Chair's report for AGM 4 December 2024 Santon Bridge village hall CIO (1194150)

This AGM covers the year up to the 19th of April 2024 so doesn’t include any activities over the last 7 months.

Firstly we need to agree the previous years AGM minutes, which were circulated after the meeting last year – is everyone happy to agree the minutes?

We also need to check that existing committee members are happy to be re-appointed to the committee - so are all the other committee members happy to be re-appointed?

It has been a busy year -

In terms of fundraising events run by the committee during the year saw two full Art & Craft fairs, two rummage sales and one Arts out West production. As always these events turn into great community gatherings, particularly in the refreshments room which is run so professionally by Marion and her team.

In addition we also had a number of notable activities and events –

An EGM of the Santon Bridge Institute was held in September 2023

This was held to report the final closure of all SBI bank accounts and that there were no remaining assets or liabilities pertaining to the SBI after the period 22 April 2023 to 13th June 2023 - The Treasurer also confirmed that the accounts had been subject to an independent review.

The meeting also recorded the intention to formally close the old Santon Bridge Institute later in the year.

Other activities included -

the hall and the parish over the years, which included a display of the parish tithe map.

We also ran a memorable shared event with St Pauls Church called ‘Irtons Magic Lantern’ consisting of slides from the 1890’s showing people and places in the parish.

In addition to all of these activities above there have been the usual regular users of the hall, all of whom add to our community objectives - the WI in particular continues growing into one of the largest and most active in the area and the University of the third Age are now running 3 separate recorder groups as well as a family history group.

The regular yoga class continues the thrive, as does the book club, Art in Irton group and regular craft workshops.

The 100 Club continues to be valuable contributor to the hall’s funds and my thanks to Trak for managing the process.

I would also like to thank Alan and Chris for their team work over the year on various maintenance and other works around the hall and its grounds over the year – its been invaluable and even enjoyable.

So – a busy year – but none of this could have happened without the help and support of the committee and I would like to thank you all for this - thanks also to the many local community helpers who step in to help at our events and are an essential part of the team

Looking forward we have a healthy financial position and more ideas for activities and events to keep this going. There will be always be challenges but I know we can meet those challenges as our record shows.

So, many thanks from me again to all those involved over the year and my special thanks to Madeleine for keeping our finances and many other things in order

Finance report to the Trustees year end 19 April 2024

The financial year from 20th April 2023 to 19th April 2024 is the second operational year for Santon Bridge Village Hall (CIO 1194150).

Receipts

Receipts of £14,569 in the financial year 2023-24 were much reduced from the previous year receipts of £40,511. The receipts for 2022-23 included a transfer of £33,733 from the bank accounts of the Santon Bridge Institute (SBI). The final closure and transfer of the remaining balances of the SBI accounts in 2023-24 amounted to £2,124. Excluding the transfer from the SBI, receipts in 2023-24 were £12,445. The equivalent figure for 2022-23 was £6,778, £5,667 less. It should be noted though, that in 2022-23 there were a few transitional receipts into the SBI totalling £801, these were reported in the SBI accounts to 21/04/23 and also related to operational activities of the hall.

£3,024 of the £5,667 increase in year on year receipts is due to payment of grants. This was made up of £1,005 of warm spaces funding, with the remaining £2,019, a grant from the Electricity North West Ltd Storm Arwen community resilience fund. The latter funding for setting up an LPG generator and a changeover switch to safely transfer from mains to generator power in the event of power cuts was received at the end of the financial year. The expenditure relating to this income will be incurred in the financial year 2024-25. Excluding grants income the year on year increase was £2,643.

This was made up as follows. Operating income from fund raising events was £4,671, an increase of £1,512 over the prior year. 100 club receipts and donations increased by £110, hire of the hall and equipment increased by £538 to £2,463 and interest on bank accounts increased by £483 to £667.

Payments

Total payments were £7,819 for Santon Bridge Village Hall for the financial year to 19th April 2024. An increase of £2,933 on the payments of £4,886 in 2022-23. As with the receipts there were some transitional items recorded through the SBI bank accounts, which totalled an additional £252 giving combined annual payments of £5138 for 2022-23.

The greatest increase in expenditure was event expenses, which increased by £1,353 to £1,832. This was in large part due to expenditure on warm spaces events for which grant funding of £1,005 was received. The second largest increase was an increase of £859 in repairs and maintenance costs. This was due to work arising from the five yearly wiring check, at a cost of £960.

Heating and lighting costs also increased by £373 to £1,825. This increase was relatively low as the village hall benefited from a fixed contract with Scottish Power for electricity which has since ended.

The increased cost of Insurance from £903 to £1,108 includes the cost (£75)of a rebuild cost assessment and the revised premium arising from that assessment.

The format of the accounts is in line with the Charity Commission template "Receipts and payments accounts CC16a". This format includes a statement of assets and liabilities at the end of 2023-24.

At the financial year end 19/4/24 Santon Bridge Village Hall (CIO) held £43,957 in cash and bank accounts. The land and buildings cost value of £69,136 includes expenditure of £402 on fixtures and fittings.

Robert Davis has undertaken an Independent examiner's report on the accounts and reported no concerns.

Notes to accounts 2022 - 2023

The accounts have been prepared in accordance with a template on the Charity Commission website.

The assets of the Santon Bridge Institute including cash and the majority of funds held in bank accounts plus land, buildings and fixtures and fittings were transferred to Santon Bridge Village Hall CIO in this financial year.

Assets retained for the Charities own use

The value of the land and buildings is the valuation agreed for the purchase plus the cost of acquiring a small piece of land adjacent to the hall from the Ladore estates and the legal cost associated with this

The buildings improvements post purchase, car park extension and safety and fixtures and fittings are elements of the Garfield Weston project. The overall project cost is £52,000 spread over three years, of which £42,000 was funded by Garfield Weston Foundation.

The overall cost has been apportioned in the accounts between improvements, listed under assets and investments and replacement / repairs listed in the payments section but identified as project costs..

The buildings improvement section includes £5,000 of work by the builders to fit suspended ceilings, £12,420 for double glazed windows plus £121 for a new rooflight, £5,701 for upgrading the heating by the addition of radiators and £1,522 for plumbing and electrics to fit the new cloakroom.

The fixtures and fittings include the cost of new chairs and tables, upgraded light fittings and the cloakroom heater.
