| Historical Background: | Over the last 100 years, the parish of All Cannings and Allington has benefted from a 1917 bequest by Miss Mary Watney, comprising the village hall and the land around it. Mary Watney was fond of the village, and she wanted to support family life by providing social opportunites. The hall and land were to be used for the good of all parishioners and were to be managed by the village rector and the churchwardens. Over the years, the hall became the social centre of the village and in 1971 it was formally converted to be a village hall, and a 50-year lease was granted to the All Cannings Village Hall (ACVH) Trust by the trustees of the Miss Mary Watney for Reading Room Charity (MWT). This lease expired in the Summer of 2021. In 2005 and on untl 2021, the ACVH Trust sub-leased part of the land to the Village Shop (ACCS), a not-for-proft Community Beneft Society, on a series of fve-year leases. In June 2021 the All Cannings Community Trust (CIO) was consttuted with the aim of simplifying the charity structure governing the Village Hall and its land and making overcoming the governance problems being experienced by the MWT. |

| On 1 September 2023 the All Cannings Community Trust (ACCT (CIO)) received the transfer of assets from the MWT and the ACVH and those two charites were subsequently closed. The ACCT (CIO) negotated with the ACCS for a new lease and a thirtyyear lease was granted in June 2024. |

| Main actvites: | Over the last fve years and in the period that this Annual Report addresses, volunteers and trustees from all three organisatons (MWT, ACVH and ACVS) have come together to work out a plan based on modern charity rules and with a view to streamlining the charitable organisatons involved. New arrangements for the management od f the Village Hall were put in place by the appointment of a Village Hall Commitee reportng to the Board of Trustees. |

| Governance: | The ACCT is a registered CIO using the foundaton model. Its modern and fully accountable consttuton (last amended 12 March 2021) was drawn up in line with the model rules for Village Halls promoted by the Council for the Protecton of Rural England and has been approved by the Charity Commission. The frst set of trustees are named in the consttuton and were drawn from the trustees of the MWT, the ACVH, the ACVS and the parish in general. The ACCT will hold an open parish meetng every year at which an account of the year’s progress will be given. Approval for the appointment of trustees will also be sought from the parish by way of the open meetng. The Village Hall Commitee, which is accountable to the Board of Trustees, is responsible for the day-to-day management of the Hall and its grounds. The ACCT has a clear mission to support all who live and work in All Cannings and Allington, furthering the inital mission of Mary Watney. |

| Aims and objectves: | The objects of the CIO are to establish and run facilites (to include a village hall) and to promote for the beneft of the inhabitants of the Parish of All Cannings and Allington (“area of beneft”) without distncton of sex, sexual orientaton, age, disability, natonality, race or politcal, religious or other opinions the provision of facilites for recreaton or other leisure tme occupaton of individuals who have need of such facilites by reason of their youth, age, infrmity or disablement, fnancial hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the conditons of life of the said inhabitants. Importantly, these objectves do not te the Trust to only managing the Village Hall but create the opportunity for other land or buildings to be managed in the future. The new charity is, therefore, ft, and ready to manage the village hall and its land and look for other opportunites to support village life. |
| Actvites: | A signifcant amount of maintenance work has been done in the Hall and a comprehensive Fire Risk Assessment conducted, which has led to some important health and safety improvements being implemented. Our fnancial management has been overhauled with a new fnancial system being introduced. Our regular users will, I am sure, have notced that invoices are now being issued much more promptly! We have also been granted a Local Authority licence for the sale of alcohol in the Village Hall. This means that hall users no longer have to applyandpayfor a |

| temporary event notce. We hope this will encourage greater use of the facility for social and other events. In additon, I am delighted to report that the Trust has signed a new agreement with All Cannings Pre-School for their contnued use of the Hall four days a week over the next 3 years. I should also menton the All Cannings Village Fete held last July, the frst to take place for about 20 years. The ACCT played a signifcant role in the planning for this event with the original idea coming from Karen Baggs who at the tme was the Events member of the Village Hall Commitee. With the actve support of other members of the Commitee, the Trustees and other volunteers, Karen led the planning and organisaton of the event. The ACCT also managed the fete’s fnances, facilitatng the payment of its bills and receipts. The fete was very successful, and I am pleased to see that plans for a fete this summer are already at an advanced stage. It has been a momentous year for the Trust’s tenant, the All Cannings Community Shop, which now has a brand-new building and a superb facility that will serve the community for years to come. Throughout the re-build project, we have remained in close consultaton with the Shop Commitee. We are happy that the interests of the users of the Village Hall have been protected and that the terms of the 30-year lease with the Shop have not been breached. We wish the Shop all the best for the future. |

| Financial maters: | The Trust remains fnancially sound and recorded a net operatng surplus for the year, despite writng of older debtor balances that were considered uncollectable due to their age. We believe that the ACCT holds sufcient reserves to cover unforeseen costs. However, we recognise that an older building like the Village Hall brings ongoing, signifcant maintenance expenses. Further investment in its infrastructure, including energy efciency improvement measures, are likely to be needed over the next fve years. We have much improved our system of fnancial control. Our fnancial records have been transferred to a new book- keeping system which has enabled the tmely producton of the end-year accounts for this year. |

Looking Ahead The Trust is seeking to build on the experience of the fete and get more involved with the local community where it can make a difference. One area we have identified is to support village projects or activities where we can by giving a small donation. Details are still being finalised and we hope to be in a position to announce the scheme soon. Another priority for the Trust is to encourage greater use of the Village Hall particularly on Friday evenings and at weekends. We would like to see more social events but also perhaps some small performing arts events. Progress on this has been stalled, partly because the Committee’s Events member role is currently vacant. The Committee is always looking for volunteers and please let us know if you are interested in getting involved with the Events role or any other roles of the Committee.
