10 student5 5elertÈd from four dlfferent schools formed the 2023 Reachers cohort. All students ol
thi5 cohort have met our selection criteria.. entltlernent to free school mealslfSrst generatbon
attendlnB unlver51ty In the family. The Reachers have showed thelr p051tive, curlou5 personalitles
shlnln8 through during both the trustee intervlews and the pre-trlp Preparation Day in Oxford. On 22
July 2023, the Reachers embarked on thelr two week expedition in India. The expedltion was
completed successfully and received overwhelmln8ly posltlve feedback from the Reacher5.

67% considered that their resllience and self-belief had significantly improved as a result of
the experience.
On 4 Oct 2023, the charSty organised a photo exhlbltlon evenlng at Panter & Hall where curated
photos taken by Reachers durlng the 2023 and 2022 trips were on dlsplay. The mentorlng
programme for 2023 cohort was launched in January 2024. The mentorin8 pro8ramme for 2022
¢ohort was underway.
Flnanclal Revlew
The charity's income for the perlod wès £65,645 and conslsted of £60,000 from 8rants, £3,566 from
donations and £2,079 fundralsed by Reachers and volunteers.
Expendlture for thè year was £46,555 of whlch £41,403 was for expedltlon costs, tralnln8 day and
assoclated insurance. As of 30 September 2023, there was a surplus of income over expenditure of
£19,090.
Net assets of the charlty were £21.898 as at 30 September 2023.

The Trustees have a reasonable expectatlon that the chJrlty has adequate re50Ltrces to contlnue In
operatlonal existence for the foreseeable future. For thls reason they contlnue to adopt the 8oln8
concern basls In preparln8 the flnanclal statements.

The charlty's reseNes pollcy alms to:
provide the charlty wlth adequate flnanclal stablllty and the means to address anv
unforeseen circumstances,.
ensure the contlnuity of servlces for all beneflclarles wlthout unnecessary Interruptlon; and
ensure that restrlcted and unrestrlrted funds are manaBed In an approprlate manner,
Glven the early stage of establlshment of the charlty, the Trustees recognlse that It was a challenge
to bulld reserves in the current economlc cllmate.
The CEO and Trustees wlll contlnue to keep the reserves needs of the charlty contlnually under
review, The approprlate level of free reserves necessary for the efficlent management of the charlty
Is assessed to be approximately costs relatlng to organlsSn8 an expeditlon for one future cohorts plu5
three months operating expenditure.
As at 30 September 2023, there were a balance of £18,597 restricted funds and £3,301 unrestrlcted
funds.

Structsrefft governance and management
a. Constltutlon
Operation Reach is governed by its Constitution. It became a registered CIO on 10 May 2021.
b. Method of appolntment or elertlon of Trustees
The management of the charity is the responsibility of the Trustees who are elected and co￿pted
under the terms of the constitution. An interyiew process is in place in the appointment of the
Trustees. The flnal declslon to appointment is voted on by the Trustees.
c. Policies adopted for the Indurtlon and trainln8 of Trustees
Trustees are subject to interviews and DBS checks prior to being appointed. All Tnjstees have a clear
role description including specific roles and responsibilities. Training is given by existing Trustees
and they have the option to rneet the Reachers (subject to the necessary checks having been
performed) through the interview process, training day and at fundraisin£ events.
d. Orzanlsatlonal strurture and declsion maklnl
There are five appointed Trustees who are responsible for oversight of the charity and effectlve
management of its resources. Day to day responsib%lity for operations is delegated to the Volunteer
CEO as set out in their contract lunpaidl. All major decisions such as selerting of vendor5 and use of
financial resources are discussed and voted on by the Trv5tees.
e. Rlsk management
The Trustees have assessed the major risks to whlch the charity is exposed. In particular those
related to operations and finante5 of the charity, and are satisfled that Systems and procedures are
in place to mitl8ate our exposure to the major risks. The charity has an Insurance policy in place to
mitl8ate some of the operational risks.
A separate detailed risk assessment for the Reachers, expedition was also prepared by the travel
agency that the charlty partnered with and reviewed by the CEO and trustees.
Trusteé5 Tesponslbllftlos statement
The Trustees are responsible for keeping proper accounting records that disclose with reasonable
accuracy at any time the financial position of the charity and enable them to ensure that the
financial statements comply wi£h the Charities Act 2011, the Chaiity IAccounts and Reports)
Regulations 2008 and the provlsions of the trust deed.
The law applicable to charities in England & Wales require5 the Trustees to prepare financial
Statements for each fi'nancial year whlch give a true and fair vlew of the state of affairs of the charity
and of the incoming resources and application of resources of the charity for that period. In

30 September 2023.

ended 30 September 2023.
This rewrt is made solelyto the Charitys trustees, as a body, in accordance with the Charities Act
2011. My work has been undertaken so that I might state to the Charivs trustees those matters I
am required to state to them in an independent examinerfs report and for no other purpose. To the

1.1 Ba515 of preparatlon of financlèl statements
The charity constitutes a public benefit entity as defined by FRS 102. The financial statements have
been prepared In accordance with Accountlng and Reportlng by Charities: Statement of
Recommended Practice applicable to charities preparing their accounts in accordance wlth the
Financial Reporting Standard appllcable in the UK IFRS 1021 Issued on 16 ljjly 2014, the Charities Act
2011 and UK Generally Accepted Prartice as it applies from l January 2015 updated for bulletin l.
The financlal statements are prepared on a going concern basis under the historical cost conventlon.
The financial statements are prepared in sterling, which Is the functional currency of the charity.
Monetary amounts in these financial statements are rounded to the nearest £. The signlflcant
accounting policies applied irs the preparation of these financial statements are set ovt below. These
policies have been consistently applied to all years presented unless otherwise stated.
1.2 Golng concern
At the time of approving the financial statements, the Trustees have a reasonable expectatlon that
the charity has ade4uate resources to continue in operational existente for the foreseeable future.
Thus the Trvstees contlnue to adopt the going concern bèsi5 of accounting in preparing the financial
statements.
1.3 Chafltable funds
Unrestricted funds are available for use at the discretSon of the Trustees in furtherance of thelr
charitable objectives unless the funds have been designated for other purposes.
Restricted funds can only be used for particular restricted purposes with the objects of the charity.
Restrictions arise when specified by the donor or when funds are raised for particular restrlcted
purposes.
1.4 Income and expendlture
The accounts have been prepared on a receipts and payments basis.
1.5 Cash and Cash equivalents
Cash and cash equivalents Include cash in hand.
1.6 Flxed assets
The charlty does not currently have any fixed assets.

1.7 Baslc tlnanclal assets
Basic financial assets, which include debtors and cash and bank balances, are initially measured at
transaction price includin8 transaction costs and are subsequently carried at amortised cost using
the effective interest method unless the arrangement constitutes a flnancing transaction, where the
transaction is measured at the present value of the future receipts discounted at a market rate of
interest. Financial assets classified as receivable within one year are not amortised. All expenses are
inclusive of irrecoverable VAT.
1.8 Corporatlon Tax
The charity is an exempt charity within the meaning of schedule 3 of the Charities Act 2011 and is
considered to pass the tests set out in Paragraph I Schedule 6 Finance Att 2010 and therefore it
meets the definition of a charitable company for UK corporation tax purposes.
1.9 Crltical accountlng estlmate5 and Judgements
In the application of the CharIt￿S accounting policies, the Trustees are required to make judgements,
estimates and assumption5 about the carryinB amoLbnt of assets and liabilities that are not readilv
apparent from other Sour￿5.
The estimates and associated assumption5 are based on historlcal experience and other fartors that
are considered to be relevant. Actual result5 may differ from these estimates. The estimates and
underlying assumptlons are revlewed on an ongoln8 basls. Revlslons to accounting estimates are
recognised in the period in whlch the estSmate is revised where the revision affect5 only that period,
or in the period of the revislon and future perlods where the revision affects both current and future
periods.
2. Trustees and volunteers
No Tru5tee5 or volL*nteers received any remuneratlon or benefits In the period.
3. Related party transartlons
The charity did not undertake any related party transaction5 during the reporting period. On 13 Aprll
2022, the CEO of the charity made a loan to the charity for GBP S.CK)O. The loan was repald in full on
12 August 2022.
