Carnon Downs Village Hall Trustees: Annual Report For 2023

Summary:

The village hall continues to thrive with the small financial loss this being caused by the Trustees decision last summer to maintain the hall hiring rates and not to put them up. This was done because it was felt that cost of living rises at home and in the wider economy were enough for our residents to deal with.

We now have a regular hirers membership group of 39 organisations. Establishing this membership has helped with community engagement and resulted in many more volunteers from the groups helping with hall maintenance and attending meetings such as the AGM.

Objectives

The objectives of the Village Hall remain unchanged: In brief they are to run village hall for the inhabitants of the Parish of Feock.

Team Members

Katie Jose (Bookings overview) Claire Whaley handed over her role as the lead booking officer to Olivia Pountney. Maria Roper is employed as the Treasurer. Katie, Olivia and Maria all received remuneration for their time working for the hall.

Anne Bolton Manages the daily working of the hall supported by Jackie Kingsman, Margaret Barry, Mary Rudd. Other volunteers provide their time to keep the hall running well. Corserv our contracted cleaning completed their contract in November 2023 and were replaced by Hopscotch cleaning services.

Bob Richards supported by various volunteers manages the fabric of the building and the utility contracts.

Policies

The generic policies used by the Village Hall are those developed by the hall when it was registered as a non-incorporated charity. These will be reviewed over the years and kept both up to date and relevant.

Main Activities

2023 saw hall usage at pre-covid figures. The hall remains very busy with an average of 5 bookings a day 365 days a year.

One of the main duties of a trustee is to make sure that the charity is meeting its charitable purpose and trustees have been concerned that regular bookings made many months in advance are excluding casual, local community hirers from using the hall. To this end Trustees have implemented a policy that stops regular hirers from booking the hall on Friday evenings, Saturday afternoons and evenings and Sunday afternoons. This policy remains under review in 2024.

Future Development

The Trustee’s focus on recruiting new members to the board to replace existing trustees stated in 2022 has paid dividends and as we end 2023 we have numerous volunteers who are planning to attend trustee meetings in the new year with a view to joining the board at the March AGM

Finances

As can be seen from the financial report below our accounts remain strong with income and expenditure well balanced and bookings back to pre-pandemic levels. The small loss is a direct result of the Trustees decision to delay putting up hall hiring rates due to the economic stresses during 2023.

Trustees are pleased to be able to report that during the year there were no significant issues beyond those that one might normally expect when working to accommodate a range of groups and organisations
