Carnon Downs Village Hall Trustees: Annual Report For 2022

Summary:

The village hall continues to make steady progress recovering from the challenges of coronavirus and the changes to the management committee. Financially with bookings back to normal levels the reserves are at a healthy level. Despite the rise in energy costs Trustees decided to maintain the hall hiring rates and not to put them up. It was felt that cost of living rises at home were enough for our residents to deal with.

Objectives

The objectives of the Village Hall remain unchanged: In brief they are to run village hall for the inhabitants of the Parish of Feock.

Team Members

Katie Jose handed over most of her role to Claire Whaley as the lead booking officer. Anne Bolton Manages the daily working of the hall supported by Jackie Kingsman, Margaret Barry, Sandy Ball, Mary Rudd. Other volunteers provide their time to keep the hall running well. Cormac is contracted to provide the cleaning.

Bob Richards supported by various volunteers manages the fabric of the building and the utility contracts.

Policies

The generic policies used by the Village Hall are those developed by the hall when it was registered as a non-incorporated charity. These will be reviewed over the years and kept both up to date and relevant.

Main Activities

2022 saw hall usage effectively back to pre-covid figures. This has made the hall very busy with an average of 5 bookings a day 365 days a year. In reality a typical autumn /spring day sees more than 7 bookings daily. One of the main duties of a trustee is to make sure that the charity is meeting its charitable purpose. Trustees are having to look closely at our current booking load, particularly for the main hall, to make sure that we are providing a community space for the use of the local community. This remains ongoing work in 2023 where we will look at protected booking windows for local activities, a membership scheme and other measurers that can keep us on track.

Trustees have recruited Maria Roper to help with the administration of the hall as we were unable to recruit a volunteer treasurer to replace Ray Goddard who was in post for over 10 years. Maria is remunerated for 6 hours per week on average.

Future Development

Trustees are focused on recruiting new members to the board to replace existing trustees. This is a new challenge for the village. It is caused by the new CIO’s constitution stipulating 3-year terms with a maximum of two terms. This is deliberate and the community will need to respond to this new way of working.
