## **Objectives and activities** 

Bromley FC Community Trust exists to deliver meaningful social impact through football and sport, using the power of the game to inspire, connect, and transform lives. Our work focuses on improving health, education, inclusion, and community cohesion across the Borough of Bromley. 

Our vision is: "Empowering our community; enhancing and enriching lives." 

Our mission is: "To play a leading part in inspiring positive change in the Borough of Bromley, by connecting our Communities and creating innovative opportunities for all." 

In pursuit of these aims, the Trust delivers a diverse and inclusive range of programmes, partnerships, and events designed to meet the needs of children, young people, families, and adults of all ages and abilities.

## **Achievements and performance** 

## **Football Programmes** 

**Women & Girls' Football** - Building on the momentum of 2023, female participation grew significantly once again in 2024. The Women's First Team enjoyed a landmark season, sitting top of the table and attracting record attendances at Hayes Lane. Targeted marketing campaigns, increased school engagement, and new community partnerships raised the profile of the women's game locally and created more opportunities than ever for women and girls to play football. 

**Disability Football** - The Trust continued to expand its inclusive football offer. Weekly PAN Disability sessions saw rising participation and improved visibility. In addition, 2024 marked the launch of the inaugural Bromley LDA Cup, a 5-a-side tournament delivered in partnership with Orpington & Bromley Gateway Club. The event brought together adults with learning disabilities and autism, their families, and the wider community for a day of football, inclusion, and celebration. The success of this first edition has laid the foundations for the tournament's return in 2025, where it will expand further to welcome more teams and participants. 

## **Health and Wellbeing** 

**Veterans Hub** - The Hub grew significantly in 2024, with monthly meet-ups at Hayes Lane providing a welcoming space for veterans to connect, share experiences, and access practical welfare support. Partnerships with organisations such as SSAFA and the Royal British Legion (TRBL) enhanced the offer, and the Trust was proud to receive the Silver Award under the Armed Forces Covenant in recognition of this work. 

**Ravens Chat & Sporting Memories** - Alternating weekly sessions expanded to include Talking Tables and new respite activities for carers, addressing loneliness and social isolation. 

**Walking Football & Man v Fat** - Both programmes continued to thrive, providing accessible and enjoyable health and fitness opportunities for older adults and men managing their weight. 

## **Education and Mentorship** 

**Propel Mentoring Network** - The Trust continued to support the next generation of female leaders by helping young women gain coaching and refereeing qualifications, building clear pathways into football and sports careers. 

**School Delivery** - Partnerships with local schools expanded to include wraparound childcare pilots, structured physical activity sessions, and wellbeing interventions. These programmes not only promoted healthier lifestyles for children but also supported families balancing work and care responsibilities. 

## **Holiday Camps & Food Provision** 

**Record-breaking attendance** was achieved across both multi-sport and football camps. 

**Holiday Activities and Food (HAF) Camps** expanded further, ensuring that children from disadvantaged backgrounds had access to nutritious meals, structured activity, and targeted wellbeing

support during school holidays. 

**Improved marketing and communications** boosted engagement, including tailored parent messaging, more effective digital storytelling, and the introduction of automated email campaigns. 

## **Partnerships** 

The Trust strengthened its relationships with corporate and community partners throughout 2024. Plans progressed to launch a Friends of Bromley FC Community Trust scheme, designed to engage local businesses, foster collaboration, and provide new avenues for sustainable fundraising. 

## **Financial review** 

The Trust ended 2024 with a small deficit. This was expected, as the year included deliberate investment in staffing capacity and the development of long-term projects designed to strengthen the Trust's future delivery and impact. 

Encouragingly, total income grew by over 5% during the year, reflecting the continued expansion of the Trust's programmes and partnerships. This growth demonstrates both the demand for the Trust's services and the confidence of funders and participants in its work. 

While the short-term loss reflects a planned step, the Trustees view it as a strategic decision to secure sustainable growth. By prioritising investment in people and infrastructure, the Trust is laying solid foundations for greater reach, increased funding opportunities, and enhanced community outcomes in the years ahead. 

The importance of building financial reserves remains central to the Trust's risk management approach. As highlighted in previous reviews, such reserves are intended to safeguard the organisation against unexpected shocks in funding or participant income, ensuring the continuity of charitable activities while alternative income sources are secured. 

Looking forward, the Trust remains committed to: 

" Consolidating investments made in 2024 to deliver long-term community benefit." Strengthening financial resilience by rebuilding reserves in line with agreed policies." Diversifying and growing income streams to underpin stability and reduce reliance on single funding sources. 

Although 2024 closed with a modest deficit, the Trustees remain confident in the Trust's financial health and its ability to continue delivering meaningful and lasting community impact.

## **Future plans** 

Looking ahead to 2025 and beyond, the Trust's priorities are: 

**1. Facilities Development** - Exploring the long-term ambition of a dedicated community hub, aligned with Bromley FC's stadium and infrastructure growth. 

**2. Youth Football Integration** - Increasing support for local youth football by exploring a merger with the volunteer-led Bromley FC Youth section, encompassing over 500 young participants. This will create a more sustainable structure, strengthen safeguarding and development pathways, and embed the Trust at the heart of grassroots football in the borough. 

**3. Expanded Programmes** - Further growth in disability sport, women & girls' football, and mentoring networks, ensuring opportunities are available to all parts of the community. 

**4. Community Integration** - Embedding fundraising, volunteering, and supporter engagement more deeply into the culture of Bromley FC and the wider borough.

I report to the trustees on my examination of the financial statements of Bromley FC Community Sports Trust ('the charity') for the year ended 31 December 2024. 

## **Responsibilities and basis of report** 

As the trustees of the company (and also its directors for the purposes of company law) you are responsible for the preparation of the financial statements in accordance with the requirements of the Companies Act 2006 ('the 2006 Act’). 

Having satisfied myself that the accounts of the company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of the charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

## **1. General information** 

The charity is a public benefit entity and a private company limited by guarantee, registered in England and Wales and a registered charity in England and Wales. The address of the registered office is The Stadium, Hayes Lane, Bromley, Kent, BR2 9EF. 

## **2. Statement of compliance** 

These financial statements have been prepared in compliance with FRS 102, 'The Financial Reporting Standard applicable in the UK and the Republic of Ireland', the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Companies Act 2006. 

## **3. Accounting policies** 

## **Basis of preparation** 

The financial statements have been prepared on the historical cost basis, as modified by the revaluation of certain financial assets and liabilities and investment properties measured at fair value through income or expenditure. 

The financial statements are prepared in sterling, which is the functional currency of the entity. 

## **Going concern** 

At 31 December 2024 the company had excess liabilities over assets totalling £3,096. The company is dependent upon the continued financial support of the directors and on the basis that this support is forthcoming, the directors consider it appropriate for the financial statements to be prepared on the going concern basis. 

## **Judgements and key sources of estimation uncertainty** 

The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the amounts reported. These estimates and judgements are continually reviewed and are based on experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances. 

## **Fund accounting** 

Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes. 

Designated funds are unrestricted funds earmarked by the trustees for particular future project or commitment. 

Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal, and fall into one of two sub-classes: restricted income funds or endowment funds.

## **Incoming resources** 

All incoming resources are included in the statement of financial activities when entitlement has passed to the charity; it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income: 

- income from donations or grants is recognised when there is evidence of entitlement to the gift, receipt is probable and its amount can be measured reliably. 

- legacy income is recognised when receipt is probable and entitlement is established. 

- income from donated goods is measured at the fair value of the goods unless this is impractical to measure reliably, in which case the value is derived from the cost to the donor or the estimated resale value. Donated facilities and services are recognised in the accounts when received if the value can be reliably measured. No amounts are included for the contribution of general volunteers. 

- income from contracts for the supply of services is recognised with the delivery of the contracted service. This is classified as unrestricted funds unless there is a contractual requirement for it to be spent on a particular purpose and returned if unspent, in which case it may be regarded as restricted. 

## **Resources expended** 

Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates: 

- expenditure on raising funds includes the costs of all fundraising activities, events, non-charitable trading activities, and the sale of donated goods. 

- expenditure on charitable activities includes all costs incurred by a charity in undertaking activities that further its charitable aims for the benefit of its beneficiaries, including those support costs and costs relating to the governance of the charity apportioned to charitable activities. 

- other expenditure includes all expenditure that is neither related to raising funds for the charity nor part of its expenditure on charitable activities. 

All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs are apportioned between the activities they contribute to on a reasonable, justifiable and consistent basis. 

## **Tangible assets** 

Tangible assets are initially recorded at cost, and subsequently stated at cost less any accumulated depreciation and impairment losses. Any tangible assets carried at revalued amounts are recorded at the fair value at the date of revaluation less any subsequent accumulated depreciation and subsequent accumulated impairment losses.

## **Tangible assets** _**(continued)**_ 

An increase in the carrying amount of an asset as a result of a revaluation, is recognised in other recognised gains and losses, unless it reverses a charge for impairment that has previously been recognised as expenditure within the statement of financial activities.  A decrease in the carrying amount of an asset as a result of revaluation, is recognised in other recognised gains and losses, except to which it offsets any previous revaluation gain, in which case the loss is shown within other recognised gains and losses on the statement of financial activities. 

## **Depreciation** 

Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows: 

Plant and machinery - 25% straight line Equipment - 25% straight line 

## **Impairment of fixed assets** 

A review for indicators of impairment is carried out at each reporting date, with the recoverable amount being estimated where such indicators exist. Where the carrying value exceeds the recoverable amount, the asset is impaired accordingly. Prior impairments are also reviewed for possible reversal at each reporting date. 

For the purposes of impairment testing, when it is not possible to estimate the recoverable amount of an individual asset, an estimate is made of the recoverable amount of the cash-generating unit to which the asset belongs. The cash-generating unit is the smallest identifiable group of assets that includes the asset and generates cash inflows that largely independent of the cash inflows from other assets or groups of assets. 

For impairment testing of goodwill, the goodwill acquired in a business combination is, from the acquisition date, allocated to each of the cash-generating units that are expected to benefit from the synergies of the combination, irrespective of whether other assets or liabilities of the charity are assigned to those units. 

## **Financial instruments** 

A financial asset or a financial liability is recognised only when the entity becomes a party to the contractual provisions of the instrument. 

Basic financial instruments are initially recognised at the transaction price, unless the arrangement constitutes a financing transaction, where it is recognised at the present value of the future payments discounted at a market rate of interest for a similar debt instrument. 

## **Defined contribution plans** 

Contributions to defined contribution plans are recognised as an expense in the period in which the related service is provided. Prepaid contributions are recognised as an asset to the extent that the prepayment will lead to a reduction in future payments or a cash refund.

When contributions are not expected to be settled wholly within 12 months of the end of the reporting date in which the employees render the related service, the liability is measured on a discounted present value basis. The unwinding of the discount is recognised as an expense in the period in which it arises.

The company is limited by guarantee and each member of the company, in the event of the winding up of the company, undertakes to contribute to the assets of the company, a maximum of £1.
