Crystal Palace Park Trust is a ¢harity that formed in 2016, recruiting an independent board of loc81 experts and
campaigners to support ils development. It was Incorporated in 2018 and obtained charitable slalus in 2021. In
September 2023, after decades of eommunily eampaigning. Crystal Palace Park Tru51 look over custodianship

2024 Ovop41ew
2024 was a milestone year for Crystal Palace Park and the communities that live in the surrounding five
Boroughs Icroydon, Bromley, Lewisham, Lambelh and Soulhwarkl. After decades of community ¢8mpaigning
for 8 new way lO￿ard for this beloved 'surrogale back g8rden' and nationally 18nd internationally) significant
historic site, the Trust entered ils first lull year as the park's new custodian.
Over the twelve months during 2024 our team ttelivered a slep-change In the quality of day-104ay grounds
maintenance in the park, launched a unique venue follow￿ng a multimillion restoration project. made rapid
progress towards the start of an ambitious park regeneration scheme, and expanded the breadth and reach of
the cultural. heritage and sporting programming for the benefrt of visitors.
At the same lime. the Trust's growing and arnbiliou5 Staff team worked hard behind the scenes lo develop the
resilience and financial sustainability of the charity, and one capable of doing justice lo this 170-year-old
landscape whilst better serving Its almost one million vi511s per year.

Park management and malntonance
Crystal Palace Park is not your typical park. Al over 200 acres Il is far larger than most urban parks. Beloved as
a 'ba¢k garden, lo many people in the surrounding neighbourhoods, rt is a150 of national and international
significance due lo ils design as the grounds lo the Victorian architectural masterpiece, The Crystal Palace, and
ils rich unique herila9e including the 170-year-old world-famous dinosaurs.
Today. circa one million people visit the park every year., lo relax and meet friends and family, lake part in sports
and physical exercise. enjoy world<lass acts during summfjr leslival$, or simply have a moment ol peace and
enjoyment of nature. However, followiny years of underinveslmenl and maintenance, il is now not only on the
Herrtage al Risk Register 11self, but Is also home lo many other assets 8190 individually registered.
In 8hort.' restoring and enhancing the physical environs of the park - both ils manmade and natural a$sel$ will
be a long-lerm undtsrtaking. However, in recognition ol the huge vesting ol trust in our new remit. the Trust 16
concerned lo tackle as quickly as possible some ol the most serious delieils and Llefects in the park. This
applies both lo the Important heritage asse15 in the park, bul also lo the day404ay faeililies that the visiting
public need lo have safe enjoyment of the park.
Our new grounds team delivered by external contractor Gavin Jone8 - gol lo work delivering a slep<hange in
the level of care for park and. after years of a shoe-51ring maintenance regime, simple steps such as lilling
potholes, clearing leaves from paths, improved liller ¢ollection, and graffiti removal were warmly received by the
local community. Sighllines were improved in key locations by cutting back and thinning bushes. increasing the
safely perception of park visitors particularly al dusk, and more regular tree surveying and works 18ckled the risk
lo people from 1811ing branches.
Of course il is not possible to tackle all the issues lacing the green. blue and built assets in this complex. 200
acra Site. particularly given thè scakg of thg heritage and maintenance dgficil. but the hard work has truly begun
and the team is le8rning how best lo care lor the park so th81 il is sale, welcoming and enjoyable for all visitors.
as well as a place where wildlife can flourish. In leslamonl lo the progress already bein9 made, the GLA-run
National Sports Centre has ¢onlra¢led the Trust lo cover their grounds maintenance as well and unify 118 811e-
wide management.
Unfortunately, as an urban location with a porous perimeter that is a¢¢gssibl& 24 hours a day, Ihfj park
experienced some theft and vanda11sm during the ygar. Incidents includgd graffrti lo heritage assets, theft of
gTDunds maintenance tools and equipment, and - most devastatingly - the theft of the Royal Naval Volunteer
Reserve Memorial Trophy. The Trust worked closely with the local police team and also employed on-site
physical security guards alongside seeking advice from English Heritage's and Historic England's security ￿ad¥
and will be eonducling a lull security audit exercise during 2025.
Subway restoratlon
Stepping away from the day-l04ay, the most significant enhancement lo the park was the eomplelion of the
major £3.6m. two-year resloralion of the Grade Il'.listed Crystal Palace Subw8y. The Subw8y - originally the
pedestrian access for rai￿aY passengers coming to see The Crystal Palace
had been largely derelict for
eighty years after suffering severe damage from anli-aircraft fire during WWII. Funding for the work was
secured thanks lo a 14-year cgmmunily-led resloralion campaign spearheaded by the Friends ol Crystal Palace
Subway. with Major grants awarded by Historic England and the City of London Strategic Investment Pol.
Custodianship of the Subway was transferred to Trust upon ils re-openin9 in September 2024, which we
marked with a series ol celebratory events and free Open Days. In the three months following opening,
approximately 6,000 people had been through its Inewl doors lo marvel al the ornate architecture, leaFn about

cinema. a silenl disco and stand-up comedy. The success of the project saw il win the Londonisl's award for
Best Comeback and the National RaiKvay Heritage Award for Best Partnership.
Regeneration plan next pha$8- Dinosaurs and Terrace
The Trust continued lo co4evelop with the London Borough of Bromley antj HTA Design the mukimillion pound
park regeneration and resloralion scheme and were delighted lo achieve full planning consent In June 2024.
Moreover. all the necessary funding for the first phase was secured. wrth 9ranls from The National Lottory
Heritage Fund and a range of trust and foundations. alongside millions from enabling devekspmenl funding
arising from land sales of pockets ol publicly Inaccessible land on the north*a$l side of the park.
Works will start onsite in Spring 2025 and will continue for 18 months. with the Trust and 8romley Council
working closely lo oversee delivery. including communication with park users about the irnpacls on their typical
visits for the duration of the works.

While Crys181 Palace Park was specifically designed lo host open4ir, diverse programming for large-scale
public audiences. for nearly 90 years following the destruction of the Palace il ha$ sufferod an absence of any
concerted approach. Since assuming responsibility for events and programming in the p8rk in 2021. we have
sel out lo reverse this deficrt by Irialling. refining and expanding a broad offering in ils unique spaces. Through
free and paid-for content, professional and amateur performers, we have mel audience appelile lor 'eutturg' In
ils fullest delinilion.. music. visual art, dance. Ihealre. sports, heritage. play. learning and wellbeing.
We are therefore delighted lo report that in 2024 an incredible 188,832 people benefited from a vibrant, varied
and lively year-round programme of events deliveretJ by the Trust as well as our commercial and community
partners.
The tt¥o summer fe51iva15 offered by p8rtner5 Festival Republic and Winlerslow's South Facing. continued lo
offer world<lass acts upon the Italian Terraces and in the iconic Bowl, with particular highlights including Grace
Jones singing whilst hula-hooping for twenty minutes. and visitors being able lo see two generations of the 8ob
Marley family In the park, a filling Iribule given the Concert Bowl hosted his final London pertormance and
largest ever UK gig.
Our own free public programming exp8nded out from the Summer of Play for children and young people lo
Include 'somelhing lor everyone. via the Introduction ol new seasonal offers". Winter Wellbeing, Spring Tale5.
Summer of Play. Play Fall and Sunday Sounds. We also Irialled some events In the Subway space In winter
including comedy nights, a silent disco and an art and craft market. Over the year 9,832 people participated in
activities spanning music. dan¢o. drumming. yoga. craft workshops. archèry and much, much more.
To advance tho •ducatlon of the publlc, including the hlstory and heritage of the park.
The history of the Trust's origins is one of eommunily passion and aetivism and il is vital lo the success of the
charity that il maintains a strong connection lo the needs. inleresls and aspirations of the neighbouring
comrnunilies.
During 2024 we began lo build a series of academic partnerships to support the development of schools and
community engagement programmes as well as the delivery of skills and training in the future. Our new Senior
Communty Programmes Manager, recruited wrth thanks lo the National Lottery Community Fund grant, slarted
in post in Spring and quickly got lo work building the policie5 and procedures needed to launch the Trust's first
safr. accessible and meaningful volunteering OPPOrtunilies so that everyone who wants lo gel involved in the
park can do so in a way that Interests them.

Over the second haw ol the year a number of volunteer opportunities were Irialled including visitor engagement
al the Subway and Secret Garden Open Days, welcome and logistical support for the Trust's Summer of Play
programme, and horticuttural activities such a5 vegelalion Clearan￿ on the Dinosaur islands and delivery of a
new sustainable planting scheme in the flower beds closest lo the Crystal Palace entrance to the park. Building
on the lessons learned, the volunteer programme will launch fully in 2025. with The National Lottery Heritage
Fund enabling the re¢ruilmenl of 1 FTE Volunteer Officer lo support volunteer recruilmenl and coordination.
We continued lo work wrth the park s dedicated and enlhusiaslic speci81isl Friends, groups and Dlher local
commLknity stakeholders. Most notable among these were the Crystal Palace Museum. Friends of Crystal
Palace Skatepark, Crystal PaL4ce Foundation. Friends of Crystal Palace Dinosaurs. Friends ol Crystal Palace
Park, and Invisible Palace. In addition lo bilateral working, quarterly information sharing sessions were
established and the Trust provided practical support lor the groups through measures such a5 paying for their
insurance as well as providing support in vital areas such as risk as5essmenls. safeguarding and volunteer
management trainin9. A critical workslream has also been ensuring that the groups have the opportunity lo
input into the designs and Interprelalion plans for the upcoming regeneration proieel, bringing lo bear their
unique expertise and knowledge, working together and with new voices lo tell the stories of the park and ils rich
history.
Finally, It is important lo mark that two 'Friends of groups- Friends gf Cry$lal Palace Bowl Ilhè outdoor concert
venue) and Friends ol Crystal Palace Subway - disbanded during the year as a resutt of having suece6slully
delivered on their campaigns to save unique assets which had fallen into disrepair and been out ol public use
for decades. The Trust is indebted lo the remarkable dedication. hard work and passion of the volunteers
behind the group5.
Looking ahead. we will also soon be gslablishing new park user Advisory Groups in 2025 with rocruilmenl
starting in early spnng lor specialist Access and Youth panels. Participants will be financially compensated for
their time lo onsure those from a wide var￿elY of economic backgrounds are able lo join in.
Partners and Funders
Spe¢ial recognition musl go lo the London Borough of Bromley's Regeneration team, with whom we have
extensively collaborated with over the year as we co-develDped the detailed ¢Jesign$ for the upcoming
regeneration works. This is a flagship partnership, of which there are few comparators nationally, and we l¢)ok
forward lo going from strength to strength together.
We are also grateful for the continued advisory and funding support from Historic England (HEI along with olhgr
valued lunders including the National Lottery s Heritage and Community Funds. the Wollson Foundation, the
Garfield Weston Foundation, and the London Marathon Foundation amongst others.
During 2024 the Trust eslab115hed regular eng8gement meetings with Councillors representing comrnunilies
across the five neighbouring London borDU9hs of Bromley, Croydon, Lambelh. Lewisham and Southwark. We
also continued lo serve as 8 key stakeholder lo the mutti-million-pound regeneration plan for the Greater
London Aulhorily's National Sports Centre. which sits wholly within the footprint of the park but outside of the
Trust's remit.
Organlgatlonal resillence
The Twsl's organisalion81 malurty has come on leaps and bounds in the last twelve months. Fir81ty, we grew
from 9 staff lo 14 with the introduction of new roles including a Head of Finance and Corporate Services, a
Senior Community Prograrrimes Manager, a CommL*nicalions and Marketing Manager, a Volunteer Officer and
a Community Engagement Officer.
A se¢ond major char*ge was the recrurtmenl of the Trust's new permanent CEO, Vietoria Pinnington. Victoria

joined the team in June 2024, bringing over a decade of senior leadership experience from the Horniman
Museum & Gardens Whe￿ she was latterly Interim CEO. Victoria has guided the slaft and Trijstee team
through a Ihree-year corporate plannin9 and budgeting exercise. as well a$ building ottr organisalional
inlrastruclure ranging from HR and finance policies and procedures. a staff terms and conditions benchmarking
exercise. a new approach lo management reporting and risk management, and new policies lor safèguarding
and ethical fundraising amongst others. Our thanks go lo thè 18nlaslic Val Shawcross, CBE who retired from
her rolè as interim CEO In May 2024.
During the year, the Trust was governed by a diverse board of 11 trustees, many drawn from the kjcal area and
selected for their professional skills via an open recruilmenl proeess. They provided their time and expertise
wilhoul remuneration and mel every quarter. The Trust's wholly owned subsidiary, Crystal Palace Park Events
Limited, governed by a separate board ol director5 SUPPOrted our commercial revenue-generating activities.
We began to develop and diversify our income streams throughout the year. most notably through the
inlroduclitsn of car parking charges in the summèr. While the car parking charges were undoubtedly not
universally popular, they now provide a vital Income stream which Is reinvested directly back into the care and
development ol the park Is well as working lo Incenlivise environmentally friendly travel to the park among
visitors. At the end of 2024 we commissioned external commercial support lo expbre options lor further
revenue generating opportunities such as an expanded food and beverage offer. retail and enhaneed events
and experiences, working lo create a 'lull day out, offer lor visitors from near and further afield. We look forward
lo starting lo realise more ol the potential of the park and enhancin9 the visitor exper1ence In 2025 and bgyond.
In addition. hundred8 of other talented individuals were engaged onsite throughout 2024 as suppliers, partner8,
and volunteer groups.
Looklng ahead to 2025 and bgyond
As outlined in our Corporate Strategy and Plan 2025-27. we will continue lo buikl on the improvements made
during the p851 year by delivering key activities in pursuit of six Strategic Principles"
Welcoming lor all.. We will provide infraslruclure, acliviligs and events in the park that are saf¢,
8Ccessib￿, and inclusive, and are available to all ils users regardless of age. gender, ethnicity. belief or
physical ability.
Conservation.. W¢ will prolecl, conserve, enhance and adapt the historic and natural environment of Ihg
park. We will restore, renew and enhance the historic structures, monuments and landscapes, in keeping
with Sir Joseph P8Xton's original vision.
Environment." We wil5 promote biodiversity and nature conservation. develop a climale-change regilienl
environment, reduce and miligale ils carbon loolprinl, and enhancè ils O￿n and grèen spaces.
Educate and Engage.. We will make the park a place for learning and skills development, and support the
regeneration and restoration ol the park as a resource for discovery. Interpretation ond educational
opportunities. including local museums and other institutions.
Create a place for recreation and enjoyment.. We will coordinate the development and management of
events and activrties within the park, its cultural, sporting, play and leisure faeililies, and spaces for
informal uses of the park.
Organisalional resilience and econornic impact.. The Trust is committed lo effectively managing our
resources including being a good employer. partner and client whilst providing sustainable financial
stewardship 50 that we can continue to ¢8re for. develop and share our Park lor the widest public benefit.
Encapsulating many of the above priorities. during 2025 we will begin work on the next phase of the park's

Flnan¢ial revlew
The Trust is a charity and during 2024 was committed lo responsible. sustainable financial stewardship. The
Trust and ils trading subsidiary CPPEL are responsible for raising circa 90.95¢h of the park's annual revenue
needs. Overall, both enlilie5 continued lo develop resilience by performing w911 financially. The Trust 15
committed to the pledge that 'Every penny raised in the park is spent in the park.,
To181 ineoming resources for the year amounted lo £1,932,711 12023.. £1,061,244) and direct charitable
expenditure amounted lo £1.S99.302 1£968,5141 leaving a net surplus of £233.409 12023 £92,7301. Al the
rinancial year end, the Trust had ca8h in the bank and in hand 01 £1,181,92412023. £970.9271. A pr>rtion of this
relales lo events o¢curring after the year end, which has been reflected in deferred income and will be
recognised in next year's Profil or Loss.
The ¢onsolidaled balanee $heel shows the financi81 position of the Trust and rts trading subsidiary as 8131

As recognised earlier the introduction of car park charging made a significant contribution lo Ihg inetsme.
Together with Qlher lease, management and conces6ion income. alongside significant grant income supporting
Tevenu9 ¢OStS, the Trust is on a sound foundation. During the period, groundwork was a150 put in place lo
develop a culture of philanthropy in relation lo the park. Over the coming years we will be expanding our
fundraising activities whether grants from trusts and foundations. individual giving. major gifts, legacie$ or
c¢rporale partnerships lo support the Trust in achieving rts mission.
Overall. 2024 was also an exlrgmely successful ygar for events in the park, both commercially run and
communily-led. with event income managed through the trading subsidiary, Crystal Palace Park Events Ltd. The
overall trading position was slrong with a profil of £120,398 12Q23" £358.8051 and a turnover of £1.206.221
12023.. £973,172). The tremendou5 hard work pul in by the events team 18 acknowledged for achieving the
excellent result this year. 11 is anlicipaled that the Trust's income and expenditure levels will start lo slabilise in
the region of £2 - £2.5 million in the coming y08rs a5 we consolidate doliv8ry of our new remit.
The Trust also continued lo raise additional reslricled monies lo support capital project developments. Including
those outlined in the regeneration plan, as we aimed lo restore and enhance all the park's Incredible heritage
assets under our guardianship, and develop new infrastructure, attractions and services. Grants were pledged
andlor seeured from The National Lollery Heritage Fund1£5ml, Garfield Weston Foundalion1£500kl, Wolfson
Foundation 1£1 OOKI, London Marathon Foundation 1£140kl and Pilgrim Trusl1£30kl. alongside millions from
enabling development funding arising from land sales of pockets of publicly inaccessible land on the north-east
side of the park. The major £3.6m, tWO*year resloralion of the Grade Il'_lisled Crystal Palace Subway was also
compEeled during this period wrth major grants awarded by Histori¢ England and the City of London Strategic

As the Tru51 commenced lull operation as the custodian of the park in September 2023. the Trustees have
a9reed to build the unrestricted free reserves fund over a period of years. Taking this approaeh aims 1¢ reduce
the risk ol removing a large portion ol the working capital the Trust has lo fully operate and maintain the park.
Th¢ Trustees agree that until the organisalion has a robust understanding of the costs of maintaining the park,
and has time to address the delicils in maintenance that has built up over several years. including preserving
heritage aggel8, funds need lo be available lo carry out a programme ol works to 8ddress Ihe8e i58ueg.
In considering the appropriate largel range of unreslricled free reserves needed. the Trustees have considered
the income slr¢ams and how robust they are. the impact il there is a partial or complet& wilhdrawal of funding,
and any gaps in new funding. The gnvironmgnlal risks as well as the cost of closure were also con51dered when
setting the largel range ol unreslr*cted free reserves.
Unrestrlcled Ire¢ reserves
The largel unrestricted free reserves range is based on Core c¢ns01idaled essential expenditure for up lo six
months. The rninimum level ol unrestricted free re$9rves a$ Identified in the core budget is £654.S96 and
represents 27'1t ol the lolal expenditure budget lor 2024. The maximum level of unrestricted free reserves as
identified by the Core budget is £897.177 which represents 370A of the lolal expenditure budget for 2024.

The Trustees have 8gr8ed that the surplus funds of £239.783 wll be designated for special Projects identified
by the Trust as a high priority and where they would not normally fit easily into the 8nnual timetable or spending
profile of the Trust. These funds will support delicils In maintenance that have buitt up over several decades,
Including preserving heritage assets, alongside implementing key organis8tic>nal priorrties as the Trust grows.
Sd, Rlsk management
A risk management policy and framework is in place for managing business risks and considers all aspects of
Ihe Trust's operations and cutture. These risks arè identified and monitored for each area ol operation as well
as for major proie¢ts and significant new aelivilies. The Senior Leadership Team formally reviews these fisks
quarterly during the year, as well as discussin9 them al their regular meetings. Trustees review the major fisks
to which the Trust is exposed and the measures taken lo mitigate them al both the quarterly Finance Committee
and Board meetings.
The principal risk is around the capacity of our workforce lo deliver the scope of projects outlined. particularty in
the area of ¢apilal works. The regeneration project delivery will add a substantial workload lo many teams

The Company operates a defined contribution plan for its employees. A delined eonlribulion plan is a
pension plan under which the Company pays fixed contributions into a separate entity. Once the
