2. Structure,
overnance and Management
The charity is a small'CIO establis1￿ under the Charities Act and governed by its
Constitution. The Constitution provides for & minimum of three and a M￿lmuM of five
apw)inted trustsA together with Domi￿ted and ex officio tnL8tees where applicable.
Trustees are appointed in accordance with the Constitution and are recruited througb open
advertisement and community networks to ensure an appropriate balance of skills and
experienL%. Tn￿S att apw>iDted for thretrye4r fern￿ but may resign at any time.
The Board of T￿￿tee5,￿C¢ts r¢8ularly to Sel strategic directio￿ oversee finances and ensure
compliance with le$¥ T￿￿1￿0ry obligations. The charity does not employ staff and 811
day-to4ay operalions are camed out by the trustees on a voluntsry basi&

and accounts are prepared in accordance with the Cl]Arities SORP (FRS 102) and are
submitted to the Cljarity Commission as required. The clwity does not bave any trading

3. Objectives and Activities
The objects of the charity are to establish and run a village ljall {the-Readin8 Room,) and
playing field for the benefit of the inhabitants of the Parish of Littleworth, near Faringdffl
SN7 8ED (interpreted to date as the nwal paTishes of Litt]eworth. Il'ddlcy and Thrupp).

The Reading Room was built in the 1920s by Oriel College, Oxfor& as a First World War
memorial and vrns conveyed to trustees in 1923 with the wish that it should be for the use of
the whole parish and promote the welfare and happiness of all inhabitants without distinction
of class or creed. The building comprises a hall with 1970,3 kitchen and toilet extensio￿ and
a self-contsined one.bedroom flat aiK)V< together witb a small SUTroundiDg garden.
The playing field was gifted to the vil]age in 1951 by HaTry,>nttl Mlllièeiit'ilose. A plc barn
was erected in 1999 and part of the land was planted to ¢reat&'* community woodland known
as Weaver's Walk iti 1999-2CW.

carrying out these activities and ex¢rci5ing their p)wers and duties.
4. Achievements and Perforniance
The Reading Room
Following a Successf￿ trial. a pernwicot Wi.Fi contract was confiTmed during the year. The
Reading Room was ￿ed for tn]stee and Parisb Council M￿]ngS and hosted a range of
community events open to all, including monthly coffee mornings and whist evenings, pop-
up pubs. Valentine's drinks, a scam awareness talk from Age Ull 8od,a Macmillan coffee
morning.
The Reading Room continues to be made available free of charge for thes¢ events and for
events held by Holy Ascension Churc14 which does not have its oivn kitchen or toilet
facilities. No contribution towards running or maintenance costs were received for usage
during the year.

The I￿1 and its equipment (including table4 urns, glasses and mugs) were algo used by
membern of the community for private events such ￿ birthday parties and weddings. with
donations kindly made to the ¢Jwity.
The Flat

Followin8 a change of tenant and significant investment in irnprovements in the previous

Electrical works lo the fi￿C were completed to ensur¢ eompJian¢e with current
regulations.
The t￿￿e¢S note that ienancy leDgthy have shortened in rettnt y¢•rs. typically to 12-18
month4 and this lJ&s been reflected in budgding c0Th8iderntions due to the eosts associthd
with each chwe of tenancy.
The rental incowe from,Ibe gqt remaiDs thc clwity's primary Sou￿¢ of incorne and is
essential to cOVer￿lI1.111es, Insurance. inspeciions and certification, ond the repair and
maintenance of the Reading Room, the flal the playground, Weaver's Walk, and t￿tee and
publi¢ liability insur￿. Without this income. the charity's ability to deliver public benefit
would be significandy reduced.
The tr￿le¢S continue to monitor propwd clwes to I￿￿￿10rd and tenant legislation and EPC
requirements, which may require additional expenditure in the short-medium tern). Until the
new requirements are finalised and a fither EPC assessment can be undertaken to identify
the new measutts required, the tn￿ consider it financially imprudent to carry out major
insulation works or fiirther improvements at this lime. However. these currently
unquantifiable fuw, cosp.T tsken into t￿&unt during budgetitig discussions.
The Playlng Fleld
A highly su¢cessfiJl community maintenance weekend followed by a popup pub held in
May, bringing tO8ether voluntccrs from across the parisb to repair and restore the playground
equipment.
The tnthees recogni￿ that the wooden play frame is nearing the end of its life and that
replacement will be required in the near future. Community feedback b&s confinned this as a
priority, and Options fprxepJaFfwcnt equiprnenL costings and funding will be explored.
The 80th anniversaty of li.Day was ¢onllnernorated in June v4ith a bea￿ll li8bting. tribute
from members of the arnied forces and NHS and popup pub.
The annual Church Family Fun Day and Do8 Show w&$ also held on the playing field. No
contribution towards m8intcnaoce costs was received foi these even
tn July, the wooden play frame was damaged by vandalism and had to be teMp)r￿llY closed
at the start of the sumrner holidays. The trustees are gratef￿ to loc￿ volunteers who donated
tbeir time and cxpertise to a5SiSt with repairs.

The village w&8 held on the playing field in Nov¢mlw.
In March 2025, the inaugural Littleworth Big Run took place. with 150 nmners participating
across three dislances. Over £1.7(Ki was raised towards new playground equipmenL and the
trustees plan to use these funds to purchase and instsll a disability-fri¢ndly swing. Following
its resounding suc¢w the trustees intend to make this an annual fundraising evenL
The community's enthusi85rn and sup1￿ for these events underline what a special ond
generous parish and community the charity s¢rv¢s. The trLLStees wish to Tecord their sincere
thanks to everyone who contributes their time, energy)

Capltal Improvements
A community mttting was held in January 2025 to present the charity's fllwicial position
and update proposals for improvements to the Reading Roory including Intern￿ wall
Insulatio￿ French door5 and thern￿ and acoustic ceiling insulation and related works.
An Inde￿Ident energy assessment undertaken which CODcluded that internal wall
insulation would achieve a maximum energy reduction of 2•/0, with a payback period of 772-
1487 years. On this basis, the majority of tn￿lee$ concluded that it ivould 4Ot bc appropriate
to procced and that the a$S￿lated restricted fimding should be, Fturned, unless the providers
would be amenable to the funds being used for the instsllatiwi 0tthern￿1 and acoustic eeilin8
insulatio
A revised proposal for automa*4 push.butto￿ disabilityrycornplianL ramped step-free a￿3
was developed in order to support certain fimding appli¢ation4 but this significantly
increased costs aiK)ve the 0ri8inally contemplated £15,0011-£20.000. Following a number of
delays. a Contractor's quote of £55,3(M) (includin8 several provisional sums) was received in
November 2024. This figure excluded conlingencies insurance. surveys, building control and
other professional fees, bringing the realistic totsl cost tr) an estimated £67.5(J>£75,000.
Having carefully considered the charity's financial position and their fiduciary
responsibilities, th¢ majority of trustees Concluded that it would not be prudent to pr￿d on
this basis and that the projecL as pro￿5¢d, was not economically viable.
The rematning tn￿tteS not¢d that the proposals would have left insufficient funds to address
accessibility issues to internal doors. kitchen and toilets, the replacement of the wooden play
frame, and FK)tential future costs arising from renters, rights refOrn￿ and EPC changes.
The remaxning trustees a8re¢d that more modest works, including thern]818nd acousti
ceiling insulation, redecoratio￿ improved light1￿ additional sockets and hot water repait
would be more appropriate at this time.
5. Financial Review
Cash fimds held at the bank ￿ at 30 April 2025 were £52,095.38. of which £24.LXX)
repre￿nted restrict￿ funds.

During the year, the ¢h8Tity had income of £20.352.10 and expenditure of £11,812.92.
Income comprised rental income, inteRsL donations for Reading Room use and £7,948 of
restricted donations.
The ¢h8rity does noLholdxtyifiinds as Custodian trust¢e on behalf of others.
The principal SOUTce of income remains the rental incom¢ from the flaL which 18 essential to
support the maintenance and op￿ti0Th of the charity's assets and activities.
6. Plans for Future Periods
The trustees will continue to prioritise the maintejjance and improvement of the Readin8
Room and playing field. Key areas of focus include planning for the replacement of the
wooden play frame, impl¢m¢ntitig thennal and acoustic insulation, hot water, electrical
improvements and redecoration of the Reading Room, and monitoring regulatory changes
affecting the rentaitytopdm¥iacludin8 EPC requirements and renters, rights reforn]s. The
trustees also intend to build on the su￿¢sS of the Littleworth Big Run as an annual
fithising evenL
7. Reserves Policy
The Charity maintsins a reserve of £10,000. representing apprnximately one year's rw)ning
costs. The trustees Consider this pn￿ent given the age and construction of the Reading R¢x)m
(rubble stone with stone slate roof and located in a Conservation Area) and the potential for
significant unexp#t¢drtfgir•.
8. Princip￿1 Rlffjh'and Uncertainties
The trustees consider the main risks facing the charity to be the condition and maintenance
costs of its ageing buildings and facilities. reliance on rental income from the flat as the
primary source of funding, and wtential future regulatory changes affecting landlords and
energy efficiency requirements. These risks are managed through regular inspection and
maintenanc¢. pnthnt financial planning and n￿1n￿laIn8 appropriate reserves.
