Governance

The charity was established as a community organisation in 2011, and subsequently set up as a community interest company in 2015, and registered with the Charity Commission on 27th April 2021. The governing document is the Articles of Association.

One Voice Blackburn is governed by a board of five independent Trustees and is a Registered Charity (1194240). The Board of Trustees is responsible for the overall governance, management and control of the charity. The operational management is delegated to the Chief Executive and the executive team. The Chief Executive reports to the board.

This report outlines the delivery of our projects and work by staff and volunteers in 2023/24 through a range of funded and non-funded commitments.

Message from the CEO

It is my absolute pleasure to share the One Voice Blackburn annual report with you. It never ceases to amaze me the work of our staff, volunteers, members and the wider Blackburn and Darwen community when compiling the report, which highlight our charity’s achievements, but also a time to reflect on the highlights of the place we serve.

This report showcases the work and initiatives that have made a positive impact on people’s lives in East Lancashire and, in some cases, beyond.

The COVID-19 pandemic, the cost-of-living crisis, and external conflicts have shaped the mood of the area which we serve. In the last 12 months we are working with people with greater health needs, families who require financial support requirements, and a community where cohesion remains a key component of our work.

Our project work has grown to serve the needs of our communities. The need to train and support people into work has become a vital strand of our work. The needs to raise awareness of vaccines throughout the autumn and winter of 2023/24 was a big part of our work, and I dare say we will be doing more of that next year. We are a trusted partner to the NHS, and the local health authorities.

One Voice’s work on organ donation and transplants has gained national recognition, this year we added stem cell to the portfolio of our health commitments, as well as continuing our work on mental health, diabetes, and dementia.

What was our big idea for 2023/24? After years of research, we developed our new tuition service – Sums & Palindromes. It could not have come any sooner with the impact of COVID-19 children in Blackburn and Darwen have been left behind. We will support them.

We launched the One Voice Blackburn magazine in 2022, and in 2023 we went glossy, with 14,000 copies distributed free to households. The magazine provides key community messages for people living in Blackburn, as well as celebrating local achievements. It is here to stay.

The 1V Awards Dinner 2024 in February was the biggest yet. A shining example of community cohesion, mixed with excellence, showcasing the very best of our borough. Young people are at the front and centre of our charity – starting at the age of 5, our membership continues to surge. We may have changed our brand, but we are still the same striving charity.

It is our best year financially, but it needed to be. Our work, and that of likeminded charities, is key to the future prosperity of our town. We have delivered some extraordinary work and for that I thank all the trustees, staff, volunteers and members.

Flourishing Minds

One Voice Blackburn helped support the people in Blackburn with Darwen who face barriers with their mental health. We refer people to help support them in the best way possible. We have supported 215 individuals in their mental health needs by referring them to counsellors, sports sessions, and support groups – some of them run by One Voice Blackburn.

Community Mental Health Transformation

One Voice Blackburn delivered a training package that was co-produced with residents who had a lived experience of mental health illness, for professionals working in the Mental Health field, and how they can best help and engage with people from ethnic minority backgrounds. We delivered the training package to mental health professionals in the form of workshops. The full day events have proved pivotal in reducing barriers for people from the BAME community in reaching mental health services.

Dementia

One Voice has created nearly 2,000 Dementia Friends in total since the beginning of 2022. Dementia Friends create awareness of the condition by committing to engage the communities that they live in.

A video was produced to support this project.

Stem Cell

One Voice Blackburn recruited young people aged between 16-30 and were able to train them as champions to build their knowledge and understanding so that they can deliver campaigns in colleges and support in successfully getting people to sign up on to the Stem Cell Register at ‘drive’ events.

We have been able to run several drive events in that period where we recruited 135 individuals to join the Stem Cell Register. As a result of our work, we have been commissioned by Anthony Nolan to produce a nationwide video, as well as continue conducting ‘drive’ events.

Blood Pressure

One Voice Blackburn was funded to identify adults over the age of 18 who have not previously been diagnosed with high blood pressure and to signpost those who have been identified as possibly having a high blood pressure to visit their GP for ongoing care and to manage their blood pressure. We held events monthly.

In the period of 2023/24, we carried out just over 1,300 blood pressure checks in Lancashire.

Health

Diabetes

One Voice Blackburn provided support, information, and advice to young people (and their families) who have a diagnosis of pre-diabetes or Type 2 Diabetes as well as providing information to young people, families and their support networks to decelerate the numbers of young people with obesity and at risk of becoming diabetic, through changes in behaviour and lifestyle.

We created 23 champions, who very fully trained to deal with diabetes support in the community. They have been able to raise awareness of Tye 2 Diabetes to 1631 people in the communities they serve.

Our expert champions also supported the needs of four families over a nine-month period to improve their lifestyles in reducing their risk of diabetes.

Asthma

One Voice Blackburn developed a network of champions in the community, who can then have relevant training by health experts and then they can link in with their communities with relevant advice and guidance around Asthma in children and young people aged 0-18 years. We created 17 champions who were trained by experts in the field and were then able to engage with people in the community about Asthma, we raised awareness and engaged with 2134 people and increased awareness of Asthma support, we held focus groups and awareness sessions where we delivered to ladies groups, important information was shared and excellent discussions were had. Awareness was raised on lots of issues people face with childhood Asthma, we discussed barriers and understanding in more detail.

We also held 5 Asthma forum focus group sessions with young people to find out what Asthma meant to the and what sort of barriers they face as young people. These were run across Lancashire so we could identify where there were if any barriers or problem in specific areas.

Winter Vaccines

One Voice Blackburn created a toolkit to help increase the uptake of vaccinations in the community, by delivering key messages in the form of videos and posters. We created videos in various languages, and these were filmed with GP’s, allied health professionals and a pharmacist.

A total of 27,477 people viewed the videos online. They were also displayed in surgeries, community settings and religious settings.

Empowerment

Young People

We delivered our biggest Holiday Activity and Food (HAF) programme in the summer of 2023, with over 450 young people. This programme is supported by the Department of Education, Blackburn with Darwen Borough Council and Spring North.

Young people from the age 5 were supported in the Easter, Summer and Winter programmes in 2023/24. Each child at the Holiday Club was provided with a nutritious sandwich, variety of fruits, cereal bars, water and various juices.

One Voice run several youth groups ranging from West End Girls (WEGs, to East End Boys. A total of 237 young people attended our groups, including sports activities. We ran a total of 430 hours of activities in our youth services and a further 108 hours in our HAF provision.

Planning forms a big part of our youth groups, and the 2020 Vision section of our service is made up of young people who are empowered to support the work of the charity.

Highlights of the youth service included a trip to Rome, members taking part in parachute jumps at the age of 16, and the delivery of four events in Blackburn with Darwen. Young people also hosted the 1V Awards Dinner – the largest indoor community celebration in Blackburn with Darwen.

As part of an Arts Council/Heritage project young people were at the heart of a video production ‘Back to 1984. The video has received more than 30,000 views on YouTube alone.

West End Girls (WEGs) ProActive which includes a while host of sports including 1V Junior Netball. 73 girls have accessed these sports services in the last year allowing them the opportunity to stay active and healthy in a non-competitive environment. In April 2023 One Voice struck up a unique partnership with Blackburn Rugby Union in order for the girls to try a sport they would not have been associated with previously.

Leadership

We run several leadership groups in One Voice Blackburn including Coffee Natters (women’s group), 2020 Vision (youth leadership), and Gentlemen’s Club (male leadership).

The 1V Scouts is the largest single group which is a part of One Voice Blackburn encompassing: Squirrels (4-6 year olds), Beavers (6-8 year olds), Cubs (8-10 year olds), Scouts (10-14 year olds), Explorers (14-18 year olds). Over a dozen Scouts have completed a Young Leaders Programme. One of the highlights of the year for Scouts was a once in a lifetime trip to Northern Pakistan. With over 100 young people registered in the Scouts programme it is one of the biggest and best in the region.

The Coffee Natters group assists in health and community related activities, providing both empowerment and leadership opportunities for the females. Some of the members have supported 1V events as well as providing insight to health agencies. There has been a specific focus on mental health projects with Coffee Natters. Female leadership are one of the key components of One Voice, and through our women’s groups we have delivered

Each year our various groups support local civic events and gatherings, from Remembrance Sunday and Mayor Making to volunteering at festivals, and they also have a civic responsibility – and take part in regular litter picks. They also represent our charity at local events such as Food Alliance. Our groups support volunteering at key Blackburn wide events such as the 1V Awards Dinner. And volunteers are encouraged to support our youth groups. In 2023/24 we delivered over 2,100 volunteer hours as a charity.

Employment & Education

We have continued our work in reaching marginalised communities with two key employment programmes in Blackburn with Darwen and East Lancashire.

Our Multiply Sessions engage members of the community in accessing workshops to help improve their numeracy skills. In the last 12 months we have worked with many groups and individuals in a bid to provide them with the correct skills to increase their confidence in working worth numbers. This in turn will improve their chances of finding employment and being confident in their workplace and home life.

423 individuals have taken part in workshops and training activities in Blackburn with Darwen through the Multiply Programme.

A further 65 individuals have benefitted from our work in Burnley and Pendle with the sane initiative. As a result of the One voice intervention 11 individuals have gained employment offers.

Sums & Palindromes

We launched our new tuition service in October 2023, after spending the previous 12 months on research and recruitment.

Sums & Palindromes aims to improve the learning and understanding of each subject through co-ordinated tuition over a period lasting no less than 12 months.

The tutoring sessions are designed to increase confidence in the subject through developing techniques to achieve a successful outcome for each student. We have allocated no more than four students to each qualified tutor.

In the trial phase (October to December 2023) we inducted 9 young people in Years 5,6, 10 and 11. By March 2024 we had worked with 16 young people as we developed the service. We have run a total of 244 hours of tuition services for young people.

Our ambition is to expand to 25 young people by September 2024, running a total of 16 sessions per week.

Cohesion

One Voice Blackburn works closely with partner organisations to create a harmonious and cohesive borough which celebrates the diversity of our communities.

We deliver several impactful social media campaigns and community events each year, focused on bringing the community together. Some of these projects are award winning and are seen as examples of real community cohesion.

‘I am Not a Muslim But I Will Fast for One Day’

Nearly 2,000 people have participated in the ‘I am Not a Muslim but I Will Fast for One Day’ project during the Islamic month of Ramadan, since its launch in 2015. The project has won an Excellence award in the national Inclusive Companies Awards in 2018.The aim of this project is more than just building community cohesion, although that is a large part of it. It’s about building and sustaining cohesive communities and understanding our local community. We see an increase in people taking part each year and many new faces who wish to be part of the campaign.

I’m a Muslim and I love the Festive Period

The project ‘I’m a Muslim and I love the festive period’ was originally launched in 2015 as a community cohesion initiative by One Voice Blackburn. We have produced a series of videos where people of all ages from a Muslim background talk about how they also enjoy and take part in the festive season.

Last year we designed our own bauble to be placed on the Christmas trees in and around the Blackburn town centre. And in 2023 who took a more personalised approach where our members purchased baubles to give to neighbours who celebrate Christmas. Young members of One Voice Blackburn were photographed with the bauble placing it on their neighbour’s tree and proclaiming, ‘I’m a Muslim and I Love the Festive Period’. Some are seen wearing Christmas jumpers and dresses.

Cohesion

1V Awards Dinner 2024

The 11th 1V Awards Dinner, sponsored by Together Housing and Newground, and supported by the Council, was held King Georg’s Hall.

Eight accolades were handed out to volunteers and workers in Blackburn and Darwen by charity One Voice Blackburn in what is now considered as the premier Awards ceremony in the town. The awards included the Aya Hachem Young Person, Group, Man and Woman of the Year as well as the newly introduced Apprentice of the year award. The 1V Leaders award and Outstanding Achievement award were also presented to Debroh Cartlidge from the Deaf Village and Secret Santa.

The dinner was hosted by 13-year-old Aisha Hussain and co-hosted by Zainab Hanslod, Hamzah Ahmed and Zainab Ahmed – and featured a Back to 1984 theme, including a stunning six minute video which took us back to an era. The showstopper was a dance number from the Zoe Taylor Academy.

Afternoon Tea

One Voice Blackburn has organised high tea events since 2017 to promote community cohesion and integration throughout Blackburn with Darwen.

Each year these events are attended by over 150 people from a diverse range of backgrounds. This is one of the greatest shows of community cohesion in the town.

Our most recent afternoon was held at St. Francis’ Church Hall with over 100 guests in attendance. Hosted by West End Girl (WEG) Alaina Masters, 13, guests were treated to a selection of tea, coffee, sandwiches, and cakes. The afternoon tea was attended by the mayoress and mayoress of Blackburn with Darwen, Kate Hollern, principal of Blackburn College Fazal Dad and members from Blackburn Foodbank amongst many others. The event was supported by the Anthony Nolan Trust in a bid to raise awareness of stem cell research amongst the community and young people from ethnic minorities.

Projects

Young people with an interest in drama and film have been at the very heart of a One Voice Blackburn, Arts Council England and Heritage Fund project called ‘Back to 1984’.

The six-minute video was premiered and launched at the 1V Awards Dinner in February 2024 in King George’s Hall, Blackburn.

Arts Council’s open access programme for arts, museums and libraries projects supports thousands of individual artists, community and cultural organisations thanks to National Lottery investment.

It is noted that young people from the South Asian background are somewhat underrepresented in the arts sector. The challenges are distinct in increasing the participation and engagement within the community for dance, drama and performance. Researchers have found that getting involved in the arts can improve a person’s confidence and self-esteem.

The Back to 1984 video comes hot on the heels of the ‘We Love Blackburn’ video which was launched in early 2023 and has received over 100,000 views on all platforms.

Back to 1984 had received over 30,000 views on all formats by the end of March 2024.

One Voice Blackburn produced key information videos in a variety of languages to promote Electricity North West’s ECR power cut information.

These videos were produced in the following languages – Punjabi, Urdu, Bengali, Arabic and English. Many people who cannot read English cannot read any other language therefore the only method to reach those individuals was through spoken word.

The videos also encouraged eligible households to join the extra care register, and other messages as indicated above.

One Voice distributed the videos through their social media platforms. They were also be promoted throughout the East Lancashire social media.

Media

One Voice Blackburn Magazine

The One Voice Blackburn magazine is produced and distributed to highlight the positive work of both one Voice Blackburn and the community. There are so many good stories to tell about our town, our home. We intend to tell them. There are also some challenges that we need to face. We will tackle them. There are many heroes in our communities. We will celebrate them.

The magazine is distributed free of charge to 14,000 households each quarter. Our young people at One Voice Blackburn are at the forefront of the editorial and production alongside seasoned journalists, columnists, designers, and photographers.

The work of One Voice Blackburn is featured heavily in the magazine, as well as features produced by young people. In late 2023 the publication changed from a newsprint quality to a 68 page glossy magazine.

Brand Change

As of February 2024, One Voice Blackburn is now yellow. Since its launch in 2012 One Voice Blackburn was pink, green and white representing certain people and aspects of the community. As the organisation has grown these colours didn’t capture the true essence of what One Voice Blackburn is today.

One Voice Blackburn has various branches including health, empowerment for both males and females, leadership, and cohesion. We needed a colour that represented all of what One Voice Blackburn is. After various focus groups with members, stakeholders, and the community we concluded that Yellow was mentioned time and time again for its connotations of being aspirational, uplifting, unique and bold.

Yellow, Grey and White now make up the One Voice Blackburn brand. The brand is professional but still youthful. It is a brand that sits proudly amongst stakeholders and partners but also represents the members of the organisation regardless of their age or gender. Yellow, grey and white also reflect all the branches of our charity as each section is aspiration, impactful, unique and pure. The brand also represents our primary objectives.

Case Study

Diabetes in the Community

A 13-year-old boy, with special needs, arrived in the UK from Pakistan in 2019. He has cognitive impairment and learning difficulties as he was deprived of oxygen. He lives with both parents and two younger siblings. The boy has learning difficulties and is very much dependant on mother to help with all needs.

Both parents have very limited English. The father works in a tissue paper factory, the mother is a home maker and takes care of the children.

They live in rented accommodation. Both parents clearly lacked understanding and knowledge on diabetes and were sadly feeding their son unhealthy foods.

As part of our Diabetes in the community work, we approached the family following a referral. One Voice’s health team carefully and explained the basics as they had little understanding about healthy eating or how they can support their child in reducing weight. We provided various literature in Urdu, as well other information via the NHS website.

We talked about taking their son out for walks and playing family games. The parents mentioned he struggled to do this as he got very tired. We emphasised the benefits it can have on the health and may help have a positive impact on their son’s mental health as well as physical health and wellbeing.

Our support and engagements have resulted in the parents getting some help increased understanding and knowledge of the foods and diet they need to follow to help their son. We have identified the foods they think are healthy that are actually not, and we have been able to help the mother use healthy alternatives in her cooking and substitutes to help her son still have foods he enjoys but with a healthy element.

Mobile phone apps and YouTube videos have been shown that can be used and watched to help support them in meeting the healthy requirements for their son.

The parents have seen him eating smaller portion sizes, he is aware he is eating different foods, and he has enjoyed these changes. He has watched the videos we have sent, and he has started following the exercises and used the techniques and parents have said this is helping him stay active.

Since our intervention the son has started swimming lessons and even though he isn’t swimming lengths, he is spending time in the pool and he exercising in the pool.

Our intervention has significantly improved the child’s lifestyle, and his parents have been very thankful for the support.

“One Voice have visited us every week to make sure our son’s health and eating requirements are being met. We are seeing improvements with him already. He has lost weight, and seems a lot happier.”
