bailey – proposed by Gill Fewell and seconded by Tracy Bennett Group Secretary – Lindsay Henry - proposed by Samuel Lloyd and seconded by Charlie Dix Both were carried by majority vote by the Group Scout Council 

- Elected Members – Joanne Soccard, Paul Carruthers, Samuel Lloyd, Melanie Russell, and Graham Hutcheson. All were happy to stand again and proposed by the GSL Gloria Bailey, seconded by Gill Fewell. The election was carried by majority vote by the Group Scout Council 

- The Chair explained that the GSL Gloria Bailey can also nominate others on to the Committee. GB proposed Will Law (as a parent representative). This nomination was seconded by Matthew Savill and the election was carried by majority vote by the Group Scout Council 

Scrutineer – The Chair advised that Ashleigh Bull was this year’s scrutineer and has done a great job. AB is happy to be elected again and this was proposed by the Group Treasurer Naomi Bailey and seconded by Paul Carruthers. The election was carried by majority vote by the Group Scout Council. 

## AOB – None. 

Jon Locke (Deputy District Commissioner) was then invited to say a few words. JL thanked the Chair and GSL for inviting him and for such a warm welcome. JL commented on the successful transition and noted that Tadley Scout Group is a welcome addition to the District in terms of experience, skills, and facilities. JL hopes that the transition has been successful from our standpoint too and congratulates all within the Scout Group for their hard work and creation of such a strong and active Scout Group. 

Provisional Date of Next Annual General Meeting – Tuesday 20th July 2023. 

The Chair gave a final word of thanks to all the volunteers for providing all the activities for the young people within the sections this year. The Chair also advised that he was looking forward to another successful year in Scouting for the Group.

## MESSAGE FROM OUR GROUP SCOUT LEADER 

This year's report is a slightly shorter one as a result of the dates for the financial year end changing. 

## Scouting 

Our group continues to thrive offering Scouting to young people from the ages of 6yrs to 14yrs, with challenging activities, camps, indoor sessions along with invited guests. Following on from the COVID period when things were a little challenging in trying to provide a Scouting programme of activities, we have now moved on to full productive programmes where a large number of badges have been gained and issued. This is all down to our leaders and their hard work in the planning and ensuring all goes well, good preparation is not easy and takes time out of leaders personal time. However, I am sure they enjoy the sessions with the young people, thank you to all the Leaders. 



" Vacancies Yes, like all voluntary organisations we are looking for your help, we need help with the sessions in all sections, a Secretary for our trustee board, a Chair to run the trustee board. These roles can be made to fit with your other commitments and free time, please ask for more information we are doing this for your young people.

## Building 

Our hall has been used by a number of hall hirers which has helped with the upkeep of the building. We are trying to be more sustainable and careful with our resources and are very grateful for the financial support we have been given from Loddon Valley Lions. We have managed to change our wash hand basin taps to automatic switch off ones, saving on water. We have a grant to replace our gas oven to electric from the Lions, which will reduce our bills and make us more sustainable. 

From the small amounts of money raised through sewing badges on uniforms we are able to replace 6 fluorescent tubes to LED ones, still a long way to go in replacing them all but a start has been made. 

With this in mind please can I encourage you to use the Easyfundrasing app when shopping online and support our group, we do get a small amount of income from this, and it would be great to see this increase. 

We continued our annual attendance at the Treacle Fair with a tombola stall. This year we provided the opportunity to Scouts in the district who are attending an International Scouting event in 2023 to join us and fundraise for their trips by selling items and running games.

## MESSAGE FROM OUR GROUP CHAIR 

Following on from Gloria's message, it is great to hear that Scouting is continuing to thrive in Tadley supported by our amazing team of volunteers. The Trustee Board (formally the Executive Committee) worked hard last year to make sure the infrastructure was in place to enable our young people to take part in Scouts. Whether that was helping to manage the building, creating policies to safeguard our charity, or carefully planning the finances to ensure the young people get the most out of Scouting. 

I would like to thank every trustee that stood last year, particularly our Treasurer Naomi Bailey and Lindsay Henry our Secretary. Matthew Savill and Charlie Dix have done a fantastic job at making sure our building remains well maintained alongside running Beavers. Finally, I would like to thank Gloria and Brian Bailey for the countless hours they put in to Scouting in Tadley. Not only is Gloria keeping things running at the helm of the Scout group but she, and her husband, take good care of our building, doing the cleaning and other maintenance jobs that have to be done. It wouldn't happen with out them. 

Sadly my time as Group Chair at Tadley has come to an end. Due to personal and work commitments I am standing down at this AGM but will remain as a trustee of the group and continue to look after our digital infrastructure. As Gloria mentioned, if anyone would like to volunteer for a role within our trustee board, please let us know and we will support you in whatever you choose to do.

## Oak Colony 

2022 started off with only one Beaver Colony remaining at Tadley with a huge waiting list so throughout the first part of the year we were still trying to work out how we could restart our Wednesday Colony. After discussing how we could split the Leaders between both days, Joanne Soccard (Beetle) who is also an assistant Cub Leader volunteered to step up and lead it with Stag transferring across to help her. With this in hand, we officially renamed both colonies to Oak and Willow. 

We began the year with familiar activities based around finishing off the challenge badges and finally 9 of them earned and received their Bronze awards which were presented during a Top Awards ceremony evening in Basingstoke.

With the weather getting better we joined many other Beavers across the County at 4 Kingdoms where we had a great day and met Chip the county Beaver Mascot, we also took the opportunity of renewing our promise with everyone else as the trip was planned on St Georges day

Plans were also afoot for a camp at Ferny Crofts Activity Centre, this would be the first camp for many of our Beavers. They arrived Saturday morning with a day and a half of activities planned, they took part in archery, climbing, cooking smores, dough twists and many other things. The first night was finished off with a campfire and lots of new songs to copy and learn. 

The Beavers slept outside in tents that night, some of them for the first time. Sunday was started with Breakfast and some more activities before heading home at midday. 

After the summer holidays we continued earning various badges at the Diamond Scout Centre. We also visited Paultons Park travelling on a coach with other district Beavers. We had an outing to Clip and Climb and we saw the Christchurch Panto where the Beavers saw some familiar faces, followed by a sleepover at the DSC . 


It was great to get back to normal activities after the restrictions of the previous few years, there was a lot of firsts for our Beavers with all the usual events returning. 

We said hello to the Willow Colony and goodbye to Stag who joined them and as always thank you to everyone that has supported us throughout the year.

## Willow Colony 

This September, we were excited to announce the re-opening of our Wednesday Beaver colony due to the long waiting list of young people who were waiting to join our group. We welcomed 15 young people, who were totally new to Scouting. 

After introducing them to the ideas and values, as well as customs of Scouts, we got down to having fun and showing them the type of adventures we would have during their time with us. 

## 

We took advantage of the daylight in the first few weeks to do outdoors activities, which included games, fire lighting (and eating smores, of course!) and archery. We then moved indoors and built spaceships to allow Captain Egg to fly (they did not all survive I am afraid). We enjoyed a visit from John Fewell to learn all about his model aircraft, made crisp blankets for the homeless with Hedgehog from Oak Beavers and created bats and milk bottle lanterns for halloween (all before half term!) 

On 12th October, we had the great privilege of investing one of the largest numbers of young people at any one time – see how smart they looked…

In the second half of the term, we talked about firework night and safety as well as creating our own large firework pictures and then moved onto the World Wars and Remembrance. The Beavers were challenged with some problems to solve – they blew us away with their imagination and speed! Steve welcomed us at the Salvation Army and told us all about their movement and history, which was fascinating and informative – the Beavers were all captivated. 

To finish off the term, we enjoyed a visit to the Methodist Church pantomime (oh yes we did!) and had a sleepover at the DSC (it should actually be called a “wakeover!”). This was a big night for some Beavers as many had not slept away from home before and they made us all proud. To finish off, we walked to the Christmas tree at the council offices and devoured some yummy chips on the way, before singing some carols around the tree (we hope you saw our video on Facebook). 

Finally, we joined forces with Oak colony to visit “Clip n Climb” to work off some energy and see how high our Beavers could climb (all the way to the top in a lot of cases!) 


Thank you to all the leaders and parents who have helped us get our colony off to a flying start and introduce a lot of young people to the Scouting adventure.

## Hurricane Pack 

Tadley Hurricanes continues under the leadership of Helen (Akela), Debbie (Raksha), Stuart (Baloo) and Nick (Kaa). 

The membership of Hurricane Cubs has continued to have had a lower than average number of Cubs and we have space to welcome any new members. 

## Summer 2022 

The highlight of the term was being able to take 24 delightful Cubs, from both packs, camping. We went to the Scouting Adventures site at Youlbury, Oxfordshire, where the Cubs took part in activities such as hiking, abseiling and tomahawk throwing. It was so wonderful to see the happy and proud faces as they achieved their best. 

Hurricane Cubs programme for the term included making art in the forest and learning skills in preparation for camp. We joined with other packs from Basingstoke West District at Down Grange to take part in a hockey session, led by the wonderful members of Basingstoke Hockey Club. We are looking forward to repeating this again in 2023. 

The Cubs were able to attend a session at Reading Climbing Centre and everyone made it up the walls. They were much braver than I would have been.

We finished the term with another adventurous activity on what turned out to be one of the hottest days of the year. 

The Cubs learned how to Kayak on the River Thames near Reading and had a wonderful time. 

## Autumn 2022 

We returned to Cubs full of excitement at the prospect of another term of exciting, adventures. Sadly we then had to say good bye to Queen Elizabeth II. She was our patron and we have had to learn to change the words to our promise from Queen to King. The Cubs wrote a letter of sympathy to the new King and we had a lovely reply which is proudly displayed on our notice board. 

One session has become very popular with the Cubs and is repeated each term and that is a Taskmaster challenge night. This is the term when we can’t get out and about as much as we would like and so we concentrated on badge work, building towards the Chief Scout's Silver Award. 

Many Cubs attended the annual service of Remembrance and made me so proud as they look so smart and behaved beautifully. 

We finished the term with all things Christmassy, wearing Christmas jumpers and making mince pies. Cooking is another favourite activity which tends to be repeated most terms.

## Spitfire Pack 

Tadley Spitfire Cubs continue to be led by Gill (Akela) and assisted by Joanne (Bagheera) and Paul (Bander-log), also we are pleased to have section support help from Graham (Mang), and invaluable assistance from Thomas (Bakus), our Young Leader. 

We endeavoured to spend as much time as the weather would allow outdoors during the summer and were largely successful, enabling us to tackle several of the outdoor badges. Thanks to all the parents who managed to transport their Cubs to the various locations. 

## 

- We spent the first few weeks concentrating on the Navigator staged activity badge, and looked at maps, compasses, direction, including some games, and a walk around Tadley looking at various community services. Cubs learnt how to pack their rucksacks for a hike, with appropriate equipment, and in a methodical order. Later in the term we played Tadley Monopoly, an exhausting game of shaking dice then visiting locations in Tadley. We joined many Cubs from Basingstoke West District and enjoyed a hockey taster session run by Basingstoke Hockey Club, learning skills and having a mini game. In preparation for the summer camp Cubs spent an evening pitching and striking tents and learning how to care for their tents and keep safe around them. Cubs visited Tadley Fire Station, had an interesting talk from the firemen, looked at all the equipment, and climbed inside the fire engine. The evening ended by trying out the different very heavy hoses (and getting wet). 

- We visited Pamber Forest and had an evening of fun playing wide games.

Early in July we joined up with Hurricane Cubs for a weekend camp at Youlbury near Oxford, where Cubs slept in tents for the first time since the pandemic, learnt camping skills, did various 

adventurous activities, made and cooked their own lunch, and had loads of fun. 

   - The term ended with preparing and lighting fires, cooking toast and beans, making and cooking stuffed baked apples, then eating the resulting feast. 

- The autumn term was more indoors based because of the dark evenings and poor weather. We began with concentrating on the Teamwork and Team Leader Challenges, played team games, and older Cubs taught younger Cubs a new skill. 

   - The Cubs who attended last summers’ camp had an Outdoor Challenge Day on a Saturday to complete their badge with activities not included at camp. 

Cubs visited Clip ‘n’ Climb at Arborfield and had an exciting and very enjoyable evening climbing on all the walls and obstacles. 

In October Cubs learnt about Diwali, made lanterns, learnt the Indian Cub Promise, and had a very noisy and exciting evening making chapatis, and cooking and eating very tasty Indian food. 


- Early in November Cubs learnt about wars and Remembrance and made poppies ahead of the annual Remembrance parade and service at St Paul’s church which some Cubs attended. 

- At the end of November, we went on a night hike from Silchester back to the DSC, where Cubs watched a film and ate supper, followed by a sleepover. 

- In December, we joined up with Baughurst Cubs for a walk to look at the Christmas lights, from Tadley library to Baughurst Den, where we enjoyed a feast of chips and cakes. 

- We were all delighted to have a Spitfire Cub achieve his Chief Scout’s Silver Award during summer 2022.

## Darwin Troop 

Darwin Scouts enjoyed a programme of indoor and outdoor activities, some of the more exciting activities included visiting the Reading climbing wall, kayaking, indoor caving, building a trebuchet, as well as making a Guy Fawkes when they lit a fire and burnt them. 

The most popular activities for Scouts have Fire, Water or Food as part of the activity so cooking and fire lighting are often part of the programme. 

At the end of this term we lost our Scout Leader Tim who has moved on to another Scouting role, so following his departure we continued under the leadership of the remaining assistant leaders, I would like to thank them for taking this role on until our new Scout Leader started. 

## 

The two Scout troops continue to share activities on occasions and attend camps together, Remembrance Day service at St Paul’s Church was attended by Scouts as well as the other sections, a time to reflect and pay respect to the fallen.

## Newton Troop 

We at Scouts have had a busy year since the last AGM. It was good to get a full year under our belts since covid restrictions were lifted. In the summer we had a summer camp, this camp was back to basics as it was our first since before covid. We went to Brownsea Island to see the home of Scouting, where a Scout was invested on the site of the first Scout camp. They also cooked, hiked and due to tradition a Scout ended up in hospital. In the summer holidays Tim Gibbons the leader of Darwin, Jade Gibbons and Andy Watkins assistant leaders of Darwin troop all left and we would like to thank them for all the hard work and all their services at Tadley Scouts. 

## 

In the Christmas term, we did badge work like map reading, cooking and some parts of challenge badges. In January we welcomed David Thomas, the new Skip of Darwin troop. We have been playing wide games in Silchester Common. The Scouts also visited Reading Climbing Centre. And completed their fire safety badge at Basingstoke Fire Station. 

At the time of writing we are in the middle of the summer term and have an expedition challenge coming up which will be our first group run expedition challenge. Also in progress is planning for summer camp, which is at a completely new location and are looking forward to the camp.

## Scrutineers Report 

As usual it was good to see more improvements this year and to see the form usage increase and be adopted across the whole team. 

## 

For the most part the accounts were in great shape and any queries I had were dealt with promptly and in general were down to a supplier error as opposed to a fault on the group. I can also see that attempts are being made to resolve the issues with the suppliers which will only assist in making the accounts smoother in future years. 

Furthermore, it was good to see individual breakdowns of the events and camps conducted across the year. 

This made it easier to grasp the wider picture of the finances from each event as to what was spent in relation to budget and where. 

By combining them into their own file it made cross referencing much easier as well as allowing the totalling of monies for the events be a quicker process. 

In relation to areas for improvement I was a little 

disappointed to see a few habits have continued from last year, primarily the crossing out on receipts or receipts with notes included as to what lines are relevant. 

The process becomes less murky when the receipt is just for dedicated Scouting related items as there is no room for error or misinterpretation especially where there are multiple of the same item on the receipt. 

For example, a receipt had multiple lines crossed off when the whole receipt was being claimed for with no explanation which made this confusing as to how much they were claiming and why. 

Furthermore, if you are not careful when crossing out, it can lead to the receipt being void for TAX claims.

When claiming back, whether via email or in person, can people please ensure to include the receipt or invoice at the point of claiming. 

No funds should be exchanged prior to the receipt of the documentation as that is your proof of purchase and payment. 

If they are missing most stores are able to do a reprint of the receipt as long as you have a date, time, a list of what you bought and the payment method. 

If it was an online purchase, it is easier to obtain a copy of the invoice either from the email confirmation or the portal of the page you bought it from. 

However, overall, every year the accounts are getting more streamlined and slicker in terms of the visibility and paperwork trail. 

This is good to see as it shows a willingness to develop and improve along the way especially as we move more and more towards a technological-based world.
