During 2023 BBF Tanzania has started with the following
activities:

**Educational materials**– designing & producing
dual language flashcards aligned to the Tanzanian
curriculum in order to test in a selection of
primary schools. These have been distributed and
success of the usage will be monitored during
2024.

**Building libraries**– 2 school libraries have been
started – one is a new build (Sura Primary school,
Songoro Ward, Meru district, Arusha region) and
one is a renovation of existing building into a
library (Poli Primary school, Poli Ward, Meru
district, Arusha region).

**Other additional activities**– with a specific
donation we were able to additional renovate
Sura Primary schools 7 classrooms with new
roofs, ceilings, floors, windows and doors.| |Achievements against

note the 2 schools together have almost 1000 students all
of which we believe will benefit from better access to

_Note on expenses reimbursed to the Trustees_
Due to a delay in the opening of the bank accounts of the
Bouncing Books Foundation Tanzania entity, and the
required approval by the Registrar of NGOs in Tanzania of
the Funding agreement between BBF UK and BBF Tanzania,
expenses prior to 26 September 2023 were paid directly by
the Trustees and then paid as expenses from the BBF UK
account.
After 26 September 2023 the expectation is most expenses
will now be paid in Tanzania after funding is transferred to
the BBF Tanzania bank accounts however where it is more
efficient to pay the charities operational expenses directly
in cash and then reclaimed from the UK Bank account this
will be continue to be done.
This is in line with the Trust Deed where it states the
trustees may use the charity’s funds to meet any necessary
and reasonable expenses which they incur in the course of
carrying out their responsibilities as trustees of the charity.
In order to ensure an appropriate control over such
expenses any of these expenses directly related to the
operations of the charity in the UK and Tanzania which are
paid out of pocket by the first trustees such as cash
payments required to building contractors, audit and tax
expenses, permits etc are itemised, evidenced retained for
review and approved prior to payment which is done by a
third Trustee based in the UK.
_Format of the Accounts_
In accordance with the UK Charity Commission guidance a
set of “Receipts and Payments accounts” have been
prepared as charities registered in England and Wales that
are not companies are allowed under section 133 of the| |---|---|---|---|---| 3 ||||Charities Act 2011 to prepare receipts and payments
accounts provided the charity’s gross income is not over
GBP 250,000.
_Independent Review of Accounts_
If the income of a charity is more than GBP 25,000 then
charity law requires the trustees to have an external
scrutiny of the accounts which is permitted to be an
independent examination in accordance with These
accounts have been independently examined following the
requirements by the Commission under section 145(5) (b)
of the 2011 Act which places three specific duties on
the examiner:
• firstly they must carry out the independent examination
in accordance with the Commission’s Directions;
• secondly they must make their independent examiner’s
report to the charity’s trustees; and
• thirdly they must consider if matters of material
significance have come to their attention during the
independent examination which give rise to a legal duty to
report direct to the Commission.
**The signed independence examiners report for the**
**“Receipts and Payments accounts” for the year ended 31**
**December 2023 is available to review in Appendix 4 which**

tagged to each project, we consider this a sufficient level of
reserves to be held for any unexpected or future

then this policy will be reassessed.
The reserve amount of GBP 6,000 is included within the
Unrestricted balance.
Note in addition to the initial cash injection the first
trustees incurred start-up expenses to set up the BBF UK
and BBF Tanzania entities however the first trustees have
confirmed they will not request any reimbursement for
these expenses incurred and this is a not a liability of the

_Gift Aid_

During 2023 BBF UK applied to the UK HMRC for
recognition as a charity for tax purposes for
which approval was obtained in a letter dated 21
July 2023 which is retrospective and takes effect
from 17 December 2020 recognising Bouncing
Books Foundation as a Charitable Trust.

The letter confirms the following in relation to
Gift Aid

Only donations we receive after 17 December
2020 are eligible for the Gift Aid scheme.

We must make claims for repayment of tax under
the Gift Aid scheme within 4 years of the end of
the tax year in which we receive the Gift Aid
donations. HMRC won’t repay tax outside of this
time limit.

Donors using the website portal are requested to
confirm whether the donation can have gift aid
reclaimed and the relevant information is
retained and a declaration form is produced
which we can use for the audit trail.

We review and assess all the donations received
directly into the bank account and then contact
the donor to obtain the required signed gift aid
declaration form in order that we can reclaim gift
aid in relation that donation.

risks facing the charity|Para 1.46|**Risk 1 (TOP RISK) – Taxation requirements in Tanzania as**
**per the Tanzanian Revenue Authority**.
The nature of the tax regulations in Tanzania can change
frequently based on the local interpretations of the tax law
and inspectors considerations in a tax audit. Until 3 years
have passed the local NGO is still considered a company
(after which charity designation should be approved and
different rules enacted) and subject to corporate tax and as
such matching income and expenses as close as possible is
critical. Every tax year is subject to audit sometimes years
later and as such there is always a risk of potential tax
penalties or charges being made after the year has ended.
**_Risk mitigation_**_–_BBF Tanzania are subject to an audit of
the annual financial statement and tax returns by a local
audit firm. We have discussed potential concerns with the
auditors are trying to ensure we have as close to nil net
income in the BBF Tanzania in order to mitigate potential
tax liabilities on received income.
**Risk 2 – Closure of UK Bank account due to increasingly**
**stringent Banking requirements for Charities**.
In the UK the Banks are following strict Anti-money
laundering (AML) and Know Your Client (KYC) requirements
and recently a number of the UK high street banks have
been closing SME and Not for Profit entities accounts
including Charitable organisations. BBF were subject to
significantly enhanced review by the specialist Charities
team during early 2023 and provided all the required
information to the Barclays team however there is always
the risk that the Bank closes charitable organisation
accounts in the future.
**_Risk mitigation_**_–_Many charities use a specialist
organisation called CAF Bank for which we have established
a customer relationship with the Group entity “Charities
Aid Foundation” and would open a CAF Bank account if
required. However in mitigation of any potential AML/KYC
risk we follow the following procedures for all donations
received:
-
**Website donations**- each donation received
through the website requires from Stripe (the
payments administrator) basic KYC information to
be provided of the name and contact details of
the donor. We review each and every donation to
ensure we know the donor. If we do not know the
donor we will contact them directly to establish
the identity and document this for our records.
-
**Direct donations into bank account and**
**Corporate donors**– we will only provide our bank
details for direct donors to donors we know and
as such have established their identity already
and are comfortable with the background to their
funds**.**
-
**Direct cash donations –**these are small
donations received in cash from individuals and
at events. Note to date this amount is minimal
and requests are made to donors to either
directly deposit into Barclays bank account or go
via the website so we are comfortable this risk is
minimal and not material.
**Risk 3 – Reporting requirements for the charity in UK and**| 6 **Tanzania.** There are multiple reporting requirements for the charity in Tanzania which are subject to regulatory penalties and fines if their deadlines are missed for which the charity there is a risk of monetary penalties. _**Risk Mitigation** –_ we are reviewing on a quarterly basis the submission requirements for the NGO commission and the tax authorities (TRA) to help ensure our compliance with regulatory and tax reporting requirements. There are quarterly reporting requirements to both the NGO commission and TRA which we submit in an online portal which are reviewed and approved by the authorities. **Risk 4** - **The operation of the charity on the ground in Tanzania depends on the availability of the 2 trustees.** The ability of the trustees to live in Tanzania depends entirely on the success of the charity as their work and residence permits are dependent on the existence and operation of BBF Tanzania. The risk is therefore our local work and Residence permits not being renewed for the two first Trustees. Renewal and approval of visa and permits are done on a 2 year cycle for which the first cycle ends in May 2024. _**Risk Mitigation** –_ the local operations would be run by the local Tanzania director however this would incur additional cost and the long term viability of the local charity would likely be impacted. 7 ## **Structure, Governance and Management** |Description of charity’s

We thought it was time to update you on what we are up to in Tanzania and where we are with BB. I arrived in Tanzania just before school term last August with the children. We have been busy setting up home, settling Albie and Grace into school, making friends, and understanding life in Africa. Luke joined us at the end of September, and we have now had the chance to start exploring how we can bring Bouncing Books to life. We have set ourselves the challenge of supporting and hopefully transforming 10 government schools, through our 4 core pillars: - Library Bus Services - Educational Materials - Children’s Books - Building Libraries Before leaving Dubai, we were successful in collecting and then transporting to Tanzania the following: - Over 9,000 Children’s Story, Text, and Educational books - Over 10,000 Exercise Books, Pencils, and Notebooks These are now lovingly stored in our spare bedroom until we are ready to go with our Library Bus or Libraries. In addition, we have over 2,000 books waiting in the UK for another 11 shipment in 2023. So, what have we learnt since we arrived…..well it’s been a whirlwind of reality. We are delighted that all our pillars will be possible, but they will transpire at different speeds in response to the many many challenges on the ground. We have now visited 3 of our schools several times to build relationships with the Head Teachers, these being Poli, Sura and Patandi Primary schools. Here are some facts: - School sizes are between 300 – 800 children, one school has a Disability and Deaf Unit, which we will also support - Class sizes stretch from 50-90 children per class – yes you read that right! - They have between 1-3 Curriculum Textbooks per class, and often they don’t have a pencil and an exercise book – yes you read that right too – it depends entirely on whether their parents can afford them. - Schools lack basic infrastructure like glass in the windows frames, damaged roofs, insufficient desks and on the most part there are not sufficient teachers, which results in the large class sizes ## **So, what now?** Currently the most powerful way to support them is to produce educational materials such as flash cards and laminated, reusable work sheets. Initially we will do these for English and Maths, producing them in dual language. We will be designing and developing these ourselves through simple production and once we have prototyped, tested and enhanced the product with the teachers and children, we will look to professionally publish these. The next step would be to explore with the support of a Swahili Teacher whether we could do the same for Swahili, Social Studies and Writing. Another idea we are exploring, is the production of dual language children’s story books, which currently don’t exist in large volume. This will support our ‘Children’s Books’ pillar. Our final activity is the potential partnership with a Tanzanian entrepreneur who currently runs the main book shop in Arusha and has started work on the production of curriculum textbooks. ## **What about the Library Bus and the Libraries?** It has become evident very quickly that, whilst possible, the journey to getting both these pillars up and running will take longer than expected. Here are some of the reasons why: 1. On the most part, schools don’t have anywhere to store books between visits from the Library Bus and if they do they are not secure or water tight. 2. We would need to provide teacher training in how to get the best from the books and the library service, for example, educate them on the value of reading stories to children, allowing children to look at books and through imagination create their own stories, use the illustrations to teach English. 3. The roads in many areas are challenging, especially in wet season, therefore getting the bus to the schools would be almost impossible for several months of the school term. So……here are our current thoughts, based on the conversation with Head Teachers: - When we have the funds, we will build a secure library in each of the schools we support – this would be ideal for volunteers and corporates to get involved in - • The Library Bus, will likely be a 4 x 4 truck Our focus from January to April will be to prototype and finalize the educational materials, with a longer-term vision to professionalize and scale the production. We will also be embarking on fundraising campaigns to help support the build of our Bouncing Books Libraries. We have been busy bees since we were last in touch and 13 have a lot to update you on 😉😉, so here we go……. ## **Educational Materials** Since our last newsletter, Luke has transformed from Audit Partner to professional flash card maker and laminator. Working hand in hand with the schoolteachers we have developed our first prototype flash cards for learning English. To our knowledge we have developed the first Tanzanian Swahili/English flashcards. The cards are fully aligned to the Tanzanian curriculum and are designed to support each individual lesson. After lots of feedback and playing around, we hope to receive our first batch of professionally printed flashcards this week. Should these flashcards be successful then we will be moving into how we prepare them on a larger scale and monitor if they start to make a difference in exam results and children’s overall learning. ## **Our Libraries** Thanks to a wonderful family in the UAE, we received the funds to transform Sura School. Sura needed new roofs, ceilings, floors, and windows. During the current wet season, the children are often not able to attend school due to the water coming into the classrooms. We have now worked with local builders to replace all the school infrastructure and we now have 317 happy children, who can go to school every day. We have also been successful in receiving enough funds to build our first Library, which will also be at Sura. This week, I will be going to meet the Ministry of Education to hopefully receive their approval and we will start the design of our Library. We hope this Library will be completed by November. The re-build in progress…… 14 ## **Community Building** Our key lesson in the past few months, has been the need to engage the community in what we are doing. We recently meet the Chief of Sura Community, who gave us her blessing for our work, and we are now partnering to help educate the community and parents on the value of going to school, learning English and how they can engage with and use a Library. **Social Media and Fundraising** We are slowly getting up to speed on our social media presence to help communicate the work we are doing and to support ongoing fund raising. It’s been a long time since our last update, during which time a lot has evolved and moved forward, and we are delighted to announce that we will be going live with our first two libraries this month. Below are some details on what we have achieved: ## **Educational Materials** After some trial and error, we completed our first printed batch of English/Swahili flash cards for Poli and Sura Primary schools. We distributed these back in September with lots of enthusiasm from teachers and students. Our next step is to assess how they have been used as they were aligned to the start of the academic curriculum from this January. On our ad hoc visits to our school to assess progress, we don’t always see our hard work being put into use, so we are working with the headteachers to understand what any blockers might be to our products becoming part of their routine teaching materials. ## **Our Libraries** After the successful renovation of Sura Primary School, we have, through sponsorship from Clifford Chance LLP, built a new free-standing library on the school grounds. The Library was built from September – December and during January we have been working on finalising the interior. 17 We are also excited that an opportunity came up at Poli Primary School to convert a disused classroom into a school Library. We were delighted to receive a wonderful private donation that supported the transformation of this space. This week, Luke and my parents have gone to monitor progress, make any necessary tweaks so that next week we can start to prepare the Library Training Manuals, Training Sessions and install books and posters into the new Library facility. 18 ## **Library Interiors** Our Library interiors need a special mention, as we are super proud to have partnered with another local NGO to build all our shelves, desks and chairs which is called The Watoto Foundation . They are also based close to where we live in USA River, Arusha and were founded in 2003. They support getting children off the street in some of Tanzania’s larger cities providing them with an education, technical training, shelter and employment opportunities when they graduate. Children stay permanently at the centre going to school in the morning and then in the afternoon they start learning various vocational skills such as farming, cooking, woodwork and metalwork which will give them a much greater chance after they leave the centre. After learning and working they then have time to play football and other games. We were so inspired by their work, we had to find a way to support them so rather than use established carpentry companies, hence the team at Watoto have been funded to build all our Library interiors which has helped provide a large contribution to the running of their foundation. 19 ## **Fundraising and Funds Required** We have recently had confirmations of our 3[rd] and 4[th] private donations to build our next 2 school Libraries. The next site will be Dolly Primary School, which is a few kilometres from where we live unlike the other 2 which are quite a journey up Mount Meru! This Library will be a free-standing new build and like Sura Primary School, will be fitted out with an IT section as well as recreational areas. **If you are able to spread the word about Bouncing Books and help us fundraise, we would be very grateful. Whilst we have donations coming through to build libraries it is proving difficult to raise funds from ongoing monthly contributions which is going to be critical for the ongoing running of our work going forward and development of future plans. At last we actually 20 come up in Google Searches when previously we seemed to be a couple of pages down!! - **Salesforce** – this gives us free use for donor database management to help with our communications and contact management. - **Charities Aid Foundation** – this provides a route for future funding by companies who prefer using this official UK based charity funding platform which is linked to CAF Bank. Find a charity and donate | CAF (cafonline.org) ## **Other recent promotional activities** We have been invited to take part in a number of events / communications during the past year which have included: - A radio show hosted by a good friend of Lukes, Simon Wakeling, in Australia. He is a Senior Lecturer and Course Director at the School of Information and Communication Studies at Charles Sturt University in Wagga Wagga, nr Adelaide and we took part in a show broadcast last year along with another charity in Cambodia, SIPAR, who are much further down their journey having been established for over 40 years and established over 600 libraries so we were really encouraged to see what is possible! Sipar and The Bouncing - Books Foundation – 2MCE Community Radio - Rachel was invited to speak at the Penrith branch of ‘Soroptimists International’ whose mission is to transform the lives and status of women and girls through education, empowerment and enabling opportunities. We met some really inspiring women who run the society and they raised approx GBP 250 for Bouncing Books which was fantastic. Here is Lucas on the climb: **Rowland the Library Bus** Rowland is still on pause until we have our fixed libraries up and running and the model refined so we can most effectively use the mobile library to share books between the schools and other uses. **Annual report and Accounts** 21 We are currently preparing the annual reports accounts for both our UK parent charity and Tanzania International NGO. They should be finalised and then independently reviewed (UK) and audited (Tanzania) following the respective charity country rules. We then have a few months travelling outside of Tanzania during which time we will start the building of our 3[rd] Library. When we return we will be working to mature our model and the ongoing sustainability of the libraries before expanding to build the next few, which we hope to be in late 2024/early 2025.
