Association
The minutes of the meeting held on 15thAugust, 2024, were officially
accepted by all present as a true and accurate account of the meeting. The
Chairman, Anthony Ball, and Treasurer, Barry Saul, both signed the
document in the Official Minute Book of the Association, as a true record if

Stephanie arranged for her colleagues from NatWest to carry out hard
pruning of the shrubberies on TPM in February along with some of DVCP’s
Trustees. They did a marvellous job and DVCP officially thanked them for

Following the success of last year’s Duck Race Hatton Village Carnival held
a Duck Race on 4thMay to raise funds for the Hatton Village Carnival in
July. They also held a Dog Show on 24thMay to raise funds for same. They
gave DVCP a donation of £300.
Nestlé, as part of their Annual Charity Fundraising initiative held a Country
Fayre and Duck race on the afternoon of 31stAugust in aid of Andy’s Man
Club (a men’s mental health charity). They donated the deposits from stalls

National Grid:
National Grid arranged for contractors to come to TPM and carry out the
reinstatement of the ground in the picnic area. The Trustees are satisfied

Due to financial constraints the event previously suggested by Truma will

Back/Reshaping Shrubberies:
Smith’s, Farmers of Scropton, carried out the work of cutting back the
Meadow/riverbank in August at a cost of £100. As the quote we had
received from the local tree surgeon was nearly £2k to hard prune the
shrubberies on TPM, the Trustees decided that this was too expensive so
they asked Smith’s if they could carry out this work instead. They
completed this work and charged £200. They returned this August to mow

The Chairman reflected on the past year and his pride in the community
spirit which makes Thistley Place Medow not just a place on the map but a
testament of what can be achieved by a community working to provide a
safe and thriving green space for everyone with a proliferation of wild
flowers alongside the River Dove which has become a cherished retreat for
many.|| DVCP AGM Minutes – August 2025 Page 3 ||He went on to thank the Secretary, the Treasurer and the Trustees for their
help and commitment to running and maintaining the Meadow.
He thanked Tutbury Club for allowing us to use their premises, David Jones
for verifying our accounts, Chris Spike for producing the stunning stone
mosaic and Ben Smith who has helped us enormously with mowing the
Meadow and pollarding the shrubberies as well as cutting back the
riverbank.
The continued support we have received for the Bonus Ball has enabled us
to raise sufficient funds to run and maintain the Meadow and we thank all of
those who have continued to support us with this draw.
Finally, he thanked everyone for all you have done, and continue to do, to
ensure another year of growth, beauty and community at Thistley Meadow.|| |---|---|---| |6.0|Report by the Treasurer – Barry Saul
The Treasurer thanked David Jones, for once again carrying out the
verification of DVCP’s accounts. As of today’s date, we have a total
£17,950 in DVCP’s accounts. For the year ending 31stMarch, 2025, we had
£17,063.01 which was an increase of £1,425.80 on the previous year’s total.
Our donations received increased by £761 due to a one-off large donation
received. As a result of this we received and extra £136.23 Gift Aid refund
from HMRC. We had and extra £269.17 from DCC Members Community
Leadership Scheme Grants which finance the purchase of a battery
chainsaw and additional tables. Our bonus ball payments also increased to
£2,748 – an additional £61. Bank interest also increased by £56.42.
However, we had increased costs for petrol - £120.37 and the mower
service (which had to be carried out despite the mower only being 6 months
old to comply with the warranty conditions)- £44.76 but overall the balance
held by DVCP leaves overall, a healthy balance to run and maintain the
Meadow with additional funds coming from the Bonus Ball and donations
made by other organisations/fundraisers donating money to hold events on

We have agreed with Nestlé to host their annual fundraising event. This
year it will be a corporate event (not actually just for Nestlé Tutbury Factory)
raising monies for both WWF (Worldwide Fund for Nature) and FareShare
(which aims to reduce food poverty and food waste in the UK). We had the
riverbank mown in readiness for the duck race – the cost was £120, and
Nestlé have agreed to donate some monies towards this cost.|DVCP
Nestlé| |7.1.2|James Richards Circus - Sunday 21stuntil Sunday 28thSeptember:They
were unable to attend and perform on TPM last year but have contacted
DVCP and we have agreed the above dates for returning to the Meadow.
They will be donating £700 to DVCP for our allowing them to use the
Meadow and will deposit a £500 Bond, which is repayable if the land if left

Replacement Heavy Duty Picnic Tables/Battery Chainsaw:
DCC Julie Patten, through her Community Leadership Fund, donated £230
to DVCP to purchase 6 x 6ft tables. These tables will not only be used by
DVCP but by other local community groups for their fundraising events.
With further monies from the above fund, Julie Patten authorised the
purchase a battery chainsaw an Einhell Cordless Chainsaw, 36V, 14-inch
cut, it is lightweight and comes with a charger and two batteries (two spare
batteries are also included in the grant) – the total cost is £283.17.
As Julie Patten has now relinquished her role as Councillor with
responsibilities for our area, DVCP will make contact and introduce
ourselves to her successor, Sam Redfern.|Trustees/

Julie Batten, of People Express, borrowed two of DVCP’s marquees for an
event they had planned in Swadlincote in April. PE donated £200 for their

information for forthcoming book:
Chris Spike of C & C Agricultural Services Limited have produced a
Remembrance Day design similar to the ‘Tommy’ figure, which has been
superimposed on ceramic paving stones alongside the existing memorial.
The Chairman & Secretary had been contacted by Professor David
Tollerton, Associate Professor of Memory Studies at the University of
Exeter, who is compiling a book on memorials relating to the covid-19
pandemic, regarding our Captain Sir Tom statue. Anthony put him in touch
with Austin Cox who produced the statue. Professor Tollerton should have
the book completed by the end of the year and DVCP have requested, if the
Meadow & Captain Sir Tom are mentioned in the publication, we have

C & C Agr.| |7.5|Martyn's Law - Terrorism (Protection of Premises) Bill: Scope (Premises) -
Excluded Premises:
Anthony by virtue of being a Parish Councillor had been alerted to the new
legislation which is being brought into force following the Manchester Arena
attack. Although it appeared to refer to ‘premises’ or ‘premises with land’ he
had asked The Secretary to check to see if events with over 800 people on
the Meadow may come under this new legislation.
Upon checking the Government Guideline there is a section for Excluded
Premises and we actually come under this proviso which exempts us from
having to impose this legislation on no entry paying events on the Meadow,
namely: “Parks, gardens, recreation grounds, sports grounds and other
open-air premises used for recreation, exercise or leisure are excluded,
unless they have individuals employed or otherwise engaged to secure or
check that members of the public who wish to access the premises have
paid to do so or have invitations or passes allowing access.”
Although DVCP should be exempt from the proposed legislation, if anyone|Trustees| DVCP AGM Minutes – August 2025 Page 5 ||else arranges an event on the Meadow for which they charged an entrance
fee/paid personnel to oversee the event, then it would be their responsibility
to uphold the provisions of the legislation.|| |---|---|---| |7.6|Flag on the Meadow being Flow at Half Mast on Funeral Dates of residents
of Marston Old Lane/Dove Side:
Margaret Ratcliffe approached the Secretary to ask if, to show respect to
deceased residents of MOL/DS that, on the funeral day, the flag on the
Meadow could be flown at half-mast. The Trustees agreed that this would
be a suitable gesture.|Trustees| |7.7|Private Hire of Marquee:
We have been approached by a local family to hire the marquee. They will
make a donation to DVCP and we will be able to claim Gift Aid on this.|Trustees| |7.8|Repairs to Existing Bridge Over the Old Salt Brook:
The existing structure is beginning to show signs of wear and tear. A local
businessman is donating large, railway sleeper type lengths of timber in
order that a new bridge can be built. If anyone can assist with this

The Trustees have encountered problems with persons lighting barbeques
on the Meadow with an especially confrontational incident recently. The
Chairman stated that he had contact details for a person at Hardy Signs and
will contact him to produce two banners forbidding the use of barbeques on
the Meadow. It is proposed that, during the summer months, one will be
displayed on the container at the entrance to the Meadow and the other be
