The Charities, Almshouse properties lolal fourteon in number, eight of which are Jituated in Church Lane,
Berkswell, whilst the remaining six are in CrorrNg11 Lane. Burton Green.
Church L*n•
There were threa void pericds al the Almshouses during the accounting period. The resident ot Flat 10 Church
Lane moved into long-lem residential care and a VOKI existed from the 7th of Jung until the 25th of October 2021
during which tsme significant upgrading and fenovation works were Completed. New ￿sIdents were apponted on
the 25th of October 2021.
Following the resident at Flat 9 Church Lane moving into 410 Crmell Lana works commenced at Flat 9 10
renovate and upgrade the proporty. 11 is n¢)w reody to be occupied and a new Tesidenl should be appointed in
April 2022. The completion of Iheso works has n¢y•W concluded the cg)mplgtMin of tho renovothin programme of all
the 8lm8hou8e prop8rtrt8 in 8trkswell whKh commenced in 2019.
Cromw•ll Lane.
A void also existed al 410 Cromwell Lane for the penod 16th of September 2021 until th9 31st of January 2022.
The resident at Flat 9 Church Lane moved into the proF¢ty following the Comp￿tion of the renovation work8.
The v￿d at 410 Cromwell Lane foll¢)wed the sad passing of much cared for almshouse residents who (*'ed within
a short space of one another after INing in the almshouse since 1992. True recognition of the security the
almshouse provided to them and a loss to Charrties almshou$8 community.
These void Feriods resulted in a loss of Week￿ maintenance contributions of £2,337 and a loss of contribution to
the communal fijel fvnd of £256. Utilty bills during the ¥0￿ pericwJ$ amountsd to £335.
The lolal weekty maintenance contributitin receNed was £47.374 aNi the fuel d)arge of £3,504.

Having adopted a policy lo upgrade the Almshouse propettss on 8 cyclical basis wowk continued al the
remaining property"e$ whilst renovation OCCUTred on others. Thése repairs and general maintenance total cost
£5,561.
During the accounting period. 1st April io the 31st of August 2021 which covered the ￿riod of the closing
accounts of the unincorp)rated Chanty no 216605 the Trusle8s had agreed. for the boTh￿l of the residgnts living
in the AlmshoLsse8 in Cromwell Lanè acousb"c windows and w)rches were Instal￿ in 5 of the 6 propert'es. This
W88 deemed lo be necessary to mrtigate the impact of sound in the direct vicinity of the properties caused during
HS2 construction The sum of this cost at 31st AugusL 2021 was £18.074. During the void period at 410
Cromwell Lane, the final almshouse had acousts"¢ windows installed and the final payment of £5.000 was made.
The Trustees, following discussKJns wilh the res￿entS also agreed that rt wtyjld be ben6ficial rf a hedg0 could be
planted along the boundary of the prwrty whith abuts onlo Cromwell Lane. Professional consultants advised
thal the hedge would act as a barrier against dust and debris together with being a secondary sound barrier. It
would also serve lo provide some element of pnvacy to the re$￿entS due lo the increased presence of
contraclors in the vicinity.

the 2020r2021 income this figure is similar lo the inttlme of the prev￿uS year. The investments had grown during
the accounting p8riod lo the 31 $1 of August 2021 by approximatety £400,000 but during the current accounb.ng
peri¢xI the investr)ent valuat￿n$ had fluctuated. and the pefmanent endowment value had decreased by
£92,000 The investment In￿Me units value was 308 pence per unit on the 31st of Avgusl but on the 31 $1 of
March 2022, rt had decreased lo 301 pgnce unrt a 2.5% deerease. The accumulation units held We￿ 483 pence
a unit on the 31 sl of August 2021 but during the xcounting period. they had de¢rea6ed to 477 p8nce per unil a

An accumulation fund has been created in April 2021 called thè Mmshouse Project Fund in line wrth the short-
tsm objectives of the Trustees The specffic purpose of the fund is the growth of a fund to develop nèw
Almshouses within the Parish and provide addIt￿nal social housing for those In need in line with the Charities
Objects. The fund eurrenlly stands at £138.CQO and payments have been made into this fund during the current
accounting peri¢xI 01 £119,500.

The Charities, investments are managed by CCLA and were invest&J in the COIF Charities Investsnenl Fund up
until the 2nd of July 2021. The Twstoes, following careful considerats.on of th8 merits and risk to income, resolved
at that lime to take up a Iow•WSt opportunty made by CCL4 to transfer the inv&slments to the COIF Ethical
Investrment Fund. The decision was taken as a result of the low cost of transfer and the Trusteés, ongoing
¢ommilmenl to ensure that the Chanty Funds are invested as ethically as possible without impacting the level ol
income received. The decision was taken folkming careful consider*Jon by th8 Trustees of the perfcmance of
the tsvo funds ovor th¢ pr¢eeding 10 yearn whdi wa8 very much on par one ￿Other.
The investment objective of the Fund is to promdo real l¢)n*tèm) growth and an ineom8. rising over lime from a
portfolb managed within a dear risk control framework.
Th8 Charitie8 Investments Funds produced a £56.360 incom8 y￿Id for the 7 months.
The overall value of the lolal portfolio decreased from £4.449,438 10 £4,391.923 a decrease of £57,515 during

Tho three funds held in a¢¢umuLqtson units for exceptional repairs and cyclical maintenance of the properties
hov8 incraased their values over thè financi81 period. All dividends paid are r&invo$ted in these funds thereby

tho budget.

SUMMARY AND oiJfLOOK.
Following the conversion to a CIO, the Feriod covering the 1st of September 2021 to the 31st of March 2022 has
been a time of consolidation and progression towards the long-tem (*)jectNes of the Charity whilst ensuring that
the short- and medium-term objectives wore unaffected and ch8rrtable acbvitie8 for the public benefit continued.
Christopher Powell has been Chaim)an with Brendan Connor 8¢ts'ng as Chaimian $ince their appointrnenl
on the 181 of January 2021.
On the 8th of March 2022, the Trustees resolved vnanimousty that Christopher Powell and Brendan Connor
continue as Chairman and Vice-chaimian respeth.vely for a fvrther 4 years. This decision wa5 reached lo
provide continuity and ￿rtaInty for the Trustees duftng several ¢ompiex proiecl8 underway.
During the peric4J 181 Septembgr 2021 to the 31st of March 2022. fNe Trustees, meeb'ngs were convened plus
the annual Budget and Strategy Me8ling in Fébruary.
The annual Truste￿ Founders Dinner look place in Seplembef 2021, a welcome ￿tUrn having b8en postponed
IhToughoul cov￿. The Trustees welcomed former iong4tsnding Tnjstees to tho dinner who had retired during
covid.
The registration of Berk$well Chafities CIO by the Charrty Commission on the 27th of April 2021 was a significant
milestone for the Trustees and the Chanty. The CIO was 88tsblished wrth the same aims and obJ'ecliv85 and Ihg
fomation of the Charity, whilst being a separate legal entity. rèfiects the same values and ben8ficraTies as before.
The Trustees addreswl the transfer of all of the assèts and liabilitr98 to the CIO expéditiously, al limes il proved
gxiremèly diffi¢ull lo process some piecès of work as quickty as hoped. and the long-tem impact of eovld upon
seNice providers, 8uch as HM Land Registry and the Banking system cr88ted délays which wère overcome.
The Tru$le8s were able to oFen new bank accounts wrth Barclay8 Bank with all fomief bank accounts now

Policies were reviewed in line with the review schedule and where changes in legisialw)n warranl¢d eartier
amendments. The Governance Code was also reviewed.
The Trustees have continued wrth thoir upgrading of Ihe Amshouse properties both at Cromwell Lone and
Church Lane. For the benefit of the residents at Cromwell Lane regular meetings hav8 been held with 881four
Beaty Vinci and HS2 to ènsure that clear levels of communKth'on exist conceming the works being undgrtak8n
at any one time and how they could impact the wel1t￿1Th9 of the residents. This has enabled appropriate
mitigation to be pul In place by the Twslees for the re￿denyS benefit whilst a150 affording to them r6spile when
required. The intensity of the construction. lo conb.nue for several years yet. in the adjacent land impacts their
well-being and rt is a testament to their resi1￿nce h¢yw ttw ccpe.
The Tru51ee$ have welcomgd the reopening of the Village Stores which had been dosed during a protraclad
planning process and signrficant building works carried out during eadier accounting peri¢xls. Store and Slove,
as the shop is now known. will. hopefulty. prove to be of huge benefft to the Community of Berkswell.

A Sub-committee has been fonned by way of delegation to progress the Amshouse k)roiect and several
meet'ngs have beèn held to undertake appropriate risk assessments as the Trustees progress. A feasibility study
18 currently being urKlertaken by Saffer C¢)oper to assess the need for social housing in th8 area The Tru$te8S
have also applied to be registered as a Social Housing Provider wrth the Regulator of Social Housing. Thè
Trustees have been suc¢essful at the first stage of the applieAtion process and the detsiled application will bg
submitted in the forthcoming months.
The opening of the Almshouse Project Fund in April 2021 is indicative of the Trustees continuing with their short-
term aims whilst l¢)oking at the long temi Funds over the last 12 months pla¢ed in this fund to proMde new
Almshousè properties under the chantab￿ Oty'écts is £136,000.
The Trustees attended the publ￿ examinabon of Solihull MBC'S I￿al plan to represent the interests of the
Charty so far as the plan related to the provision of social housing and Tecognilion of almshouses as a form of
ffordable housing under the draft proposals. The Inspeclors report has yot to be published.
The Truste08 have been extremely con8CiOU8 of the r￿d to undertake all risk assèssments in respect of their
decision.making. Financial as8e8sments are reviewed can8tantty to ensure that the pèrnanont endowment of
the Charity will be maintsined in parpetuity.

gnd approved by the Lord Lieutenant in honour of the Queens Plakn"num Jubilee. This project would have beèn
community-based project, affording environmgntsl benefits wrth the planting of Ire8s and fauna, and il would
have a ITue recognrtion ol the Queens, long service lo the Unrted Kingdom linking Ancient ￿bod￿8nd ￿ndredS of
year$ old which are recognised Sites of interest for n*LbW conservabon.
Sadly, despi18 the Trustees, best endeavours, 8$ matters currentty stand, HS2 by ￿rtue of their enabling power¥
has 18sued a vesting order of the same piece of land. This extremety disappointing to the Trustees, and they
contlnue to striv9 to challenge the decisp)n.
Th• last ¥even monitts ￿Vered by these accounts together with tha fiv• months prior which wer8 coverèd within
the closing aecounls of Ihe unincorporated charity have been an extremely busy time for the Charities. 11 ha8
brought about the end of the unincorp)raled Chafrty and rts complete conversion to the Charitsble Incorporated
Organisation. For the Trustees, rt ha8 b8en chalbenging. but rewarding and they feel the Charity is well placed
over the forthcoming years.
