First full financial year and back to founding, 31 Jan 2021 – 31 March 2022

CIO was set up with the same 6 trustees as the registered charity previously had to aid in transition, and we resolved on 1[st] April 2021 to transfer all funds and officially transferred everything from the legacy registered charity which is now formally shut down.

February 2021 PACT was involved in supporting the very successful campaign by “Friends of St Matthew’s Piece” to object to major development overlooking the St Matthew’s Piece community green space, and advised/discussed the setup of that new organization. This takes over some activities on which PACT historically took a lead.

Sue met with those involved in the development of the Travis Perkins site and helped develop their ideas, which include some public open space with a covered area. We also responded individually, but not as PACT, to Railpen’s proposals around the Beehive Centre and the City Council’s plans for the Norfolk Street area and the East Road garages.

We adopted MailChimp for mailing and membership management.

Throughout the course of the year we have been contacted by many organizations about the use and hire of the new community centre.

The £1096 community grant we received for 2021-2022 was largely returned due to pandemic related cancellations, sadly. PACT’s variety of community activities were heavily impacted by the pandemic.

Our policies include: adult safeguarding, child protection, health & safety, an equality statement, GDPR and a risk assessment (for our events). We plan to modify some of these to match RM policies, and are likely to adopt some extra policies (such as complaints) when the community centre activities begin.

We agreed a draft MOU for the running of the community centre with Romsey Mill.

The new community centre was named the “Mill Road Community Centre” after a consultation which we ran and based on our report. We would have preferred to name it around the historic “Depot” term but MRCC was our second choice.

We ended up not having to fund raise for the new community centre due to a generous availability of S.106 funding from the city council.

We continue to operate www.pactCambridge.org and google email accounts.

After much delay, we now own/manage six noticeboards in the North Petersfield area, which we intend to use to support the community centre and other local charitable or non-profit community causes, together with a noticeboard on the new community centre. We are still working with the City Council on relocating the Gwydir Street noticeboard as it is virtually impossible to reach and is not particularly visible to any passing person!

PACT has developed a programme of community events for the new community centre which we will operate and cross-fund between activities. We held various local public meetings to discuss

these. Romsey Mill will take responsibility for the business side of things and the hirers of the facilities. There is also now a paid employee, from last September, who will help staff the building, deal with the bookings and hirers and generally keep an eye on the website and the computerised systems.

PACT is participating in public meetings about the future of the Mill Road former Library building and activated the “community right to bid” provisions to delay the sale since we registered the building as a community asset. However we are not active in preparing a bid due to our community centre commitments. We hope that it can provide a strong partner organization/building, to work perhaps in conjunction with MRCC at times, and wish the effort well.

April 2022 onwards

Our Platinum Jubilee Event in June 2022 was very successful. We saw many new people and had a positive response. It was particularly pleasing to see people sitting on the Piece all afternoon, meeting new people and enjoying the space. It was noticeably nice to see the full diversity of Petersfield represented and enjoying celebration of the special occasion. This worked well since – although many streets had street parties – others, such as York St, were not able to. We received donations totalling £107.37 at our Platinum Jubilee event (from a bucket). This event was funded by a community grant from Cambridge City Council for £220.

Our on-going series of public meetings attracted more interest and we now have a healthy list of volunteers and interested people for MRCC, particularly from the Ironworks site, and are joined on the community committee by Sarah Oliver.

The new community centre’s opening has been continually delayed by various finishing and design details between the City Council and the developers but is now approaching, and we hope will occur at the end of February or beginning of March 2023.
