We<br>finance rabies vaccinations for all the dogs<br>and cats who are spayed and neutered<br>during our clinics and for any owned dogs<br>and cats who need booster vaccination.<br>We have also funded emergency<br>treatments for injured street dogs and cats<br>and helped fund emergency treatments of<br>small shelters based in Sri Lanka in form of<br>small grants awarded to them.<br>Lucas Helps Dogs hold regular<br>spay&neuter clinics in Hikkaduwa.<br>Every month we spay/neuter and fully<br>vaccinate between 30 to 50 animals.<br>One of the main aims of Lucas Helps Dogs<br>is educating local Sri Lankan people in<br>proper use of equipment for dogs (mostly<br>using well fitting lead and collars).<br>During the year we donate hundreds of<br>collars|

|Policy on grant making|Para 1.38|**1. PURPOSE**<br>1.1 The purpose of this policy is<br>to set out the principles,<br>criteria and processes that<br>govern how ‘Lucas Helps<br>Dogs’ makes grants<br>1.2A grant is defned as a<br>fnancial award made by the<br>Foundation from its funds to<br>support charitable activities,<br>usually to registered<br>charities, but sometimes to<br>other bodies or individuals<br>authorised by the Board of<br>Trustees.<br>**2. PRIORITIES FOR SUPPORT**<br>2.1<br>The number of projects<br>which can be supported<br>is, of necessity, limited to<br>the amount of funds<br>available for distribution<br>in any year. The Trustees<br>have determined that the<br>priorities for funding will<br>be animal welfare<br>registered charities<br>2.2The priorities in this policy<br>will be reviewed every year<br>(or more often if deemed<br>necessary by the Board of<br>Trustees), and may be<br>changed in accordance with<br>the Trustees’ view of the<br>most efective application of<br>available funds at any point<br>in time.<br>2.3Organizations which have<br>been personally visited and<br>reviewed by one or more<br>trustees of Lucas Helps<br>Dogs will be given priority<br>for grant making|





**3. PRINCIPLES** The grant making will be governed by the following principles: 3.1Only applications from within Sri Lanka are available for consideration 3.2Applications for project funding will be considered on their own merit, regardless of previous rejection or receipt of grants. 3.3The Charity will not normally support applications from large national charities i.e. those with an annual income in excess of £1 million or with £2+ million assets or charities dedicated to issues deemed by the Trustees to be already well funded 3.4The Charity will willingly work in partnership with other organisations to fund initiatives beyond the financial scope of a single organisation. 3.5The Board of Trustees has ultimate responsibility for all grant-making decisions 3.6The Board of Trustees reserve the right not to approve any recommendation or nomination if, after due consideration, it determines that the resulting grant would not be charitable, falls outside its priorities, or would conflict with the Foundation’s policies or damage its reputation. 3.7The Board of Trustees may decide to only authorise part funding of the project 3.8The Board of Trustees will not normally support/approve applications for or from: -individuals who are not approved by one of the charities previously checked and approved by Lucas Helps Dogs or directly by 



the Board of Trustees -non registered charities or foundations -charities which are not registered in the UK, EU or in Sri Lanka -for travel expenses, marketing expenses -organisations whose work does not support animal welfare -organisations not operating in Sri Lanka -political promotion including political party activity **4. GRANT APPLICATION PROCESS:** 4.1Information requirements before awarding a grant: Before awarding a grant to an organisation or an individual, the Trustees require that the application should: 4.1.1 Inform the Trustees of the purpose of the application, details of the project, the way in which the grant will be used and how it will be managed effectively for its intended purpose 4.1.2 Inform the Trustees of the names of those who are to be involved with the project/work to be carried out and the identity of the person (s) who will be responsible for the administration of the grant 4.1.3 Sign the application form to state that the applicant undertakes to comply with the general terms and conditions including that the presentation of a cheque or acceptance of funds through bank transfer deems that the 



recipient has accepted these and any additional terms and conditions contained in a letter of grant between the Charity and the grant recipient and agrees to be bound by them. 4.1.4 Applications must be received directly from animal welfare organisations or individuals reviewed by one of Lucas Helps Dogs’ approved charities or by the Board of Trustees itself 4.2 All grant requests go through a three-stage process as summarised below: STAGE 1 - APPLICATION: all grant applications will be subject to initial assessment to ensure they meet the basic criteria for funding. STAGE 2 – ASSESSMENT: Trustees determine whether the request should be shortlisted for support. STAGE 3- requests not shortlisted are rejected. Grants not recommended are rejected, unless allocated to another fund. All grants must be approved/confirmed by the Board of Trustees or a person/committee acting with its delegated authority. 4.3 Lucas Helps dogs will aim to inform all applicants in writing about the outcome of their application for funding 4.4 The Board of Trustees will not be obliged to provide an explanation to the applicant should their 



application be unsuccessful 4.5 The Board of Trustees reserves the right to directly shortlist those organisations which have been personally checked, visited and approved by one or more of the Trustees 4.6 All grant applicants to Lucas Helps Dogs must be able to demonstrate their charitable purpose and public benefit to be considered for grant 4.7 Lucas Helps Dogs’ trustees will, if possible, personally visit organizations in Sri Lanka before awarding any grants to them. This is to minimize any risks of the organizations not carrying the work funded by Lucas Helps Dogs and also to ensure that the organization/s are providing the best care possible for the animals and they are contributing to the improvement of animal welfare in Sri Lanka 

## **5.         MONITORING** 

5.1 It is the policy of the Trustees to monitor all grants made. To this end, before a grant can be confirmed, conditions will be stipulated appropriate to the work to be carried out and progress will be assessed against agreed targets and/or milestones. If the grant is payable in instalments, 



then payment of subsequent grant instalments will be dependent on satisfactory progress having been demonstrated and the Trustees reserve the right to withdraw the grant on receipt of unsatisfactory progress reports. Failure to submit reports at the time specified by the Trustees may also jeopardise the continuation of the Charity’s support. In addition to reports detailing progress, grant recipients will be expected to provide: • A statement of how their Charity monies have been spent for the year; • Details (where appropriate) of any other funds applied to the same project. 5.2 Monitoring visits by representatives of the Foundation may be expected during the period of a grant. 5.3 The Trustees also expect to receive copies of any published articles, papers or other outputs which may result from the project 5.4 Following the conclusion of the project, the grant recipient will (where appropriate) be expected to submit a final report, normally within three months of the end of the grant, detailing fully the results and outputs from the project. The grant recipient should inform the Charity of any extenuating circumstances whereby the submission of the final report is delayed, to allow a mutually acceptable date for 



|||submission to be agreed.<br>6.**PUBLICITY OF FUNDS**<br>**AVAILABLE**<br>6.1 The opportunity to apply<br>for funding from Lucas Helps<br>Dogs will be displayed on<br>our website, through social<br>media, through direct<br>contact with charities in Sri<br>Lanka and through any other<br>means that Lucas Helps<br>Dogs deem appropriate<br>**7. This step has really changed the<br>impact on the lives of the street animals.<br>Lucas Helps Dogs is able to respond faster<br>in case of emergencies, can spay&neuter<br>more animals and is able to provide a high<br>standard of after care.|
