The Parochial Church Council of the Ecclesiastical Parish of the St Peter’s Walworth (the ‘PCC’) present their annual report for the year ended 31[st] December 2021 under the Charities Act 2011, together with the financial statements for the year, and confirm that the latter comply with the requirements of the Act, the Trust Deed and the Charities Statement of Recommended Practice (FRS 102).
## **Structure Governance and Management-**
## **Organisation**
The Parochial Church Council of St Peter’s Walworth (PCC) registered as a charity with the Charity Commission in England & Wales in May 2021. The registered charity number is 1194616.
The church is governed by the Parochial Church Council. Members of the council are
Ex Officio:
All Licensed Clergy of the Parish (3),
Churchwardens (2) elected for the year at the annual Vestry meeting,
Members of the Deanery Synod (2) elected for the triennium by the Annual Church Council Meeting, Members of the Diocesan Synod (1)
## Elected Members:
Eight other members proposed and elected by the Annual Parochial Church Meeting.
The PCC has appointed a Treasurer and Secretary from its number. The Treasurer for 2021 was Mr. Alexander David Metcalf and the Secretary, Mrs. Catherine Elizabeth Attride. The Rector is the Chairman of the PCC and Siriol Davies was appointed as ViceChair. The PCC reserves the right to co-opt members who might have a particular contribution to make.
The PCC meets every two to three months and delegates some business to Ministry, Finance, Building Management subcommittees. The Standing Committee of the PCC comprises the Rector, Treasurer, Secretary and Churchwardens, and meets as necessary.
## **Risk Policy**
The PCC has examined the major strategic, business and operational risks which the charity faces and confirm that systems have been established to enable regular reports to be produced so that the necessary steps can be taken to lessen these risks.
## **Objectives and activities**
The objects of the PCC are the furtherance of the mission and ministry of the Church of England in the Parish of St Peter’s Walworth including the parish school, St Peters.
The PCC has paid due regard to guidance issued by the Charities Commission in deciding what activities the charity should undertake.

## **Statement of Trustees’ Responsibilities**
The trustees are responsible for preparing the Trustees’ report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom generally accepted Accounting Policies).
The law applicable to charities in England & Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of the affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to:
- Select suitable accounting policies and then apply them consistently.
- Observe the methods and principles in the Charities SORP.
- Make judgements and estimates that are reasonable and prudent.
- State whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements.
- Prepare the financial statements on the going concern basis unless it is inappropriate to presume that charity will continue in business.

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the constitution. They are also responsible for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## **Chair of PCC, Rector's Report: Father Andrew**
One of my daughters once asked me (as I like to ask them, too), ‘Daddy if you could do any job in the whole world, what would it be?’ I paused, thought carefully, and answered from the heart: ‘I would be Rector of St
Peter’s, Walworth!’ And I told my daughter that I am so blessed to be able to say that, because I love my role as rector so much, and not everyone can say that about their job! I’ve been rector for eleven and a half years
now, and I still tell people I’m the new rector, because I’m conscious that so many people have served this parish for so much longer than I have and in so many other ways. However, I do of course also feel like I have been at St Peter’s forever – in a good way! And I hope that each of us, whether we’ve just arrived in the church family or whether we’ve been here for years and years, can feel that we truly belong and that we are truly at home in this church of ours. Although some of us have particular responsibilities in church, St Peter’s Church belongs to us all, and to everyone who lives and works and worships in this parish. It is a gift from God to us all!
As I reflect on this, I’m thinking about how we are all called to care for each other, and to care for ourselves. Let’s be really conscious as we come out of lockdown as a church family that we have all been through a really difficult and traumatic time. And with the cost-of-living crisis, there are more and more pressures on us all. Jesus’s words, ‘Love one another as I have loved you.’ could never be more important and relevant. How can we show love and kindness to ourselves and to the people around us in church, at home, where we study, where we work, and in the world? We all need it! Let’s have our own new revolution of kindness and love!!
I’m also thinking about our beautiful building, St Peter’s Church! We need to pull together right now because our building needs a lot of work doing to it, for good maintenance, and it also needs work to make it more
accessible, welcoming, and inclusive for everyone who wants to come! In 2025 (not too far round the corner!) we’ll celebrate our 200th anniversary of the consecration of the church! We want to start fundraising to do all the work that needs doing to make sure the church is ready for the next hundred years as well! Please think carefully about how you can help fundraise, organise, and plan our 200th Anniversary Building Appeal! Your church needs YOU! Please pray for our Building Appeal!
I was very touched this year to receive a really generous and substantial donation to establish a Rector’s Discretionary Fund. At various times I and the other clergy sometimes need to be able to help someone quickly in an emergency, or give a gift, or pay for something a bit out of the ordinary. This fund will help us to be able to do that quickly and sensitively. Since the first donation, others have followed, and I hope I’ll be able to build a sustainable Rector’s Discretionary Fund to facilitate ministry for the future. If you would like to contribute a small or large amount, please do speak to me.
The Clergy Team is now back to full strength as we give thanks for Mother Delorine’s return to ministry! Please do read her amazing report carefully! Delorine is doing a great job of both contributing to parish life
and mission, and also taking care of her own learning and formation as a new priest. Father Alan continues from strength to strength with his particular skills and interests in liturgy, the church building and its history,
and a very active role in the pastoral and teaching ministry of the parish. You will also sometimes notice that one (or more!) of us are helping out in other parishes because there are some parishes without a vicar, some
with only one priest – and they need holiday cover – and also Mother Ellen, our neighbour at St Christopher’s is about to have her second child! It’s a joy to be able to help other parishes in this way. Please pray for your clergy, as we pray for you!
St Peter’s School is such a great joy to have on our doorstep and it’s been wonderful getting back to proper contact with children, staff, parents and carers. Please pray for our lovely school!
This year we said goodbye to our three hard-working local councillors, Lorraine Lauder, MBE, Paul Flemming, and Jack Buck. They have been a great support to St Peter’s Church and to individual members who have taken problems to them. We welcome Sam, Kim and Ketsia as our new Faraday Ward councillors and look forward to working with them for the good of the local community! We also continue to enjoy good working relations with our local MPs, Neil Coyle and Harriet Harman. Please pray for our local politicians!
Thanks to a Cleaner Greener Safer grant from Southwark Council, via our local councillors, we finally managed to complete the new labyrinth behind the church last year! It’s been a very long project and has taken loads of hard work behind the scenes, but looks absolutely amazing now, and will be there for future generations to come. Please make sure you enjoy it! And we have plans to include some benches in the area to make it even more a place to relax, rest, contemplate. We also managed to complete a refurbishment and repainting of the main black doors at the front of church, with some money from a big film company who hired

the church, as well as from our own regular parish funds given by us all in our regular giving and tithes: the doors look amazing and are now properly protected from the weather! Thanks be to God!
There have always been lots of difficult issues for us to face with money, housing, immigration, and other things which come up in life. The current cost of living crisis, as well as delays due to covid have really increased the amount of problems we are all facing, and which the church and clergy are supporting people with. Please know that you are not alone if you have big problems, and please do reach out to the church, the clergy and other people for help. There aren’t many magic wands lying around, but there’s usually a way forward to find help and support. Please pray for everyone in difficulty and everyone supporting people! Last year, I was re-elected to the General Synod of the Church of England. For many years, I tried to keep my head down in the parish, and leave the big questions to other people who like that kind of thing! But as many of you know, I have felt called to bring the St Peter’s perspective to the national Church conversation, especially on issues of racial justice, equal marriage, and questions of inclusion of all people in the life of our Church. General Synod makes decisions which affect us all, so please do pray for our work and for the guidance of the Holy Spirit! It was a great joy very recently to welcome His Royal Highness, The Prince of Wales, to our church and parish! Prince Charles came to the area to meet people who had found jobs through The Prince’s Trust, including through work at J D Sports here on the Walworth Road. Because it involved a government programme called Kickstart, we were also able to welcome the Chancellor of the Exchequer who sadly hadn’t brought enough spare cash with him to satisfy one staff member’s repeated requests for large amounts of money for St Peter’s and InSpire! We were able to show Prince Charles photos from when The Queen Mother visited St Peter’s 30 years ago for the rededication of the sanctuary in 1982. The only sadness was that it was a small-scale visit – perhaps we should invite His Royal Highness to come and visit us all together on a Sunday morning!
It was so nice back in November to have our first Walworth’s Got Talent! Since lockdown! We worked with InSpire and Notting Hill Genesis Housing (who were part of the team, as well as sponsoring the event along with Southwark Council!) on an incredible event with sound and lighting provided by our friends Carby & Co. We saw an amazing range of performers showcasing absolutely amazing talents, hard work and creativity, and had a really entertaining afternoon and evening. Before that was Africa Day in the Churchyard and Christmas Wonderland in church! We also managed to re-start the series of concerts in church with our friends Louie Louie which saw the church absolutely packed again! So good to be getting going again with our community events.
This year’s Holy Week and Easter services felt like church back to normal in a big way! It was a deep joy to be able to keep full Holy Week and Easter services, and to have so many of us there! We’ll continue to live-stream services, just like we did before lockdown, for those of us who can’t be in church in person, and I know there are still significant numbers of us who still really depend on that. Finally, let us thank God for everyone at St Peter’s who makes church such an amazing place to worship, to be together, to visit, and let us thank God for all the hard work that so many of us do to keep church life going from strength to strength! As a church family we give so generously of our time, our money, our service, our skills, and it is God who gives the increase. Please keep thinking and praying about new ways you are being called to be part of our mission, and please speak to the clergy or wardens about new ways you would like to get involved. It is our church, here for the whole community, and by God’s grace and in God’s strength we are all called to be the living stones, as St Peter says, who keep the church strong and healthy as we worship, serve one another and our community, and work to share God’s love with as many people as we can in this parish and beyond! Alleluia, alleluia, alleluia!

## **St Peter’s Parochial Church Council Report April 2021 to end April 2022:**
The Church Council (PCC) is a dedicated group of volunteers who meet together to discuss, plan and make decisions to ensure that St Peter’s remains an open and prayerful church for many years to come!
There are currently seven vacancies on the PCC for Lay Members (Members of the Congregation). Is God calling you to serve on the PCC? If you are interested, please speak to a member of the Clergy Team, a PCC Member or myself for further details. Nominees for election to the PCC must be 16 years of age or over, communicant members here at St. Peter’s and have been on the Church Electoral Roll for the past six months. PCC Members are Trustees and as such are required to be registered with the Charity Commission. Registration and Declaration Forms will be provided for newly elected PCC members.
Meetings are usually held on a Tuesday or Wednesday evening, either in Church or in InSpire in the crypt of the Church, starting at 6.30pm and finishing around 9pm or at 7pm and finishing around 9.30pm, approximately every two or three months. Meetings are chaired by either the Rector or the Vice-chair of the PCC. The next meeting is planned for Tuesday, 14[th] June at 7pm in Church. With the easing of the Coronavirus restrictions PCC meetings were once again held in-person with members being given the opportunity to join by zoom if they preferred.

Throughout the year the PCC continued to keep a close eye on church finances, under the expert guidance of Alex Metcalfe, PCC Treasurer. A new Parish Giving Scheme was introduced, in addition to continuing to have card reader machines available in church. The Weekly Giving Envelope Scheme is also still available. To find out more on how to give to St. Peter’s please see Beryl Anstee, St Peter’s Stewardship Officer and Gift Aid Secretary. A huge “Thank you” to all who have continued to make their weekly offering during the Pandemic and through these difficult financial times. Gift Aid makes a huge difference to St. Peter’s income. If you are a UK tax payer it means the church is able to claim 25p in every £1 that you donate – if you give us your permission to do so. Please speak to Beryl for details and Gift Aid Forms.
PCC continued to discuss and implement the Coronavirus restrictions and more recently the easing of restrictions at their meetings during the past year. Members were delighted when in-persons services, receiving Holy Communion in both kinds, fellowship after the Parish Mass and singing in church were all re-introduced. The PCC made the decision to re-introduce things gradually and take a cautious approach rather than re-introduce everything at the same time. Diddy Disciples (DD) and Junior Church (JC) have not yet resumed and before this can happen, we do need a number of adult volunteer helpers. If you are interested and willing to help with DD or JC please speak to a member of the Clergy Team.
Both the in-person and on-line worship has continued to go from strength to strength this past year thanks to our wonderful Clergy Team and on behalf of the PCC a huge vote of thanks is recorded to Father Andrew (Rector), Father Alan (Assistant Priest) and Mother Delorine (Curate), for their spiritual guidance, hard work and dedication to St. Peter’s Congregation and the wider Parish Community. A tremendous amount of work goes on behind the scenes and we see that impact in the worship, community and ethos at St Peter’s. Thanks be to God for our wonderful Clergy Team. The PCC gave joyful thanks that Mother Delorine was able to return to ministry just before Easter following her major surgery last year. It’s very good to have you back Mother Delorine - Thanks be to God!
The PCC also wish to extend their grateful thanks to Kev and Judith, our organists, for the wonderful music that they continue to provide. As many of you will know, music is such an important part of the worship here at St. Peter’s. Kev usually plays on the 1[st] , 2[nd] and 5[th] Sundays of the month and Judith the 3[rd] and 4[th] Sundays. We are extremely fortunate and grateful to have such talented musicians and a wonderful singing congregation. Thanks be to God!
Safeguarding is an annual item on the PCC’s Agenda which includes some training and revision led by Father Andrew. PCC Members are also required to complete the Church of England on-line safeguarding training. If any members of the congregation wish to do the on-line training here’s the link: https://safeguardingtraining.cofeportal.org/login/index.php. If you do complete the training, please let one of St. Peter’s Parish Safeguarding Officers know so that we can update our safeguarding training records. Details of St Peter’s Safeguarding officers are on display in church together with information on what to do if you are concerned about a safeguarding matter. Alternatively, please speak to a member of the Clergy Team or the Churchwardens or a member of the PCC. We all have a responsibility to keep each other safe.
At the November meeting, the PCC set aside time to discuss the church building including: repairs, renovations and maintenance issues.
2025 marks the 200[th] Anniversary of St. Peter’s Church and to celebrate this important anniversary the PCC’s Building Committee, of which Father Alan is the Chair, has begun planning a major Fund-Raising Appeal Project. As many of you will know, St. Peter’s Church is a Grade I Listed building and the Architect was Sir John Soane. We all have a responsibility to ensure this beautiful building is kept in a state of good repair for future generations and, of course, for the Glory of God.
On a personal note, this will be my last APCM Report as PCC Secretary of St. Peter’s Walworth. I had intended to stand down a couple of years ago but I didn’t feel that during the height of the Pandemic was the right time, particularly as the PCC were meeting very frequently and there were some important discussions and decisions to be made. However, now is the right time for me to step down from this voluntary role, which I have really enjoyed over the past 30 odd years (times flies when you are enjoying yourself)! I pray that you will soon find a wonderful new PCC Secretary and I wish him or her every success. For information: I am continuing in my employment of Parish Administrator so I will be available to answer any questions or offer advice to the new PCC Secretary - if they so wish. Thank you for giving me this opportunity to serve St. Peter’s for so many years as your PCC Secretary.
In conclusion, the PCC carried out its duties throughout another challenging year and I pray for God’s blessing and guidance on all the decisions and plans that the PCC will make in the future.

## **Church Warden's Report for St Peters, Walworth - (April 2021 to May 2022)**
St. Peters Walworth continues to thrive having had a very slow congregation attendance last year, we have now passed the sad times. 2022 has now eased the movement and attendance of our congregation and we would like to say that, we are grateful for having a very warm welcoming and friendly atmosphere with flowers and candles in Church, and communion for all in-person worship.
## Fabric, Goods and Ornaments of the Church
The churchwardens undertook the Annual Church Inventory before we summarised this report. No theft or damage was reported by anyone in the church to us. We can confirm that all the Registers and the Terrier and the silvers were all intact in the Church safe.
- There were no Faculty Applications for works during the past year.
- The Main Church Doors were renovated and repainted.
- The loft doors were replaced.
- 2025 will see the 200th Anniversary of St. Peter’s Church and the PCC have authorised the Building Committee to begin planning a "big" Fund Raising Appeal, both local and small events in addition to applying for grants for major works.
- All the statutory annual safety inspections were carried out during the year including the gas, fire extinguishers and the lightning conductors.
- The five-year electrical inspection has shown up some necessary repairs and this work is in-hand.
- There were no new purchases of ornaments for the church during the year.
- We are fortunate to have a very small group of volunteers who clean and tidy our church including cleaning the silver and the candlesticks and cleaning and ironing the church laundry and we are most grateful for their hard work that goes on week after week, behind the scenes. However, we all have a responsibility to look after our beautiful church building. If you would like to help with cleaning, small maintenance jobs, helping to clear the gutters, etc please speak to us (Churchwardens) or a member of the Clergy Team - Thank you.
- Recently Eileen, Donna, Beryl and Serena worked extremely hard in the sorting and clearing the gallery on the north side which had become a "dumping ground" for many unwanted items. Thank you for your hard work; the north gallery looks so much better.
- The churchwardens spoke with Steve on Sunday 8[th] May 2022 regarding the Model Railway Club properties above the church storage area. Steve confirmed to me that progress is already in place to tidy the whole section used by the MRC to avoid any health & safety accident.
## **Acknowledgements:**
The Church Wardens would like to express our appreciation for the help that we have received from all who contributed to the work relating to the fabric and maintenance of the church and, from the members of the Building Committee. As always, we are also very grateful to all our dedicated church servers in various capacity and to our continued devoted St Peters’ congregation, whom are now returned to St Peters in-person worship.
It has been our privilege and pleasure as always to serve St. Peters church and this congregation this past year as Wardens.

## **Treasurer’s 2021 Finance Report**
The St Peter’s Finance team has been working hard in 2021 to keep our finances in order, while adapting to new requirements through the later stages of the COVID-19 pandemic.
To start with some excellent news from 2021 – Ellie Price, our Deputy Treasurer, led the charge in concluding our registration with the Charity Commission as _The Parochial Church Council of the Ecclesiastical Parish of St Peter, Walworth_ . Registration is an important step for our church, as it improves our ability to raise funds from grant-making trusts and local government. Our previous independent examiners also flagged the lack of charity registration as an issue during their review of our 2014 to 2019 accounts. Many congratulations to Ellie for leading us through a challenging bureaucratic process! In other positive news, the government’s Coronavirus Job Retention Scheme ended in late 2021 and we were so pleased to have both Mary O’Neill and Catherine Attride returning to their regular hours with the church.
The financial picture has improved somewhat since the previous year. Total donations remained stable at around £64,000, though this remains considerably lower than pre-pandemic levels. There was an improvement in rent and lettings income compared to the low in 2020, where we worked with our tenants to bring rental income back towards pre-pandemic levels and we were blessed to have lettings income from a film company using the church as a movie set. As a result, the accounts show some improvement in our unrestricted funds between 2020 and 2021 (money that the church can spend as needed – for example, on utility bills).
Prior to the COVID-19 pandemic, a Building Appeal was launched to help maintain our beautiful church building. Registering with the Charity Commission and rebuilding our day-to-day finances are important steps towards this vision, but our latest Quinquennial Inspection report shows that there will need to be considerable effort to maintain St Peter’s for future generations. As a congregation we will need to reflect on how best to meet this obligation and it will be an area of focus for the finance committee in the months ahead.
Finally, I would like to extend a sincere thank you to the finance committee for all their efforts in 2021. The team is made up of Ellie Price (our Deputy Treasurer), Beryl Anstee (our Stewardship Officer), Donna Grant (Data Administrator), and Mary O’Neill (PA to Rector and Accounts Manager).

## **Report of the Independent Examiner:**
**7 October 2022**
## **Dear Father Andrew and members of The Parochial Church Council of Walworth, St Peter**
I write to you today as your **Independent Examiner** in respect of your annual accounts for the periods ended 31 December 2020 and 31 December 2021. As trustees of the charity, the members of the PCC are responsible for the preparation of these accounts and you have decided that an audit of the accounts is not required under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. Having looked at the accounts and associated evidence I concur with this decision.
- In terms of my duties and responsibilities of my role it is therefore my responsibility to
- examine the accounts under section 145 of the 2011 Act;
- follow the procedures laid down in the General Directions given by the Charity Commissioners section 145(5)(b) of the 2011 Act; and
- state whether particular matters have come to my attention.
I can confirm that I have carried out my examination in accordance with the General Directions given by the Charity Commission, which included reviewing the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the management committee concerning any such matters.
I wish to make it clear that the procedures I undertook do not provide all the evidence that would be required in a full audit, and as I am not a qualified auditor, I therefore have not expressed an audit opinion on the accounts, rather I have carried out an independent examination and have reached a conclusion based on the scope of that more limited approach.
As part of my examination I also considered the comments of your previous Independent Examiner in respect of your accounts for the period ending 31 December 2019 to see if you have rectified the one failure he had highlighted at that time which was of concern ie that the Trust failed to register with the Charity Commission despite its income exceeding the threshold for excepted charities and I can confirm that registration is now complete.
Terms of the accounts I have examined I can confirm that no matters have come to my attention
1. which give me reasonable cause to believe that in any material respect the requirements
- to keep accounting records in accordance with s.130 of the 2011 Act; or
- to prepare accounts which accord with these accounting records have not been met; or
2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **Accounting policies**
1. The financial statements have been prepared in accordance with the Charities Act 2011 using the Receipts and payments basis.
2. The statement of assets has been prepared under the historical cost conversion.
3. Agency collections are funds collected on behalf of another group over which the PCC has no control.
## FUNDS:
1. General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and which are available for application to the general purposes of the PCC.
2. Funds designated for a particular purpose by the PCC are also unrestricted.
3. The accounts include all monetary transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body or those that are informal gatherings of church members.
Incoming resources:
1. Collections are recognized when received by or on behalf of the PCC
2. Planned giving and income tax recoverable on Gift Aid donations re recognized only when received by the PCC.
3. Investment income is recognised when received by or on behalf of the PCC. In line with the Receipts and payments basis, investment assets are not recognised in the financial statements.
4. Rental income from the letting of church premises is recognized when the rent is received. Dividends are accounted for when received; interest entitlements are accounted for when the interest is received.
Assets:
Consecrated property of any kind is excluded from the accounts by the Charities Act 2011. Moveable church furnishings are listed in the church’s inventory which can be inspected at any reasonable time.
