The Reading Room was bvill a5 a First World War memorial by Oriel College in the 1920s. It 15 0 tWO-Storey building containing- lil a hall and 19705 kitchen and toilet extension: and lill on the ground floor a separate entrance and ulility room for the flal and on Ihe first floor o small one-bedroom flat wilh living room. bedroom, bathroom and small kilchen. There is a smoll gorden surrounding Ihe building. The land and building were conveyed to Ihe cole of Irustees in 1923. with the specific wish of the donors (Oriel College. Oxford) 'lhat the Reading Room should be for the use of the whole parish and as such should promote the welfare and the happiness of all Ihe inhabitants without distinction of class or creed,. The playing field was given lo the village in September 1951 by local solicilor Hary Rose and his wife Millicenl. A pole born wos erected in 1999. ond port of the land was planted with trees creating o community woodland known as Weaver's Walk in 1999- 20QX). The primary source of Ihe income for the flat come5 from renling the flat. The charity also receives occasional donations from membefs of the parish and from users of the reading room.
To support Ihe purpose of Ihe Charity. the Trustees focus on: lil managing, mointoining and investing in the Reading Room and flat,. playing field. playground equipment. pole barn and Weavers Walk so Ihat can be used and enjoyed by members of Ihe parish and local community: lill facilitating and promoting use of the facilities: and liiil various fundraising activities to raise funds for Ihe management, maintenonce and improvement of the Charity's ossels. The Trustees have had regard lo the guidance issued by the Charity Commission on public benefitwhen exercising their powers and duties to which the guidance applies. Sfrvcture. Governance and Management The Chafity is o small Charilable Incorporated Organisation ICIOI registered in accordance with Ihe Charities Act. The charity is governed by its Constitution dated 20 December 2020. which sets out ils charitable objects and the framewoik for ils operation. As a CIO. it benefits from a simplified legol struclure that supports its purpose and en5ure5 accountability lo its beneficiories. The charity is overseen by o Board of Trustees consisting currently of Six dedicated locol volunteers from within the parish. The conslilution requires a minimum of 3 and a maximum of 5 appointed trustees. The CIO may a150 have nominated trustees on behalf of a listed user body. of which there is currenlly one. nominated by Goinfield PCC. There is also one ex-officio truslee. the incumbent Vicar of the Porish of Littleworth. The Trustees do not receive any remuneralion. payments or benefit5 from the charity. The truslees collectively bring a diverse range of Skills. experiences. and perspeclives, which are e55ential for the effective govemance of the Charity. Trustee5 are appointed in line with the procedures oullined in the Constitution. and new trustees are recruited through open advertisement and community neOrtS to ensure Ihe board has Ihe experlise needed to support the Charity's activities. Trustees are appointed for o &year term but may resign at ony lime. The Board of Trustees meets frequency to set the stralegic direction, review progress against objectives. and ensure compliance with regulotory and legal obligations. Day-to-day operations are monaged by Ihe Iruslees themselve5. as the charity does not employ slam. All Iruslees actively contribule to the operational aspecls of Ihe charity, ensuring the effective delivery of ils services and projecls. The Boord of Truslees is commilted to mainloining transparency and accounlobility in its operotions. The charity's annual report ond accounts are prepared in occordonce wilh the Charities SORP IFRS 1021 and submitted to Ihe Charity Commission as required and open meetings held with the community. Achlevemenls and Performance Undertaken to conduct Ils Charitable Purposes for the Public Benefit Readlng Room Wifi was installed and o voriety of communify events and activities were held in the Reading Room ond its gorder) during the year. These events were open to everyone in the community ond included a progromme of monthly coffee mornings and whist evenings, pop-up pub. a supper and auction. and a summer cream leas afternoon. In connection with the Trustees commitment to transparency and accountability, on open meeting with the community w05 held in the Reading Room in January 2024 to outline the Charity's finances. objects. challenges and to discuss potential projects, considerations and budgeting for the short and medium term. A second open meeting wa5 held in March in the Reading Room for school age chil- dren. their parents and grondparent5 to discuss what the children enjoy in Ihe current playground set-up and to understand how Ihe community is using the facililies and galher suggestions for improvement. The Reading Room was also made ovailable lo support events held by Ihe Holy As- cension Church in Liltleworth os the church does not have its own toilet or kitchen. Equipment le.g. lables, urns. glosses and mugs) have been ulilised by member of Ihe community for events such as birthday parties and weddings and donations made to the charity. This year saw Ihe use of the Reading Room expanded as member5 of the Parish held meetings ond utilised it os a course venue. This provided useful feedback on how the facililies could be improved to facilitole Ihi5 type of usage. The introduclion of wifi in the Reading Room was criticol in enabling lhis Use of the facility. Flat A change in tenant and damage to the flat provided an opporlunity for investment. maintenonce and repairs to the flal. The flat was transformed through treotmenl of mold. redecoration. replacemenl of delerioraled and defected fixtures and fittings,
replacement of broken hob and extractor. replocement of defeclive white goods. new kitchen and bathroom flooring. safety Ireods to sloirs. generol work5 lo Ihe balh- room and new healing conlrols. Replaced and new item5 were selected taking into out energy performance and environmental considerations. These improvements al- lowed Ihe renl land therefore the income of Ihe Charityl to be increased from £775 to £850 pcm ond should minimise maintenance costs in the short-medium lerm. The Trustees felt thot investment in the flal was important 05 the rent from the flal co- vers the utility costs. insurance. in5peclion. certification. repair and mainlenance costs of Ihe Reading Room. Ihe flat. Ihe playground, ploy equipmenl, Weavers Wolk, Irus- tee liability insurance and public liobility insurance for community evenls. Without this income, the Charity's capacity lo achieve ils gools and offer public benefits would be significanlly affected. Playlng Fleld After ils annual inspection. the wooden playfrome had to be closed in September 2023. A large diseased lime Iree overhonging the footpath and presenting a donger was pollarded. A pro bono survey of Ihe pole bam wos carried out by a local surveyor, finding it sound with minor mainlenance suggested. The annual Church 'Fomily Fun Day and Dog Show, look place on the playing field in June, the village bonfire was held in November. and in the outumn and spring volun- leers underplonted Ihe Weaver5 Wolk trees with dcffodils. primroses. snowdrops and bluebells. the plants funded by a Lottery granl to the Porish Meeting to celebrale the Coronation. In Morch, a public meeting wa5 held Specifical to listen to the children lo see whal equipmenl ond facilities they would like in the playing field. Fifteen children attended with their parents and grandporenls. Some ideas were over-ombitious. but it was very useful to inform plonning for Ihe future, particulady given Ihe temporary closure of the wooden play frame. The Trustees were oble lo quickly implement some of their suggestions and requests e.g. more frequent mowing of playing field to facilitate football gomes, provision of smallerfoolball nets and rugby posts for younger children and a date for o community mainlenance day scheduled forthe repair. sanding and redecoration of equipment. Capltal Improvements At the January 2024 meeting several projects. all of which would iequire capilal investment and fundraising. were discussed. These inclvded lil replacing on existing window with a set of double doors and investigating whether disobled acces5 could be crealed- lill works relating to energy performance and climale change considerations ielaling to both the hall and Ihe flol especiolly in light of proposed changes lo landlord responsibilities and EP ratings expecled in the 5hort-medium leim., liiil instolling thermal ond ocouslic insulolion in Ihe moin room of Reading Room as many members of the commvnity struggle lo hear in the room due to poor ocouslics. The Tru51ees agreed lo lake steps to investigale further the costs and consideration for such works ond to explore fundroising options.
The flal was accepted in principle by Oxfordshire County Council for a Home Upgrade Grant. to raise its EPC from E lo C. The term5 are that OCC pays thirds of the cosl, and the Charity, 05 landlord. would have lo fund one Ihird of Ihe costs. However. after conducting a survey June 2023. OCC'S iniliol chosen contractor5 (Dyson Energy Servicesl failed lo materialise lo undertoke any work. New controctors were oppointed by OCC ond a new survey wos Undertaken in April 2024. The Reading Room itself has no internal wall insulation. and an applicalion was made lo the Vale of While Horse District Council's Climate Aclion Fund which was rewarded with a grant of £5,(KQ. Dyson Energy Service5 had also qvoted lo cary oul this work 1£13.OCM)I but failed to materialise. A new qvole was sought which was higher 1£23.CCQI. The Trustees experienced difficulties and dela in finding orchitects. builders. contract odminislrolors and principal designers lo assist the necessary drawings. schedule of works ond documentation needed lo progress these projects, 0$ a result no works were commenced during the financial yeor. During this time. £16C(Q of grants were applied for and received from the Oxford County Council Councillors Priority Fund. Doris Field Chorilable Trust. Gorfield Wesleon Foundolion, National Lotlery Community Fund Aword Scheme and Pye Settlement Charity lowafds Ihe accessible door project. The locol Village Events group hod also donated £1676 roised al community events held in the Reading Room and Playing Field lowards the occessible occess door project and £2688.88 lowards the ployground equipment. Flnonclal Revlew and Reserves Pollcy Cash funds held at the bonk 05 of 301h April 2023 were £27,532.87. The Choirty had expenditure of£9.613.15 ond income of £10.986 for this financial year. The income wos comprised of rent. deposil retention from damoge caused by exiting lenant ond vnrestricled donalions. An odditional £ 23.188.88 of restricted donations ond grants were received towards the copital projec15 oullined above. The Charity does nol hold ony funds as cuslodion trustees on behalf of olher5.
