Charity Commission Chairman statement CIO to March 2022
This year has seen the committee continue their efforts to bring the Hall through the effects of the covid pandemic and to look to the future ensuring that the Hall maintains its position as a valuable resource at the heart of the community.
An ongoing focus this year has been to ensure the continuation of sensible Covid precautions with enhanced cleaning routines maintained and an air quality monitor purchased and installed.
Effective communication with user groups and hirers has been prioritised with a dedicated Village Hall phone number introduced and Village Hall email accounts setup.
The Hall was put to good use for the community in November when a power cut affected a significant number of houses in the village leaving residents without heating and lighting. The Village Hall was opened and staffed with volunteers so that there was somewhere warm where people could go, hot drinks were provided, and the kitchen was made available so that people could prepare some hot food.
We were fortunate to receive a generous donation towards a new defibrillator from a local resident. A brand-new machine was purchased and installed, and it has been registered on the Circuit which is the national defibrillator network in the UK. To coincide with the installation of the new machine, a training event on the use of defibrillators and CPR was staged in the hall. The training was provided by local volunteer First Responders and was very informative and the event was well attended by villagers.
The Hall has made good use of its overhead projector over the years for a variety of purposes including fitness groups, presentations, film showings and quiz nights so, when the existing projector showed signs of nearing the end of its life, quotations were obtained for a replacement. A former trustee of the Hall passed away at this time and left a bequest in his will for the Hall. As he had been involved in many entertainment events over the years at the hall, it was felt fitting to use his bequest to purchase a new upgraded projector.
Looking to the future, we look forward to being able to make further progress towards major improvements to the disability access to the building, the purchase of new seating and the inspection of the flat roof to identify any issues for maintenance or repairs. The committee is keen to recruit new Trustees to bring new ideas, experience and skills to the management team and a leaflet campaign and open meeting is planned to give residents information about the role.

I report to the trustees on my examination of the accounts of the above charity for the year ended 31/03/2022.
Responsibilities and basis of report
As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011.
I report in respect of my examination of the accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or
-
the accounts did not accord with the accounting records; or
-
• the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
