Section B Structure, governance and management<br>Description of the charity’s trusts<br>Type of governing document<br>The Unit's governing documents are those of the  Scout<br>Association. They consist of a Royal Charter, which in turn<br>gives authority to the Bye Laws of the Association and The<br>Policy, Organisation and Rules of The Scout Association.<br>How the charity is constituted<br>The Unit is a trust established under its rules which are<br>common to all Scouts.<br>Trustee selection methods The Trustees are appointed in accordance with the Policy,<br>Organisation and Rules of The Scout Association.<br>Additional governance issues  practice)<br>The Unit is managed by the Executive Committee, the<br>members of which are the ‘Charity Trustees’ of the Scout<br>Unit which is an educational charity. As charity trustees they<br>are responsible for complying with legislation applicable to<br>charities. This includes the registration, keeping proper<br>accounts and making returns to the Charity Commission as<br>appropriate.<br>Policies and procedures adopted for:<br>The Executive Committee consists of the Unit Manager (Unit<br>a) the induction and training of trustees;<br>Chair), Deputy Unit Manager, Treasurer and Secretary<br>b) trustee' consideration of major risks<br>together with other members of the unit that are appointed at<br>and the systems and procedures to<br>the Unit's AGM or co-opted at other times and meets  every<br>manage them<br>2-3 months.<br>Members of the Executive Committee complete 'Essential<br>Information for Executive Committee'  training within the first<br>5 months of joining the committee.<br>This Unit Executive Committee exists to support the Unit<br>Manager  in meeting the responsibilities of their appointment<br>and is responsible for:<br>The maintenance of Unit property;<br>The raising of funds and the administration of Unit finance;<br>The insurance of persons, property and equipment;<br>Unit public occasions;<br>Assisting in the recruitment of members and other adult<br>support;<br>Appointing any sub committees that may be required;<br>Appointing Unit Administrators and Advisors other than those<br>who are elected.<br>**----- End of picture text -----**<br>

Section B Structure, governance and management (continued)<br>Risk and Internal Control<br>The Unit Executive Committee has identified the major risks<br>to which they believe the Unit is exposed, these have been<br>reviewed and systems have been established to mitigate<br>against them. The main areas of concern that have been<br>identified are:<br>Damage to the building, property and equipment. The Unit<br>would request the use of buildings, property and equipment<br>from neighbouring organisations. The Unit has sufficient<br>buildings and contents insurance in place to mitigate against<br>permanent loss.<br>Injury to leaders, helpers, supporters and members. The Unit<br>is included in the Scout Associations national accident<br>insurance policy. Risk Assessments are undertaken before<br>all activities.<br>Medical Malpractise Insurance. The Unit maintains cover for<br>£5m through a policy with Hiscox<br>Reduced income from fund raising. The Unit is primarily<br>reliant upon income from activities/event cover and<br>fundraising. The Unit does hold a reserve to ensure the<br>continuity of activities should there be a major reduction in<br>income.<br>Reduction or loss of members. The Unit is totally reliant upon<br>volunteers to run and administer the activities of the unit. If<br>there was a reduction in the number of members to an<br>unacceptable level then there would have to be a<br>contraction, consolidation or closure of services provided. In<br>the worst case scenario the complete closure of the Unit.<br>The Unit has in place systems of internal controls that are<br>designed to provide reasonable assurance against material<br>mismanagement or loss, these include 2 signatories for all<br>payments and a comprehensive insurance policies to ensure<br>that insurable risks are covered<br>**----- End of picture text -----**<br>

Objectives and activities 

The Purpose of Scouting Scouting exists to actively engage and support young people in their personal development, 



|Public benefit statement<br>Summary of the main activities in relation<br>to these objects|empowering them to make a positive contribution to society.<br>The Values of Scouting<br>As Scouts we are guided by these values:<br>Integrity -We act with integrity; we are honest, trustworthy<br>and loyal.<br>Respect -We have self-respect and respect for others.<br>Care -We support others and take care of the world in which<br>we live.<br>Belief -We explore our faiths, beliefs and attitudes.<br>Co-operation -We make a positive difference; we co-<br>operate with others and make friends.<br>The Scout Method<br>Scouting takes place when young people, in partnership with<br>adults, work together based on the<br>values of Scouting and:<br>- enjoy what they are doing and have fun<br>- take part in activities indoors and outdoors<br>- learn by doing<br>- share in spiritual reflection<br>- take responsibility and make choices<br>- undertake new and challenging activities<br>- make and live by their Promise.<br>ScoutMed is a National Scout Active Support Unit that<br>supports the Scouts through the provision of:<br> •Onsite medical care at events throughout the UK (ranging<br>from small, single day District based events through to<br>County, Region, Area, HQ and International multiday<br>Jamboree style activities).<br> •Acting as a Technical Advisor to offer advice and guidance<br>to Scout Units and HQ on First Aid and Medical issues<br> •Assistance to HQ in development of First Aid Training,<br>policies and supporting documentation.<br> •Advice to HQ and other event organisers on the appropriate<br>medical cover needs for their activity.<br>The Unit meets the Charity Commission's public benefit<br>criteria under both the advancement of education and the<br>advancement of citizenship or community development<br>headings.|

Section D Achievements and performance<br>Summary of the main achievements of<br>the charity during the year The unit is seeing an ever increasing demand for its services<br>and has provided more medical support in the last 12<br>months than for some time.<br>The unit has continued to prioritise its service to Scouting,<br>but has engaged with other community groups to offer joint<br>training courses where this is advantages to both<br>organisations.<br>Whilst the unit provides a wide range of services we have<br>started to develop and highlight the core five elements of<br>-Providing onsite First Aid Posts at the likes of<br>Small/Medium District and County Events<br>-Provide full onsite Medical Centres for large County,<br>International or National Events<br>-Deliver courses via our position as a Qualsafe Registered<br>Training Centre for First Aid and Pre-Hospital Care Courses<br>-Provide an advice line function to Scout Groups, Districts,<br>Counties, Areas and HQ on medical and first aid issues.<br>-Host the UK National First Aid Alliance, for District, County<br>Area SASUs<br>The unit has seen an increase in membership and thanks to<br>a grant from Awards For All has established its first satellite<br>base in the North West, to provide both training and event<br>cover.<br>Section E Financial Review<br>Reserves Policy<br>The Unit's policy on reserves is to hold sufficient resources<br>to continue the charitable activities of the Unit should income<br>and fundraising activities fall short. The Unit Executive<br>Committee considers that the Unit should hold a sum<br>equivalent to 12 months running costs together with sufficient<br>sums for cash-flow purposes, circa £10,000.<br>The Unit held  unrestricted funds at the year end of £22,755<br>However part of these monies have been set aside as<br>Allocated funds to cover the expense of replacing equipment<br>which will come to end of life, and towards costs expected in<br>member training.<br>**----- End of picture text -----**<br>


Investment Policy 



The Unit's Income and Expenditure is very small and as a consequence does not have sufficient funds to invest in longer-term investments such as stocks and shares. The Unit has therefore adopted a low risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building societies or The Scout Association's Short Term Investment Service. 

The Unit Executive regularly monitors the levels of bank balances and the interest rates received to ensure the Unit obtains maximum value and income from its banking arrangements. Occasionally this may involve using an account that requires a period of notice before funds may be withdrawn, before doing so the Unit Executive considers the cash flow requirements.

Over the next 12 months the unit will look<br>to increase our membership base, forge new links with key<br>counties and HQ functions.
