There were no matters arising from the minutes. The minutes were proposed by Claire Bell and seconded by James Walmsley and were then approved and signed by the Secretary on behalf of Rev'd Geoffrey Clement.

James Walmsley was proposed as Churchwarden by Mike Brooks and seconded by Jess Wyer and was elected unanimously. In addition, Mike Brooks continues as assistant Churchwarden.

## **Minutes of the Annual Parochial Church Meeting following the Vestry Meeting.**
## **1.The Minutes of the APCM held on the 23[rd] May 2021**
There were no matters arising.
## **2.Election of Deanery Synod Representatives**
We have had no Dearnery representative from the parish for a few years and there had been no nominations before the meeting. However, Joanna Tomlinson put herself forward for this post. Jo was proposed by Claire Bell and seconded by James Walmsley and carried unanimously.
## **3. Election of PCC Representatives**
One of the existing PCC members has served a three-year term of office: Bernard West. Bernard was prepared to stand for a further three-year term. Trish Lunel proposed Bernard for another term and this was seconded by Mike Brooks and carried unanimously. The current PCC is listed at the end of these minutes.
## **4. Appointment of Sidespersons**
Mike Brooks informed that John and Margaret Hartley had requested to stand down. The current list of sidespersons is as follows.

## **5. Report on the revised Electoral Roll**
Claire Bell (Electoral Roll Officer) reported that the roll now stood at 67 (68 last year). A further revision will be due in 2024.
## **6. Presentation of Annual Reports**
These had previously been circulated to those on the Electoral Roll.
The Vicar paid tribute to everyone who had helped to make things happen to keep the church running – there are so many people who do so much to keep the church working.
In addition, Jonathon Willson indicated that he wished to stand down from the Stewardship and Gift Aid role that he has undertaken since 2013 to support the Treasurer and PCC. The PCC is looking for a new person to take on this role.
## **7. Treasurer’s Report and presentation of examined accounts 1/1/2021 - 31/12/2021**
The report had been prepared by Hilary Matthews and examined by David van der Poll as in previous years. Clearly we had eaten into reserves in order to carry out the Nave roof repairs but that had been supplemented by a lot of fund-raising activity and donations for which the PCC is grateful.
Jane Graham enquired about the what had happened with the initiative to form _The Friends of St Mary's._ The vicar explained that all the ground work had been done but that it had proved difficult to find a volunteer to take on the role of secretary and it was essential for this role to be filled for charity status.
Stephen Tomlinson commented that there seems to be "untapped resource" in the village and enquired whether there was any information about how the Church of England was going to support rural parishes following recent announcements in the press. The vicar replied that it was rather recent and it is currently unclear how this is going to work.
Stephen also asked about the South Aisle roof repairs. The vicar replied that repairs are estimated in the range of £80-100,000 but there were some on-going issues with the engineers advising us and Craig our Project Manager was working with us to help move things forwards. It is believed that we will be able to get a grant from Oxforshire Historic Churches.
No matters arose form the accounts and their adoption was proposed by Joy Brooks and seconded by Claire Bell and duly approved.
The accounts have been prepared in the required format and independently examined by David van der Poll who kindly provides this service without charge.
## **8. Appointment of the Examiner for 2022**
David van der Poll was thanked for work in dealing with the accounts not only for Shipton but for Milton and the Benefice. We understand that David is happy to continue as Examiner for the next year. He was nominated by Stephen Tomlinson and seconded by James Walmsley and duly appointed.

## **9. AOB**
Jane Graham has been managing a cleaning rota since 2010 and wished to stand down. From July this will be carried out by Mary Drainer. Jane also paid a vote of thanks to Isaac West for his efforts over some 12 weeks for his Duke of Edinburgh Award and also to Bernard West.
Jane also paid tribute to the work that Jonathon Willson had done since 2013 on Stewardship and Gift Aid for the parish.
The meeting closed with The Grace.

## **Annual Report for 2022**
## **Vicar's Report**
This annual report is a summary of all the work that has gone on in the local parish and across the wider benefice. In some ways 2022 was the start of doing things normally again and hopefully this was reflected in the mission and ministry of the Benefice. Certainly, we managed to maintain a good regular pattern of activities to support the mission and ministry across the benefice:
- 164 services in church
- 24 services in care homes
- 35 visits to school for assemblies or Open the Book
- 15 funerals
- 7 weddings
- 14 baptisms
Add to these the PCC meetings, fundraising meetings and Home meetings that took place during the year and you can see we were in full swing during 2022. But none of this would have been possible without a lot of hard work from a lot of people giving of their own time and talents.
Thank you’s include the clergy who have assisted – Anne Hartley in particular who gave over and above during 2022; the Office team – Clare and Rachel; the churchwardens; sacristans; organists and choir all of whom ensured things ran smoothly and reverently; the flower arrangers and church cleaners who ensured our churches were reflections of the glory of God. The Open the Book and Messy church teams who had brought the Good News to children and families. The caterers who offered us refreshments and sustenance, the list goes on and apologies to any left off the list.
But most of all, a big thank you goes to all of those who just sat in the pews and said their prayers.

## **Churchwardens’ Report**
## **Statistics**
During the year there were four baptisms, two marriages and six funerals/memorials in the church.
## **Services**
There were seven lay led services run by James Walmsley, Peter Wilkinson and Stephen Tomlinson. Usually the first Sunday of the month was a United Benefice service with two more during this period.
Easter Day and Pentecost both had attendances over seventy. The congregation for Nine Lessons & Carols and Midnight Mass on Christmas Eve both exceeded over sixtyfive. Christingle proved very popular with over sixty children and a similar number of adults. The Christmas Day service attracted nearly seventy adults with some thirty children. Mothering Sunday and Harvest Festival had attendance just below forty whereas these services had seen larger congregations in previous years.
A couple of individuals who are relatively new to the village have become regular attenders at Sunday services. However, some people who stopped attending during the Covid period have not returned to church. Like other Church of England parishes we are not attracting young people although we are lucky to have a good number in the choir. We are fortunate that there is considerable financial and general support for St Mary’s church within the local community. Whilst individuals may not attend the church or only come at certain key times there is support to keep our village church as a going entity.
## **Structural problems**
For what seemed a very long time there had been scaffolding in situ related to the repair of the nave roof. It was wonderful for the congregation to be attending services without scaffolding after the repair of the nave roof had been completed. Many of the repairs to the

nave roof are visible from inside the building because of the brightness of the new wood.
Unfortunately, inspection of the South aisle roof has shown that there are some weaknesses which will need to be remedied once the funds are available. Estimates for this repair will probably be in the region of £85,000-100,000. Help to raise additional funds for this are linked to an outside specialist Fund Raiser who will not be charging for her efforts.
More recently, the Chancel roof has also been found to be in need of attention. We are pursuing quotes and, for historic reasons, the Church Commissioners are liable for some of the liability for repairs.
Previously, there has been considerable effort given to reordering the church. A new heating system is seen as a priority but now there are many options to be explored. It is likely that issues such as new flooring, an extra toilet, a servery in the south west and moving the font will not happen very soon.

## **Honorary Treasurer’s Report**
As in previous years, the accounts of the PCC have been prepared in the required format and independently examined. The independent examiner, David van der Poll very kindly provides this service without charge. A one page summary has again been prepared including details of the expenditure by the Benefice. I can supply copies of the detailed accounts on request and a copy will be placed on the notice board.
There was a surplus of income over expenditure of £30,447 compared to a deficit of £109,154 in 2020. The surplus was mainly made up of a surplus of £32,186 on the general fund. The main reasons for this is that we have been blessed to receive two legacies plus a donation towards the cost of the memorial stone in the churchyard totalling £44,500. Whilst giving is at a similar level to last year it is not sufficient to cover regular expenditure. This is something that we do all need to think about.
Fundraising for the roof and reordering projects during 2022 included tea in the Walmsley’s garden, concerts by the Wychwood Chorale and Otocello, a quiz, a farmers’ question time and a Christmas tree festival in addition to continuing our monthly draw, organised by Mary Drainer. The net amount raised for the year was £7,000. We have a fund raising committee consisting of
members of PCC plus Kay Shortland who we would like to thank for all her help. Jacky Wilson is kindly still giving us advice on applying for grants.
At the end of 2022 we had total funds of approximately £134,000. Of this, £10,000 was a legacy from Shauni Macgregor. Whilst this is not legally restricted it was her wish that this should be spent for the benefit of the choir, so we are hoping to use it to install heated seats in the choir stalls. The heated stalls will also be of benefit to the congregation at 8am services.
We still need to repair the South Aisle roof and to proceed with the reordering project, which I believe will be described in other reports. Six months' regular expenditure is circa £28k which means that we have only approximately £96k that we can put towards these projects. This year and next we will need to fundraise and apply for grants in order to be able to proceed.

## **Stewardship and Gift Aid**
As reported last year Jonathan Willson has stood down as Stewardship secretary after many years in the role. We thank him very much for all his efforts and if anyone is interested in taking up this task we would be extremely grateful.
Regular donations in total have been similar to those in 2021 which can be seen in the accounts. However as reported in the Treasurer’s report our regular donations including Gift Aid of circa £40k are not sufficient to cover our expenditure of circa £55k which will continue to be an issue.
In the calendar year 2022, we had 27 donors giving regularly through the Parish Giving Scheme (PGS). Their total donations were £19,817 on which we received Gift Aid, two weeks after the donations were received totalling £4,744. In addition, there are five people donating regularly into our HSBC or CAF accounts. We do an annual claim for Gift Aid on these and on one-off donations and also on the loose plate collections. It would help with cashflow and reducing administrative effort if these donors would change to PGS. I am very happy to send you the details! We also receive one regular donation through the Charities Aid Foundation and Charitable Giving scheme.

## **Sacristan’s Report**
The linen and vessels, (chalice, ciborium paten and cruets), are in good condition.
Altar frontals are showing signs of wear due to age and attack by mice during the winter.
My thanks to Alan Waugh who helps prepare the communion table and acts as altar server when needed.
It has been a pleasure to assist the clergy during services in the church and in Old Prebendal House in the past year.

## **Bellringing**
The year 2022 was a very busy year for bell ringers throughout the country including those from Shipton who rang for the following occasions assisted by ringers from the surrounding area:
The 70th anniversary of the accession of HM Queen Elizabeth II to the throne on 6th February a quarter peal of 1260 changes of Bob Minor.
The Platinum Jubilee of HM Queen Elizabeth II on 4th June a peal of 5040 changes of Grandsire Triples.
On 31[st] July to mark the 80[th] birthday of Mike Brooks, Tower Captain, Sunday Service ringing on all eight bells plus, in the afternoon, 640 changes of Grandsire Triples rung by Christine Seers and friends.
On 9[th] September Following the death of HM Queen Elizabeth II the Shipton Tower ringers rang Rounds Call Changes and Plain Hunt with bells fully muffled.
On 16[th] September a quarter peal of Grandsire Triples was rung, fully muffled with the tenor bell open on hand stroke, in memory of HM Queen Elizabeth II.
On 19[th] September six bells were rung fully muffled in rounds, call changes and Grandsire Doubles on the occasion of the funeral of HM Queen Elizabeth II.
On 11[th] November a quarter peal attempt (unsuccessful) was rung to celebrate the marriage of Jenny Lewis, one of our regular tower ringers.
We rang the bells for two weddings during the year and hosted one band of visiting ringers. The bells were also rung before the Advent Carol Service, the Nine Lessons and Carols Service and the traditional “Carols Around the Tree” on Christmas Eve.
Wednesday practices have been well attended and additional practices have been held on the last Friday of the month for more advanced ringers. Unfortunately we have not had sufficient ringers available for regular Sunday service ringing. However, we had a new recruit join us in the autumn who is undergoing training, and additionally our “Bell Ringing Taster Course” in January 2023 has yielded 2 more ringers who are also undergoing training.

## **Church and Brass Cleaning**
## Church
The cleaning of the church floor and carpet by John Holtom now takes place on the 1[st] and 4[th] Fridays of each month to coincide with the pattern of services i.e. normally no service at Shipton on the 3[rd] Sunday of the month.
Mary Drainer has taken over organising additional cleaning sessions from Jane Graham. Our thanks go to Jane for organising these sessions over the past years. These extra cleaning sessions took place on five occasions during 2022 and our thanks go to Mary and her team of helpers.
## Brass
Our brass cleaners, Sandra Darnell and Jenny Meredith, have, when personal circumstances allowed, kept the brass sparkling. Many thanks to those who have contributed to keeping the church clean and tidy during 2022.

## **Service Duty Rota**
Thank you to all our sidespersons, readers and intercessors on behalf of the congregation and ministry team for their contribution to our services in St Mary’s.
The rota covers a period of two months at a time, and I try to issue it a month in advance to give people time to plan their Sundays or to arrange to swap duties if they are unavailable on a particular Sunday.
We are desperately short of people to lead intercessions and would welcome new recruits to this important roll. Anyone who feels that they could offer their services for this please talk to Rev. Geoffrey.
Also, additional sidespersons would be welcome. Sidespersons are elected officers of the church, and as such must be members of the Church Electoral Roll and are elected at

## **Church Flower Report**
It has been our pleasure, as always, to arrange the Church flowers this year.
We are grateful for the funding from the PCC we received last year. Our expenditure in the last 11 months once again approached £400

## **Refreshments and Special Occasions**
I would like to thank everyone on the coffee rota for their continued help and support, not only with making the coffee on Sundays but for providing food and help for other occasions. People are only too aware that prices have risen but we still manage to provide the refreshments paid for from donations. The rota is a juggle at times as people have time off for one reason or another but fortunately the coffee makers are flexible and will swap and help out where necessary, even at short notice. In recent weeks it is encouraging to see more people staying for that warming coffee and a chat which helps our sense of community. More help is always welcome and if you would like to join us please call me on 07973 157693.

## **Music Report**
This year has been our first full year since 2019 of the choir being able to carry out the “usual” pattern of services, and it has been lovely to have that continuity of music enhancing our worship through the year, including our regular services of Choral Evensong.
The choir again joined with the choir of Holy Trinity, Hereford in Worcester Cathedral in April 2022, and then again in Southwell Minster in May 2022, where we bade farewell to Jack Pickford, their Director of Music, who retired in the summer. Jack was the successor in Hereford to Stewart Taylor, formerly of this parish (until 2002). After this flurry of cathedral visits Shipton choir has taken a break from singing outside the Wychwood Benefice, but does have a trip to the University Church, Oxford planned for June 2023.
I ended last year’s report by saying that Covid had not been helpful in terms of choir numbers, in particular for our front line, and that continues to be the case. We have been lucky enough to have a few new trebles, but there is quite an age gap between the longstanding members and the new singers, and I hope we might manage to recruit a few more trebles over the coming months. Our back row is also slightly down in number, which can create difficulties at holiday times, but we are lucky to have several “deps” who kindly help fill gaps when needed.
I am, as always, very grateful for the singers we have in Shipton choir who turn out Sunday after Sunday to sing a wide variety of music in a variety of venues at varying times of day, often in very low temperatures. We are hoping to slightly improve conditions by installing better heating in the Shipton choir stalls, thanks to a legacy left to the choir by the late Shauni McGregor.

## **Deanery Synod – abridged from a report by Catherine Hitchens (Lay Chair)**
The Chipping Norton Deanery is in the Dorchester Archdeaconry in the Diocese of Oxford, which covers the Counties of Berkshire, Buckinghamshire and Oxfordshire. By geography and population the diocese is one of the largest in England and Wales but nevertheless has more many small parishes with populations of around 500-700 – in Oxfordshire there are some 68 parishes with populations under 200.
Chipping Norton Deanery Synod met at All Saints Church, Churchill on 9[th] March, 29[th] June and 22[nd] November in 2022. The March Synod was the long-awaited visit from our Associate Archdeacon, Rev’d Canon David Tyler, to talk about GS2222 (which had seemed to suggest the closure of many churches, particularly the small and rural) and for this meeting an open invitation was extended to non-Synod Representatives. The paper had been very technical and detailed and caused considerable concern particularly in the rural areas. The reason for this concern was possibly exacerbated by Covid and the allied problems caused by the Archbishops closing churches during the pandemic. Thus the Save the Parishes initiative arose and is still going strong – particularly over concerns about the Church’s financial behaviour, seeking more Parish Share while at the same time apparently planning fewer and fewer clergy; pleading poverty and then finding large sums for fashionable causes. The Archbishops’ focus is not seen as understanding the rural parishes and most of all the small rural parishes. The Oxford Diocese is not in the dire financial straits affecting some Dioceses and over the last 10 years only four churches have been closed and, we were told, those because the parishes requested this. Publicity on this and other matters connected with Diocesan expenditure and how the parishes are “asked” to pay continues. The Synod was assured that GS2222 will not take away consultation on the question of closure – but whether consultation will be sufficient if churches find themselves in financial difficulties remains unclear.
The March Synod also considered the effect on those parishes where there is an increasing number of holiday homes and a decreasing number of permanent residents and also discussed the planned visit of Bishop Steven (19[th] May) to the Chipping Norton and Woodstock Deaneries, including his visit to FarmED at Ascott-under-Wychwood followed by a service and meal at Woodstock. A Confirmation Service was held at Kingham on 12[th] June, attended by the Bishop of Dorchester and a Choral Evensong at Charlbury on 19[th] June celebrated the Platinum Jubilee of HM Queen Elizabeth II, our Queen and Governor.
After two years of Covid the Area Dean and I were on the road again through the summer and into the autumn making Inspections. I look forward to these with the opportunity to talk to Churchwardens and others about their work.
The Synod meeting on 29[th] June heard reports on Diocesan Synod held at Gerrard's Cross when Bishop Steven spoke on Climate Change and urged everyone to “action”. Amongst other discussions was a request that self-supporting ministers and licensed ministers receive a portion of the fee for weddings and funerals. Bishop Steven made an addition to the commission part of the services of Confirmation and Baptism Services promises, “safeguarding the integrity of creation”. Parish Share was again on the agenda: everyone is doing their very best. but poor communication from the Diocese, and lack of transparency over central costs, money allocation and spending continue.
At the June Synod all Representatives present were asked to say a few words about their parishes and what has been happening and this was popular and very interesting and will be continued at future meetings.
During the summer the Ven. Judy French, Archdeacon of Dorchester, formerly Vicar of Charlbury-with-Shorthampton, announced her retirement, and Rev’d Canon Sally Welch, Vicar of Charlbury-with-Shorthampton, took up a new post at Christ Church Cathedral. We are all praying for Sally in her very challenging role and for the parish seeking her successor.

On 8[th] September, after two anxious days when reports indicated that the Queen’s health was declining, we heard of her death on 8[th] September and Operation London Bridge, with all the plans for mourning, her Lying in State and her actual funeral, was implemented. Churches opened Book of Condolences. King Charles III is now Our King and Governor and at his Coronation on Saturday, 6[th] May, 2023 we will be celebrating his Anointing and Crowning.
The dates of some planned events were changed because of the Queen’s death - the service of thanks for Archdeacon Judy to 25[th] September at Dorchester Abbey, and the Deanery Choral Evensong at Fifield to 16[th] October. The 25[th] September was a joyous celebration of Archdeacon’s Judy’s years of work in the Diocese and although we were still “distanced” it was good to see Bishop Colin. The 16[th] October was a happy evening at Fifield, one of the smallest churches in the Deanery, when we welcomed members of the Shipton Choir with Director of Music Bernard West. Area Dean, Rev’d David Salter, led the service and the sermon, on Nehemiah, was preached by Rev’d Geoffrey Clement of the Wychwood Benefice (and very good it was too).
Shortly before the November Synod meeting a Diocesan Synod (12[th] November, by Zoom) discussed same-sex marriage and Bishop Steven asked all Deaneries to debate the question and later issued an “essay”, “Together in Love and Faith”, setting out his view on same sex marriage. The November Synod then considered the book, _How Village Churches Thrive_ , recommended by the Diocese – but sadly it seems to have little, if any, understanding of small rural parishes. There were discussions about the Parish Share and the good news of a 2% reduction across the board for one year only. Again, we had news from round the Deanery given by all those parishes with a representative attending and this was interesting and informative. The almost total absence of Clergy at this Synod was disappointing.
The dates for 2023 Chipping Norton Deanery Synods have been agreed as: 15[th] March, 22[nd] June and 18[th] October – the dates chosen not to coincide with important annual events. The Visitation Service to swear in Churchwardens will be on 28[th] June, 2023 at Deddington, but other dates and venues are available, and we hope after all the Covid stops-and-starts of the last few years Church Inspections will be more easily arranged in 2023. Synod Representatives are reminded that 2023 is an Election Year, and all Churchwardens and Parochial Church Councils who receive this report are also asked to put forward their best endeavours to ensure that all parishes are represented on the Synod.
For my own part 2022 was a rather strange year but armed now with my new hip and after eight months of concern I have a much more hopeful prognosis for my eyesight, I am looking forward to the challenges ahead and to representing the Deanery to the best of my ability. Thanks to everyone for all their help and support, particularly our Area Dean, Rev'd David Salter, our indefatigable Treasurer Brian Ford (whose diligent work behind the scenes is much appreciated), Samantha Shaw (our wonderful Deanery Administrator) and to everyone who helps and supports in any way, my very best wishes.
