About Us
Cylch Meithrin Glyn Ceiriog CIO provides high-quality pre-school education for children aged 2– 4 years, delivered through the medium of Welsh in a happy, safe, and secure environment. We believe every child has a voice and the right to be heard. Our setting promotes independence and confidence, helping children reach their full potential and preparing them for future opportunities and life experiences. We work closely with local schools and other settings to support local children and families.
1. Review of the Year and Activities

Maintained commitment to high-quality care and education, including a strategic review of staffing structure and remuneration.

The setting leader and practitioners continued to develop the curriculum to meet the individual developmental needs of every child, despite a changing financial landscape.
2. Financial Review

The accounts show a deficit for the year.

The deficit is primarily due to staff costs (wages and pension contributions) and reduced income from child placements.
Ethos, Strategies, and Policies

Our ethos centres on being a caring setting serving the local community.

As a Charitable Incorporated Organisation (CIO), we exist to benefit the public through our stated purposes.

We welcome children from all backgrounds and are committed to equal opportunities and a discrimination-free environment.

Safeguarding and promoting the welfare of children remains our highest priority, with all practitioners and volunteers sharing this responsibility.
Trustees and Leadership

Charity trustees hold overall responsibility for management and control, meeting regularly and volunteering their time. No trustees received remuneration or expenses during the year.

Day-to-day operations and policy implementation are delegated to the leader, who oversees care, education, and administration.

The leader actively participates in trustee meetings, providing a vital link between operational delivery and strategic oversight.
Risk Management

Trustees continued to oversee risks faced by the setting. The key financial risk this year was the planned use of reserves to cover operational costs, which was actively managed and approved by the board.

An annual formal review of risk management processes was conducted to ensure effectiveness.

Other key risks, such as health and safety and child welfare, are continuously monitored by the setting leader, with actions reported to trustees.
Child Welfare and Safeguarding

Robust safeguarding policies and procedures remain in place.

All practitioners have received up-to-date safeguarding training.

Safeguarding is a regular topic during staff inductions and ongoing in-house training, ensuring a constant culture of vigilance and care.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31/03/2025 .
Responsibilities and As the charity's trustees, you are responsible for the preparation of the basis of report accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent I am qualified to undertake the examination . examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination (other than that disclosed below *) which gives me cause to believe that in, any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or
-
the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
