The trustees who present their report with the financial statements of the charity for the year ended 28 February 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015). 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Governing document** 

Kingshurst Caterpillars is a Charitable Incorporated Organisation (CIO) and is registered with the Charity Commission in England. The Charity was incorporated on 15th January 2021. 

## **Organisational structure** 

The administration of the Trust is effected by the Trustees whom meet regularly. The board of Trustees implements and monitors matters of policy. 

## **Trustee selection** 

New trustees may be nominated and appointed by current trustees by unanimous decision.

The object of the CIO is to enhance the development and education of children aged two to four years old within Kingshurst and the surrounding areas, for the public benefit in particular by: 

- providing good quality care and education for two to four year old children within Kingshurst and the surrounding areas · 

- enhancing children’s social development · 

-   providing an environment where parents/ carers can have confidence that their children are looked after safely in a warm and encouraging atmosphere 

- ensuring equal opportunities for all children and adults. 

- encouraging parents / carers and the community to become involved in the early education of local children

## **OBJECTIVES AND ACTIVITIES** 

## **Summary of activities undertaken** 

The main activity of our inclusive preschool playgroup is to provide care and an education as required by the Early Years Foundation Stage framework for up to forty children aged two- and three-years old in morning and afternoon sessions for five days a week during term time. 

The manager and members of staff, who all have, or are required to achieve, childcare qualifications, plan activities weekly and daily that meet the development needs and interests of the children. 

We use a key person approach to ensure that each child knows and is well-known by a member of staff who ensures that the well-being and development of each child in their group is constantly monitored and that planning meets their individual needs. Key workers liaise with parents and carers of children in their groups informally at the playgroup gate, through weekly two-way diaries, newsletters and formal meetings. 

If children are identified as having additional needs, the staff member with Special Needs training and responsibility will also liaise with parents and appropriate outside agencies so that individual children’s developmental needs can be best met. 

Financial resources are used to ensure that staff have ongoing training in essential areas such as safeguarding, health and safety and first aid and any other area of training that meets the needs of both children and staff. We listen to the views of parents, staff and children and to the advice of local authority advisors and professionals from outside agencies and use this feedback to inform our improvement work. 

We have policies and procedures, which are reviewed annually covering such areas as safeguarding, health and safety, equal opportunities and security. We develop positive relationships with parents, carers and other members of the local community. 

## **The Year in Review** 

In March 2022 thirty-nine children were attending playgroup, the largest number we had ever experienced at this time of the year. After Easter playgroup was full, with forty-four children enrolled and four on the waiting list. When the majority of these children progressed to the school nursery in September the numbers fell and by February 2023 playgroup was not quite three-quarters full. This appears to reflect a fall in the birth rate experienced throughout the Local Authority. 

As in the previous year, these children were born when the Covid pandemic was restricting children’s experiences. Staff realised as they got to know and assess the children that their development too had been delayed as a result. 

Speech and language development and children’s social development had suffered through lack of contact with other children and the outside world and their physical skills were delayed because children had been confined to their homes, most of them without gardens. Many of our families live in high-rise accommodation.

## **OBJECTIVES AND ACTIVITIES** 

## **The Year in Review - continued** 

Planning and teaching have been focused on these three areas of development which are supported by a three-year grant from Children in Need which pays the salaries of two part-time members of staff. Generous staffing is the most effective way of supporting children’s progress. All staff have received further speech and language training and we continue to use online training for all members of staff in the absence of face-to-face courses. 

Children in Need funding also pays the rent for our new and much appreciated purpose-built premises. 

It was with great sadness that we received the news in December of the death of one of playgroup’s founding members and long-time Chair, Elaine Herbert, who had worked tirelessly from 2004 until 2022 on behalf of Kingshurst Caterpillars. Instead of flowers, those who attended her funeral were invited to make a donation to playgroup. The generous response has meant that much-needed equipment has been provided. We miss her greatly but her memory will live on. 

## **ACHIEVEMENTS AND PERFORMANCE** 

Staff efforts meant that end of year assessments in July recorded good progress in children’s social and physical development. However, significant improvements in speech and language development were harder to achieve, which corresponded with Ofsted inspection findings of pre-school settings and early years departments in schools. It will be hard for children to recover from the months spent in lockdown. 

Since February 2022, life has gradually begun to return to pre-Covid times. Children have been able to enjoy regular visits to Forest School, part of the school facilities, where getting wet and muddy is a joy for all. A grant from Waitrose Community Fund enabled us to buy more wellies and a wellie stand plus waterproof coveralls, crucial for Forest School visits. Visits to the public library in Kingshurst have also resumed where children enjoy sharing books with the librarians and our own Caterpillars library has re-opened so that children are able to borrow books daily to take home and share with their families. For children going on to school nursery, transition visits and shared events were possible for the first time since 2019. 

Also resumed have been face-to-face meetings with parents and carers who have been delighted to visit the new premises. Parent consultation meetings with key workers re-started. Easter, End of Year and Christmas workshops and parties were enjoyed by children and their families in the local church hall and very successful open mornings and afternoons were held in playgroup to celebrate the Queen’s Platinum jubilee. 

Our apprentice completed her Level 2 Childcare training with distinction in February. She will continue to work with us and go on to Level 3 which we will support financially as her apprenticeship is now completed. Local Authority advisory services have resumed and we had a visit and mini-inspection from our advisor which went well. Through that and training events, she has helped staff review their practice and hopefully they will be wellprepared when Ofsted arrive. 

Colleges and schools have been slow to return to providing work experience and childcare students which we hope to pursue in the autumn term.

## **Contribution made by volunteers** 

All trustees give of their time and services voluntarily. Playgroup has always welcomed the help of parents and community volunteers and has greatly benefited from their support in the past. 

Currently we are short of volunteers but hope in the summer term to encourage parents to come in and help. We continue to look for new trustees. It would be good to find a parent to join the board. 

## **FINANCIAL REVIEW** 

## **Financial Overview** 

The charity received income amounting to £108,229 (2021-22: £137,337) during its first reporting period. This includes £82,334 (2021-22 £91,311) in childcare fees, £21,940 (2021-22: £43,496) in grants and £3,955 (202122: £2,530) in donations. 

Expenditure for the year amounted to £114,802 (2021-22: £106,335). This included support costs amounting to £1,872 (2021-22: £2,580). Notable charitable activities expenditure includes £83,457 (2021-22: £77,556) on staffing, £4,843 (2021-22: £10,104) on children's resources and equipment and £13,875 (2021-22: £6,372) on rent and rates. 

## **Reserves policy** 

The trustees have agreed to a policy to maintain an unrestricted reserves position of a minimum of 6 months unrestricted expenditure. Based on existing unrestricted reserves of £50,336 the trustees are satisfied that this has been achieved. 

## **Going concern** 

The financial statements have been prepared on a going concern basis as the trustees believe that no material uncertainties exist. The trustees have considered the level of funds held and the expected level of income and expenditure for 12 months from authorising these financial statements.

## **STATEMENT OF TRUSTEES RESPONSIBILITIES** 

The trustees are responsible for preparing the report of the trustees and the financial statements in accordance with applicable law and United Kingdom accounting standards (United Kingdom Generally Accepted Accounting Practice). 

In preparing those financial statements, the trustees are required to: 

- select suitable accounting policies and then apply them consistently; 

- observe the methods and principles in the Charity SORP; 

- make judgements and estimates that are reasonable and prudent; 

- state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; 

- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business. 

The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. 

In so far as the trustees are aware: 

- there is no relevant information of which the charity's independent examiner are unaware; and 

- the trustees have taken all steps that they ought to have taken to make themselves aware of any relevant information and to establish that the independent examiners are aware of that information.

We report to the charity trustees on my examination of the accounts of the CIO for the year ended 28 February 2023 which are set out on pages' 9 to 19 

## **Responsibilities and basis of report** 

As the charity trustees of the CIO you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

We report in respect of our examination of the charity's accounts carried out under section 145 of the 2011 Act and in carrying out our examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner’s statement** 

We have completed our examination. We confirm that no material matters have come to my attention in connection with the examination giving us cause to believe that in any material respect: 

1. accounting records were not kept in respect of the CIO as required by section 130 of the Act; or 2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view which is not a matter considered as part of an independent examination. 

4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)). 

We have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1 ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charitable entity have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 ' The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

For donations to be recognised the charity will have been notified of the amounts and the settlement date in writing. If there are conditions attached to the donation and this requires a level of performance before entitlement can be obtained then the income is deferred until those conditions are fully met or the fulfilment of those conditions is within the control of the charity and it is probable that they will be fulfilled. 

Income from trading activities includes income earned from fundraising events, trading activities and the charges of premises costs to tenants. Income is received in exchange for supplying goods and services, in order to raise funds and is recognised when entitlement has occurred. 

Income from grants, whether 'capital' grant or 'revenue' grants, is recognised at fair value when the charity has entitlement after any performance conditions have been met, it is probable that the income will be received and the amount can be measured reliably. If entitlement is not met then these amounts are deferred. 

Interest on funds held on deposit is included when receivable and the amount can be measured reliably by the charity; this is usually upon notification of interest paid or payable by the Bank. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation  committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs relating to the category. Where costs cannot be directly attributed to a particular heading they have been allocated to activities on a basis consistent with the use of resources. Expenditure is classified under the following activity headings: 

Expenditure on charitable activities includes the direct costs of activities undertaken to further the purposes of the charity, including grants payable and all associated support costs. 

Cost of raising funds comprises the costs of commercial trading.

## **1 ACCOUNTING POLICIES** 

## **Expenditure - continued** 

Support costs are those that assist the work of the charity but do not directly represent charitable activities and include governance costs and administrative support costs. They are incurred directly in support of expenditure on the objects of the charity. Where support costs cannot be directly attributed to particular headings they have been allocated to cost of raising funds and expenditure on charitable activities on a basis consistent with the use of resources. 

## **Cash at bank and in hand** 

Cash at bank and cash in hand includes cash and short term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account. 

## **Creditors and provisions** 

Creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due. 

## **Debtors** 

Trade and other debtors are recognised at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due. 

## **Tangible Fixed Assets** 

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. 

Equipment - 33.33% on cost 

Individual fixed assets costing £350 or more are capitalised at cost. 

## **Taxation** 

The charity is an exempt charity within the meaning of schedule 3 of the Charities Act 2011 and is considered to pass the tests set out in Paragraph 1 Schedule 6 Finance Act 2010 and therefore it meets the definition of a charitable entity for UK corporation tax purposes.

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. 

A detailed summary of each fund, both restricted and unrestricted, is included in the notes to the financial statements on page 16. 

## **Pensions costs and other post-retirement benefits** 

The charity operates a defined contribution pension scheme. Contributions payable to the charitable entity's pension scheme are charged to the Statement of Financial Activities in the period to which they relate. 

## **Trustees remuneration and benefits** 

There were no trustees' remuneration or other benefits received for the year ended 28 February 2023, nor for the year ended 28 February 2022. 

## **Trustees' expenses** 

There were no trustees' expenses paid for the year ended 28 February 2023, nor for the year ended 28 February 2022 with the exception of reasonable out of pocket expenses.

## **7 MOVEMENT IN FUND - continued** 

**General Fund -** This relates to general unrestricted funds received including childcare fees, unconditional donations and grants and can be used in line with the charities objectives as Trustees deem appropriate. 

**Children In Need** - We received financial support from Children In Need to cover the cost of employing two part time staff as well as our rent for a period of three years. Without this funding we simply would not be able to operate the playgroup. 

**Heart of England -** Funding was awarded by Heart of England to help improve the IT infrastructure for the charity and it enabled us to purchase a laptop and printer during the pandemic which helped us to stay in touch with families and provide fun packs to give out to families if children were unable to attend. It also improved the diversity of our resources which now includes sensory resources for children with special needs and/or sensory needs.
