Summary of the objects of the charity set out in its governing document

The objects of the CIO are to promote the advancement of education in international political affairs, the arts and social sciences.

Summary of the main activities undertaken for the public benefit in relation to these objects (include within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit)

The main activity of the CIO is its annual conference. This brings together over 150 participants drawn from a deliberately wide range of politicians, officials, academics, journalists, leaders in community and cultural organisations and influential business people who will disseminate within their contact groups insights and lessons gained from the conference. Although proceedings are held under the Chatham House Rule, all speakers are welcome to publish their own talk and nothing precludes participants from sharing what is said at conferences, provided they do not give attribution. Opinion pieces by attending journalists clearly reflect understandings gained, and a full report on the conference is posted on the website of the CIO.

In addition to the conference, the CIO holds an annual

colloquium where leading academics and government officials can discuss detailed constitutional matters and questions of governance, for example the Northern Ireland Protocol. Better informed advice on public policy is the result.

The Trustees review each Conference afterwards with a view to seeing how well it fulfilled their objectives, including external feedback. They are cognisant of the guidance issued by the Charity Commission of the requirement for public benefit.

The 2021 Conference was held in Oxford on 3-5 September Summary of the main achievements of the and attended by around 160 people from a wide range of charity during the year backgrounds. politicians and government officials, academics, commentators, former. Speakers included the Taoiseach, the Irish Minister for Foreign Affairs and Minister for Defence, the Irish Finance Minister, the Chancellor of the Duchy of Lancaster, the Secretary of State for Northern Ireland, the First Minister of Wales, the Scottish Minister for External Affairs and the First and deputy First Ministers of Northern Ireland. Among the topics discussed were postBrexit arrangements, the Northern Ireland Protocol, the devolution of fiscal powers in Northern Ireland, the Shared Island Initiative, co-operation after the Covid-19 pandemic and conflict resolution at a time of change. The first BIA colloquium took place in Cambridge in April 2022. At a particularly complex time in UK/EU relations, it facilitated clearer understanding of issues that included trading arrangements, political stability and senses of identity in Northern Ireland.

Among the topics discussed at the 2022 Conference, on 2- 4 September, were the vision of the Good Friday agreement 25 years on, equality in Northern Ireland and responding to shared challenges across these islands. Speakers included the Taoiseach, the Irish Minister for Foreign Affairs, the Secretary of State for Northern Ireland, Maroš Šefčovič, Vice-President of the European Commission for Interinstitutional Relations, the poet Gail McConnell, and a panel of young MLAs. Acknowledgement was made in public of the role the Conference played in paving the way towards the Windsor Framework, agreed between the EU and the UK in February 2023. This highlighted a tangible aspect of the public benefit delivered by the CIO.

The CIO is the successor charity to unincorporated charity number 26509. Pending the full transfer of assets to the new CIO, which was not accomplished until 17 January 2023, the British Irish Association continued also to operate as the unincorporated charity with regard to income and expenditure. Therefore, there were no financial transactions during the period under review. Since 17 January 2023, the CIO has been fully operational. The accounts for 2022 pertaining to the unincorporated charity number 26509 will be submitted with its Annual Return, at which point that charity will be wound up.
