## **OBJECTIVES AND ACTIVITIES** 

## **Objective** 

The objectives of the CIO are, for the public benefit, to relieve people within South Craven (Skipton and the  surrounding villages as agreed by the Trustees) who are in need by reason of their age, ill health, disability, financial hardship or social circumstances in such ways as the trustees shall think fit, with particular emphasis on those who are affected by  or victim of other disaster, trouble, catastrophe or war. 

## **Significant activities** 

Skipton Step into Action continues to be a dynamic, community-led group, run by and for local people in Skipton.  Our activities provide practical and emotional support to those in need and their carers. We operate principally as a Community Support Organisation and since August 2023 we are the Community Anchor Organisation for Skipton, appointed and funded by North Yorkshire Council and by central government via the voluntary, community or social enterprise funding stream from the VCS Alliance. We also actively raise funds locally and through relevant granting bodies nationally. This year, we have continued to focus and improve our activities in key delivery areas indentified  last year together with a new initiative supporting health improvement in the most deprived areas of Skipton (Core20 Project). The key delivery areas are: 

## Community Anchor Organisation 

In this area we have strengthened our team and continued developing our delivery against the core aims of the wider Stronger Communities Programme: o Preventing and reducing health inequalities. o Community resilience. 

o Social regeneration. 

The CAO contract is funded by North Yorkshire Council and the VCS Alliance, and aligns with the development of  our key services. This work is also supported by our SHIC (Staying Healthy Independent and Connected) contract which helps to cover core staff costs to ensure the effective delivery of services and activities which is funded by NYC  Health & Adult Services. 

## Wellbeing Hub & Café 

This is an out of hours drop-in service, open to all adults, providing a warm, safe space for people to connect with  their community, and engage in a range of creative arts activities, offering hot food, an activities programme, guest speakers and encouraging regular participants to get more involved with running the cafe and fulfilling that all-important sense of purpose. We also use this contact to signpost to relevant services for additional support as appropriate. In the year this was funded through the VCS Alliance and the Mental Health Transformation Programme. However, in August we were notified that this funding was being withdrawn, and, after internal debate, we decided that the service was crucial to our overall delivery and to the community we support so we have maintained delivery and sought, and obtained, new funding from January 2025. We operate in partnership with Pioneer Projects who have continued their support. 

## Nurturing Growth 

This continues to deliver a range of activities from Fisher Medical Practice who donate the use of their premises. The sessions reconnect people with their sense of self through group walks, singing, yoga, crafts and positive social interaction. We have also appointed a Key Worker to get alongside our users and help them get the support they need. Working out of the Nurturing Growth project. Funding continues to come from a range of sources, which include Beyondly, Pioneer Projects and NYC. Additionally, this year we were given a grant by Yorkshire Dales based on their assessment of our success with previous funding they had provided.

## **OBJECTIVES AND ACTIVITIES** 

## Transport Services 

We now have an effective operation providing transport support mainly for essential journeys but also developing services to local care homes for social trips. The service continues to have two main elements: 

o A "Dial a ride" service for journeys to medical or other important appointments which is delivered by volunteer drivers using their own vehicles. 

o Provision of a wheelchair accessible minibus providing the same essential journey support but also available for group trips etc. 

This has been supported by NYC Integrated Passenger Transport and funding from users along with voluntary donations. 

## Core 20 Project 

This is a two year project, funded by the NHS Integrated Care Board (via the VCS Alliance) focused on reducing health inequalities through the hosting and supporting of two part-time Community Health Connector (CHC) roles based in the Skipton areas of Greatwood & Horse Close and Broughton Road. In the year we have recruited the two CHCs and focussed on understanding the needs in those communities and building relationships with key community groups and other organisations working in those areas.The work is funded by the Bradford District and Craven Health & Care Partnership. 

## **Public benefit** 

The Trustees have had regard to the Charity Commission guidance on public benefit. 

## **Volunteers** 

We have continued to maintain a pool of 70 volunteers throughout the year, and they are at the core of our personal response to individuals through befriending, emotional support, signposting and the provision of practical help, such as accessing shopping and other essential supplies. 

## **ACHIEVEMENT AND PERFORMANCE** 

The year to 31st August 2024 has seen the following key achievements: 

o Accessed some £210,000 of funding to support our work which will carry us through the early months of our next year. However, a key goal remains the need to attract more long-term funding to support our continuing growth as a stable long-term team. 

o We have recruited Mark Hopley to strengthen the Trustee board and support the strategic plan targets. o We have strengthened the staff team including the appointment of a Key Worker. 

o We have received the Paul Harris Award from Skipton & Craven Rotary. 

## **Ongoing Delivery Goal** 

'Led by the community, for the community' remains at our core. Our infrastructure is responsive and dynamic to meet local needs. We are a grass roots, community-led organisation that harnesses the donated time of local people to improve lives. We have an integral role in the development of community-owned health and well-being initiatives, offering people new possibilities to connect through mutual interests, and the opportunity to expand horizons and improve our community's health and well-being. 

## **FINANCIAL REVIEW** 

## **Financial position** 

During the period there was a net surplus of £57,852 (2023 £23,311). 

Unrestricted reserves at 31st August 2024 were £43,401 (2023 £43,861). 

Total reserves at 31st August 2024 were £135,961 (2023 £78,109). 

## **Principal funding sources** 

The principle funding sources are: 

-Fundraising in the local community to generate donations. 

-Key relationships with local government and health organisations to elicit grant funding for both specific activities  and to support continued running 

-Undertaking contracted activity for health and governmental bodies to deliver specific community projects

## **FINANCIAL REVIEW** 

## **Investment policy and objectives** 

All funding for the charity is utilised to deliver the objectives and activities. As such, long term investment is not an activity envisaged by the trustees. Short term investment will seek to maximise returns with minimal capital risk. 

## **Reserves policy** 

Most funding is restricted to specific activities and expenditure is managed within those restrictions. However, the trustees have agreed that in order to promote resilience we will seek to keep 3 months operating expenses in accounting reserves. This is set at £30,000 as at 31 August 2024. The value of required reserves will be reassessed every 6 months. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Governing document** 

The charity is a Charitable Incorporated Organisation (CIO) and is controlled by its constitution. 

## **Recruitment and appointment of new trustees** 

In growing the Trustee Board, we continue to apply the key provisions from the Constitution Deed about eligibility which exclude certain persons and specify a term of three years. 

## **Organisational structure** 

The CEO reports into the board of Trustees. Reporting into the CEO are the Volunteer Coordinators, Project Coordinators, Key Worker and the Administrator. The Volunteer Coordinators oversee all volunteers within the organisation, with the support of the CEO. 

## **Wider network** 

We have continued to build our links with local VSO's and statutory organisations and enjoy ongoing collaboration through multi-agency working. We remain community-focused and continue our strong partnerships with social prescribing teams, Carers' Resource, Avalon, Living Well and NYC Adult Social Care, Pioneer Projects, SELFA, Skipton Fire Service, Age UK, WACA Alliance, Dementia Forward and NYC Stronger Communities.

I report to the charity trustees on my examination of the accounts of Skipton Step Into Action (the Trust) for the year ended 31 August 2024. 

## **Responsibilities and basis of report** 

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying  out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b)  of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set  out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds,  it is probable that the income will be received and the amount can be measured reliably. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Tangible fixed assets** 

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. 

Project equipment - Straight line over 1 year Motor vehicles - 25% on cost Computer equipment - 25% on cost 

Where assets are fully funded and purchased for specific short-term projects these are written off at date of purchase. For other assets depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. 

## **Taxation** 

The charity is exempt from tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. 

Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. 

## **Pension costs and other post-retirement benefits** 

The charity operates a defined contribution pension scheme. Contributions payable to the charity's pension scheme are charged to the  Statement of Financial Activities in the period to which they relate.
