## **Mission Statement** 

Our aim is to have a central role in the life of the Shamley Green community by providing a Christian presence through witness and evangelism, prayer and worship, pastoral care and service to all, be they church-goers or not. 

## **Administrative information** 

Christ Church is situated in the parish of Shamley Green in the Diocese of Guildford.  The Parochial Church Council of the Ecclesiastical Parish of Christ Church, Shamley Green (PCC) is a charity registered with the Charity Commission registered charity number 1193694.  The address for correspondence is the Vicarage, Church Hill, Shamley Green GU5 0UD.

The PCC members present their report with the financial statements of the charity for the year ended 31 December 2021. The PCC members have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).  The PCC have complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults). 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

The PCC is a corporate body established by the Church of England.  The PCC operates under the Parochial Church Council (Powers) Measure 1956 and the Church Representation Rules.  The PCC was registered as a charity with the Charity Commission on 4[th] March 2021. Members of the Council are either ex-officio or elected by the Annual Parochial Church Meeting in accordance with the Church Representation Rules. 

The PCC operates through a number of committees. They meet between the full meetings of the Council. 

## _Standing Committee_ 

This is the only committee required by law.  It has power to transact business of the PCC between its meetings, subject to any directions given by the Council. 

## _Communications and Publicity Committee (Comms Group)_ 

Considers how to improve our profile, communications and publicity. 

## _Churchyard Committee_ 

Looks at the current and future management of the churchyard. 

## _Fabric Committee (including Health & Safety)_ 

Formulates and executes maintenance activities required to maintain the building structures and the fixtures and fittings of the church, the Jubilee Room and the Church Hall as well as the church grounds and car park in a safe and satisfactory long-term condition; executes modifications to existing facilities and considers provision of new facilities and services authorised by the PCC. 

## _Finance Committee_ 

Oversees the financial dimension of the work and management of Christ Church and assists the treasurer by monitoring income, expenditure and investments, budgeting, maintaining appropriate financial controls and co-ordinating stewardship through planned giving. 

## _Functions Committee_ 

Promotes fellowship and enhances the church's welcome by offering hospitality and hosting social events for the membership of the church but open to all, some of which may include a fund-raising element. 

## _Lettings Committee_ 

Oversees the letting of the Jubilee Room and Church Hall and assists the Lettings Secretary. 

## _Magazine Committee_ 

Deals with the production and distribution of the Parish Magazine. 

## _Outward Giving Committee_ 

Makes recommendations to the PCC as to how our outward giving should be distributed, receiving suggestions from members of the congregation and taking note of charities which members of our community have benefitted from or have some personal connection with, maintaining a balance between Christian and secular charities at home and overseas, and issues reports for the APCM and the Parish Magazine. 

## _Worship and Outreach Committee_ 

Assists the clergy in planning and reviewing worship; plans and promotes study and reflection through home groups, Lent courses, Quiet Days, study days and workshops; liaises with the Sunday Club, ABC (Adults, Babies, Children monthly service), home groups and parish magazine; enables outreach to the parish through special services and events; presents the church to the parish through publicity and communication and the Good Neighbours team, as well as the aforementioned activities

## **OBJECTIVES AND ACTIVITIES** 

The PCC has the responsibility of cooperating with the vicar, the Reverend Sally Davies, in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, social and ecumenical.  It has responsibility for the maintenance of Christ Church, Shamley Green, its Jubilee Room and Church Hall as well as the Churchyard. 

The PCC is committed to enabling as many people as possible to worship in our church and to become part of our parish community at Christ Church. When planning our activities for the year, the vicar and the PCC have considered the Charity Commission's guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion. 

The PCC is committed to following national and diocesan guidelines and requirements for safeguarding children and vulnerable adults.  The vicar and the PCC welcome the congregation and the general public to all our activities. 

## **ACHIEVEMENT AND PERFORMANCE** 

Our thanks go to all members of the PCC, its committees and officers for their considerable commitment, vision, action and warm-hearted support of both clergy and congregation. 

The full PCC met by Zoom six times during the year for its ordinary meetings.  Only one apology was given during the whole year.  Our Parish Safeguarding Officer also attended three of these meetings and other office holders were invited as necessary.  Committees met between PCC meetings and minutes of their deliberations were received and discussed by the full PCC. 

We are particularly grateful for the commitment and creativity of churchwarden Jonathan Jenner, The Reverend Gussie Walsh, PCC Secretary Clare Stevens, Treasurer Tony Robinson, Kevin Garvey, Chris Sprague, Diane Savage and Pastoral Assistant Penny Hodgson, together with the Finance, Fabric and Magazine Committees and the Pastoral Care Team. 

The PCC appointed two new officers to focus on specific areas: Joelle Tamraz as Legacy Officer and Margaret Goodchild as Accessibility Officer. 

We remained aware that our numbers on the PCC were down and we failed to appoint new members or a second churchwarden.  Our pool of able and committed volunteers diminished and while many will still step up to help with various elements of our church life, we increasingly lack folk willing to coordinate groups, rotas or activities. 

## **Coronavirus pandemic** 

This continued to affect and restrict our activity during the year.  However, we kept a close eye on government and Church of England guidance through the year and implemented changes in our own practice as appropriate.

While many were looking forward to returning, there was also a common thread of not wanting to do so until all restrictions had been lifted, something not under our control for most of the year.

## **Worship, prayer and learning** 

## v _Church_ 

We kept the church open every day for individual prayer and reflection, held in-person services every Sunday even during lockdowns and offered a weekly YouTube service right through to the summer.  Sunday services were a shorter form of Holy Communion at 10am, with monthly 8am BCP Communion from June and returning to weekly from September.  Home Communions also resumed from the summer term where needed.  Due to lack of human resources and the resumption of more in-person activities, we ceased recording our YouTube services at the beginning of July. 

Full provision of services continued to be affected by COVID restrictions but we held ‘Prayers around the Cross’ in the churchyard on Good Friday and a Eucharist in church on Easter Day.  In the autumn we were able to hold more in-person services, including a Harvest Festival all-age service, focussing on the environment with speakers from the village Environment Group and our church school, followed by lunch. We were glad to offer our All Souls service in person again, followed by tea and the Remembrance Service in November, followed by the return of the Hogs Back Chapter for their own Act of Remembrance.  We held a ‘Carols by Candlelight’ with mulled wine and mince pies served outside and an 8am BCP Communion on Christmas Day followed by a Family Service. 

Refreshments after services gradually resumed towards the end of the year. Numbers in church remained on the low side as many were not yet ready to return to in-person services, for various reasons.  Our thanks to the sidespeople and others who coped with ongoing change and helped to keep the show on the road. 

Daphne Nunneley, who has headed up our Flower Arranging Team for so many years, retired from this rôle in September, although she will continue to arrange flowers on an occasional basis.  The PCC thanked her for the gift of her considerable commitment, skill, creative flair and able recruitment and management of the team. 

## v _Music_ 

Our Director of Music, Daphne Hamilton, retired at the end of March and was thanked both then and at the APCM for her decades of dedicated and creative service. 

Nick Edwards played when available but soon returned to university and we increasingly drew on recorded music.  Individual members of the choir sang informally when available once the guidance permitted and we were able to field a full choir for All Souls, Remembrance and ‘Carols by Candlelight’.  Congregational singing resumed when permitted but carefully managed. 

## v _Occasional offices_ 

We celebrated one wedding and six baptisms.  We took five funerals in church, thirteen at the crematorium, as well as three memorial services, one in the garden of a relative; there were eight burials in the churchyard and two at the woodland site. 

## v _Children, young people and families_ 

Our Sunday Club and Wholly Youth groups did not meet during the year and the questionnaire showed that none would attend the Wholly Youth group if it restarted so the leaders stepped down.  Only a small number would be coming to Sunday Club, not all regularly, and the leaders were not able to restart the group in any case but kept in touch with their members on an occasional basis. ## v _Children, young people and families - continued_ 

There was also little enthusiasm for the monthly Family Service.  Consequently we decided to focus on restarting the Adult, Baby & Toddler Group (renamed ‘Little Stars’) and Messy Church. 

We held a Teddy Bears’ Picnic for the former in the vicarage garden in May which was well attended, including by new families.  We then managed to hold 5 meetings in the Church Hall before the summer holiday and resumed weekly in September.  After a slow start, we have seen several new families attending regularly, most of whom moved into the village during lockdown, alongside families with new babies and some grandparents providing ‘grandchildcare’. 

The group has enabled the adults to connect with each other and build supportive relationships while helping the children to learn to socialise after many months of isolation.  Sessions increasingly include a Bible story, songs and a prayer at the end.  Gussie Walsh takes the lead on coordinating the group and keeping in touch with the families.  Madeleine Mannix joined Jan Cornwell on the team; our thanks to them all. 

Messy Church at 4pm on the second Saturday in the month restarted in September, largely replacing the Sunday Family Service as Sunday is not a convenient day for most families.  However, all-age services will continue on Sundays for special occasions or feast days such as Harvest, Christmas, Mothering Sunday and Easter.  Meanwhile, Messy Church is building its own congregation, mostly of families with younger children, although four of our teenagers regularly help.  Gussie again takes the lead on this and has built a good team of volunteers.  It is a labour-intensive service, requiring admin, tech, craft and catering input as well as considerable planning and preparation but we feel it is already bearing fruit and is worth developing further. 

## v _Study and reflection_ 

The daytime Home Group continued to meet regularly by Zoom in the summer term and resumed in-person meetings in the autumn as did the evening group.  We ran the Church of England ‘Living in Love and Faith’ course three times, the first by Zoom and the others in the Jubilee Room, attended chiefly by members of the daytime Home Group and the PCC. 

The evening group will be following it in the spring term.  This is a vitally important programme being undertaken by the Church of England, as a learning exercise but also in preparation for key discussions and decision-making at General Synod in 2022 and 2023 so it is a shame that more people have not participated despite extensive publicity and information. 

## **Communications** 

## _Newsletter and website_ 

The vicar continued with her weekly newsletter to the end of September after which it has become an occasional letter as and when there is anything to highlight or publicise..  Clare Stevens ably took over managing the website and Facebook account. 

## v _Parish Magazine_ 

We are deeply grateful to editor Chris King, Karen Anderton who manages the advertising which largely covers the costs of publication, and Ginny Wicks, who coordinates the distribution, together with her dedicated team of distributors.  Our magazine was produced throughout the year and was much appreciated especially as organisations restarted their activities and meetings.

## **Pastoral care and fellowship** 

While home visiting was still limited for much of the year, Penny Hodgson and the Pastoral Care Team kept in touch with people and continued to provide support.  They also conducted the questionnaire for us.  ‘Time for Tea’ was unable to meet but got together for our Christmas lunch in December, a welcome opportunity to reconnect with one another. 

## **Halls and Lettings** 

These continued to be affected by lockdowns and restrictive COVID guidance and regulation.  We had three lettings of the Jubilee Room for refreshments after memorial services in church and the Pilates group resumed meeting in the Church Hall from September. Our thanks go to Lettings Secretary Clare Stevens for fielding and managing enquiries.  We also managed to resume our Adult, Baby & Toddler Group in the Church Hall for five weeks in the summer term and resumed weekly from September, much appreciating the redecoration and new facilities. 

## **Wonersh and Shamley Green C.E. V.A. Primary School** 

- v We supported our church school with a donation from our outward giving, as well as through the ongoing service of Neil Harding and Kevin Garvey, who served with the Vicar as governors, Richard Deacon, Treasurer of the Governors' Fund, and Jonathan Jenner who, as churchwarden, serves with the vicar as a trustee.  Our thanks go to them all for the generous offering of their time, skills and expertise.  Neil’s second term of office ended in September and two further members of our church joined the governing body: Sarah McKenna as a PCC appointed foundation governor and Erin Bird as a diocesan foundation governor. 

- v The Vicar was able to resume taking the morning act of worship on a weekly basis from March with three assemblies back-to-back.  In the summer term, her new colleague at Wonersh joined her so this became fortnightly and in the autumn we were able to move to two assemblies for KS 1 and 2.  She also managed to accommodate a class visit to the church by Year R in June and Year 2 in July.  The ‘Open the Book’ team, including Kevin Garvey and Julia Röbin, was also able to resume in the autumn term. 

- v Christ Church hosted the school harvest service again in September with separate services for the Infants and Juniors.

## **FINANCIAL REVIEW** 

## **Financial position** 

The disruption to services created by all the lockdowns and restrictions has meant that 2021 has provided many unexpected results and we are extremely grateful to all our donors and volunteers for their continued support during the year. We are also grateful for the support received from HM Government via Waverley Borough Council in the form of Grants totalling £14,708. 

During the year to 31 December 2021 our total Income decreased by £2,512 to £107,800 mainly due to the fall in Donations and Other trading activities following the church closures during lockdowns and limitations in numbers once we were permitted to open for services. 

Our Expenditure (excluding capital works of £6,378 (2020 - £15,689)) rose by £625 to £85,490. We have kept a watchful eye over our controllable costs to ensure that we do not exceed our budgets. Our largest expense, the payment of Parish Share to the Guildford Diocese, of £50,689 (2020 - £50,689) goes towards the costs of our Ministry. Our Parish Share will increase by 4.5% to £52,953 in 2022. 

The market value of our investments held in funds managed by CCLA increased during the year by £11,651 (2020 £1,232). The Stock markets had a very good year, but values have fallen since 31 December 2021. 

The net result for the year was a surplus of £ 27,583 (2020 Surplus £11,040), however without the COVID Restrictions Grant of £14,708 and the unrealised gains on our investments of £11,651 the surplus for the year would have been only £1,224. 

The PCC has a duty to ensure that the fabric of the church and its surroundings are kept in a good state of repair and meet the various health and safety standards. We have carried out regular service and maintenance of the church equipment and premises. 

## **Reserves policy** 

It is PCC policy to hold in reserves the equivalent of six months general operating costs. It is also policy to have reserves to cover our proposed capital works.   The reserves of the PCC now stand at £159,819, which exceeds twelve months of normal expenditure and are in excess of the amounts that the PCC regards as essential for its on-going commitments. However, in holding reserve funds, the PCC is mindful of probable exceptional expenses in the medium term such as repairs to the church, a new area for the interment of cremated remains in the churchyard and new signage for the car park. 

The PCC invests its funds with the CBF Church of England Funds which are managed by CCLA Investment Management Limited.  We also have a deposit £5,086 with Churches Mutual Credit Union to help support their activities. 

## **Risk Management** 

The PCC members continue to keep the PCC’s activities under review, particularly with regard to any risks which may arise from time to time and to monitor the effectiveness of the systems of control and supervision. The PCC has insurance policies in place to cover the major risks relating to property and activities and these are reviewed annually. The PCC Committees have reviewed the risks in their areas of interest and updated the risk profiles.

## **STATEMENT OF PCC MEMBERS’ RESPONSIBILITIES** 

The PCC members are responsible for preparing the Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). 

The law applicable to charities in England and Wales, the Charities Act 2011, Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed requires the PCC members to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the church and of the incoming resources and application of resources, including the income and expenditure, of the church for that period. In preparing those financial statements, the PCC members are required to 

- select suitable accounting policies and then apply them consistently; 

- observe the methods and principles in the Charity SORP; 

- make judgements and estimates that are reasonable and prudent; 

- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business. 

The PCC members are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the church and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## **Independent examiner's report to the PCC of Christ Church, Shamley Green** 

I report to the charity PCC members on my examination of the accounts of the Christ Church, Shamley Green (the Church) for the year ended 31 December 2021. 

## **Responsibilities and basis of report** 

As the members of the PCC you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the Church's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Church as required by section 130 of the Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

## **BASIS OF PREPARING THE FINANCIAL STATEMENTS** 

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention with the exception of investments which are included at market value, as modified by the revaluation of certain assets. 

The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the financial statements of church groups that owe their main affiliation to another body, or those that are informal gatherings of Church members. 

## **INCOME** 

Planned giving, collections and donations are recognised when received. Income tax recoverable on gift aid donations is recognised when the donation is received. The amount of any outstanding tax claim is included in incoming resources and as a debtor in the Balance Sheet. Legacies to the PCC are accounted for as soon as the PCC is notified of its legal entitlement, the amount due and its ultimate receipt is probable. 

Funds raised from hall rentals, magazine advertising, income and fund raising events are accounted for gross and are recognised when due. The parish magazine is published and distributed without charge. 

Investment income is accounted for when due and payable. Realised gains and losses on investments are recognised when investments are sold and unrealised gains and losses are accounted for on revaluation at 31 December. 

## **GRANTS** 

Revenue based government grants are recognised in income over the periods in which the churchwording to see if you consider that it  recognises the related costs for which the grant is intended to compensate.  Where grants are receivable as compensation for expenses already incurred or to provide immediate financial support with no future related costs grants will be recognised when they become receivable. 

## **EXPENDITURE** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. 

Grants and donations are accounted for when paid or when awarded, if the award creates a binding obligation on the PCC. 

Grants offered subject to conditions which have not been met at the year-end date are noted as a commitment but not accrued as expenditure. 

## **TAXATION** 

The charity is exempt from tax on its charitable activities. 

## **FUNDS** 

Restricted Funds represent donations or grants received for a specific object.  The funds may only be expended on the specific object for which they were given and any balance remaining unspent at the end of the year must be carried forward as a balance on that fund. 

General Funds represent the funds of the PCC that are not subject to any special restrictions regarding their use and are available for application to the general purposes of the PCC.

## **TANGIBLE FIXED ASSETS** 

Consecrated and beneficed property of any kind is excluded from the accounts in accordance with Section 10(2) (a) and (c) of the Charities Act 2011. 

Movable church furnishings held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal, are accounted for as inalienable property unless forming part of the consecrated property excluded from the accounts. They are listed in the Church's inventory which can be inspected at any reasonable time. For inalienable property acquired prior to 2000 there is insufficient cost information available and therefore such assets are not valued in the financial statements. No such assets have been acquired since 2000. All expenditure incurred in the year on movable church furnishings is written off. Equipment used within the Church premises with a purchase price of £ 3,000 or less is written off when the asset is acquired. The PCC owns no items with a higher purchase price.

## **4. PCC MEMBERS' REMUNERATION AND BENEFITS** 

Miss Daphne Hamilton, who was a member of the PCC, was paid £750 (2020 - £3,000) during the year for her duties as the parish organist. 

No remuneration was paid to any other member of the PCC, other than reimbursement of purchases made on behalf of the church. 

## **PCC MEMBERS' EXPENSES** 

No expenses were paid to any member of the PCC for the year ended 31 December 2021 nor for the year ended 31 December 2020 other than reimbursement of purchases made on behalf of the church.
