It<br>is the year we became an official charity<br>and during this period we were able to<br>rehome 187 dogs within the UK.<br>We held SeBPRAthon for the first time in<br>December which raised £3,211. As there<br>was no cost in putting on this event, it<br>meant all of the funds would go towards<br>providing shelter and welfare to the dogs<br>currently awaiting homes.<br>We spent £110,364 in providing shelter,<br>food and veterinary care to over 200 dogs<br>during this period.<br>The charity is entirely run by volunteers.|

|Achievements against<br>objectives set|Para 1.41|Whilst no formal objectives are set for any<br>given period, the Trustees are constantly<br>striving to increase fundraising for SeBPRA<br>and looking for alternative ways of doing<br>this.<br>We work tirelessly to rehome as many dogs<br>as practical and safe to do so and aim to<br>increase the number year on year.<br>In 2021 a total of 187 dogs.  This year was<br>particularly challenging period due to<br>coronavirus restrictions and we were able<br>to maintain similar levels compared to<br>2020.|

In<br>addition there were a number of failed<br>adoptions during the year, where adopters<br>circumstances changed, which has resulted<br>in additional costs until a new home could<br>be found.<br>The impact of these was a significant<br>increase is costs and a resultant loss in<br>2021.<br>We do our utmost to minimise these costs<br>by arranging adoptions in a timely manner,<br>unfortunately the demand to rehome dogs<br>is not constant and there are some quieter<br>periods which results in an increase in<br>expenditure.|

We see this as a<br>positive and that we are achieving our aims<br>as a charity to help as many dogs as<br>possible.<br>Due to a reduction in adoptions, more dogs<br>have been in the shelter for longe durations<br>resulting in increased costs.<br>We have also seen a number of failed<br>adoptions which have incurred costs from<br>providing emergency kennelling.<br>We also incurred £1,460 on Luna who<br>suffered complications during transport<br>from Spain and required emergency<br>medical treatment on arrival to the UK.<br>Sadly the treatment was not successful and<br>she passed away. We are very thankful to<br>all the people involved in transporting her<br>and providing love and affection to her,<br>even during their brief encounter.<br>We continue to monitor the cash position of<br>the charity to ensure enough reserves are<br>kept. We aim to identify any potential future<br>threats to cashflow and adjust our<br>fundraising efforts to suit to minimise any<br>potential effects.|

## **SeBPRA AUDITORS REPORT 2021** 

## **1. Introduction** 

I have completed a ‘light touch’ audit of the SeBPRA accounts in accordance with Charities SORP (FRS102).  The main objective of the audit was to provide the Trustees of SeBPRA with reasonable assurance over the accuracy of the Annual Accounts and to provide an independent review of the financial transactions for the period 1 January to 31 December 2021. 

## **2. Method** 

The Treasurer provided me with the financial records for the year including profit and loss account, balance sheet, bank account and Paypal account transactions for the year then various other documents as requested. The records were checked for validity, reasonableness, accuracy, completeness and timeliness.  A sample of transactions were chosen and traced to the source documents. 

## **3. Audit Opinion** 

In my opinion the Accounts accurately represent the financial position of SeBPRA as at 31 December 2021. 

There was a deficit of £9,660.  Accumulated funds are £35,690 at 31 December 2021. 

## **4. Findings and Recommendations** 

The completeness and accuracy of the records supporting the Accounts are good and detailed. 

A number of reporting errors were found and subsequently corrected by the Treasurer. 

I was unable to verify transport costs as no invoice was received.  I understand that this is now paid on production of an invoice which is the preferred method. 

The adoption fees, shelter fees are calculated on a spreadsheet, checked and authorised by another person then paid by a further person. 

**Recommendation:** This segregations of duties is good and should be adopted wherever possible. I understand this is difficult in small organisations however should be adopted for large payment amounts. 



A memorandum of Understanding exists between SeBPRA and the shelters used in Spain however does not cover all costs.  This does not include shelter fees so I was unable to verify the amounts paid. 

**Recommendation:** I recommend this document includes all costs payable by SeBPRA to the shelters.  This should be reviewed and revised at least annually. This provides certainty to both the shelters and SeBPRA in terms of expenditure and income. 

There is no financial policy in place. 

**Recommendation:** Trustees agree a finance policy.  It would also be good practice to have reserves and fundraising policies in place also. These do not need to be lengthy documents. 

There is no formal Risk Register in place. 

**Recommendation:** Prepare and agree a risk register. A traffic light system is useful to identify the level of risk. This should be reviewed and discussed by the trustees together with financial reports at least on a quarterly basis.
