   1. Installation of a brand new BMX Track (to National UCI standards) and a Clubhouse that houses toilets, hire bikes, kitchen, first aid facilities as well as bike safety loan equipment. 

   2. Promotion of the facilities, both Track and Clubhouse, for use when the Club is in attendance during race meetings, training and coaching sessions and encouraging both club members and community to take part and be involved in an exciting off-road facility which sits in the heart of a deprived area of Ipswich. 

   3. The track is available 24 hrs a day, 7 days a week for non members and the wider community to use.

## Section D                      Achievements and performance 

## **Summary of the main achievements of the charity during the year** 

Delivery of a brand new National standard BMX track, to a high standard and to specifications laid by our governing body British Cycling – which was delivered on time and to budget – for the highest benefit of the local community and supporting the wider interests of the whole of the BMX Community across the country. 

Providing an all-weather electric start gate that enables the development, training progression and growth of the riders by giving them equality when riding and racing at other high level tracks. 

The provision of a fully functioning Clubhouse which offers toilets, a dry place to change, and which offers kitchen facilities for selling food and drinks (to ensure the sustainability of the club), a first aid room and admin facilities. This is largely complete, but kitting out the full kitchen is a project for Phase 2 of the Clubhouse development

The trustees present their report with the financial statements of the charity for the ended 31 March 2022. The trustees have adopted the provisions of the Statement of Recommended Practice (SORP) 'Accounting and Reporting by Charities' issued in March 2005. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Governing document** 

The charity is controlled by its governing document. 

## **Recruitment and appointment of new trustees** 

The charity was newly constituted in May 2021 and trustees were drawn from the existing Club Committee and duly advised on their responsibilities as trustees. No new trustees have been required in this term. If the charity was to appoint new trustees, they would be encouraged to attend a series of short training sessions to familiarise themselves with the charity and the context within which it operates. These training sessions cover:- 

- a.  The obligations of the Club's Committee members as Trustees. 

- b.  The governing document and other main documents which set out the operational framework for the charity including the Memorandum and Articles. 

- c.  Resourcing and the current financial position as set out in the latest published accounts. 

- d.  Future plans and objectives. 

## **Related parties** 

The company has no related parties. 

## **Risk management** 

The trustees have actively reviewed the major risks which the charity faces within this period. Only a few minor risks were identified but it has resulted in better emergency procedures and contingency plans, and has given the impetus for better planning. Particular attention has focussed on non-financial risks arising from fire, and health and safety of participants and spectators. A key element in the management of financial risk was the setting of a reserves policy with setting aside a contingency sum against the need to start again after theft, damage, loss or fraud. All policies are to be regularly reviewed by the trustees. 

## **Objectives and aims** 

The objectives and aims of the charity is to provide a safe environment for club members and community users to enjoy the sporting and leisure facilities offered. 

## **ACHIEVEMENT AND PERFORMANCE** 

## **Charitable activities** 

The charity enables Ipswich BMX Club to host club events throughout the racing season, and supports personal sporting growth and achievement with regular coaching sessions and gate practise so that riders improve and achieve both personal and club goals. 

The clubhouse serves as the hub for all activities to promote sporting abilities, growth/personal development as well as the health/wellbeing of the inhabitants of Ipswich and surrounding areas.

I report on the accounts of the company for the period ended 31 March 2022, which are set out on the following pages. 

## **Respective responsibilities of trustees and examiner** 

The trustees are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

Having satisfied myself that the charity is not subject to audit under company law and is eligible for a)  examine the accounts under section 145 of the 2011 Act ; 

b)  follow the procedures laid down in the General Directions given by the Charity Commission under section 145 (5) (b) of the 2011 Act ; 

and state whether particular matters have come to my attention. 

## **Basis of independent examiner's report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. 

An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as  trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

1)  which gives me reasonable cause to believe that in any material respect the requirements to keep accounting records and to prepare accounts which accord with the accounting records with the methods and principles of the Statement of Recommended Practice: Accounting and Reporting by Charities have not been met; or 

2)  to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

Donations are recognised where there is entitlement, certainty of receipt and the amount can be measured with sufficient reliability.

Liabilities are recognised as soon as there is a legal or constructive obligation committing the charity to the expenditure. All expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category. 

Costs of generating funds are the costs of trading for fundraising purposes.
