incorporated on 18 March 2021. The formation of the company arose following th8 approval of th8 official
charity strategy of the Birmingham 2022 Commonwealth Games I'th8 Gam8s") by th8 Board of the
Organising Committee ofthe Games. The company was established under a Memorandum of
Association, and it is governed under its Articles of Association which establish the objects and powers of
the charitable company.

Commonweatth Games. The Games connections, IP, and assets were a key factor in the award of
£4.7mlllion contract from the Commonwealth Games Legacy Enhancgment Fund for delivery of
an inclusive communities. programme, called Legacy Trailblazers, which was signed in
September 2023.

Providing the West Mldland's first volunteering service to meet growing demand for event
volunteering across the region, connecting 2,200 volunteers with 23 exciting events and
generating 15,000 hour5 of volunteer time for the region during the period.
Providing the region with an award-winning youth volunteering service, Gen22, which has
distributed £325,181 in grants in this period, and vthich will dellver hundreds of ac¢esslble
volunteerlng opportunities to 1 &24 year-olds throughout 2024125.
Reaching over 5,000 children through school workshops, educational resources. and inclusive
activity days, encouraging those in prlorlty groups to take part and become more active.
Connecting regional businesses with local charities and community groups, by establishing a
unlqu8 gateway for businesses to offer volunteering time, funding, or equipm8nt. United By 2022
operate as 8 conduit and measure the social impact, adding to thè £300 million in social value
already generated by the Games.
Providing community engagement for the £9m Inclusive Communities Fund, enabling reach into
communities that do not usually $u¢¢eed with funding applications. Our work to promote the fund
to new audiences r8sulted in 1,400 applications that are fully representatlve of the West Midlands.

In Novgmber 2023, Gen22 won a natlonal 8w8rd for Youth Volunteerlng and
Soclal Action at the Chlldren & Young People Now Awards.
UnSted By 2022 has partnered with 14 gragsrools communlty organlsallon8 who
will onboard and 'ho81" youth volunteers and support them lo complete their
30 hours of volunleerlng. In total, United By 2022 will grant £554,468 to
community host organisalions between 2023-25. We use a parliclpalory grant
maklng model and the 5olectlon process has been co-d851gned wlth
communitigs to be accessible. We include features including community
panels, feedback to successfijl and unsuccessful applican18, and webln8r8 to
help increas8 their chances In future funding applications. As well as grant
funding, the 14 successful host organlsallons h8ve recelved skllls tralnlng and
support to build thelr own capablllty, creating a sustainable legacy.
So far during this period, 75 young people have been onboarded a$ youth
volunteers. and w8 ara on track lo meet the target of recruiting 600-700
Participants and achievlng 18.000 hours of social action youth volunteerlng by
the end of the 2024125 rlod.
In February 2024. we opgngd a new round of Ideas Made Real IIMRI, a
programm& that will distribute £114,000 to marginalised young people in the
region to lead and deliver their own social action projects. Cfrdesigned wlh
young people, the application process includes accesslble features such 8$
video applications. All shorllisted 8ppIic8nls will be invited to a weekend skills-
building event, culminating in a final pitch to a community P8nel. The

In July and Augus12023. tha Charlty hosted free inclusiv6 Sport activations
during Blrmlngh8m Festival 23 where hundreds of people took the opportunity
to try new SFX)rts Includlng.. table tennis, boxing, lawn bowls and hockey. United
By 2022 also delivered a Festival Day al New Street Station over the August
Bank Holiday weekend with free sport aclivalions including wheelchair
basketball and soft archery.
We funded 7 art15t r88idencl8s in SEND schools, glvSng students the
opFiJrlunlty to explore artistic pursuits, which culminated in a 5-day exhibltlon
at Midland8 Arts Centre in Birmingham.
We have completed our pledge to visit every school that slgned up for a
workshop via the Blrmlngham 2022 Commonwealth Games Schools
programme. This year 8 further 61 prlmary School workshops celebrating the
success of the Games were deliv8red acnyJ8 the West Midlands, engaging 91
teachers, 5 youth dub leaders and 1,722 pupils. We included an inlernats'onal
elemenL organising a Youth Summlt with Trinidad & Tobago ahead of the 2023

In June 2023 we launched the 'Volunteers Collective., a digitsl platform that
matches volunteers with a rising number of event volunteering opportunities in

hours of launch, and the platform now hold8 over 2.200 volunleers.

We piloted Skilled Volunteers, an onlin8 mentoring portsl which

We are also me89urlng the Social value that we as a charity generate internally.
We have begun collecting data on the social value of our projects and èxpect to

ort on this in June 2024.
Working in partnership wlth FABRIC Dance, th8 Critical Mass prole¢t has
engaged hundred$ of young people aged 16-30, with and wrthout disabilitles, In
dance and movement activities. Working with local dance organlsallons across
tha region, over 52 danGe sessions were d81ivered in multiple areas, including
Birmlngham, Coventry, Dudley, Worcesler, Stsffordshire. and Shrewsbury, as
well a8 onlin8. In lots1, 708 individuals attended these sessions.
One of the highlights for the Critlcal M89$ project thls year was the ma88
performance al Birmingham Festival 23, titled 'Solara.' 84 participants
performed In Solara, with nearty 50% of parllGlpants representing Birmingham
and Slaffordshire. 75% of the Solara cast identify as having a digabillty or other
health condition, with a high retention rate since their flrsl performance during
the Birmingham 2022 Commonwealth Games. A signlfic8nt finding of the
evaluallon so far, h89 been the positive impact on participant wellb8lng of both
the weekly dance sassions and the performance opportunitie5. Parlicipanls like
the regular, 8dive opportunities that meet social, emollonal, and physical
Wellbeing needs. 100% of participants felt that Critical Mass was a safe and
a¢cesslbl8 space for them.11 was reported by 8 parent of one of the
p¥rliGipants with complex di8abllilies that her ¢hlld has been di8charged from
mental health supervlsion since loining Critical Mass, and anecdotally we hear

The Charity has a Conflicts of Interest policy which requires all trustees, dir8Ctors, volunteers, and staff to
register all interests that are relevant to their role at United By 2022 Charity. There is also a standing
agenda item at the top of each Trustee Board meeting which requires trustees and other attendees to
declare any interests that are relevant to matters on that day's Agenda, The register is maintained and
reviewed regularly.
United By 2022 Charty is commltted to the effective id8ntification and management of risks and IssLtes at
every level. The Charity has put a policy in place to ensure it provides a safe and s8cur8 environment for
employees, directors, trustees, partners. volunteers, and stakeholders.
As part of the risk management process, the Charity ha5 Put Into place the following:

Flnance, Audlt, and Rlsk Commlttee- Chalr.. Matt Waddell
The Finance, Audit, and Risk Commlttee (FINCO) meèts four times a year and is rèsponsible for
appolnting the Charity's audltors, havlng oversight of tha financlal ￿pOrtIng and planning, and reviewing
organisational risks. The FINCO is comprised of three trustees, with regular attendance from the Chief
Executive Officer, the Head of Operatlons and Governance, and the Finance Manager.
The Chalr of the FINCO durlng the perlod was Nlcola Ibbetson who reslgned from her post in June 2024.

Remuneratlon and Recrultment Commlttee- Chalr.. Harjlnder Mllllngton
The Remuneration and Recruitrnent Committee {REMCO) meets twice a year and leads on matters
relating to the terms of engagement of the Chief Executive Officer and broader organisational recruitment
and remuneration. The REMCO is comprised of three trustees, with attendance from the Chief Executive
Officer, Head of Operations and Governance, and the Finance Manager as requested.
Flnanclal Revlew
During the period, United By 2022 Charity received income of £1,508.334 (2023.. £0} from the WMCA
Trailblazer contract. £86,218 (2023.. £0) frorn the Inclusive Communities Fund Contract with the Heart of
England and £10,000 {2023: £12.500) through funds received for the volunteerlng legacy from Spirlt of
2012.
Income that was slgnlficant to the Charity in prior periods but did not repeat in thls financlal year: £0
(2023: £12,172) from their share of the ticketing and merchandise donations, £0 (2023: £200,000)
through donations by the Rigby Foundation. £0 (2023.. £43,682) through donations made by Gowllng
WLG from their unclaimed client funds, and £012023.. £34.7301 income through other donations
including staff giving schemes, and a donation from SCC UK PIC of (2023: £5,000) worth of IT equipment
for distribution to United By partners.
In the prior year the Charity received r8Strict8d funds from PWC {£5,683) and Shoosmrths {£15,000) for
specific projects.

Reserves Pollcy
United By 2022 holds a reserves level which provid8S the Charity wlth adequ8te financial stability
(equivalent to afford its short-term liabilitl8s for pay and non-pay contractual obligations for a period of
approximately 6 months) and the means for it to meet its charitable objectives for that period. As at 31
March 2024 thls reserve amounted to £314k {2023: £154kl.
The Board of Trustees wlll contlnue to review the number of reserves that a￿ required to ensure that
they are adequate to fulfil the Charity's continuing obligations on a half-yearly basis.
Prln¢lp41 Source of Fund8
As of 31 March 2024, thè primary sources of income in the year w8r8 from the Trallblazer contract with
the WMCA and the Inclusive Communities Fund contract with the Heart of England Community
Foundation.
As of 31 March 2023, the primary source of income was donations through local partners (Rigby
Foundatlon} and s8veral mstricted funds. arising through the official charity status for the Birmingham
2022 Commonwealth Games. Thls Includes:
£12,500 grant from Spirit of 2012 to develop the volunteering service In the West Midlands.
£20,000 from Shoosmiths LLP of which £5.000 was an unr8Stricted donation and £15,000 was
invested In a social mobillty project in Bimiingham. The grant was used to engage a local
community organisation for a period of12 months and has supported 15 young people from
disadvantaged backgrounds to access pathways to professional d8V81opment.
As part of their 'Mov8 the Nation, campalgn Prl¢ewaterhouse Coopers I'￿"} Foundatlon
engaged the Charity to participal8 in the young people swimming legacy programme led by Swlm
England with a view to build on the aquatic legacy of the Games. They donated and ringfenced 8n
initial £5,000 of funds for thls purpose, a further £683 was raised through PWC staff fundraislng.
The stsff at SCC PIC raised funds for a purchas8 of IT equlpment (value £5.000) consisting of
laptops and tablets that the Charity donated through a selection process to some of its United By
partners in the furtherance oftheir community work.
Organl88tlon Structure and Networks
From February 2P 2023 United By 2022 employed nln8 members of staff and during this period we
rulted and increased our employees to 21 members of staff, plus one long-temi secondee, courtesy
of our corporate partner. Gowling WLG. This rapid expansion was in response to being awarded a
contract with the West Midlands Combined Authority to deliver a programme of region-wide activitles
funded by £4.7m from the Birmingham 2022 Commonwealth Games Legacy Enhancement Fund.
The organi5ational structur8 of th8 Charity Gomprises of a Chief Executive Officer, who leads the staff and
reports to the Board of Trust88s. There are four Heads of Departments including: Head of Operations and
Governance. Head of Programm8s. Head of CommuniGations, and a Head of Outreach and Impact. Each
lead on a functional area, reports to the CEO, and manages staff.

United By 2022 Charfty supports an extensive network of charitable organisations with training
workshops, events and webinars. Originally signed up to the Community Programme at the Games, the
network is known as the United By Family. their values and priorities align with the inclusive vision of the
Charity and they work with communities at a grassroots level. We provide a gateway for funding. support
and equipment to reach communltles at grassroots level, and gèn8rat8 opportunlties for third sector
organisations to become more reslllent and sustainable.
The Charity also engagès with a wide range of businesses and employers In the reglon, Includlng
Salesforce, Fish8r Gèrman, SCC, Gowling WLG, Arup and more. The Charity provides 8 soclal value
gateway, making it easier to ¢onnect with local charities and supply pro-bono leg81 support. skilled
volunteers. donations, and IT equlpment. Longer-term partnerships are In development which will
div8rslfy th8 incorne and sustalnability of the Charlty.
Plans For Future Perlod*
In 2023-24 the activities and org8nisational structure h8ve been dominated by delivery for the Trailblazer
Contract with the West Midlands Combined Authorlty IWMCA). This funding is part of th6
Commonwealth Games Legacy Enhancement Fund, which has an end date of March 2025. Under this
contract the Charity delivers r8glon-wide youth volunteering. events volunteering, social value for
businesses, incluslve dance for disabled young people and youth engagement In physical activity. In the
forthcoming period, Unit8d By 20221s on track to complete its deliverables under the Contract by the end
of 2024. moving to an 8valuatlon and closedown of the contracted actlvlty in early 2025.

The Volunteers Collective is the only volunteering platform that has a unique t18 to the
Commonwealth Games and Is available to large 8vents taking place in the West Midlands.
As a place-based volunteer workforce. the 2,200 Volunteers are an asset attradive to
major events organisers comlng to the region. The Charity's volunteering offer supports
skills and the events economy.

easler to support our local third sector. We offer a gateway for r8sponslblg businesses to offer
their time, funds and equipment to the community organisations maklng a difference to our most
overlooked and underserved communltles. For example, our skilled volunteering programme
matches skilled volunteers from bu51ness with grassroots organisations that need support in bid
writing, budgeting or govemance, We measure the social value of the time volunteered, which
SUPPOrts the local 8conomy and enhances the brand of the reglon.
In the forthcoming p8riod United By 2022 will develop and communicate these servlce15nes to meet the
needs of l¢xal stskeholders and play an influential part in tackling inequalltles across the West Midlands.
