NORTH DORSET BKA ANNUAL GENERAL MEETING NOV 2021 – TRUSTEES REPORT

Charity Formation and Organisation

As agreed at a Special General meeting on 11 Dec 20, the Blandford and Sturminster BKA changed its name to the North Dorset BKA and applied for charity registration as a Charitable Incorporated Organisation (CIO). Registration was granted by the Charity Commission on 24 Jan 21, with Charity Number 1193201. Five trustees were appointed to serve until the first AGM: Lesley Gasson, Tim Villiers, Terry Payne, Gordon Grant, and Robert Camping. The Association subsequently registered with HMRC as a charity for tax purposes, which allows us to claim gift aid on subscriptions and donations where correctly permitted by the payees.

The Trustees have agreed that the routine management of Association activities will be in the hands of a Management Committee, which is similar to the old BSBKA Committee. The Trustees have agreed a formal delegation to this committee and specified the limits to its financial authority. The delegation statement has been included in the circulation of papers to members.

Finances

The CIO took over the assets of the BSBKA, and all accounts have been renamed. The annual accounts are presented separately. The finances naturally suffered during the Covid period because we were unable to run courses in 2020, and some of the fees paid for the 2020 course were held over to 2021. Nevertheless, the overall position remains very healthy because the BSBKA had built up a sufficient balance to weather the storm.

Membership

All Registered, Partner and Associate members are members of the CIO and have equal voting rights. The Charity Constitution defines Associates as “A member who does not currently keep bees but who has completed approved training or, in the opinion of the trustees, has appropriate experience”. Non-beekeeping members of the Association who do not meet this criterion are now classed as Friend members and are not part of the CIO.

As a result of guidance on insurance issues from the BBKA, it has been agreed that from 2022 all students on the Beginners Course will become Registered members, and the cost of the course has been raised correspondingly.

The CIO currently has 118 members, of whom 16 are Associates. These figures are provisional, as renewal is still in progress. The Association has moved to an online renewal system using the eR2 national membership database. This will reduce data errors due to transcription of information from emails, and it will automatically keep Gift Aid records in a form suitable for direct upload to HMRC.

Operational Activities

This year the Association has concentrated on re-establishing the training programme and on planning for a move a new apiary site.

Training. A full Beginners Course was run, albeit with some modifications due to Covid requirements. The Introductory Day could not be held because of Covid rules, and was replaced by a Study Day in July, which fulfilled part of the purpose of the normal event. Geoff Buckland also held a queen rearing course in July.

New Apiary. It has been evident for some time that the current training apiary site has become unsuitable, largely because of constraints imposed by the landowner and access problems. After a lengthy search for alternatives we identified a site at Holloway Farm, Shillingstone, which is owned by Dorset Council. The site suits NDBKA’s needs well. It is flat and discreet, being surrounded by hedges and other agricultural land. It has good vehicle access and offers the options of connections to mains water, drainage and electricity. The Council has offered NDBKA a 25-year lease of land, and negotiations are well advanced. Planning Permission for a building on the site has been applied for. A detailed explanation of the plans will be given to the AGM, and the approval of members will be sought.

Outside Events. The Association participated in the Shaftesbury and Gillingham Show in August. We were unable to provide “live” bees on the stand or honey for sale, but the event was nevertheless judged worthwhile in giving publicity and providing public education. The subsequent Food and Craft market, where we intended to sell honey, was unfortunately cancelled. Prior to the Show, we provided a demonstration and display at Gillingham Library as part of their summer reading challenge, which was well received.

Honey Sales. The arrangement with Dikes of Stalbridge to sell the honey from the training apiary has continued this year, although the amount available is less.

NOTES:

1. 2019/20 reduced by Covid, then higher course numbers in 20/21; includes most of prepayments from last year.

2. NDBKA honey sold through Dike’s of Stalbridge as before, but quantities lower. No market sales this year.

4. One person donated their £100 training deposit to the Assn when they had to pull out. £50 from a swarm collection, and £25 CAF Bank Charitable donation. All allocated to Project Fund.

7. Following the demise of the BBKA all risks insurance scheme for apiaries , it has not yet been possible to identify a suitable replacement.

10. Liabilities are expenses for FY20/21 submitted late and not paid by year end (£527.20) and FY20/21 element of Shillingstone PCC invoice paid after year end (£180).

11. The Training Reserve covers fees paid by year end for training not yet undertaken. It includes both 2020 course fees held over but not used in 2021 and 2022 fees paid early.
