## **ADMINISTRATIVE INFORMATION**
## _STRUCTURE, GOVERNANCE AND MANAGEMENT_
The Parochial Church Council (“PCC”) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council (Powers) Measure 1956 (as amended). The PCC is a charity registered with the Charity Commission as ‘The Parochial Church Council of the Ecclesiastical Parish of Saint Mark, Clerkenwell’ (Reg. No.1193335). The method of appointment of PCC members is set out in the Church Representation Rules. The PCC is made up of five ex officio members and up to nine elected members. There is a Standing Committee which deals with urgent business. The PCC Members are elected at the Annual Parochial Church Meeting, which was held in 2021 on Sunday 25th April.

## _OBJECTIVES AND ACTIVITIES_
Together with the PCC we work to promote in the Parish of St Mark Clerkenwell the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC also has responsibility for the maintenance of the building, which is used throughout the week by a great variety of organisations. The PCC has regard to the Charity Commission’s guidance on public benefit.
## _ACHIEVEMENT AND PERFORMANCE_
The number on the electoral roll at the date of the 2022 APCM was 55. The average attendance in 2020 was 20 on Sunday Mornings and 6 at services in the week.
## _SAFEGUARDING STATEMENT_
The PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have due regard to House of Bishops’ guidance on safeguarding children and vulnerable adults).

## **VICAR’S REPORT**
Despite the national lockdown of early 2021, thankfully the government did not require the closure of churches, and it is a cause of some pride to me that we were able to continue the weekly round of prayer and praise which is so central to our life as Christians. I am conscious of how we need to bring our prayers, griefs and joys to God in worship, especially in times of difficulty and tragedy. Covid has not disappeared, of course (as many of us have experienced recently), and we remain conscious of those who continue to be vulnerable and who still suffer its effects.
We are fortunate to have a large building with plenty of space, however, and have carefully considered the various relaxations of our safety measures at each stage. I would like to express my thanks to those who keep our building open and clean it week by week. Our worshipping life and were certainly not ‘normal’ for much of 2021, but it was a joy to be able to the various feasts of the Christian year publicly and with greater solemnity.
Perhaps the greatest change in our church’s life in 2021 was the conclusion of Shirley Duggan’s tenure as Churchwarden and move to Essex. It’s hard to overstate Shirley’s commitment to St Mark’s over the years, and her impact on our survival! While it was great to have the opportunity to toast and thank Shirley on a couple of occasions in 2021, I’m also very glad that she has remained on the PCC and very much part of our life here since her move. We thank Shirley for all she’s done, and continue to wish her and Chris well in their new home in Chelmsford.
A cause of sadness which cannot be ignored was the closure of Clerkenwell Parochial School at the end of the last academical year. The school was founded in 1699, of course, and while I bitterly regret the end of such an extraordinary institution itself, I am also saddened by the loss of an important link with so many families and young people. Celebrating the school Mass in the school hall week by week has been one of the great privileges of being parish priest here, together with preparing children from the school for their First Holy Communions at Easter. From mid—August our clergy have been assisting the parish of Holy Trinity, Hoxton by celebrating their Sunday services during their interregnum. I’m grateful for the understanding of the congregation here that our priests won’t all be in the same place at the same time very often, but its good to be able to support our brothers and sisters across City Road, and to support the ministry of the wider church. Please continue to pray for them.
No report on 2021 would be complete without paying tribute to Frances Cowen, who died in August. It is impossible to express our love and admiration for Frances in so few words, but it is simply the case that it is hard to imagine St Mark’s today without her dedication to it over so many years. Her funeral in September was one of those where the sadness of parting was softened by thanksgiving for an earthly life welllived and concluded in the hope of heaven. May she rest in peace and rise in glory. I was on Study Leave from October to December (but was mainly covering in Hoxton on Sundays), and Fr Aidan stepped in the take the strain with great cheerfulness and

alacrity – his care for the parish were made even more remarkable given the arrival of Adelaide not long after my departure! We rejoice with Elizabeth and Fr Aidan in welcoming her. I extend my thanks to Fr Aidan and Fr Alex, to Rosemary and Martin our Churchwardens for making this sabbatical possible – and also for such generous support all the year round. I should warn you that I have two weeks or so of study leave in hand, so hope to manage to get to Jerusalem at some point in 2022/23; the next one, however, won’t be until 2031!

## **CHURCHWARDENS’ REPORT**
Until about mid-year St Mark’s remained subject to lockdown as Covid restrictions continued to be implemented. However during this time the regular maintenance of the building ensured that the lockdown did not impact on the care of the church. Work on the electrics was undertaken in order that the necessary safety certification was delivered along with emergency lighting work and replacement of the burglar alarm in the crypt.
With the resignation of the church administrator in September 2020 there was a need to reassess how the work undertaken by that person should be undertaken. It was decided to outsource the administrator’s bookkeeping responsibilities to a bookkeeper who had previously worked with the Diocese and who was therefore aware of church bookkeeping. The churchwardens undertook invoicing and worked to ensure that the majority of regular payments to the church were by standing order thereby reducing paperwork. The churchwardens dealt with any contractors that needed to enter the church. Generally the changes worked well and produced a saving to the church.
When St Mark’s reopened it was encouraging to see familiar faces return to the church, whether to weekly services or to visit the New to You shop (or both). We worked hard to spread the news that St Mark’s was open again. Fundraising, apart from the shop, did resume and in September we were able to let the church to a film company which produced a fee to put toward the church heating project as well as a charitable donation for the same purpose. In November we were most appreciative to receive a donation from the Cloudesley Trust for the same purpose.
Trinity Church and the WCCM also began to function again which brought more life and soul back into the church and a feeling of normality. We appreciated the assistance offered by Trinity in relation to odd jobs that needed doing and the ongoing ability to use certain WCCM office facilities.
During lockdown we also missed the music so ably provided by Thomas our organist. The resumption of evensong in September reminded us of what we had been missing and it was a delight to enjoy this again. In November Thomas arranged a lovely concert and the Advent Carol Service in December was much appreciated by all who attended.

Once again we would wish to record thanks to June Braybook for all her support to St Mark’s which included regular Saturday cleaning of the church space, preparation of Sunday School activities and her overall willingness to assist whenever help was needed.
It was with sadness that in September our longstanding churchwarden Shirley Duggan stepped down after over two decades of unstinting service – she had to leave London to escape! She is greatly missed and has left an indelible impact on St Mark’s in so many ways - which included a new roof not possible without her enthusiasm and tenacity. All at St Mark’s wish her well and hope she continues to return from time to time.
We have enjoyed working with Fr Aidan and thank him for his support within the Parish during the year. As ever we also sincerely thank Fr Christopher for all he has done for St Mark’s over the past year, and in extraordinary circumstances, which has been so very much appreciated.

## **DEVELOPMENT COMMITTEE REPORT**
With lockdown for a part of 2021 fundraising for the St Mark’s heating project (the focus for the Committee) presented a challenge. With some funds having been raised the funding stream from the “New to You” shop dried up as the shop remained closed until mid year. However a specification for the project was requested and produced by CES (the preferred contractor) and a decision was taken to use this as the basis of an application for a Faculty to undertake the project and an application for a grant from the Cloudesley Trust.
An application for a grant was made to Cloudesley in their autumn funding round which was successful and a grant of £30,100 was awarded in November. Shortly after this the Faculty (upon which the grant was dependent) was granted. With a letting of space within the church to a film company later in the year sufficient funds were raised to allow the project to proceed the following Spring.

## **SAFEGUARDING REPORT**
This report is to assure the church family that the leadership teams of each church have complied with their duty to have “due regard” to the House of Bishop’s guidance on safeguarding. Remembering the people of the church’s attitude is Gospel of Grace and not a culture of fear.

Each year the PCC sign a safeguarding policy declaration which states that we follow the Church of England Safeguarding Policy as laid out in the parish handbook or you can check online. We are required to update our current policy as to be in line with the new London Diocese current policy this has been actioned for April 2022.
I am pleased to report that we have had no serious safeguarding incidents or allegations during 2021 as reported in my report in January 2022 to the PCC. Several PCC members have completed basic safeguarding training and I would like to thank those who have updated their DBS compliance, please kindly ensure yours is renewed if not done so already.

## **FINANCE REPORT**
These remarks, made by the Churchwardens in the absence of a Treasurer, accompany the presentation of the Accounts for 2021. Detailed analyses of the receipts and payments are available on request. Peter Saltiel of Church and Charity Accounts Service was St Mark’s Independent Examiner for the year 2021.
## _FINANCIAL SUMMARY_
## _INCOME AND EXPENDITURE IN 2021_
St Mark’s income for the year amounted to £87,984 (2020: £80,866) and expenditure for the year amounted to £67,118 (2020: £75,184) resulting in an excess of income over expenditure of £20,868.
## _ASSETS AND LIABILITIES_
At the end of 2021 St Mark’s held in cash £56,476 at CAF Bank (2020: £36,318) and was owed (debtors) £863 (2020: £200).
## _FUND REPORTS_
The General Fund held £20,008 at the start of 2021 and £13,619 to carry forward to 2022. Church income is mainly from voluntary giving, charitable activities and fund raising (including the church “New to You” shop).
The Organ Fund held £5104 at the start of 2021 and received an income of £118 resulting in a total of £5222 (restricted) at the end of the year. Once the heating project has concluded the PCC will discuss how best to proceed with a project to refurbish the organ and also how to best encase it to, amongst other things, provide greater protection.
The Youth and Education Fund (restricted) held £6911 at the close of 2021.

The Relief Fund (restricted) holds donations of £2430 to provide assistance to needy or vulnerable people within the local community.
The Heating Fund (restricted) at the end of 2021 totalled £15,336. This was after income of £7654 during the year and expenditure of £2995.
The Contingency Fund (designated) was originally established in November 2018 following the Archdeacon’s Visitation when it was recommended the PCC set up a contingency fund to help meet the costs of unforeseen items of expenditure particularly repairs and maintenance relating to the church building. At the close of 2021 the Fund held £12,000 with redecoration expenditure and repairs to the chapel envisaged in 2022.
## _RESERVES POLICY_
The PCC’s policy for reserves in excess of need is to make charitable donations to the wider church or other charities. In 2021 St Mark’s was able to honour its substantial commitment to the Common Fund. The Common Fund includes an element of charitable activities and our Archdeacon advised that we needed to prioritise our responsibility towards the needs of the building ahead of donating any excess. This being so the advice was followed and the Contingency Fund was established in January 2019.
## _OTHER NOTES_
Bank Accounts: St Mark’s held two bank accounts with CAF Bank, a Gold Account and a Cash/Current Account which held the General Fund. The Restricted and Designated Funds were kept in the Gold Account in order to gain a modest amount of interest whilst they remained there. However when it became apparent that with interest rates having declined to a minimal amount it made bookkeeping/accounting easier to keep all funds in one account. During the year the Gold Account was closed and all funds transferred to the Cash/Current Account. In our opinion on entering 2022 St Mark’s financial position appears to be sound.
## **FABRIC REPORT**
The fire risk assessments has been reviewed annually and monitored constantly to ensure the risk profile is maintained. Remedial actions have been noted, some of which have already been progressed. To promote awareness of the evacuation strategy Fire Action Notices have been installed.
Emergency lights have recently undergone a significant amount of work to ensure they are effectively maintained. The gas hob and electric oven have been identified as requiring an upgrade so funding has now been secured and replacement of the units can now be progressed.
In respect to health and safety, the COVID risk has been effectively managed in accordance with Government advice.

## **ORGANIST’S REPORT**
2021 saw musical life at St Mark’s thankfully returning to a normality we now realise is precious and to be treasured. This was epitomised in September by the resumption of our tradition of sung first-Sunday-of-the-month Evensongs. These are always enjoyable and fulfilling services for the Organist and he is grateful for the impetus they provide to explore the organ’s repertoire.
The choir from Our Most Holy Redeemer continued their relationship with the church through singing for an Advent carol service which included pieces from the Renaissance (Byrd), Romantic (Mendelssohn) and more recent eras (John Gardner’s energetic _Tomorrow shall be my dancing day_ and Jonathan Lane’s tender setting of _There is no rose_ ).
The Organist is grateful to Emma Deane for returning to sing on Sunday mornings when she could. She is a model of dedication and commitment.
Congregational participation made a welcome and overdue return and it is as good as always to see and hear the congregation making their musical contribution to services in the accustomed St Mark’s style.
The Organist is wonderfully supported and encouraged by the clergy and congregation of St Mark’s and is glad to take this opportunity to record formally his gratitude.

## **DEANERY SYNOD REPORT**
Due to Covid restrictions, most of the business of the Deanery Synod was conducted by Zoom meetings. I was re-elected Lay Chair for the Triennium. Rev’d Tamsin Merchant shadowed Paul Zaphirou before becoming the new Area Dean of Islington on 1st December. At her request I became responsible for updating the list of Representatives for all the churches in the Islington Deanery. Dates for Deanery Synod meetings for 2022 were agreed (St Mark’s is to host on Wednesday 15th June – the usual format is that people gather from 6.30 pm for light refreshment and the meeting starts at 7.00 pm, concluding with further drink/nibbles and a chance to socialise and exchange news).
There was a National Deaneries Network meeting addressed by Stephen Cotterell on ‘Emerging Vision & Strategic Potential for the Church for the coming decade’ which Deanery Synod Representatives were urged to bring to the notice of their PCCs.

## **TRINITY CHURCH ISLINGTON**
At the start of a new lockdown in January 2021, Trinity carefully considered the new allowance for churches to continue to meet. After putting a variety of extra safety measures in place, we were thankful to have St Mark’s to meet in through those dark winter months. It was very odd doing church without talking to each other, but for many from Trinity it was an option we were very thankful for. And for those less able to meet in person, we continued our livestream.
On Sundays we worked our way through 1 Samuel and the search for a leader for God’s people. On Tuesdays we met online in the first half of the year and were bowled over by the encouragement of Hebrews and the certainty of the secure hope we have anchored in Christ.
Again, under government provisions, we were able to meet in person with safety provisions for a parent’s support group in St Mark’s upstairs room. Come the Summer, we were also able to launch a new toddler group there too. It was a joy to welcome back some old faces from our previous Tuesday toddler group. This ran as a trial for a few weeks in July, and then began in earnest in September 2021.
We have been glad to meet again on Tuesday evenings in St Mark’s since September for our small groups, enjoying time in Luke’s gospel. And after a year of online carol services, it was good to welcome people into the church to celebrate Christ’s birth in December.
We continue to be thankful for St Mark’s as a place to meet and for the support and kindness from the St Mark’s family.
## **WORLD COMMUNITY FOR CHRISTIAN MEDITATION**
St Mark’s Church hosts the International office of the WCCM, Meditatio and The Meditatio Centre.
WCCM International Office is back working at St Marks but the team is now doing a kind of hybrid working – here and at home. Our office consists of Catherine Scott, WCCM Head of Operations, Anuja Janarthanan, Accountant, Elena Cass, Bookkeeper, Bridget Chetwynd, International Office Manager, Aneta Myk, Cleaner and Kate Middleton, Director of Meditatio, WCCM. We are looking for a Meditatio Centre Coordinator to help with running the events at The Meditatio Centre and looking forward to expanding our team in that way. We make sure that the office is covered everyday so that we are able still to offer weekday lunchtime meditation. People are slowly coming back though numbers are lower than pre lockdown I think due to the number of offices that are now closed and people working at home.
The Meditatio Centre events here at St Marks are also lower in numbers in person so we are offering HYBRID events to people who want to come and also live streaming all events online. We have a huge audience globally since lockdown. We are looking at ways in which to reach out to the more vulnerable groups in society and hope to

start some new initiatives in 2023.We are also looking for artists to exhibit again at the Centre now we have reopened so please do get in touch if you are interested!
The WCCM International Centre in Bonnevaux, France has fully openEd now to welcome visitors to stay in the retreat centre there. It continues to establish itself as the International Centre for events and retreats though the administrative centre of WCCM will remain in London at St Mark’s for the foreseeable future. Do take a look at Bonnevaux’s website as it is stunning and open for all to visit www.bonnevauxwccm.org
We continue to value the generosity and support of Rosemary and all at St Mark’s and we are very happy to be a part of your church community and the community of Trinity Church .

## **4th CLERKENWELL RAINBOWS, BROWNIES AND GUIDES**
Rainbows 5, Brownies 8, Guides 6
It has been another difficult year with Covid at the start and then several of our old guiders passing, and the Duke of Edinburgh demise for our Queen. 4th Clerkenwell lost one of their helpers from the past Miss Francis Cowan who was in her 90’s and use to run 4th Clerkenwell groups with Pauline Morgan and still helped at our Sales by being on the door collecting the entrance fees, she passed away and will be sorely missed as will Gaddy’s who was a Guider for many years with 3rd Clerkenwell. Also, Michelle and Elizabeth who were helping with 4th Clerkenwell have moved homes so left. Good news we have a new helper who is to take her Warrant for the Guide section Sharon who helped at 3rd Clerkenwell. The themes: 1. know Myself, 2. Express Myself, 3. Be Well, 4. Have Adventures, 5. Take Action; 6. Skills for My Future.
The Rainbows have been completing their skills builders Stage 2 for Innovate, they made sails on their boats and then had a race by pulling them along with wool. They made bird seed balls and hung them up in the church grounds and took some home if they had a garden this was part of a UMA (unit meeting activity) towards their helper badge Help the planet. They also played another UMA called Frogs in a Pond which was part of the pink theme. They have made slime a UMA Lead activity. Learnt what Kernels were and made popcorn with adult supervision with a popcorn machine, made chatterboxes as part of Communicate Stage 1 skills builder and all rainbows passed their Artist badge.
During the year the Brownies have made friendship bracelets, completed their Travel Badge Level 2 participated in several UMAs one being a Dog challenge, some of the Brownies who were completing their Helper Badge took part in our fund-raising event. They also made friendship bracelets and Gods Eyes (Mexico) being one of the

activities for Thinking Day as well as finding the countries on the map of where the different traditionally dressed dolls came from.
Guides passed their Influence skills Builder and made popup cards for skills for my future and made bags from recycled material. They held a taste test – Live Smart Stage 3, and made Smoothies towards their Mixology badge, they also completed Express Myself Drawing interest badge. Learnt circus skills as part of the Lead Stage 5 – sills for my future. They made some potato cakes to celebrate St Patricks day and Amelia passed the Fitness badge, they also passed Skills Builder Guides Be Well Feel-Good Stage 3 they enjoyed the Strike a Pose.
This year we were able to attend Remembrance Day Parade at Finsbury Memorial Service where the girls were able to meet the Mayor of Islington and have a chat with him. We were also able to have a Christmas Extravaganza and we joined a Girlguiding UK event to the Cinema to watch Disney Encanto (Miracle of Mirabelle) complying with COVID restrictions. This year we were given a grant for each group of £200 which we used on various equipment, skipping ropes, balls, books, unit bags, guider uniform for our new volunteer, fabric pens and the like. We have been able to do a few fund-raising events one being joint with St Marks church, but our main fund raisers again have been Christine and her mother who have been knitting and sewing furiously and raised over £245 which will be used for travel to Magic Mayhem at Blackland’s farm Guide site and our pack holiday later in 2022. We would also thank Father Christopher for letting us use St Marks church premises, Churchwardens Rosemary, Martin our team of Leaders Sarah, Yvonne, Teresa, Sophie, Sharon , June, our friends Jill, Joan (Ladybird), and the Meditation Centre, all who help to keep 4th Clerkenwell going.

## 1 BASIS OF PREPARATION
## 1.1 Basis of accounting
These accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant note(s) to these accounts, accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014 and with the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102).
## 1.2 Going concern
At the time of approving the accounts the Trustees have a reasonable expectation that the charity has sufficient reserves and that the charity is a going concern.
## 1.3 Changes in basis of accounting
The accounts present a true and fair view and no changes in the basis of accounting have been made during the year.
## 2 ACCOUNTING POLICIES
- 2.1 Fund accounting
_Restricted Funds_ represent income, donations or grants received for a specific purpose and may
_Designated funds_ are general funds that are reserved for the refurbishment of the church.
_Unrestricted funds_ are general funds which can be used for PCC ordinary purposes.
## 2.2 Incoming resources
Planned giving, collections and donations are recognised when received. Tax refunds are recognised when the incoming resource to which they relate is received. Grants and legacies are accounted for when the PCC is legally entitled to the amounts due.
## 2.3 Resources expended
Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The diocesan parish is accounted for when due. Amounts received specifically for mission are dealt with as rest
## 2.3 Fixed assets
Consecrated and benefice property is not included in the accounts in accordance with the Charities Act
Movable church furnishings held by the vicar and churchwardens on a special trust for the PCC and which require a faculty for disposal are inalienable property, listed in the church's inventory, which can be inspected (at any reasonable time).
Equipment used within the church premises is depreciated on a straight-line basis over four years. Individual items of equipment with a purchase price of £500 or less are written off when the asset is acquired.
