Structure, Governance & Management
The Constitution is in line with the Governing structure of the Cylch Meithrin.
The Constitution was adopted January 2021.
Trustees are appointed by committee and responsible individuals.
Management is held by Committee members, Charity Trustees and relevant appointed staff.
A range of policies and procedures are in place in line with children's daycare regulations, Mudiad Meithrin and Employment Law that are reviewed annually.
The Cylch Meithrin charitable registration was changed in January 2021 to a Charity
Incorporated Organisation (CIO), to better protect the charity and its committee.
Objectives & Activities
The Charity has been established with the following objectives:
To advance the education of preschool children through the medium of the Welsh
language in line with Welsh Government foundation phase and children daycare and play regulations.
To Support working parents by providing wrap around for those attending part time school and a community wide function and support for families in the area.
To help preschool children to transition into school particularly through the medium of Welsh.
Achievements, Performance & Financial overview
We have successfully maintained the afternoon wrap-around sessions to both Ysgol Gynradd Gymraeg Castellau and Ysgol Isaf Garth Olwg which enables us to provide a
service of care to children who are in part time school nursery through the medium of Welsh.
Service users can access funding through Childcare Offer for Wales, Government Tax Free funding, Flying Start & a number of Childcare vouchers.
We have continued to develop and sustain the growth of the charity and the service we provide for the children and families of the local community.
The charity provides Dechrau Deg / Flying Start sessions for 7 children within this time period.
The highest number of service users is 80 whilst the lowest number of services users is 54 when children leave for full time school.
Across all settings the Charity employs a total of 12 members of staff.
The appointed Committee Trustees have decreased with Laura Burnett stepping down in early 2024.
For the financial years ended 31 March 2024 and 31 March 2025 the results have been prepared on a receipts and payments basis.
The results for 2025 show an increase in income from £161,306.92 to £186,214.39.
Expenditure has increased from £131,487.44 to £168,587.54 a large proportion of this is
due to increased staffing qualifications and level. As with previous years the largest areas of spend being salaries.
The above results show the period from the 31st March 2024 to the 1st April 2025.
Reserves Policy
To the best of our understanding the cash reserve covers at least one month for a wind down
situation for salary and outgoing costs.
Deficit funds are not Applicable as managing of general wear and tear is through fundraising.
No funds are held as a Custodian Trustee on Behalf of Others.
Public Benefit Statement
All trustees have read and understood the responsibilities in respect of public benefits.
To the best of our knowledge there have been no challenges to the public benefits to Cylch Meithrin Beddau.
Plans for Future Periods
We have secured the plans with the Local Authority and YGG Castellau to have sole occupancy of the room in use when the extension of the school has been completed. This will allow us to move the entire session to YGG Castellau, enabling us to further develop and grow the service.
Work closely with Flying Start and Mudiad Meithrin; and to continue to develop staff in training and qualifications.
Maintain good relationships with local services; Community Council, YGG Castellau, Ysgol
Garth Olwg.
