Historical Background: Over the last 100 years, the parish of All Cannings and Allington
has benefted from a 1917 bequest by Miss Mary Watney,
comprising the village hall and the land around it. Mary Watney
was fond of the village, and she wanted to support family life by
providing social opportunites. The hall and land were to be used
for the good of all parishioners and were to be managed by the
village rector and the churchwardens.
Over the years, the hall became the social centre of the village
and in 1971 it was formally converted to be a village hall, and a
50-year lease was granted to the All Cannings Village Hall (ACVH)
Trust by the trustees of the Miss Mary Watney for Reading Room
Charity (MWT). This lease expired in the Summer of 2021. In 2005
and on untl 2021, the ACVH Trust sub-leased part of the land to
the Village Shop (ACCS), a not-for-proft Community Beneft
Society, on a series of fve-year leases.
In June 2021 the All Cannings Community Trust (CIO) was
consttuted with the aim of simplifying the charity structure
governing the Village Hall and its land and making overcoming the
governance problems being experienced by the MWT.

On 1 September 2023 the All Cannings Community Trust (ACCT
(CIO)) received the transfer of assets from the MWT and the
ACVH and those two charites were subsequently closed. The
ACCT (CIO) negotated with the ACCS for a new lease and a thirty-
year lease was granted in June 2024.
The ACCT (CIO) adopted the fnancial year of the ACVH and this
led to the need to make an adjustment with the reportng to the
Charity Commission (CC). This explains why this reportng period
is 17 months long. In future the fnancial year now runs from
March to Februaryeachyear.
Main actvites: Over the last fve years and in the period that this Annual Report
addresses, volunteers and trustees from all three organisatons
(MWT, ACVH and ACVS) have come together to work out a plan
based on modern charity rules and with a view to streamlining
the charitable organisatons involved.
New arrangements for the management od f the Village Hall
were put in place by the appointment of a Village Hall Commitee
reportng to the Board of Trustees.
Governance: The ACCT is a registered CIO using the foundaton model.
Its modern and fully accountable consttuton (last amended 12
March 2021) was drawn up in line with the model rules for Village
Halls promoted by the Council for the Protecton of Rural England
and has been approved by the Charity Commission.
The frst set of trustees are named in the consttuton and were
drawn from the trustees of the MWT, the ACVH, the ACVS and
the parish in general. The ACCT will hold an open parish meetng
every year at which an account of the year’s progress will be
given. Approval for the appointment of trustees will also be
sought from the parish by way of the open meetng.
The Village Hall Commitee, which is accountable to the Board of
Trustees, is responsible for the day-to-day management of the
Hall and its grounds.
The ACCT has a clear mission to support all who live and work in
All Cannings and Allington, furthering the inital mission of Mary
Watney.

Aims and objectves: The objects of the CIO are to establish and run facilites (to
include a village hall) and to promote for the beneft of the
inhabitants of the Parish of All Cannings and Allington (“area of
beneft”) without distncton of sex, sexual orientaton, age,
disability, natonality, race or politcal, religious or other opinions
the provision of facilites for recreaton or other leisure tme
occupaton of individuals who have need of such facilites by
reason of their youth, age, infrmity or disablement, fnancial
hardship or social and economic circumstances or for the public at
large in the interests of social welfare and with the object of
improving the conditons of life of the said inhabitants.
Importantly, these objectves do not te the Trust to only
managing the Village Hall but create the opportunity for other
land or buildings to be managed in the future.
The new charity is, therefore, ft, and ready to manage the village
hall and its land and look for other opportunites to support
village life.
Going forward: Over the period of this report the ACCT has established
governance arrangements to enable the Village Hall Commitee
to run and maintain the Hall and its grounds. The Trust has also
agreed a 30-year lease with the Community Shop.
Looking ahead, the Trust is:

Exploring opportunites for making beter use of the Hall
by holding more social and arts events;

Developing beter communicatons with local residents;

Considering a wider role for the Trust in All Cannings
where it can make a diference.
Financial maters: The Trust is in a solid positon fnancially. In the period of this
report, the ACCT has made a modest proft and there are
reasonable funds in reserve to cater for unforeseen
eventualites. That said, the Trust is conscious that inevitably
there is an ongoing and substantal maintenance bill for an old
building such as the Village Hall. Further substantal investment
in infrastructure is likely to be required over the next 5 years.
The Trust experienced some problems in establishing good
fnancial practces through the period of this report. This resulted
in late reportng for 2022/23 and a six-month delay in reportng
2023/25. New fnancial management has been put in place,
which should ensure consistency in future reportng.
The accounts listed here are provisional pending formal approval
by the January 2026 meetng of the Trustees and subsequent
ratfcaton at the Parish Open meetngfor 2026.
