audit nor independent examination requirements of the Charities Act 2011 apply. It is my responsibility without
carrying out an audit or independent examination to SCTutinise the accounts and to report to you.
In accordance with the directions given in the Unit's constitution. and/or the Byelaws of the Scout Association as

||The Unit's governing documents are those of the  Scout<br>Association. They consist of a Royal Charter, which in turn<br>gives authority to the Bye Laws of the Association and The<br>Policy, Organisation and Rules of The Scout Association.|

||The Unit is a trust established under its rules which are<br>common to all Scouts.|

||The Trustees are appointed in accordance with the Policy,<br>Organisation and Rules of The Scout Association.|

||The Unit is managed by the Executive Committee, the<br>members of which are the ‘Charity Trustees’ of the Scout<br>Unit which is an educational charity. As charity trustees they<br>are responsible for complying with legislation applicable to<br>charities. This includes the registration, keeping proper<br>accounts and making returns to the Charity Commission as<br>appropriate.<br>The Executive Committee consists of the Unit Manager (Unit<br>Chair), Deputy Unit Manager, Treasurer and Secretary<br>together with other members of the unit that are appointed at<br>the Unit's AGM or co-opted at other times and meets as<br>needed throughout the year.<br>Members of the Executive Committee complete_Being a_<br>_Scouts Trustee learning_within the first 6 months of joining<br>the comittee<br>This Unit Executive Committee exists to support the Unit<br>Manager  in meeting the responsibilities of their appointment<br>and is responsible for:<br>The maintenance of Unit property;<br>The raising of funds and the administration of Unit finance;<br>The insurance of persons, property and equipment;<br>Unit public occasions;<br>Assisting in the recruitment of members and other adult<br>support;<br>Appointing any sub committees that may be required;<br>Appointing Unit Administrators and Advisors other than those<br>who are elected.|

||Risk and Internal Control<br>The Unit Executive Committee has identified the major risks<br>to which they believe the Unit is exposed, these have been<br>reviewed and systems have been established to mitigate<br>against them. The main areas of concern that have been<br>identified are:<br>Damage to the building, property and equipment. The Unit<br>would request the use of buildings, property and equipment<br>from neighbouring organisations. The Unit has sufficient<br>buildings and contents insurance in place to mitigate against<br>permanent loss.<br>Injury to leaders, helpers, supporters and members. The Unit<br>is included in the Scout Associations national accident<br>insurance policy. Risk Assessments are undertaken before<br>all activities.<br>Medical Malpractise Insurance. The Unit maintains cover for<br>£5m through a policy with Hiscox<br>Reduced income from fund raising. The Unit is primarily<br>reliant upon income from activities/event cover and<br>fundraising. The Unit does hold a reserve to ensure the<br>continuity of activities should there be a major reduction in<br>income.<br>Reduction or loss of members. The Unit is totally reliant upon<br>volunteers to run and administer the activities of the unit. If<br>there was a reduction in the number of members to an<br>unacceptable level then there would have to be a contraction,<br>consolidation or closure of services provided. In the worst<br>case scenario the complete closure of the Unit.<br>The Unit has in place systems of internal controls that are<br>designed to provide reasonable assurance against material<br>mismanagement or loss, these include 2 signatories for all<br>payments and a comprehensive insurance policies to ensure<br>~~that insurable risks are covered~~|

Summary of the main activities in relation to these objects ScoutMed is a National Scout Active Support Unit that supports the Scouts through the provision of: • Onsite medical care at events throughout the UK (ranging from small, single day District based events through to County, Region, Area, HQ and International multiday Jamboree style activities). • Acting as a Technical Advisor to offer advice and guidance to Scout Units and HQ on First Aid and Medical issues • Assistance to HQ in development of First Aid Training, policies and supporting documentation. • Advice to HQ and other event organisers on the appropriate medical cover needs for their activity.

||ScoutMed has significantly expanded its operations this year,<br>delivering more Regulated Outdoor First Aid Courses and<br>providing medical cover for a wider range of Scouting events<br>across the UK. Our reach now spans a broader geographical<br>area, supporting an increasing number of activities.<br>We contributed extensively to the UK Scout Headquarters’<br>CQC consultation, preparing a detailed briefing document<br>and assisting with the wording of the Association’s formal<br>responses.<br>Internally, we improved member experience by implementing<br>a new booking system and streamlining administrative<br>processes. We also made substantial progress in<br>standardising our medical kits and equipment, enhancing<br>both consistency and capability. Policy updates were<br>completed to improve clarity and accessibility for members.|

|**Section E**|**Financial Review**|
||The Unit held  unrestricted funds at the year end of £47,621<br>**Reserves Policy**<br>The Unit's policy on reserves is to hold sufficient resources to<br>continue the charitable activities of the Unit should income<br>and fundraising activities fall short. The Unit Executive<br>Committee considers that the Unit should hold a sum<br>equivalent to 12 months running costs together with sufficient<br>sums for cash-flow purposes, circa £10,000.<br>However the vast majority of these monies have been set<br>aside as Allocated funds to cover the expense of replacing<br>equipment which will come to end of life,<br>towards costs<br>expected in member training and expenses expected in the<br>future expectation to need to become CQC registered.|





## **Investment Policy** 

The Unit's Income and Expenditure is very small and as a consequence does not have sufficient funds to invest in longer-term investments such as stocks and shares. The Unit has therefore adopted a low risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building societies or The Scout Association's Short Term Investment Service. 

The Unit Executive regularly monitors the levels of bank balances and the interest rates received to ensure the Unit obtains maximum value and income from its banking arrangements. Occasionally this may involve using an account that requires a period of notice before funds may be withdrawn, before doing so the Unit Executive considers the cash flow requirements.
