Historical Background: Over the last 100 years, the parish of All Cannings and Allington
has benefted from a 1917 bequest by Miss Mary Watney,
comprising the village hall and the land around it. Mary Watney
was fond of the village, and she wanted to support family life by
providing social opportunites. The hall and land were to be used
for the good of all parishioners and were to be managed by the
village rector and the churchwardens.
Over the years, the hall became the social centre of the village
and in 1971 it was converted into a village hall and a 50-year
lease was granted to the All Cannings Village Hall (ACVH) Trust by
the trustees of the Miss Mary Watney for Reading Room Charity
(MWT). This lease expired in the Summer of 2021. In 2005 and on
untl 2021, the ACVH Trust sub-leased part of the land to the
Village Shop (ACVS), a not-for-proft Community Beneft Society,
on a series of fve-year leases. The last of these has also now
expired.
Main actvites: Over the last fve years and in the period that this Annual Report
addresses, volunteers and trustees from all three organisatons
(MWT, ACVH and ACVS) have come together to work out a plan
based on modern charity rules and with a view to streamlining
the charitable organisatons involved.

They created the All Cannings Community Trust (ACCT), a
charitable incorporated organisaton (CIO). It was registered in
June 2021.
Governance: The ACCT is a registered CIO using the foundaton model.
Its modern and fully accountable consttuton (last amended 12
March 2021) was drawn up in line with the model rules for Village
Halls promoted by the Council for the Protecton of Rural England
and has been approved by the Charity Commission.
The frst set of trustees are named in the consttuton and were
drawn from the trustees of the MWT, the ACVH, the ACVS and
the village in general.
The ACCT will hold an open village meetng every year at which an
account of the year’s progress will be given. Future trustees will
be re-appointed or replaced by the village and will, therefore,
represent multple viewpoints from the community.
The ACCT has a clear mission to support all who live and work in
All Cannings and Allington, furthering the inital mission of Mary
Watney.
Aims and objectves: The objects of the CIO are to establish and run facilities (to
include a village hall) and to promote for the benefit of the
inhabitants of the Parish of All Cannings and Allington (“area of
benefit”) without distinction of sex, sexual orientation, age,
disability, nationality, race or political, religious or other opinions
the provision of facilities for recreation or other leisure time
occupation of individuals who have need of such facilities by
reason of their youth, age, infirmity or disablement, financial
hardship or social and economic circumstances or for the public
at large in the interests of social welfare and with the object of
improving the conditions of life of the said inhabitants.
Importantly, these objectves do not te the Trust to only
managing the Village Hall but create the opportunity for other
land or buildings to be managed in the future.
The new charity is, therefore, ft, and ready to manage the village
hall and its land and look for other opportunites to support
village life.
Going forward: Both the MWT and the ACVH Trust have teams of trustees
registered with the Charity Commission who are authorised to
approve the transfer of their assets to the ACCT(CIO). A frm of
charity solicitors have completed the paperwork necessary to
ensure that we receive Charity Commission approval and that a
seamless transiton was made on 31/08/2023.
Once this has been accomplished, the ACCT will be able to issue
a new lease to the Village Shop. Instead of a short fve-year lease,
this will be a 30-year lease, giving the shop the ability to plan
ahead for the replacement of the old buildings.

Financial maters: In this fnancial period the ACCT did not have its own bank
account. The Village Hall set up a subsidiary savings account to
handle income and expenditure on behalf of the Trust. On
31/08/2023 all accounts held by the Village Hall were transferred
to come under the Trust control.
During this fnancial period, transactons were wholly devoted to
the process of preparing the Trust to take the transfer of assets
from the ACVH and the MWT up to 31/08/2023. Trading was
carried out from 1/09/2023 onwards and is detailed in these
accounts.
The ACCT received a grant of £2,500 from the Wiltshire
Community Foundaton towards these costs. It has been agreed
that expenditure above this will be shared equally by the ACVH
and the ACVS. The Community Shop will meet its own legal fees
for the executon of theproposed lease.
