## **REPORT OF THE PAROCHIAL CHURCH COUNCIL TO THE ANNUAL PAROCHIAL CHURCH MEETING 2025** 

Most of this report covers the period since the last annual meeting in April 2024.  But because the relate to calendar year 2024. 

## **Aims and objectives** 

The Parochial Church Council has responsibilities under both church and charity law.  As the governing body of Holy Trinity church, its role is to cooperate with the clergy and other members of the ministry team in promoting the whole mission of the Church, pastoral, evangelistic, social and ecumenical.  As the Council is a registered charity, its members also have responsibilities as trustees of the charity. 

As a church, we welcome families and people of all ages.  We are committed to worshipping God, loving one another and serving our community.  Our founding principles are to be Christ-centred, Bible-based and Spirit-led.  Our core values are compassion, courage and creativity.  Our mission is to achieve numerical growth, spiritual depth and community renewal.  In pursuit of these aims, the business of the Council at our eight meetings over the past year has ranged across both current church life and our aspirations for the future through Project Arclight. 

## **People** 

The Council wishes to record its thanks to the Vicar, the Revd Abi Todd, for her inspirational leadership throughout the year.  We are also grateful to our former Curate, the Revd Jonathan Huff, and the former , for all that they contributed to Holy Trinity before moving to new pastures in May and July 2024 respectively.  We have been very fortunate that the Revd Les Crossland has been serving as Curate since he was ordained as deacon in September 2024, and that David Glover joined the ministry team the same month to be enthusiasm which they are bringing to their ministries. 

Warm thanks also to Simon Todd for the skill and dedication which he continues to bring to his work as Head of Projects and Operations, and above all as the director of Project Arclight.  Thanks too to Jacinth Sundersingh for all that she has taken on in a voluntary capacity as Operations Administrator. 

The whole church was greatly saddened by the death in September 2024 of Gary King, who had served as Churchwarden with unfailing dedication and good humour since 2020.  David Binns kindly agreed to stand as his successor, working alongside Elinor Jones, and we are grateful for all that they have done over the year. 

vacancy for a lay representative on Redbridge Deanery Synod.  Wayne Bishop was elected to that role, also becoming an ex officio member of the Council, and we are delighted that he was also subsequently appointed to Diocesan Synod. 

A great many other people have contributed hugely, mostly on a voluntary basis, to life at Holy Trinity over the past year.  It is impossible to name everyone here, but we are very grateful to them all for their invaluable service.  Without such committed support the church could not function.

The church has enjoyed a positive year in all aspects of its mission, with new people joining our church, some coming to faith for the first time, and continuing engagement with the local community.  It was a great joy that 11 members of our congregation were confirmed by the Bishop of Barking at a service at Holy Trinity in November 2024. 

## **Worship, study and other activities** 

Through the year we  have maintained our regular pattern of Sunday morning services, with a Traditional Eucharist using the liturgy of Common Worship at 9.00am followed by an All-Age Service in a more contemporary style at 10.45am, with an opportunity for the two congregations to enjoy our free café between the services.  Since the start of 2025, the 10.45am service on one Sunday each month has included, instead of a Eucharist, a greater focus on other aspects of worship, especially prayer ministry. 

Provision for young people has remained at the core of our mission.  A flourishing Sunday School meets in parallel with the 10.45am service on Sundays.  In addition, we have been running three weekday groups in termtime: Tots and Tinys for pre-school children and their parents and carers on Thursday afternoons, Lighthouse for kids of upper junior/lower secondary age on Wednesday evenings, and Fireplace for our older youth on Thursday evenings. 

There have been other regular opportunities for communal worship: Evening Prayer on Sundays, followed by Bible study; a midweek service of Holy Communion on Wednesday mornings, also followed by Bible study in alternate weeks; and an early morning online prayer meeting on Thursdays.  We have also been holding quarterly Encounter evenings for worship, prayer and prophecy; periodic subject-specific prayer meetings, particularly Arclight; and a monthly Saturday morning session to pray for the persecuted Church.  We also have four small groups meeting regularly for study, in person or online. 

Special services have been held at all major festivals.  Two Alpha courses have been held, starting in May 2024 and March 2025, providing an opportunity for people at different stages of their journey to discuss key questions of faith.  Our Filled morning in May 2024, centred on the Holy Spirit, and another Salt session in March 2025, a day of encouragement and encounter for women, both drew three-figure audiences with attendees drawn from far beyond our own boundaries.  In July 2024, a group from Holy Trinity once again enjoyed an uplifting and fun-filled week at the New Wine Summer Festival. 

Open Table, our monthly free meal for the local community, has continued throughout the year, with typical attendances of 30 to 40 from inside and outside Holy Trinity.  We also held lunches on Sundays in June and November 2024 to welcome newcomers to our church, a pleasing indication of the continuing increase in the numbers making Holy Trinity their spiritual home. 

Our social activities serve as outreach to the community as well as entertainment for ourselves.  We held a number of very successful events: parish picnics in May and July 2024; a Super Sunday of morning worship and afternoon fun in June; the now traditional Glow in the Dark Party in October; our long-standing Fireworks Display in November; a revival of our annual Quiz Evening, also in November; two performances of _Amos and the Grumpy_ Owl by the Artless Theatre Company in December; and an Easter Craft Morning on Good Friday.  We were pleased to host brilliant local pianist Yuki Negishi to give three recitals in 2024, and the new Music on the Hill venture has been bringing other musical talent to Holy Trinity on a monthly basis in 2025. 

the Gardening Club and Trinity Pub Time.  The choir which sings at the 9.00am service on Sundays and the worship band which provides the music for the 10.45am service both meet regularly for practice.

We see support for charities as an element in our mission.  We have continued to make monthly donations to Redbridge Foodbank and four charities working with disadvantaged people overseas: Dignity Freedom Network, Kids Club Kampala, Open Doors and Tearfund. We have supported several other charities by special fundraising over the past year: annual box opening and the Christingle service; Mill Grove and Redbridge Foodbank with our harvest 

gifts; Crisis through the Christmas post scheme; and the homelessness charity Housing Justice t 

Our monthly parish magazine contains contributions from church members and a comprehensive listing of events and services.  It continues to be read and enjoyed by many within the parish and by supporters and friends more widely. Thanks to all involved. 

## **Around the site** 

Throughout the year, work has continued on Project Arclight, our mission-driven transformation project enabled by redevelopment of our site.  This work has been taken forward on behalf of the Council by a Project Board and most of all by Simon Todd as the project manager.  Headline moments were a public consultation in July 2024 to explain the plans to our neighbours and the wider community, and submission of a planning application to the London Borough of Redbridge in November.  We await the outcome of the application.  In the meantime, we have continued to raise funds for the work.  A generous match-funding offer in February 2025 brought us close to the target for our year-long Fuse Campaign. 

In the meantime, the Churchwardens have worked hard to maintain the existing infrastructure.  As well as more routine expenditure, the heating systems in both church and hall have required repair during the year, the electrics of the organ have proved troublesome and we have had to respond to the unwanted attentions of local mice.  A number of follow-up actions, mostly administrative, were required after a routine inspection by Redbridge Deanery. 

Effective safeguarding of children and vulnerable adults is a crucial feature of church life.  Tracy Bishop has kindly taken on the role of Parish Safeguarding Officer, and has been reviewing our policies and practices on behalf of the Council to ensure that we meet the highest standards, including the vetting and training of all relevant people. 

## **Finance** 

The Financial Statements for the year ended 31[st] December 2024 are attached. 

In accordance with legal requirements, the accounts are divided into unrestricted and restricted funds.  Unrestricted funds result from general fundraising and may be used for any purpose. Restricted funds are those which are given to the church for specific purposes.  The Notes to the Financial Statements explain the funds more fully. 

The law also requires us to have our Financial Statements reviewed by an Independent Examiner. Our income in 2024 exceeded £250,000, meaning that the review must be conducted by a qualified accountant.  We again appointed Your Local Accountants of 5 Chigwell Road, South Woodford as examiners of the accounts, and we are grateful to them for their diligence. 

One key aspect of our finances needs to be explained here.  Charity law requires the Council to sufficient to meet expenditure from that fund for a period of three months, and after that, to the extent that it is possible, to set money aside in a designated fund to be used as and when necessary

to cover increased levels of missional activity.  Our General Fund reserves at the start of 2024 were below the desired level required by our policy. 

All parishes are expected to pay a sum to the Diocese each year, known as the Parish Share, as a contribution to the costs of providing parish clergy and central Diocesan services.  The Council attaches importance to this.  But mindful of likely pressures on our finances, the importance of spending what is necessary in pursuit of our mission, and the desirability of restoring our reserves, we gave notice that we were very unlikely to be able to pay the Share in full in 2024.  In the event, we paid £34,000 of the £81,000 requested. 

Overall, our General Fund income in 2024 was some £12,000 greater than in 2023, while expenditure (with the reduced payment of Share) was £25,000 lower.  Income exceeded expenditure by around £27,000, meaning that our reserves were back up to the target level by the end of the year.  We estimate that in 2025 we will be able to hold the reserves at that level and pay £50,000 towards Parish Share.  In the longer term, our firm intention is to return to full payment of the Share. 

The Council is immensely appreciative of the regular giving and other donations received from church members and supporters, without which the church could not operate today or look to the future through Project Arclight.  We are also grateful for two grants from external sources made during the year: from the Joseph Rank Trust towards the employment of our Next Generations Pastor, and from the Mission Opportunity Fund of the Diocese of Chelmsford towards initiatives such as Salt which reach people beyond our own parish. 

The Council as Trustees are responsible for preparing this annual report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). 

Company law requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources, including the income and expenditure, of the charity for that period. 

In preparing these financial statements, the Trustees are required to: 

- Select suitable accounting policies and then apply them consistently. 

- Observe the methods and principles in the Charities Statement of Recommended Practice. Make judgements and estimates that are reasonable and prudent. 

- State whether applicable UK Accounting Standards and statements of recommended practice have been followed, subject to any material departures disclosed and explained in the financial statements. 

- Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation. 

The Trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. 

The Trustees are responsible for the maintenance and integrity of the corporate and financial information included on the charity's website. Legislation in the United Kingdom governing the

## **Responsibilities and basis of report** 

The charity Trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011. 

Having satisfied myself that the accounts of the Charity are not required to be audited under audit exemption regime and are eligible for independent examination, I report in respect of my examination of your charity's accounts carried out under section 145 of the Charities Act 2011 ('the 2011 Act').  In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

I have completed my examination.  I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Charity as required by the 2011 Act; or

The charity was entitled to exemption from audit under the Charities Act 2011 and trustees have not required the charity to obtain an audit in accordance with the Charities Act 2011.

## **NOTES TO THE FINANCIAL STATEMENTS** 

## **General** 

These financial statements have been prepared on a receipts and payments basis. 

The moveable assets owned by the Parochial Church Council have not been valued in the statements. 

The General Fund relates to the general purpose receipts of the church and its day-today running costs. 

The Kent and Sussex Purchase Fund holds money paid to the church by the contractors Kent and Sussex Properties Ltd under the contract for a new hall on which they subsequently defaulted. 

The Hardship Fund was set up to support people in need, especially during the coronavirus pandemic.  It was merged into the General Fund at the end of 2023. 

The Future Mission Reserve was established in 2021 to hold funds set aside for future use on the mission work of the church.

The Woodford Parochial Charities Fund holds money received as part of a distribution to local churches for the benefit of people in need in the ancient parish of Woodford. 

The Arclight Project Fund holds money for the Project raised through the Ignite and Fuse Fundraising Campaigns, together with the interest earned on the deposit account with the Central Board of Finance of the Church of England, which the Parochial Church Council has agreed shall be applied to the Arclight Project. 

The Kent and Sussex Default Bond has been passed to the church following the redevelopment project in 2017, but we will not be able to use the money until the liquidation of Kent and Sussex Properties Ltd is complete. 

The Youth Pastor Fund held money received as a grant to cover the employment of a Youth Pastor.  It was merged into the General Fund at the end of 2023. 

A successor fund, the Next Generations Pastor Fund, was created in 2024 to hold money received as a new grant to assist with the costs of a Next Generations Pastor during 2025. 

The Organ Fund holds donations made for the refurbishment and subsequent maintenance of the church organ. 

The Charity Appeals Fund holds money donated for charitable purposes pending transfer to the relevant charities.

## **Note about Employees** 

The charity has no employees earning more than £30,000 per annum. 

The Vicar is in receipt of a stipend paid by the Diocese of Chelmsford, as was the Curate until May 2024.  No other trustee has been paid any remuneration or received any other benefits from employment with this charity or a related entity. 

The Vicar and Curate have received reimbursement of expenses from the church. No other trustee expenses have been incurred.
