Objectives and Activities

The objectives of the Charity are:

“To promote social inclusion for the public benefit by preventing people from becoming socially excluded, relieving the needs of those people who are socially excluded and assisting them to integrate into society in particular but not exclusively by providing relevant events, outings, education and training on the Spirit of Endeavour canal boat.

For the purpose of this clause “socially excluded” means being excluded from society, or parts of society, as a result of one of more of the following factors: unemployment; financial hardship; youth or old age; ill health (physical or mental); substance abuse or dependency including alcohol and drugs; discrimination on the grounds of sex, race, disability, ethnic origin, religion, belief, creed, sexual orientation or gender reassignment; poor educational or skills attainment; relationship and family breakdown; poor housing (that is housing that does not meet basic habitable standards; crime (either as a victim of crime or as an offender rehabilitating into society).”

In forming these objectives, the Trustees confirm that they had all due regard to the guidance issued by the Charity Commission on public benefit.

Achievements and Performance

2022 was the first year of operation for the Charity. The Canal Boat ‘Endeavour’ was purchased in March 2022 and began first days on the Leeds Liverpool Canal that Spring. Around 60 days out were provided, with a minimal volunteer force, being reassembled from those who previously volunteered, and after the two years’ lack of operation caused by COVID-19.

In the circumstances, the number of days provided (given the main beneficiaries were older people, care homes and community groups), was more than satisfactory, and the Charity also made great strides over the year in attracting new volunteers. It had been recognised that the Charity would need to spend some time in retraining, reconnecting with clients and re-establishing the benefit provided by Endeavour in terms of reduction in isolation and access to the canal for those who would not otherwise benefit. .

Financial Review

The charity’s financial position at December 2022 was considered by the Trustees to be satisfactory, giving a solid basis for the year to come. 2022 primarily saw the purchase of Endeavour as its main financial item, which will not be the case in future years. The charity has a reserve policy which equates to holding six months’ running costs in reserve and once this is achieved, a sum equal to this for ongoing repairs. Endeavour requires significant maintenance work every 3-4 years on her paintwork and to ensure her longevity as an asset. As she ages, additional work will be required to keep her in a suitable condition and a reserve will be built up in order to undertake such works. Finally, the Charity looks forward to the specification of a replacement boat, and as such will set aside significant sums where available to help this goal to be achieved.

Structure, Governance and Management

The Charity is a CIO which uses the Charity Commission’s standard Foundation Constitution. Trustees are elected from within the volunteers of the Charity and there are no provisions to incorporate trustees by virtue of their position on an external body.
