## **MINISTRY AREA LEADER’S REPORT** 

The Ministry Area began 2022 still in vacancy and being led ably by its two ministry area wardens and ministry area treasurer, assisted by the Archdeacon and Area Dean. In the early part of the year, it was announced that a new Ministry Area Leader had been appointed and would begin on the 31st May. Services continue to be held in our 6 remaining churches; St Eleth, Amlwch; St Eilian, Llaneilian; St Gwenllwyfo, Llanwenllwyfo; St Mair, Llannerchymedd; St Gallgo, Llanallgo and St Michael, Penrhosllogwy. We were sad to lose some faithful members of our congregations in 2022 and they will be greatly missed. Congregations and income are recovering back towards their pre-pandemic levels. At Christmas it was a pleasure to welcome back outside organisations for Christmas services and some sense of normality returned to communities and churches alike. 

We look forward to 2023 and 2024 to discern the next direction for the parish and embark on achieving it.

## **TREASURERS REPORT & FINANCIAL STATEMENTS** 

## **Foreword** 

The accounts have been prepared on the Receipts and Payments basis in accordance with the provisions of the Charities Act 2011 and the Church in Wales Accounting regulations. 

The accounts presented may be rounded to the nearest pound (£); as a result, there may appear to be arithmetic differences of £1; these differences are ignored because the underlying accounts balance. 

The accounts cover the period 1[st] January 2022 to 31[st] January 2022. 

The accounts have been checked for accuracy and approved off by an external examiner. 

## **Reserves Policy** 

Bro Eleth Ministry Area Council (PCC) aims to retain a balance of unrestricted “free” reserves to provide working capital, and to meet any future shortfalls in receipts or unexpected payments, at least equal to three months payments. The unrestricted reserves amount detailed in the Balance Sheet sections of this report is in line with this policy. 

## **Introduction** 

Firstly, I would like to thank the church treasurers for their time and effort in keeping the day-to-day accounts at their individual churches in good order. I would also like to thank the churchwardens and Ministry Area Wardens for their efforts in local fund raising and for continuing to control their church expenditure. 

## **Income/Expenditure** 

## **Income** 

- Total income for 2022 was £42k compared to £46k in 2021. However, there was a legacy of £15k in 2021 compared to a legacy in 2022 of £1k. When normalised this shows a welcome growth of income by £10k in 2022 showing movement towards pre-COVID levels, 

- Ignoring legacies, overall giving (collections, gift aid, donations, and other offerings) was up £4k, 

- Income from charitable activities which includes funeral services, weddings and burials showed an increase of approximately £6k, 

- Fund raising was slightly up on last year (£400) although it is understood that all income from the Christmas Fayre was not paid in before the year end closed. This money will now be included in 2023,

## **Expenditure** 

- Overall expenditure in 2022 was £79k compared to 2021 at £84k, a reduction of £5k. 

- Overall expenditure on Church repairs and maintenance along with professional fees showed a decrease of £16k when compared to the previous financial year although this was offset by the following significant increases in costs :- 

   - We now have a Ministry Area Leader and it is inevitable that that welcomed addition to our Ministry will show an increase in necessary ministerial expenses and parsonage costs. £900, 

   - Churchyard maintenance showed an increase of £2.7k due mainly to emergency tree care at Llanwenllwyfo and Llanallgo churchyards, 

   - Emergency repairs on our rented property required to upgrade the property to habitable standards cost £3.2k, 

   - General inflationary increases such as insurance and gas charges. 

   - It is good to note that utility charges, other than gas, seem to be holding as stable for the time being. 

## **Gain/(Loss)** 

- Bro Eleth made a loss during 2022 of £37k compared to the previous year of £38k. As previously mentioned, we received a legacy of £15k in 2021 so taking this into account the normalised loss in 2021 was £53k which shows an improvement in profit this year by £16k. A step in the right direction! 

## **Balance Sheet** 

This can be summarised by the following table. This appears within the detailed balance sheet included in this report. An additional column has been added at the end to show the financial proportion of each fund type: -

As can be seen the total funds belonging to Bro Eleth have decreased by £117k. The significant reasons for this deterioration in reserves is as follows: - 

- The loss of £37k as described in the Income/Expenditure section of this report. All funds were affected by this loss, 

- Following a valuation by an estate agent, the book value of the rental property at Llanerchymedd was reduced by £25k due to its condition,

- The value of investments taken as a snapshot as at 31[st] December 2022 show a significant reduction from that taken as at 31[st] December 2021. Unrestricted and Restricted funds have both been affected. However, as these are book values based on financial market forces, it is expected that these investments will increase back to normal when the economy stabilises.

## **Conclusion** 

- Following two years of poor results the financial results for 2022 are showing a welcome improvement back to pre-COVID levels, 

- Members of the Ministry Area Council (MAC) and Church Treasurers need to find potential synergies and follow them through in order to reduce costs, 

- Although interest rates have improved since the end of the last financial year, we must discover better ways of improving our return on investments. To assist in this area, we have invited the Diocesan Financial Director to provide guidance. Once a strategy has been agreed, all churches must take action to improve in this area and the MAC should monitor progress to ensure that our full potential is being reached, 

- More work and therefore cost is needed to improve the rental property in Llanerchymedd. The extent of this has not yet been formulated but will inevitably lead to expenditure in 2023.

The Parochial Church Council IPCCI are responsible for the preparation of the accounts.
The PCC considers that an audit is not required for this year under section 144121 of the
