selecting individuals for aptM)intment as charity trustees regard is given to
the skills knowledge and experience needed for the effecttve
administration of the YoLrth Trust.

The Bishop's Waltham Youth Trust was established as a Charitable
Incorwrated Organisation in May 2021 and combined the functions of the
Bishop's Waltham Youth Hall thanty (charity no. 301746) and Bishop's
Waltham Youth Club (a voluntsry organisation).
The Youth Trust assumed responsibility for Bishop's Waltham Youth Club
on 1 August 2021. The assets of the Youth Hall charity were vested and
transferred to the Youth Trust on 9 March 2022 and the Youth Hall Charity
has been dIs￿)IVed.

people and residents in the parish of Bishop's Wattham and the
surnounding district by the provision of facilities for ￿reation and

for their benefft as shall from time to time be ag￿ed upon.

The Trusys main actiNities have been CA￿￿Med providing a hall and
other facilFtses for the Bishop's Waltham Youth Club, vthith meets weekly
during terni time.
Having regard to the Charity Commission's guidance. public benefit is
delivered by providing facilrties for education. training and recreation for
young people in Bishop's Waltham and the surrounding district.

Achievements and performance
Summary of the main
achlevements of the charlty
during the year
The Youth Club has operated successfully during 2024, although with
a changed situation arKfj location.
In August 2024 the Tmstees sold the existing Youth Hall and its
surrounding land to a developer. The Trustees have received
£514,000 but are contracted lo lease a new youth hall that is
being constructed by the developer. The price of the lease will be
for the same amount (£514.000) and the lease will be for 999
years at a peppercom rent. The developer is making good
progress. and the trustees anticipate that the new youth hall viill
be available by Summer 2026.
Following closure in September 2024 the Youth Club has
continued to operate successfully from a nearby community hall
in Wattham Chase. with a community minibLJS providing transport.
With the new tsmporary location an additional demographic of
young people from the neighbouring villages have also attended
meetings. In addition. the Youth Club organised extemal activities
and twk part in community events, including a pantomime trip,
visit to mini-golf and the annual Christmas Fair.
Staffing and supervision of activities have been maintained
consistently throughout period with paid and volunteer
employees. The Youth Leader activity and safeguarding
responsibility has been supported diredly by a designated
Trustee during matemity leave of Ihe nom)al Youth Leader. A
temporary youth leader having also been employed. All staff and
trustees meeting DBS requirements.
Completion and relocation to the new hall is anticipated as mid-
2026. The primary purwse of the facilities will remain the youth
club weekly meetings providing support and guidance, education
and personal development of young people through skills leaming
and building self-Confiden￿. Full utilisation and funding for the
faolities and youth activities will also be athieved by supports'ng
other community-based organisations through the regular hall hire
of the new optimised hall and meeting spaces.
Income from hall hire, which historically has substantially funded
Ihe core activitses of the youth club, have redU￿d in the year due
to the redevelopment and closure. As a result. the Youth Club
made a defiot of just under £3.OCM) in 2024.
Following the sale of the Youth Hall the Trustees have placed the
sale proceeds on deposit with Lloyds and Bardays and CCLA, to
generate some income without plaang the capital at risk.

Financial review
Brief s￿￿ement of the charlty's
policy on reserves
The Trust's policy is to hold suffieient free unrestricted reserves to fund
youth club activities for one year. After a transfer of £5,000 from
designated reseNes nel unrestrscled funds at 31 December 2024 were
£11.209, sufficient lo fund the Youth Club for the next 12 months.
The Trust a150 has designated reserves comprising:
1. £514.000 to fund the lease purchase ofthe newyouth hall
(see above)
2. £65.000 to help fund the youth club duringthe redevelopment
and reopening of the hall with re-equipping and furnishings.
Also to provide 8 maintenance fund for the newyouth hall
In view of the nature of the propety sale and contractually committed re-
purchase of the lease transaction the £514.000 has been shown as a
receipt in 2024. As this inc£)me is On￿ off and as there is a commitment
to incur this amount expected in 2026, the Trustees have continued to
prepare the Trusfs accounts on a receipts and payments basis. thereby
avoiding the need to spend considerable time and cost preparing
accnjals-based accounts for one year (2024) only.
