The event has been started by three French nationals who have been living in Reading for years and
decided that it was tiffle to glve back to the town that adopted them so 8Énerously. What best wav
to achieve that goal than organizing a French themed event as popular as Bastille DayP

project has always run smoothly.

approachable as he is, needs no more Introductlon5 In Readlng.
It Is important to hi8hli8ht that our marketing effort has always been Ilmlted by the fact that we
have self funded the event every year. Thls dld not prevent the event from attractin8 3 falr amount
of Interest In Readlng wlth an average of 2000 visltors.
Bastille Day Fest Is now a CIO - FOUNDATION Re8lStered 24 Feb 2021. It has been registered to
replace the Ilmlted company that wa5 the legal entSty organislng the festival since 2012 and better
rellect how Bastille Oay Festlval Reading was organi5ed and financed to date.

Objectives a nd activities
We believe that the arts. especially cullnary arts, sports, muslc. crafts all other forrns of cultural
entertalnment are a part of everyday Ilfe and are fundamental to community engagernent and
ownership. They bring people of different culture together, and in our ¢ase, give an opportvnlty to
bring a bit of France, Europe and beyond to the UK. They of crjurse generate economic growth and
enablè skills development. They provide a positive means to get people involved and accessible tools
to encourage people to generate their own ideas to explore and address local intere5t5 and i5sues.

Every year since 2012 on a weekend around the 14, July, Bastille Day Festwal is organised in Reading
to..
Provide and promote 3rtslculture/heritage through
the organbsation of at least one yearly festival where the
Brltlsh culture and the European culture, more speclflcally French,
are put on display for people living in Readlng and the whole of
Berkshire to enjoy.
Offer local artist especially and international artist, partlcularly French,
an opportunlty to put their talent on display and therefore Promotlng
varlous forms of art at a International/nationallprofesslonal and
local/amateur level, and provlding of arts facllltleslvenues and encouraglng
hlgh standards of art. 'Art' Includes abstract, conceptual and performance art
and representational anil flgurative art.
Benefit the wider populations, aSthou8h French expatrlates and
8rovps of Frlends and familles from all background are most likely to be
Interested by the entertalnment, cultural and cullnary offerln8 of the event.
Benefit the local communlties, includlng Black. Asian and other mlnoritv 8rovp In the UK
whlch are French and Brltish natSonals but also from anywhere in the world.
Achievements and performance
The organisation of Bastille Festlval F¢eadlng Has:
Helped to raise the pfoflle of Readin8 internatlonally and put an emphasls in Its multlcultural
breath
Given back to the communlty an event enloyed by many people Ilvlng locally
Strengthening the tles between people and cultures
Thanks to the organisation of the festlval
Tens of thousands of combined views on Twltter. Facebook and our website raisiD8
awareness throughout the UK of the cultural diver51ty of Reading and the UK a5 3 whole
Over 2000 people vi51ting the site over the weekend enjoying the shows. art. 3Ctivltles and
food avallable at the event
In addition to the contribution of stand holders. hi5 was only possible wfth to flnancial support in
cash from the Exetutive Team and the Abbey Quarter Busine55 Improvement District now known as
Reading's Econorny & Oestinatlon Agency. The event could not have happened without the
donations in-kind in volunteer hours frorn our volunteers, and in crafting equiprnent from
Hobbycraft as well 3S Sporting equipment from Decathlon. Flnally. many of the artist. aware of what

we are trylng to achieve despite our limited financial capacity come to us without empectlng
payments or only travel expenses and accommodation and they travelled from France.
Plans
Now that we have organised our second festlval as a CIO we are hopin8 to be able to use our
cumulated success of the year and improve our fundraising capacity and do rnore to promote the
sharing of cultures by connecting with schoo15 and other potential partners to grow our reach
beyond the month ofjuly.
Financial review
The Receipts and payments accounts Is attached. The charlty reports a positive balance of £22 for
the year to 31 March 2021.
Reserves policv
The Executlve team has advlsed that the charlty should aim to have between 25% and 50% of the
annual resources left after each Festival. At this level, the management committee feel that they
would be able to contlnye the current actlvlties of the charlty in the event uf a slgnlllcant drop in
funding. The charity has no reserye at the moment and rely on the generosity and promise of
fundlng of the Executive Team and the Readin8'5 Economy & Destination Agency Iformeily known as
Abbey Quarter Business Improvement DSstrSctl respectlvelv.
Risk rcview
The management commlttee con51ders risk155ues on a re8ular ba51s and acts to mltigate rlsk on an
on8oln8 basis to which the charlty Is exposed.
Key Rlsks..
Flnancial- The Festival has low levels of reserves and depends upon 8rants and donatlon
from Executlve Team to delbver an events programme.
Relation5hip5 are malntained wlth key stakeholders and appllcations for 8rants are made In good
time to glve early indlcation of the level of expendllure events whlch can be achieved. No
commltments are made If lunds are not in place to meet them. Events are also scalable.
Per50nnel- The Festival ha5 a strong but small team of 3 trustees and 2 Executives at its
core whose skills and time commitment as volunteers 55 the only guarantee to deliver an annual
event5 programme. Succession planning is ron5idered on an ongoin8 basls and new volunteers are
Introduced to Festival activltles to build up local support. Recrultment of new commlttee members Is
a prSorlty.
Aeputational The Festival is known for deliverlng good quallty and well organised events.
Regular event planning meetlngs are held throu6hovt the year to provide opportunitles for
discussion and checks on quality and a robust health and safety proces5 is in place. Ongoing
government recommendations on Covid safety rnay continue to have an Impact on future event
plan5.
Public Benefit
The Charity's trustees have complied with their duty to have due re8ard to the guidance on public
benefit publlshed by the Commission in exercising their powers or duties.
