The Trustees (who are also the Directors) are pleased to present their annual Trustees Report together with the financial statements for the year ending 30 June 2023 which are also prepared to meet the requirements for a Directors report and accounts for Companies Act purposes. 

The financial statements comply with the Charities Act 2011, the Companies Act 2006, the Memorandum and Articles of Association and Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and the Republic of Ireland (FRS 102) effective 1st January 2019.

## **The Trustees** 

The Trustees who served the charity during the twelve month period from 1st July 2022 to 30th June 2023 were as follows,

## **Structure, Governance and Management** 

Stockport County Community Trust is a registered charity (No 1194114) and Company Limited by Guarantee (No 13241679) and is governed by its Articles of Association which were adopted on 3rd March 2021 and amended on 22 March 2023. 

The charity changed its name on 15 March 2023 from The Hatters Project Limited to Stockport County Community Trust. 

The Articles of Association include the selection and appointment of new Trustees. 

The day-to-day operations of the charity are managed by the Chief Executive Officer who reports directly to the Board. The Board has instigated systems and controls in relations to such matters as finance, contracts and employment and considers these to be appropriate safeguards in relation to the day-to-day operations of the Trust. 

The Trustees continue to review the risks associated with running the Trust. 

## **Objectives and Activities** 

Stockport County Community Trust's principal object is to arrange, promote and deliver activities for the benefit of the public in particular in Stockport and its surrounding areas, including community participation in healthy recreation for children and other citizens who have needs due to their disablement, poverty or other social and economic circumstances - with the aim of improving their overall health, skills and conditions of life. 

## **Financial Review** 

In the year ended 30 June 2023, Stockport County Community Trust generated an income of £499,231 (2022: £351,021) and incurred expenditure of £432,610 (2022: £309,525). This resulted in an operating surplus of £66,621 (2022: £41,496). 

The period ended 30 June 2022 was for a period longer than 12 months.

The Balance Sheet for the Trust on 30 June 2023 showed a total of Trust funds of £108,117 (2022: £41,496). 

The Board is pleased with the performance of Stockport County Community Trust in this 12 month period and the commitment, professionalism and enthusiasm of the staff team who have all contributed to this performance. 

The Board is satisfied that the Trust is now well positioned to build upon the previous 12 months operation and is confident that the Trust will continue to be self-financing. Notwithstanding this expectation, the Trust continues to receive the support of Stockport County Football Club. 

## **Reserves Policy** 

The Board has agreed to work towards a reserves policy of three months of core running costs if all funding ceased suddenly. This equates to approximately £125,000 based on projected figures for 2023/24 budgeted expenditure. The Trust currently has reserves of £108,000. The Trustees are hopeful that the reserve position of three months core operating costs will be achieved by the end of the 2023/24 financial period, which will be three years since the charity was established. 

## **Public Benefit Statement** 

Stockport County Community Trust gives careful consideration to the Charity Commission's general guidance on public benefit in setting its own aims, objectives and planned activities for the coming year. This is detailed in the performance and achievements section set out below. 

## **Achievements and performance** 

The period from 1 July 2022 - 30 June 2023 saw a successful period for Stockport County Community Trust with the strengthening of all governance practices and procedures alongside the establishment and growth of a range of new charitable programmes. 

This period coincided with the appointment of the Trust's first Chief Executive Officer, Alison Warwood, in January 2023 to help strengthen the existing staff team, establish strong governance practices and to provide strategic direction to the work of the charity. The charity also changed its name in March 2023 from The Hatters Project Limited to Stockport County Community Trust to help provide clear alignment to the connection that the charity has to Stockport County Football Club, particularly around the infrastructure support the charity receives around HR, finance and safeguarding. 

The charity launched its first three year strategy within this period, 'Inspiring, educating and supporting our communities', setting out its mission, purpose, values and its underlying principles to success. The strategy also set out four key strategic areas of focus, 

1. Increasing levels of physical activity leading to better physical health - helping the local community to use physical activity to start well, live well and age well. 

2. Improving wellbeing in our communities leading to better mental health - developing confident, empowered, engaged and resilient communities. 

3. Increasing educational attainment and skills - improving academic and vocational attainment and ambition leading to better employment, economic prospects and life chances. 

4. Building stronger communities - celebrating and embedding diversity and inclusion across all areas of the club, enabling people to make better life choices and live in safer communities. 

These strategic areas of work are delivered across three departments, (Health and Well-Being, Education and Social Inclusion) to enable the charity to carry out its aims and objectives. Each department is led by a senior manager within the charity, with overall support from the Trust's Operations Manager and CEO.

The charity has worked hard to create strong relationships with the Stockport County Football Club's senior management team to ensure the charity benefits from the use of the club brand and facilities to help benefit the local community. This includes the opening up of the club stadium, Edgeley Park to be more accessible to the community especially as part of the Health and Wellbeing programmes. 

This period also coincided with Stockport County Football Club's first season back into the English Football League (EFL) after a sustained period out of the EFL which enabled the Trust to access core funding and support through the EFL Trust and the Premier League Charitable Fund. 

Key department achievements over the last 12 months have included- 

## **Social Inclusion** 

The Social Inclusion department has seen a period of sustained growth from 1st July 2022 - 30th June 2023. This included delivering a variety of programmes, for example:- 

-Youth Engagement Football Sessions - This area of work has developed over the 12 month period from running two free football sessions in Cheadle Heath and Poynton, to providing a youth engagement provision five nights a week. Additional sessions are now delivered in Hattersley (funded by Onward Homes), Marple Hall School (funded by Stockport Youth Justice Service) and Cheadle Hulme (funded by Mosscare St Vincents Housing Association). 

-Holiday Activities Fund (HAF). The Trust engaged more partners to enhance the provision and provide each young person with a chance to experience a range of educational and outdoor activities, including visits to local farms and museums. 

-In addition to the HAF funded courses, the team delivered a range of additional activities during the February, Whitsun, and October half terms aimed at supporting vulnerable families and children in receipt of free school meals by working in partnership with a range of organisations such as Great Places Housing Association, Benchmark Building Supplies who funded holiday provision in Offerton, and Smart Works to assist women with career coaching, job interview support, and access to interview appropriate clothing and shoes. 

-County in the Park - The aim of County in the Park is to provide free accessible football sessions for children and families across different parks in Stockport. During the Summer 2022 - Whitsun 2023 period, a total of 90 sessions (180 hours of free football) was delivered to over 1200 children across Stockport. This included a full day of sessions on the pitch at Edgeley Park during the Whitsun half-term holiday- working with 500 children across the full day. 

-Premier League Primary Stars Programme - in April 2023 the Premier League Charitable Trust approved funding for Stockport County Community Trust to deliver the Premier League Primary Stars Program (PLPS). During the summer term, the Trust delivered an Intervention Programme (supporting certain children in their school to help build confidence and self-esteem), Competitions/Sports Days (including delivering inter/intra league competitions for schools, a U11s Girls football festival on the pitch at Edgeley and a Sports Day), a Social Action Project and education activations, to help raise awareness and inspire engagement in supporting learning within PSHE, English, and Maths. 

-Educational Workshops - delivered in partnership with Greater Manchester Police and Network Rail, the Trust delivered 16 educational workshops for primary schools across Stockport with the emphasis on educating children in year 6 on the impact anti-social behaviour can have on the local community. 

-The department also piloted a weekly Armed Forces Community Football programme including the opportunity to take part in a round-robin of fixtures on the pitch at Edgeley Park. This gave veterans the chance to represent Stockport County and compete against other clubs' Veterans football teams including Oldham Athletic, Rochdale AFC and Curzon Ashton. 

-Stockport College Get Active Programme which engages with a number of inactive students who attend the college to encourage them to be more active and to participate in more sporting activities the college delivers. The program helped over 100 students over the course of the academic year. 

-The launch of a monthly LGBTQ Games Night in conjunction with Forward LGBTQ. The monthly activity provides a safe space for the LGBTQ+ community to socialise in a welcoming and alcohol free space.

## **Education** 

The Education department uses football and PE to help raise aspirations and knowledge of young people and to make PE more accessible to schools to help improve the health of young people. The work over the previous 12 months included:- 

-Delivering high quality National Curriculum based PE lessons to 19 partner schools based in and around Stockport, increasing the number of children from Stockport and Tameside that the programmes engage with from 2500 to 2800 pupils. 

-Running the EFL Road to Wembley U11's Cup, with 23 teams from the Stockport borough competing to represent Stockport County at the Northern Regional Finals. The winners of the local tournament, Disley Primary School, went on to win the Northern regional finals, getting the chance to play on the pitch at Wembley before the EFL League 2  play-off final. The pupils enjoyed an amazing weekend in London, unfortunately losing at Wembley, but the experience of playing on the pitch prior to the League 2 Play Off final will stay with them forever. 

-Establishing a new partnership with club sponsor Together, to develop a wide scale primary school programme ready for launch at the start of the new school year in September 2023. 

-Developing its partnership with the Football Education department of Stockport County, by delivering Football festivals at Stockport Sports Village and utilising the students/scholars to work with primary schools to deliver sessions and help with refereeing. 

-Delivering an U8's Football tournament in association with the club's Academy which involved 14 local schools. 

-Working with the Premier League Charitable Fund to develop the Premier League Primary Stars programme. This included delivering a six week programme at eight primary schools providing teachers with the opportunity to develop their confidence and knowledge in delivering high quality PE lessons through an empowering environment. 

-In partnership with club partner Together, the Trust re-launched the school assembly initiative, a roadshow which engages youngsters with the football club which provides free tickets for local school children to see Stockport County in action. The sessions include an engaging presentation to primary school children helping them to understand and adopt the good behaviours associated with elite sport including healthy eating, regular exercise, and the importance listening and trying your best. 

## **Health and Wellbeing** 

During the 2022-23 financial year, the Trust's Health and Wellbeing programme has continued to make a real impact by reaching out to people in the local community making a positive difference to their lives. The projects and activities delivered as part of this programme include: 

-County's Social Well-being Group which provides a weekly drop-in on Wednesday morning at Edgeley Park and continues to grow from strength to strength with up to 50 adults attending weekly. The group supports vulnerable people living with long-term health conditions, including dementia who may also be experiencing loneliness and living in social isolation. The attendees enjoy refreshments and take part in bingo and a quiz, and stress-relieving activities such as gentle seated yoga, and art therapy delivered by trained qualified professional therapists. 

-One of the main successes of the year was the launch within the group of the 'Move to a Mile' programme.  The Move to a Mile model uses a similar concept to "Couch to 5K" but is more suited for people who are currently doing no or extremely limited exercise. Participants built up their exercise from walking around the perimeter of the pitch at Edgeley Park to completing a mile walk through the centre of Stockport as part of the Stockport Moves event. 

-The Trust's walking football programme continued to grow over the period with over 100 people registered. The participants vary in age from 45 to 86, our oldest participant. As well as an opportunity to improve health through physical activity, the sessions are also very much a social event as much as a game of football. In February 2023, the Trust also launched a women's only walking football session.

-To help celebrate the walking football programme, in May 2023, the Trust held its first ever walking football tournament on the pitch at Edgeley Park with teams representing Stockport County playing against other clubs' walking football teams including Rochdale AFC, Blackburn Rovers, Altrincham and Curzon Ashton. 

-The weekly adult pan-disability football sessions continued to grow with many new players joining the programme. The project supports young people and adults with a range of physical and learning disabilities to take part in physical activity through weekly football sessions and competitive matches. There are now two Stockport County adult pan-disability teams that play in the 2022/23 monthly East Cheshire Ability Counts league, which is run in partnership with the Cheshire FA. 

-The weekly mental health football coaching sessions for patients from Pennine Care NHS Trust continued to be delivered at Heathfield House in Stockport working with up to 18 patients per week. The provision helps to improve patient's physical health and mental wellbeing by providing opportunities and support to people living with long-term serious mental illness. 

In addition to the work undertaken by individual departments, the Trust as a whole supported a number of whole club initiatives. This included organising Flag Bearers for match days, which provides opportunities for junior teams to welcome the teams onto the pitch at Edgeley Park. 

The Trust also supported Stockport County FC with its Christmas campaign which provided 50 Christmas hampers to vulnerable families living across Stockport, whilst also organising the visit of ten of the club's first-team players, along with club mascot, Vernon Bear and Club President Steve Bellis, to the Treehouse paediatric unit at Stepping Hill Hospital, handing out presents and spending time chatting and playing with the children on the ward. The players then headed back to Edgeley Park for a special event, where local families were invited to the ground to meet some of their favourite players. 

## **Plans for the future periods** 

The plan for the future is that Stockport County Community Trust will remain financially self-sufficient and not reply on financial support from Stockport County FC. However, It is still important for the Trust and Stockport County FC to be closely aligned and to work closely together 

Stockport County Community Trust plans to increase the programmes it delivers over the next 12 months and to grow its delivery team to help increase the positive impact the work of the Trust within its local community. 

## **Small company provisions** 

This report has been produced in accordance with the small companies regime under the Companies Act 2006.

I report to the charity trustees on my examination of the accounts of the Company for the year ended 30 June 2023. 

## **Responsibilities and basis of report** 

As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). 

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act. 

## **Independent examiner's statement** 

Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a member of the Association of Chartered Certified Accountants, which is one of the listed bodies. 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: 

1. accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or 2. the accounts do not accord with those records; or 

3. the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or

The charitable company is entitled to exemption from audit under Section 477 of the Companies Act 2006 for the year ended 30 June 2023. 

The members have not required the company to obtain an audit of its financial statements for the year ended 30 June 2023 in accordance with Section 476 of the Companies Act 2006. 

The trustees acknowledge their responsibilities for 

- (a) ensuring that the charitable company keeps accounting records that comply with Sections 386 and 387 of the Companies Act 2006 and 

- (b) preparing financial statements which give a true and fair view of the state of affairs of the charitable company as at the end of each financial year and of its surplus or deficit for each financial year in accordance with the requirements of Sections 394 and 395 and which otherwise comply with the requirements of the Companies Act 2006 relating to financial statements, so far as applicable to the charitable company. 

These financial statements have been prepared in accordance with the provisions applicable to charitable companies subject to the small companies regime.

## **1. ACCOUNTING POLICIES** 

## **BASIS OF PREPARING THE FINANCIAL STATEMENTS** 

The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. 

The financial statements are prepared in pound sterling, which is the functional currency of the entity. 

Amounts in these financial statements are rounded to the nearest pound sterling. 

## **INCOME** 

All income is recognised on an accrual basis in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **EXPENDITURE** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **TANGIBLE FIXED ASSETS** 

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. 

Fixtures and fittings - 25% on reducing balance Computer equipment - 33% on cost 

## **TAXATION** 

The charity is exempt from corporation tax on its charitable activities. 

## **FUND ACCOUNTING** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.Where there is an overspend on restricted funds then unrestricted funds may be used as a reserve.
